Go Out And Fight Boko Haram, Others, Osinbajo Tells Newly Trained Air Force Personnel

Vice President Yemi Osinbajo has reminded the newly trained air force officers that they are passing out at a time when Nigeria is grappling with an insurgency in the Northeast, and the challenges of kidnapping and armed banditry in other parts of the country.

“You will, therefore, have to come to terms with the fact that the days, weeks and months ahead of you, will be extremely busy as you fulfill your responsibilities to the military and the Nation.”
Speaking today, July 10, at the passing out parade of direct short service course 28/2019 of the Nigerian Air Force, Professor Osinbajo said that while the Armed Forces have effectively contained the territorial ambitions of the Boko Haram terrorists, by substantially degrading their capacity to attack and wreak havoc, they remain intent on shedding blood and sowing fear.
He reminded the trained Air Force officer that there is also the threat of the Islamic State of West Africa Province, ISWAP, in the Lake Chad Islands and part of Southern Borno.

“Also, more often these days, these insurgents are focusing on soft targets, opportunistic attacks on isolated military units, as well as, on increasingly sophisticated propaganda, aimed at making them out to be more organized and lethal than they really are.
“This ever-increasing reliance on propaganda is a reminder that this is not only a ‘battleground’ war, but it is also just as much an information-and-narrative war. “Winning hearts and minds have always been important in military warfare; it is even more so in a century defined by information and communication technologies.
“As 21st century military officers, how you project your strength and confidence to your enemies and the world, especially using social and digital media tools, is as important as the sophistication of the conventional arms and ammunition that you wield. But to do so effectively also means that you must take the time and trouble to fully understand the nature of the threats that confront us, the narratives and philosophies that underline those threats.”
Vice President Osinbajo stressed that Boko Haram is not the only threat confronting us, saying that there are the clashes between crop farmers and pastoralists, as well as the incidences of kidnapping, armed banditry and militancy.
“In recent weeks, the President in collaboration with State governors has been reviewing the security architecture of the country. This has involved not just the Armed Forces, but in particular, the Police who have recently announced their community policing strategy. This initiative involves the recruitment and training of policemen in each local government and ensuring that such new policemen remain in their local governments, working with local and traditional authorities, to maintain peace and security.
“As the President has said, security is a twenty-four-hour occupation, involving continuous investments in strategy and innovation. We will continue to take all necessary measures to tackle all forms of criminality across the country and to safeguard lives and property of all Nigerians.
“The Nigerian Air Force will, as part of the Armed Forces, continue to be at the forefront of our national security interventions. I note in particular, the extremely successful digitally accurate bombings of terrorist hideouts in April and the destruction of Boko Haram mechanic workshop in Borno in May, the air strikes on Tumbun Hamma on the fringes of Lake Chad, inflicted heavy casualties on ISWAP forces, under Air Task Force of Operation LAFIYA DOLE. In June, there were air strikes on Sambisa Forest further eliminating insurgents
“It is particularly commendable that you are adopting measures to ensure that the resources available to you are used judiciously in a manner that delivers optimal results and maximum value for money.
“I am aware that in line of ‘doing more with less’, which is one of the guiding philosophies of the Buhari administration, several moribund assets of the Air Force, aircrafts in particular, have been reactivated in the last four years, and a lot of effort has gone into building local technical capacity to fix and maintain your operational assets.
“In addition, the increasing emphasis of the Nigerian Air Force on local innovation is noted. The recent launch of the Tsaigumi, Nigeria’s first operational, locally-developed Unmanned Aerial Vehicle, is confirmation that you are on the right path. I charge you to continue to be open to innovative ideas and collaborations with academia and the private sector.”
He told the graduating cadets that “this nation is great and can only become greater. “We are Africa’s largest economy by GDP, the States of Nigeria have larger economies than many African States. We have become the last frontier for major economic growth.
“We are the world’s largest growers of cassava and yams, we are top 5 in the world in sorghum, millet and we are approaching self-sufficiency in paddy rice production.
“Our potential in technology and entertainment has been attracting huge attention.  First is the market, at 174 million GSM phones, we are among the top ten telephone users in the world, and we have the highest percentage of people who use the internet on their phones in the world. We are also number 2 in mobile internet banking in the world and there are 17million Nigerians on Facebook.
“Microsoft has announced that it will establish a 100million dollar African Development Centre in Nigeria. We are already building our own drones. But not only are we building drones, we are also making spare parts for our aircrafts. We are manufacturing armoured personnel carriers, and all sorts of different military platforms. All of these are things that Nigerians are doing in this country.
“Just last week, we saw at the Army Day, sophisticated minesweepers that are manufactured in this country. In a few short years, this country will be, by far, the greatest military force in Africa and certainly the most developed economy in Africa.
“All of these have been built on the sacrifices of many with blood and sweat, especially men and women of the Armed Forces. What will undermine our efforts now and in the future is disunity. We must resist all those who are preaching narratives of divisions along ethnic and religious lines. We must resist all who try to destroy our present gains and in particular, our future. The future of our country is bright, what we all need to do is to keep focus, not to allow anyone preach division amongst us. If we remain stable and united, everything that we desire for our great country will be ours.”

