Atiku Never Held Meeting With Boko Haram In Dubai, Intelligence Source Confirms

The Presidential candidate of the Peoples Democratic Party (PDP) in the last general elections in Nigeria, Alhaji Atiku Abubakar has been exonerated from an allegation that he held secret meeting with the leadership of Boko Haram in Dubai sometime this year.

A highly respected source in the intelligent community hinted that when the report was first made, security operatives with link to international scenes conducted an independent investigation.

“We found out that the Gulf News newspaper which was purported to have published such news was cloned. The real Gulf News newspaper did not publish such story on the day Atiku’s story was published and in the same edition.”

The source hinted that there was no way such a prominent personality in Nigeria’s political landscape, like Atiku Abubakar would involve in such anti-government activity without the security operatives of country in which it is being carried out alerting Nigerian government.
The Intelligent community source attributed the whole thing to fake news that are gradually dominating the social media and even some traditional media outlets in recent times.

This is even as Atiku, today, Thursday, raised alarm that there are plans by those he described as unscrupulous and anti-democratic forces to contrive skirmishes in the coming weeks aimed at smearing his personality.

In a statement by his Media Adviser, Paul Ibe, Atiku said that it is becoming revealing the grand plot being orchestrated by some agents of evil to stage-manage pockets of upset targeted at attacking his reputation.

“We wish to blow the whistle as an early warning alert of the grandiose scheme being put together by some unscrupulous elements aimed at jeopardizing the reputation of His Excellency Atiku Abubakar in the coming days and weeks.

“By the merit of what is beginning to unfold, there are plans to create some upset across the country whereby alleged perpetrators of such crimes will engage in phantom names dropping of Atiku Abubakar and some senior personalities in the Peoples Democratic Party.

“Already, we are abreast of some other plans to plant fictitious stories in some mushroom media outlets aimed at discrediting Atiku and his political party, the PDP.

“It therefore becomes preponderant that we alert the public of this demonic plan and to say that it will be imprudent to compromise the peace and security of Nigerians in order to score a cheap political goal.

“Towards this end, and for the umpteenth time, we call on the federal government to be awake to its responsibilities of providing security and ensuring peace, and to desist from actions and utterances that are capable of exposing our fault lines.

“It is very unsettling that senior administration officials, especially those who are the mouthpiece of government will make reckless but calculated comments to tarnish the image of Atiku Abubakar and government will sit idly on it.

“With the conclusion reached by Premium Times’ investigative reporting that there is no evidentiary prove to back the claim by Lai Mohammed that the opposition was planning to upstage the government, we demand that the information minister should be arrested for raising false alarm and an apology rendered to Atiku Abubakar and the PDP.”

Governors, Vice President, Others Hold Valedictory Session

Vice President Yemi Osinbajo, Governors of the 36 states, their deputies and other members of the National Economic Council (NEC), today, Thursday, held a special valedictory meeting to end the first term of the President Muhammadu Buhari’s government.

At the meeting, presided over by Professor Osinbajo, the legacy document which highlights the activities of the Council and its resolutions between 2015 and 2019 was presented.
Osinbajo said that the legacy document is important because it chronicles sector debates and resolutions and ensures that the next NEC is given a chance to implement or complete implementation.”
The Vice President called on Nigeria’s political elite and leaders to do more to advance the country’s unity and its future prosperity.
“The privilege of executive leadership at this level is one that only a few can have. Thirty-six governors and deputies, One President and one Vice President; 74 men and women of a nation of 200 million people. On this elite group rests the destiny and future of all our people.”
“In the next few years, our population will double with the attendant challenges of jobs, education, healthcare, hard infrastructure and security. Every nation that has moved its people from misery to prosperity has depended heavily on its political elite; you and I. Our people have nowhere else to look or to go. It is at our collective table that the buck stops.
“Because you have led your States for these many years, no one can advise us on the importance of unity or the importance of tempering our utterances with wisdom, moderation and concern for those who are the usual victims of fratricidal or religious conflict. The ordinary Nigerian has no problems with his brothers and sisters of different tribes or religions; they share the same issues to a decent existence, food on the table, good shelter, and security of life and livelihoods. Unfortunately, frequently our political elite sometimes out of advancing selfish political agendas or seeking relevance, recklessly stoke the fires of ethnicity and religious conflicts. We must, as leaders who have a duty to keep the peace and welfare of our States must not only rise above the temptation to take advantage of fault lines, but openly condemn and restrain those who do.
“To those departing this Council let me say that your task is not done. Use your influence and reach to the advantage of the Nigerian people.  You have seen and heard the enormity of our National problems your advice, counsel and actions will always help. Do something in your States, or other States by way of advocacy and action on education and healthcare or jobs.”
In their remarks, Council members representing each geopolitical zone, including Kaduna State Governor Nasir El-Rufai, commended the Vice President for his chairmanship and leadership style, and humility, noting that the VP treated all equally regardless of party affiliations,
The Kwara State Governor, Abdulfatah Ahmed, noted that the VP “led a strong team through various areas requiring attention in the economy. He made robust efforts in security giving direction, confidence and comfort.”
In the same vein, the Borno State Governor said, the Vice President “provided leadership and in the past 4 years, he exhibited humility, giving everyone a sense of belonging.”