9.8 Million Pupils In 32 States Now Enjoy Buhari Government’s Daily Free Meal

No fewer than 9.8 million pupils in over 53,000 public primary schools, spread across 32 states of the federation have now been enjoying President Muhammadu Buhari administration’s National Home-Grown School Feeding Programme.

According to the senior special assistant to Vice President Yemi Osinbajo om media and publicity, Laolu Akande, public primary school pupils are being fed with one free, nutritious meal a day, with over 106,000 cooks engaged to serve the foods.
He said in a statement today, July 10 that the 32 states currently benefitting from the school feeding programme are Anambra, Abia, Akwa Ibom, Adamawa, Bauchi, Benue, Borno, Cross River, Ebonyi, Enugu, Kaduna, Kebbi, Kogi, Sokoto, and Nasarawa.
Others include Taraba, Ogun, Oyo, Osun, Plateau, Delta, Zamfara, Imo, Jigawa, Kano, Niger, Katsina, Ondo, Edo, Gombe, Ekiti, and Yobe states.
He said that in the second term of the Buhari administration, the programme has a target of reaching well over 12 million pupils in all the 36 states and the FCT.
“In the same vein, the Federal Government has commenced the distribution of aluminium bowls and spoons for pupils in public primary schools in 6 states currently benefiting from the School Feeding Programme.
“Under the First phase of the distribution, over 2.4 million bowls and spoons would be distributed in Plateau State (314,082), Adamawa (182,144), Kaduna (834,130), Katsina (742, 689), Oyo (199, 922), Delta (136, 710) and Ebonyi (73, 513).
“The School feeding programme has not only helped to increase enrolment rates of pupils in the states, it is also effectively tackling early year malnutrition and the problem of stunting, while improving the cognitive skills of children.
“The programme has also provided sustainable income for local farmers, jobs for cooks, increasing growth and productivity in the local economies.”

FCT Boss Cautions Abuja Residents Against Acts That Lead To Flooding

The Permanent Secretary in the Federal Capital Territory Administration (FCTA), Chinyeaka Ohaa has flagged off the 2019 assessment of flood prone areas in the Area Councils with a call on residents to desist from dumping refuse in drainage channels, farming on river banks and building on water ways.

Ohaa, who blamed the attitude of residents for the reoccurring flooding incidents in the FCT, condemned the activities of estate developers who deliberately contravene provisions of the master plan and build houses on flood plains and natural courses and channels of rivers.

He warned residents against further violation of these laid down environmental and development laws in the FCT, saying that the FCTA will not relent on its plan to remove houses built on waterways.

He said that potential buyers or renters of properties in the FCT should always carry out due diligence and find out from the relevant authorities in the FCTA if the developers have met the master plan requirements before taking possession of properties.

The Permanent Secretary also called on traditional rulers and other stakeholders to support the various actions of government in this regard and also educate their subjects on the necessity of these actions.

He appealed to the media to emphasize safety issues, especially human activities which increase vulnerability to flooding and other forms of disaster, as part of their corporate social responsibilities.