Governor of Lagos State, Akinwunmi Ambode said VP’s leadership produced a “robust and purposeful NEC group, consistently stayed together pursing same goals, adding that subsequent governors would have to emulate their predecessors.” He also thanked the VP for the payment of backlog of salaries when they just got into government.
“Governors never had cause to be known by party lines, because VP provided quality leadership and encouraged freedom of expression. He accommodated every comment made, contributions in the past four years. The Unity in the council is unprecedented. He showed concern during the pipeline vandalism, brought peace and happiness in the region and his visit back then is still fresh in their memories. Ease of Doing Business in Nigeria is also a success recorded by the Council,” added the Akwa Ibom State Governor, Udom Emmanuel.
Imo State Governor, Rochas Okorocha said the VP “is a patriotic Nigerian, who smiles over issues when one expects him to react negatively. The humility he displays is very rare. There’s great difference between NEC of the past and NEC under VP’s leadership. The speed with which issues regarding the country were handled were second to none. NEC became a family under the leadership of the VP.”

The NEC is made up of the Vice President, Governors of all the States of the Federation, Governor of the Central Bank of Nigeria and others.

How We Spent N470.8 Billion, $22 Million Abacha Loot On Social Investment, Buhari Aide Gives Account

The Special Adviser to the President on Social Investment, Mrs. Maryam Uwais has given details of how her office spent N470.8 billion from 2016 to 2018 and $22 million recovered Abacha loot on social investment programmes across the country.

Mrs. Uwais, who briefed news men today, Thursday on the progress of the social investment programme, said that that the four-broad programmes of the programme are the N-Power, Conditional Cash Transfers, National Home-Grown School Feeding and Government Enterprise and Empowerment Programmes (GEEP)
She said that from 2016 to date, the Federal Government budgets an annual sum of 500 billion naira for social investment, however, in 2016 only N79.98 billion was released.
Similarly, She said 140 billion naira was released in 2017 and N250.4 billion in 2018.
She revealed that out of the 322 million dollars Abacha recovered loot which was to be used for the social investment programmes, only 22 million dollars had been utilised by her office.
Uwais said at the end of March, the National Social Investment Programmes had made direct impacts on 12,069,153 beneficiaries, and over 30 million secondary beneficiaries, comprising the cooks, farmers, families, employees and members of the community.
“Under N-Power, we have 526,000 youth spread across 774 LGAs teaching in public schools, acting as health workers in primary health centres and as agric extension advisors to small holder farmers in our communities.
“Nigeria is fast on its way to becoming the leader in Africa in the National Home-Grown School Feeding Programme, by feeding over 9.7 Million pupils and still counting.
“Today, we have 103,992 cooks on our payroll, feeding 9,714,342 pupils in 53,715 government primary schools around 31 States. These children are able to eat a balanced diet, towards improving their learning outcomes.
“Also, under the GEEP, we have the FarmerMoni, MarketMoni and TraderMoni.
“For the first two, funds between 10,000 to N350,000 are paid into the accounts of the successful applicants who belong to a registered cooperative and have a bank account.
“For TraderMoni, petty traders are given a loan of N10,000 and upon repayment within six months, the beneficiary becomes eligible for a larger amount, at which point they must open an bank account.”
Also, the Head of the Cash Transfer Programme, Mr Henry Ayede said, using the National Social Register data on poor and vulnerable households in the country, the government currently pays N5,000 monthly to 872,700 households.
He said that the beneficiaries were identified by the communities; therefore the government was sure that the money gets to those in true need.
In addition, the Head of the School Feeding Programme, Mrs Bimbo Adesanmi said that the government was spending about N70 to feed a child under the programme.
She said that the government was able to spend less on nutritious meals by sourcing for all ingredients directly from the farmers without using middlemen.
She also revealed that the government deworms the children benefiting from the programme, every six months to reduce frequency of infections.

Atiku Shows Remorse Over Justice Bulkachuwa’s Withdrawal From Election Tribunal 

The Presidential candidate of the opposition Peoples Democratic Party (PDP), Alhaji Atiku Abubakar has shown remorse over the withdrawal of Justice Zainab Bulkachuwa from the Presidential Election Petition Tribunal as a result of pressure mounted on her by his legal team and the PDP.

In a statement he personally signed today, Wednesday, Atiku said: “I have great respect for her, being a pioneer and advocate for gender equality and female empowerment.”

According to him, his legal team’s objection was not a reflection on Justice Bulkachuwa’s character or competence.