Buhari Has No Constitutional Powers To Restructure Nigeria, Conduct Referendum – Osoba

Former governor of Ogun State, Chief Segun Osoba has made it clear that the President has no constitutional powers to restructure Nigeria and to conduct referendum as being demanded by the promoters of Biafran Republic.

The former governor, who is also a veteran journalist, told news men today, July 10, shortly after a private audience with President Muhammadu Buhari at the Presidential Villa, Abuja, that restructuring lies with National Assembly.

“The President is not a military President; he cannot change anything by decree. Sovereignty in Nigeria now is vested in the National Assembly. Those agitating for sovereign national conference must go through the National Assembly and unless the national assembly surrenders part of its powers by an Act, there can never be sovereign nation’s conference.

“Secondly, agitation for referendum; there must be an act of the national assembly to create that referendum. It’s not the President that would by fiat or by executive order, order for referendum. “It must go through the National Assembly and that is why I plead with our elders: Pa Edwin Clark, Pa Adebanjo, Professor Banji Akintoyin, all across Nigeria; they met the 8th Senate and they heard what that National Assembly has done in terms of the review of the constitution. They should come back and tell us!

“We cannot move forward until we recognize the importance and the powers vested in the National Assembly. And for restructuring, let us go through the legal route.”

Osoba, who is also former Daily TimesManaging Director, said that it was the All Progressives Congress (APC), that started the issue of restructuring.

“We in APC put devolution of power, true federalism in our manifesto and we have moved far from there to where a committee was set up, headed by the governor of Kaduna state, Nasir El-Rufai. That committee has submitted its report; that report has been presented to us in the caucus and the president was there and he endorsed the outcome.

“I want Nigerians to please, give us time. I hope and pray that at the right time, the government or the party would send that report to National Assembly for debate.”

Osoba said that he had visited President Buhari to present him with an autobiography of his which he had put together, saying that part of the book was he (Buhari) riding on the train from the North to Ifo, Ogun State to spend his holiday when he was in Form One in 1946.

“So we have had some historical reminiscences not just now.”

Onaiyekan Mocks: If They Islamize Nigeria, You Too Should Rise Up To Christianize It

The Catholic Archbishop of Abuja, John Onaiyekan, has said that Muslims have every right to Islamize Nigeria the same way Christians have the right to Christianise it and asked Christians to stop endless complain.

“They (Muslims) have every right to do so (Islamize the country) provided they also know that I have the right to Christianize the whole of Nigeria. The answer is not in complaining and crying; stand up like a man and Christianize Nigeria.”

Cardinal Onaiyekan made these points in his homily at a Mass to celebrate the Sacrament of Confirmation at Our Lady of Perpertual Help Parish, Gwarinpa II in Abuja.

He said that in reality, there is no body that wants to Islamize the country, emphasizing:  “let nobody deceive you; I don’t think there is anybody who has plan to Islamize Nigeria, but even if they do, they have every right to do so.

“People complain that Christianity is being persecuted; they are saying that some people want to Islamize the nation. Just know that nobody can’t Islamize you unless you agree to be Islamized.

“For as long as you are not ready to stand up and carry the Cross, you are on the verge of losing your faith; if you don’t want to lose your promotion for Christ sake, you are also not worthy to be a Christian.

“Anybody who presents another programme different from the programme of Jesus Christ on the Cross will lose, you will drop; you will just drop like an overripe apple.”

According to him, Christians cannot achieve the feat by compromising their faith, it can only be achieved by carrying their cross and following Christ.

“You don’t Christianize the nation by standing up and looking for prosperity or material benefits.

“You Christianize a nation, if you are ready to stand up for the truth, preach the gospel, carry the Cross and follow the Lord Jesus.’’

Quoting from the Gospel of Mathew Chapter 10 verses 37 to 42, Onaiyekan said that anyone who loved his or her mother, father, children, husband more than Christ is not worthy of His kingdom.

He said that Christians had the mandate to preach Jesus Christ to everyone without being distracted with material things.

Onaiyekan advised Christians to defend their faith by preaching the gospel in words and deeds without compromising the message of the Cross.