The PDP presidential candidate commended Justice Bulkachuwa for withdrawing from the Presidential Election Petition Tribunal Panel hearing his petition against the Independent National Electoral Commission (INEC) and the Presidential candidate of the All Progressives Congress (APC), President Muhammadu Buhari.
“Her action showed courage and is an act of patriotism. She has, by this action, increased the confidence the public have for the judiciary.
“Not only do I commend her, I also pray, especially in this holy month of Ramadan, that Justice will be done by the tribunal according to the fear of God and not in keeping with respect for the powers that be.
“May God bless the judiciary and may God bless the Federal Republic of Nigeria.”

Outgoing Ministers Recount Experiences Under Buhari’s Presidency

All the ministers who will be leaving the Federal Executive Council (FEC) shortly before President Muhammadu Buhari is inaugurated for a second term in office on May 29, today, Wednesday, took turn to recount their experiences under the leadership of the President in the last four years of his first term.

We reproduced here, comments of some of the ministers, including Vice President Yemi Osinbajo:

Vice President, Professor Yemi Osinbajo:

I thank Almighty God for preserving our lives to serve our nation this past four years. I will like to thank Mr. President for the opportunity to serve as your vice president and your running mate twice. My deepest gratitude comes from the great trust that you reposed in me at all times.

I will never forget when you were going on medical leave in May of 2017 and you said to me that you will not falter my discretion as acting President in anyway. In keeping with your character and style, you kept your words.

Mr. President many know of your personal integrity, discipline and capacity for hardwork but many will not know just how humorous you are. I remember you Mr. President telling me once that the we should observe the cabinet members who go out often during meetings, that they were actually going out to finish the coconut and peanut. And since then I have noted carefully all those who go out looking very serious but I’m sure they end up finishing the coconut and peanut as Mr. President said.

I want to use this opportunity to greet our cabinet colleagues, this has been an exceptionally patriotic and talented team. Everyone brought experience, knowledge, wisdom and selflessness to council deliberations at all times. I treasure the friendship that we have built with ourselves and among family members in the last four years. I pray that you will all go from glory to glory, that you will never fail or fall. As we all us depart from council, I pray that the lord that has guided us this far will be our help in the years to come in Jesus name.

Just to mention for the record that I was elected chairman of the association to which Dr. Ngige referred the one to which Adams Oshiomhole, Ngige and El-Rufai are members, not because I’m the Vice President but because I’m the tallest member

Foreign Affairs Minister, Geoffrey Onyeama:

Thank you for the opportunity, despite the fact you didn’t know me from Adam. But your leadership has been such that you treated everyone the same, whether you knew them before or not. In fact unless one was told, one would never know who you knew before.

Mr. President, no one in the history of the country has held as many top leadership position as you have so it is intimidating to be called upon to advise you on any matter. But you are humility personified.

I will recall a few very short anecdotes that highlight a few of your many qualities.

In Poland, you showed your humility when after a long tiring day, you were kept waiting by the Deputy Prime Minister. I advised you to leave but you preferred to wait patiently and you were proved right, it was a wonderful meeting.

In Mali, you showed very strong stoicism physical courage to continue participating in a meeting when you were ill. You later needed a long medical treatment.

On The Gambia, you showed decisive leadership when you surprised some presidents at a meeting by telling them to be in Abuja in two days, they came. At the working lunch, you called the Chief of Defence Staff and told him to call his counterparts in four countries, plan launch ed land, air and sea move towards Gambia, that was the era of Yahya Jammeh. History.

In Nairobi, you showed great deftness and dribbling skills. We prepared too long speech for you, we saw that five minutes time limit was being rigorously enforces. After you told me you had to leave for a while and I should sit in your place and deliver your speech. While I did I read so fast the interpreters could not keep up. You came back and asked me with a smile if I had deliver the speech and I said yes sir with great difficulty! Lesson learnt.

 I have learnt so much from you sir.

Mr. President, you assembled a great cabinet from advisers and it has been  a joy to work with each and every one of them.

Your choice of VP was a truly inspired one. You both are a dream team – match made in heaven. Remember James Ocholi our late colleague and brother and former minister of state Labour, May his soul continue to Rest In Peace.

I pray that God will continue to guide, protect and bless you both as you embark on your very well deserved second mandate.

We fought the good fight, finished the race and keeping faith. Thank you Your Excellency. Nigeria is respected around the world thanks to you.

Minister of State for Agriculture and Rural Development, Heineken Lokpobiri

Mr. President, let me join my colleagues in thanking you for appointing me a minister of the Federal Republic of Nigeria. What I have learnt in the last three and half years I have not learnt in my 12 years as a parliamentarian. I was a speaker in Bayelsa state of Assembly in 1999, I was a Senator in 2007 to 2015 but in the last three and half years cannot be equaled to what I learnt as a member of cabinet.

So my appointment is something that I will cherish in the rest of my life. I enjoyed cordial working relationship with the Vice President and members of the cabinet within this period of my appointment and I’m very glad to say that your leadership style is exemplary, it was God ordained and I always tell people that you came at a time thatGod wanted you to come. I have always told people that what saved this country is because of your integrity as the world sees you as a man everyone can trust.