He said that the Disciples of Christ preached the crucified Christ, accepted persecution and that many even died for their faith.

President Buhari Seeks Senate’s Approval For 15 Special Advisers

President Mohammadu Buhari has submitted to the Senate, request for the appointment of Special Advisers.

The request which is contained in a letter that is expected to be read tomorrow, July 11 at the Senate plenary, according to the President, is in compliance with section 151 of the constitution of the Federal Republic of Nigeria 1999 as amended, which confers on him the power to appoint Special Advisers to assist him in the performance of his functions.

This was even as the Senate President, Senator Ahmad Lawan, gave a hint today, July 10, of the possibility of the President sending his ministerial list to the Senate this week.

According to him, the executive arm of government is working round the clock towards ensuring that the Senate gets the ministerial list before the end of the week.

Judicial Council Appreciates Buhari’s Stand On Financial Autonomy For States Judiciary

The National Judicial Council (NJC), has formally registered its appreciation to President Muhammadu Buhari for his unequivocal position on the financial autonomy for the States Judiciary.

This is even as it called on the various State Executives to, as a matter of urgency, commence its immediate implementation, saying that this is not only in line with the Constitutional dictates, but presently the Judicial position.

Rising from an emergency meeting today, July 10, in Abuja, the Council recommended the appointment of Hon. Dr. Justice I. T. Muhammad, as the substantive Chief Justice of Nigeria even as it also approved the recommendation of its Interview Committee that screened the two candidates presented by the Federal Judicial Service Commission to it for appointment as Chief Justice of Nigeria.

Subsequently, the Council recommended to the Governors of Sokoto, Lagos, Anambra, Ebonyi, Niger, Taraba, Kano, and Jigawa States, eight successful candidates for appointment as Chief Judges and Grand Kadis for the States.

They are Hon. Mr. Justice Muhammad S. Sifawa as Chief Judge of Sokoto State, Hon. Mr. Justice Kazeem O. Alogba as Chief Judge of Lagos State, Hon. Mr. Justice Ijem Onwuamaegbu as Chief Judge of Anambra State and Hon. Mr. Justice Nwaigwe A. Anselm as Chief Judge of Ebonyi State.

Others are Hon. Mr. Justice Aliyu M. Mayaki as Chief Judge of Niger State, Hon. Mr. Justice Filibus B. Andetur as Chief Judge of Taraba State; Hon. Kadi Tijjani Yusuf Yakasai as Grand Kadi of Sharia Court of Appeal in Kano and Hon. Kadi Isa Jibrin Gantsa as Grand Kadi of Sharia Court of Appeal  in Jigawa State.         

A statement by the NJC Director of Information, Soji Oye, said that the newly appointed Heads of Court will be sworn-in after the approval of the President and their respective State Governors and confirmation by the Senate and State Houses of Assembly as the case may be.

The statement said that the Council also considered notification of retirements of Chief Judge of the Federal High Court, Chief Judges of Gombe, Edo, Niger, Ebonyi, Acting Chief Judge of Kebbi States as well as those of nine other Judicial Officers from the Federal High Court, High Courts of Gombe, Delta, Edo, Imo, Benue and Katsina States.

We’ll Soon Start Vacation Whether Or Not President Submits Ministerial List – Senate

The Senate has made it clear that soon, it would begin its annual vacation whether or not President Muhammadu Buhari submits for consideration, the list of ministers to form Federal Executive Council.

Chairman of the Senate Committee on Media and Public Affairs, Senator Adedayo Adeyeye, who spoke to news men today, July 9 in Abuja said that it is not the duty of the Senate to determine when the ministerial list would be submitted to it.

“It is the prerogative of the president to send his ministerial nominee list to the Senate and when he does that we will consider it.

“The executive is aware of the timetable of the Senate. There is a particular time the Senate will go on recess. That being in mind they should be mindful of when they will carry out this constitutional responsibility.

“That is our constitutional mandate but it is not within our power to even advise or anything, so we will wait until the list is submitted. I will not say anything more than that.

“I don’t think this matter should worry any Nigerian. We are supposed to receive the letter with the list of ministerial nominee transmitted to the Senate.

“If a thing is not my job why should it worry me. When the list comes to us, Nigerians will look at the time the list arrives here and the time the list is approved.

“Let me tell you one thing, the executive are aware and most Nigerians are aware of the timetable of the Senate.

“There is a particular time of the year when the Senate will go on recess that being in mind, they should be mindful of when to carry out this constitutional responsibility because the Senate itself has its own timetable.

“Like the judiciary is right now on recess, a lot of judges have travelled out except those handling election matters.

“So in the same way, there will be a time, very soon when the Senate will go in recess.

“I think the Executive are mindful of this to know the timetable of the Senate and it is left to them to adjust to that timetable or not.

“When the matter comes before us, we will look at it and carry out our constitutional responsibility.”

Atiku Won Presidential Election In Katsina With 905,000, PDP State Chairman Tells Tribunal

Chairman of Katsina State Peoples Democratic Party (PDP), Salisu Yusuf Maijigiri, has told the Presidential Election Petition Tribunal in Abuja, the Nigeria’s Capital that the Presidential candidate of his party, Atiku Abubakar won the February 23 election by 905,000 against 872,000 votes polled by the candidate of the All Progressives Congress (APC), President Muhammadu Buhari.

Testifying before the Tribunal today, July 9, Salisu Yusuf said that the 1, 555, 633 votes credited to Buhari was not the true reflection of what transpired on the election day, maintaining that the figure was just allocated.

He alleged that agents of PDP in the 34 local government areas of the state were chased away while the ad-hoc staff of the Independent National Electoral Commission (INEC) were substituted with untrained ones used to produce fake results in the state.

Salisu Yusuf Maijigiri insisted that PDP won in Katsina State with 905,000 votes while APC came second with 872,000 votes from the result collated by his party.

Buhari Advocates Befitting Welfare Package For Teachers Towards Reviving Education

President Muhammadu Buhari has put up a strong case for a better welfare package for teachers in Nigeria’s educational institutions as a way of reviving the educational sector with renewed focus on teaching valuable lessons such as integrity in schools.

President Buhari, who received a delegation from the Arewa House Centre for Historical Documentation and Research at the State House, stressed that improved educational standards in the nation’s schools at all levels will require giving priority to the welfare and training of teachers, who directly create the enabling environment for learning.

According to the President, the quality of training, welfare and happiness of teachers directly impact on the quality of education children and adults get in schools, urging more focus and research on impact of teachers.

The President spoke against the backdrop of a proposal by the Arewa House Centre for Historical Documentation and Research to start an annual, “Buhari Integrity Lecture Series.”

The President insisted that if it has to do with integrity, “we must go back to history and try to assess the contribution of teachers to education, where teachers treated every child as their own in instilling discipline and sharing of knowledge.

“I have been lucky to be in boarding school for nine years, three years in primary school and six years in secondary school before I joined the military. And if we are talking of good education, it has to start with the teaching in schools, where children grow and the environment of learning.”

President Buhari said that education cuts across the three tiers of government, and that it is important to consider who pays the teachers at every level and whether the teachers get adequately compensated to provide quality education.

“We must make education and health a priority relative to the resources available.”

The President said that the challenge of repositioning the educational sector and cultivating strong moral values in children goes beyond the northern part of Nigeria, and should be pursued holistically at a national level.

“Your nomenclature is Arewa, but the problem of education is a national issue.”

He said that the focus must also be on providing accessible quality education for the privileged and underprivileged in the country, adding: “we will have a better society when education is not only for those who can afford to pay expensive fees in schools.”

The Director of Arewa House, Professor Idris Shaaba Jimada, told the President that there is need to inculcate the virtue of integrity that he had stood for over the years, and propagated as an important aspect of development.

Idris Jimada said that the Arewa House Centre for Historical Documentation and Research had decided on instituting “The Buhari Integrity Annual Lecture Series,” which would appraise the President’s position on morality and inspire more people to appreciate integrity as integral to Nigeria’s development.

“Integrity should be taught in our schools as part of civic education, and we are proposing that it starts with you.”