The president’s integrity is different between Nigeria and Venezuela that has more oil than us but has been in crisis since 2015.

Mr. President, as you go to the next level, let me suggest that as president of Nigeria, you’re the president of the black world, you have enormous responsibility, so you need all the times to attend to other matters apart from the FEC proceedings and so it is my very humble submission that in the next level, let the office of SGF develop standing order that will regulate proceedings of the FEC that will save Mr. President a lot of time to attend to other matters.

That will prevent some of my colleagues that will talk for four or five times as they would be allowed to talk only once. You will only be allowed to talk twice if you’re the one presenting the memo. It will be nice if we see some of the reforms take place so that we will be able to save Mr. President enough time.

Minister of Communication, Barrister Adebayo Shittu: 

I want to congratulate Mr. President for the wisdom in selecting the current members of the cabinet. There is no doubt that while there was some delays in appointing cabinet members, a lot of people had grievances of sort but the fact that you succeeded in appointing this creme of Nigerians has justified the fact in the sayin ‘ it is better late than never’. There is no good for you in rushing to appoint the cabinet only for you to have problems along the way.

So, I wish to say that the lateness or the delay has been worthwhile because over the last three and half years we have had one team which has been very compact, focus and determine to contribute its quota under your leadership.

Minister of Defence, Muhammed Manir Dan Ali: 

Upon assumption in 2015, we met ill-equipped armed forces with low morale and the standard of discipline in the military was eroded due to partisanship over the period of time, leading to neglect of its constitutional role. As you may recall at the time this administration was inaugurated in May 2015, 1/3 of the local government areas of the northeast was under the control of the insurgents, Boko Haram with bombing across the country.

Similarly, under your leadership the ministry of defense has recorded a lot of achievements, some which include the review of national defense policy, increased occupational capability of the Armed Forces, conduct of internal security and the decapacitation of Boko Haram among others.

Despite all these achievements recorded so far, the nation is still experiencing serious security challenges especially in Northeast and North central. These challenges are not insurmountable. The Armed Forces and other security agencies are doing their best to address these problems.

Minister of Education, Adamu Adamu: 

As a journalist who have been very critical of government and perhaps a nobody, I would never have become a minister, but not for this gesture of Mr. President

I will like to thank Mr. President for giving freedom, since I became a minister the president has never ask me to give anybody a contract or directed me to employ anybody and I think this is very rare. In addition, I will like to thank the Vice President for his humility. Like I have said in other occasions, Nigeria has never been lucky to have a combination like this. The president who is famous for integrity and the Vice President who is a true man of God.

Sir, both of you have the greatest burden on your shoulders to ensure that this alliance that produced you prevails and its maintained. And sir, it will not prevail until something is done because immediately after you what will happen to Nigeria if you are not succeeded by your own type of integrity, then we are going back to something worse than the one you succeeded.  This is very important; I hope this occupies your mind, the next cabinet and perhaps the party.

The ministry of education should not get less than N1 trillion.

Minister of Finance: Zainab Shamsuna Ahmed: 

We have been compelled to learn wealth of knowledge, skills and experience from each other. For me, every encounter I had with Mr. President is like going to school. Today I’m proud to be graduating with first degree from the PMB’s school of governance, integrity, accountability and due process. I’m proud to say that I was in the department of EMT that was ably chaired by His Excellency, the Vice President which will all call silently as workaholic who expects you to be there sometime till 2:am.he is never tired

Minister of State for Petroleum Resources, Dr. Emmanuel Ibe Kachikwu; 

My appointment was unique because prior to now, I have never been in politics prior to my appointment. Unlike many people, I didn’t know Mr. President directly but you gave me the twin portfolios of managing director of NNPC and minister of state petroleum. This put on me the responsible to try and cleans that ministry so that it will be useful to Nigerians.

I have had the unique privilege of working with mr President directly, different from being my president, he was my direct boss. In that prior we had worked together to deal with many problems that beset that industry. Problems of fuel scarcity, dwindling production, and transparency, crisis in the Niger delta and fiscal federalism and the TSA ultimately captured most of the earnings of this country from that sector.

We have done that with very many sacrifices, this is probably the first president that  i will know who would have served four years and I can attest that no oil bloc has been given to him neither to him. I can also attest that there is no contracts that he has shown interest personally neither have I. This is probably the first crop of ministers that worked with no official residences and sometimes from their personal cars.

But I have learnt that if you come to serve Nigeria you have come to sacrifice and if you can’t serve with sacrifice then there is no need to serve.

Three things I have learnt from you which have been very very helpful, in the first is the power of silence, especially if you don’t have anything to say that is meaningful. The second is the power of calm when the water is turbulent and the third is the audacity of integrity. That integrity is what has led us to take some of the bold steps that we have taken that ordinarily Nigerians wouldn’t have forgiven inclusive of the lifting of the price of petroleum products which was essential at the time.

I thank you me president for these lessons and the guardians.

Minister of Transport, Rotimi Amaechi:

Let me begin by thanking God for the opportunity Mr. President has availed me to serve.

I met a lot of people in the cabinet.

Mr. President if I exceed the three minutes it’s not because I failed grammar in school; I had credit in grammar. As a student of grammar, we are told to summarize and that is exactly what we have done.

Mr. President, I met you first in 2007. I have never saw you before because when you were the head of state I was a student in university of Ibadan, a radical one at that; a Marxist. So, we were among those who demonstrated against some of your policies. You recalled when you came to my chambers in 2007, I wished you good luck and you turned to me and said, don’t wish me good luck, wish me the best of luck.

Recall that I told you, you are the best material to be president of Nigeria but unfortunately the elites will not allow you to be president and I was in PDP. I said they will not allow you and your chances of beginning the President was high.

The next time I met you was not in person but through phone. You called me after I had defeated the governor of plateau for my second term as governor’s forum chairman. You said to me that you were so elated that you gave somebody free money. I was impressed.

Mr. President, let me thank you for not converting me to Islam. I say that specifically because in 2014, when I walked into a Christ the King Catholic Church, I was literally chased out of the church as a governor because I was accused of supporting a man whose agenda was to Islamize Nigeria. And in Rivers state they begin to call me Alhaji Rotimi Chibuike Amaechi. I thank you because they have dropped the Alhaji and back to Mr. Chibuike Amaechi.

I was told in the cause of the campaign that you were autocratic and therefore you will not be democratic. Most of us are not happy that you have moved from your autocratic nature of yours to an extreme democrat that everything puts to test of the people, to the extent that the people now feel that the only way things can go on in this country is by the rule of law. We all know that the rule of law is the beginning and the end of this government. Talking about the financial impunity that we saw before, people were making money without having any productive capacity for that.

Minister of Niger Delta, Usani Uguru Usani: 

I have seen the passion of Mr. President trying to get the ministers. I have seen Mr. President trying to make the minister comfortable but the laws or lack of laws have not allowed it, in this case leaving us with so much sacrifice as ministers. In this sacrifice we have had a lot to learn which has enriched my experience.

I will like to suggest that in the second run of this administration, there should be deeper discussions for policy articulation which will informed all participants in that administration of the update of whatever decisions the government takes.

Abike Dabiri Fingers Egyptian, Ethiopian Airlines In Drug Business In Nigeria’s Airports

Chairman of the Nigeria Diaspora Commission (NDC), Abike Dabiri-Erewa, has fingered Egyptian and Ethiopian Airlines in the running of illegal drug cartels across Nigeria’s international airports.

Speaking today, Wednesday, at an investigative hearing by an ad-hoc Committee of the Senate set up to look into the circumstances leading to the arrest, last December, of a Nigerian lady, Zainab Aliyu by Saudi Arabian authorities, Dabiri-Erewa said: “we have other foreign and local Airlines operating at our Airports. But Egyptian and Ethiopian Airlines have drug cartels operating at our International Airports. They operate alongside local collaborators. It is not Air Peace, not Arik Air, but Egyptian and Ethiopian Airlines”.

This was even as the Chief Security officer at the Federal Airport Authority (FAAN), El-Yakub Usman Lamir, revealed that scanners at the Aminu Kano International Airport, Kano, were not configured to detect drugs, adding that there are 15 security agents involved in checking luggage at the point of entry and exit but that the number had been reduced as a result of frequent complaints by air travelers.

As Bandits Killed 5 Vigilante In Katsina, Buhari Gives Security Chiefs Marching Orders

Shocked by the dare devil attacks by bandits in Faskari Local Government Area of Katsina State yesterday, Tuesday which resulted in the death of five local vigilante, President Muhammadu Buhari has asked both the acting Inspector of Police, Mohammed Adamu and Chief of Defence Staff, General Abayomi Gabriel Olonisakin to constitute an assessment team to intervene immediately in the state and bring a feedback.

The Police Public Relations Officer in Katsina police command, Gambo Isa confirmed, in a statement in Katsina that five persons who were members of the local vigilante were killed by bandits in Faskari Local Government Area during the exchange of fire.

He said that the killings occurred at Sabon-layi village of the local government area when members of vigilante group popularly called “Yan sakai” entered into a forest and engaged the bandits in a fight.

He said that the police search team led by the Divisional Police Officer (DPO) in the area evacuated the corpses and discovered a bandits camp inside the forest that was abandoned by the criminals.

The police spokesman said a manhunt has begun to arrest the bandits.

In a quick reaction, the President, in a statement by his senior special assistant on media and publicity, today, Wednesday, instructed the security chiefs to find out how the operation was carried out by the perpetrators, not minding the Holy month of Ramadhan.

The President, who has been briefed on the criminal and political intents of the attacks in Katsina and other parts of the North, described the carnage as senseless.

President Buhari vowed that all those who have been instigating violence in the North and other parts of the country will be exposed and made to face the wrath of the law.

The President commiserated with the Governor and people of Katsina State over the losses even as he prayed to Allah to comfort those who have lost loved ones.

Every time I have reason to travel to Maiduguri for an assignment, my family members become prayer warriors, and clarifications are sought around my dreams at such periods to check for what might be portents, while safety measures are devised against any possible untoward development.

As the birthplace of Boko Haram, Borno State is mostly associated with media tales of abandoned orphans, homeless widows, suffering internally displaced persons (IDPs), heartless suicide bombers and brutal terrorists etc.

Since my itinerary in the State usually revolves around humanitarian engagements, adequate security is routinely provided throughout my stay by the respective federal agencies that are my hosts.

In all the tours, I never paid much attention to the programmes and activities of the Borno State government. Like the proverbial bandwagon effect, I occasionally joined others in expressing deep resentments against State officials, traditional institutions and the political elite for doing little to curtail the excesses of the terrorists rampaging across the State.

Attempts by Isa Gusau, the spokesperson to Governor Kashim Shettima to convince some cynics like me with images and videos of positive strides being made in the State frequently met brick walls because we generally have a feeling that with technology, anything can be manipulated.

Therefore, when I received an invitation for a media tour of the State a few days to the commencement of the Ramadan fasting, I accepted the offer, even as I didn’t have any nightmare at the period that required dream interpreters. As usual, my prayer warriors conducted a special prayer for my safety on this more recent trip to Maiduguri.

I was delighted to meet some renowned newspaper columnists on the tour, including Mallam Mahmud Jega of Daily Trust, Mike Awoyinfa of The Sun, Sam Omatseye of The Nation and Zainab Suleiman Okino of Blueprint, among others.

Rather than being escorted and protected by fully armed bodyguards in armoured vehicles, we were received by Governor Shettima, who personally drove the lead car for the media tour of various projects and facilities in the State, without the use of sirens. A few state officials also accompanied us on the tour.

The first ports of call were the state-of-the-art primary schools newly built by the Borno State government, where the Commissioner of Education, Musa Inuwa Kubo took us round air-conditioned classrooms. The beautiful furniture there were locally produced in Maiduguri, even if the digitalised teaching boards and modern gadgets were unavoidably imported. The schools have fine libraries, expansive dining halls and roomy dormitories. I pinched my cheeks harder to reassure myself I wasn’t daydreaming in fantasy when we entered a spacious Disneyland-like playground.

We also inspected mega secondary schools with exquisite boarding facilities, infrastructure and sports arena. The newly constructed Borno State University is another world on its own, which is better than most newly established universities in terms of space, its physical ambience and buildings, and a conducive learning environment. The campus is slated to commence operation soon with the recent engagement of its principal officers.

Again, Shettima, who is equally the Senator-elect for Borno Central, led us to the newly established Industrial Park on the outskirt of Maiduguri, where the manager of the facility, Engineer Ibrahim Ali, informed us about the 16 tightly knit plants there, which have machinery for solar panel production, with the capacity to generate 120 megawatts of electricity. There are also plants in the Park for crop dehydration, and the production of PVC pipes, canopy-yarn, laminated sacks, plastic mats, school desks and chairs.

In our presence, plastic tables and chairs were produced, some of which I sat on with the fullness of my weight in order to test their strength, and quite impressively they were as solid as the rock of Gibraltar.

In the Industrial Park, there are also plants for processing cassava and tomato, biscuit making, and the extraction of assorted juice, among other plants whose raw materials are produced locally in the State. In fact, there is a plastic-roofed greenhouse near the park where two types of tomatoes are farmed. There, I plucked and munched on some of the ripe tomatoes to ensure they were not plastic ones.

We were all amazed at the immense scale and beauty of the residential estates built by Governor Shettima. Most of the buildings are duplex apartments, flats, and bungalows. One may not likely have the fear of Boko Haram, If only one could be able to live in any of the glamorous estates in the serene environment!

While thrilled at the amazing discoveries, we could hardly feel the intensity of the over 40 degree Celsius sun, when the Governor swiveled his saloon car towards to the Borno Specialist Hospital. There, we were received by the State Health Commissioner, Dr. Salisu Kwayabura, who  conducted us round the medical facility that offers the latest in high-tech medical care and advanced imaging services, such as latest mammogram, Magnetic Resonance Imaging (MRI) and echocardiogram equipment for the early detection of cancer in the human body.

There are also sophisticated Computer Tomography (CT) scanners that features “intraoperative teleconferencing technology”. Some of the new equipment in the facility are rare or very few in the West African region. The multi-disciplinary medical services on offer at the Borno Specialist Hospital, which feature cutting-edge tools that are fully digital and Internet-enabled, are designed to manage the data of patients electronically, in a completely paperless manner.

The hospital’s ultramodern kidney dialysis centre has the capacity to handle more than 40 patients, while the Intensive Care Unit and the theatre are fitted with facilities for neurosurgery and other advanced procedures from General Electric (GE), including the 4D ultrasound (Voluson E10) scanning machine for finer clinical details and diagnosis.

While I didn’t pray to fall sick during the visit, yet I felt like I could be very easily diagnosed and treated in this five-star, technologically advanced medical facility in Maiduguri for any future ailment or sickness. It is simply so cozy and soothing as a place of medical care.

I wondered how contractors, engineers, technicians, suppliers and other labourers were able to successfully deliver on the projects in the State considering the existence of Boko Haram terrorists and political insurgents in contiguous area, who could have wreaked havoc on them to make a strong statement?

After over six hours of tours, Governor Shettima led us to the Government House for a dinner with the incoming governor, Professor Babagana Umara Zulum.

When I was asked to speak on behalf of the senior media practitioners present, I commended the governor for personally taking us round on the inspection tour of the beautiful structures and highly sophisticated facilities his administration had remarkably put together without any armed bodyguard or the use of sirens. I nevertheless expressed my fear about the management of the huge projects, both in terms of their maintenance and the quality of personnel to be hired to man them. I then asked: “Would these projects boost the internally generated revenue (IGR) of the State?”

Governor Shettima’s response was apt. He said: “My tenure will expire in about a month… What gives me so much joy is that the structure, infrastructure and the facilities we put in place will be adequately maintained and improved upon, because we are privileged to have Professor Babagana Umara Zulum as my successor. And this is because he has demonstrated a consistent passion for our dearest Borno.

“Professor Zulum is head and shoulder above me in intellect, competence, compassion, and integrity. He has demonstrated those qualities, especially with his tremendous sacrifice and the risk he took as the Commissioner of Reconstruction and Rehabilitation in addressing the plight of the distressed and displaced people in the State.”

Governor Kashim Shettima, a humble person, is quite an erudite intellectual with brilliant and remarkable ideas on governance, politics, and social development. His outstanding legacies in revolutionising the key sectors in Borno State, despite a debilitating insurgency, shall remain indelible in the minds of the people, and in history.

After the dinner, I couldn’t help but contemplate what could be the nature of the future relationship between the outgoing and incoming administrations in the State. That is, beyond their apparently pleasant rapport at this time, would the mutually supportive relationship between Senator-elect Shettima and Professor Zurum endure after their different inaugurations or take a frosty turn like the known cases of the Kwankwaso-Ganduje saga and the Tinubu-Ambode imbroglio? Or the Orji Kalu-Theodore Orji clash, the Goje-Dankwambo rivalry, the Attah-Akpabio conflict or even the Akume-Suswan fiasco, among other similar incidents between political godfathers and their godsons?

Someone tells me that theirs will be a perfect example of non-interference but mutual encouragement in their respective constitutional mandates. I fervently pray that this is so.

Buhari Asks Ministers To Handover May 28, Gives Reason Why He Didn’t Change Cabinet

President Muhammadu Buhari has directed all the ministers in the Federal cabinet to hand over their offices to the permanent secretaries in the ministries on May 28, a day to his inauguration for a second term as president of the federal republic of Nigeria.
The President, who held the last Federal Executive Council (FEC) meeting with the ministers today, Wednesday, at the Council chamber of the presidential Villa, Abuja, said that the ministers would continue to function in their offices despite that today’s meeting was the last in the life of the administration’s first term.
The President said that he refused to reshuffle his cabinet for four years because every minister brought special knowledge and commitment into the government, and that he allowed such special attributes to develop fully for the development of the country.
At the meeting, which was tagged: “valedictory FEC meeting,” each minister took time to pour his or her heart out about the experience gathered in the federal cabinet and what were learnt from interactive sessions with the President.
The minister of foreign affairs, Geoffrey Onyeama in particular, described the President choice of his second in command, Vice President Yemi Osinbajo as the best, adding that it has been a dream team.
“It is a team made in heaven. Nigeria is now respected around the world because of your integrity.”
This was even as the minister of Labour and Employment, Dr. Chris Ngige said that his membership of the Federal Executive Council had provided him an opportunity to learn new lessons on good leadership.
He said that his closeness to the President had made him to know how simple and friendly the President is.
“When I tell people that the President cracks jokes and laughs raising his legs, many people don’t believe me, having had the memory of a tough military officer he used to be.
“I suggest that the President should organize a social gathering where he will crack jokes, laugh and raise legs, ” to which president Buhari, who was careful listening to each minister, smiled.
Minister of State for Petroleum resources, Ibe Kachikwu said that despite his position as minister of Petroleum resources, President Buhari never allocated any oil block to himself or any of his family members and friends, which he said, is very rare.
The ministers concluded that Buhari had introduced a new vista of service with no strings attached to the leadership, different from the past leadership style that placed emphasis on grabbing nation’s resources and giving friends, families and well wishers huge handouts.

Today’s Federal Executive Council meeting is the last time we will meet as a cabinet before the commencement of the second and final term of this Administration.
Our first meeting in this chamber was in November 2015. Over the
past three and a half years, we worked together to deliver our campaign promises. I strongly believe that it is this team work that led to the successes recorded during our first term.
Some of our colleagues, with whom we started this journey, unfortunately are not here to join us in celebrating our successes.
Specifically, I must recognise our late brother, James Ocholi SAN who passed away in a fearful motor accident with his wife, Blessing and son, Joshua only four months after being sworn in as a Minister.
I want us to all put him, and indeed his family, in our memory. He was a true patriot committed to our CHANGE agenda.
I also acknowledge the contributions of other Council members who
resigned before the completion of our tenure to pursue other opportunities.
You will recall that when we started this journey, our country was
facing numerous challenges.
We inherited a broken economy which eventually went into recession in the second quarter of Fiscal Year 2016. The situation was further compounded by insecurity and massive corruption.
Many would have given up. Indeed, many outside commentators said
our situation was well nigh hopeless. However, we all came together and
pushed forward to deliver our campaign promise to rescue our country
from its parlous state.
Although we all had a common vision, we frequently had heated
debates in this room on the best way to achieve our goals. These
differing views are what made the decisions we took all the more
rational.
It is this quality that made me retain my cabinet for the full term.
Each of you in this room has a unique skill and strength. We are a
reflection of the Nigeria we aspire to achieve. A diverse but tolerant
nation where no one is silenced and where every opinion should be
heard and considered.
I want you all to leave this meeting proud to have served your nation to the best of your ability.
You should be proud to have been part of the Government that
liberated the local governments previously under Boko Haram rule.
You should be proud to have contributed to our food security and
economic diversification agenda which led to the revival of our rural
agrarian economy
You should be proud to have been part of the team that developed
the Economic Recovery and Growth Plan which led Nigeria exiting its
worst recession in decades.
You should be proud to have introduced the social investment
program that enhanced livelihoods of millions of Nigerians.
You should be proud to have participated in settling outstanding
pensions of many senior citizens abandoned by previous governments
while supporting state governments to meet their salary arrears.
And of course, you should all be proud to have overseen the most
ambitious road, rail and airport rehabilitation programs in the history of our country.
I want to put on record, that your achievements in the last three and
a half hears has guaranteed your position in the history books of this nation. You have certainly built the foundations for an improved economy and a more purposeful government.
Although today is our last council meeting, I expect all of you to
continue working until Tuesday, 28th May 2019 when you will officially
hand over your schedules to your respective Permanent Secretaries.
Your handing over letters should be submitted to the Office of the
Secretary to the Government of the Federation.
I want to conclude by thanking all of you for agreeing to serve our
nation during these difficult times. I want to use this opportunity to
recognise the silent partners to this cabinet, your spouses, families and friends, who supported you through these years.
I wish you the very best of luck and pray for your successes, for your families and our for country in the years ahead.

Kogi Gov Threatens To Sack 4 Council Bosses If They Fail To Produce Killers Of 15 Herdsmen

Governor Yahaya Bello of Kogi state has directed four local administrators in the state to produce killers of 15 herdsmen within seven days or get sacked.

The governor, who issued the ultimatum to the local government chiefs during a stakeholders meeting on security held in Lokoja today, Tuesday, stressed that he will sack the administrators who he also accused of ineptitude and dereliction of duty.

The affected council bosses are the administrators of Yagba West local government where 11 of the herdsmen were killed between May 18 and May 20, Omala, Dekina and Igalamela local government councils where the remaining four herdsmen were killed.

The governor said that his administration would not condone killings of any citizen in the state under whatever guise.

He directed the administrators to work with their traditional rulers to unveil the perpetrators.

“These Fulanis have been staying with us in the state peacefully without any rancour, any politicians or detractors who are behind this killing will be made to face the full wrath of the law. “My administration will not spare anybody no matter how highly placed in the society.”

The administrator of Yagba West where the killing of 11 herdsmen took place, Joseph Olutimi, reportedly confirmed the development.

He said that the initial report he got was that a farmer was killed by herdsmen, saying that he quickly informed security agents of the development. Olutimi explained that the herdsmen were killed by yet to be identified persons.

According to him, the people of the local government had been living peacefully with the Fulani hersmen for years.

Commenting on the development, Governor Bello’s special adviser on security, Jerry Omadara, explained that the action was a reprisal attack on herdsmen for the death of a farmer few days ago.

He said that three corpses of herdsmen were found in Oluja community in Dekina local government while several cows were also killed by unknown gunmen.

The secretary of Miyetti Allah Cattle Breeders Association in Yagba West local government, Mohammed Mainasara, said 11 of his members were killed, asking for justice in the matter.
