Buhari’s Certificate: INEC Advises Critics To Go To Court

Independent National Electoral Commission (INEC) has advised those who are raising eyebrow over President Muhammadu Buhari’s failure to submit his academic credentials to the electoral body, to go to court.

Reacting to the critics today, Friday, the chairman of INEC, Mahmood Yakubu, said that there is still room for legal redress if anyone who is in doubt of claims by candidates in the 2019 elections.

“Any person with reasonable ground to believe that any information on form CF001 submitted by a candidate contains incorrect or false claims is at liberty to file an action against such candidate at the federal high court or the high court of a state or FCT,” Mr Yakubu said while addressing a press conference.

“While the current exercise is limited to candidates for presidential and national assembly elections, the personal particulars of those contesting in governorship and state assemblies elections will be published on November 9, 2018, one week after the close of submission of nominations by political parties.”

Buhari, who is seeking for a second term in office had attached an affidavit, insisting that the Nigerian Army,f which he served and retired as a major general, are in the possession of his academic credentials.

A similar scenario played out during the 2015 presidential election but many viewed it as an attempt to frustrate Buhari who was a major contender in the election.

When a legal suit was slammed on Buhari, who was then a presidential candidate, compelling him to produce his certificates, the president hired over a dozen of Senior Advocate of Nigeria (SAN) to defend his claims. He contested the election and came victorious. Those who initiated the legal redress withdrew their case.

2019: Buhari, Atiku, Duke, Mimiko Make INEC List Of Presidential Candidates

President Muhammadu Buhari (APC), Atiku Abubakar (PDP), Obadiahia of the African Democratic Congress (ADC), Donald Duke of the Social Democratic Party (SDP) and Olusegun Mimiko of Zenith Labour Party(ZLP) have made the list of Presidential candidates whose names were released the Independent National Electoral Commission (INEC).

The INEC said that the list is provincial, saying that it is in line with Section 31 (3) of the Electoral Act 2010, as amended which states: “The commission shall, within seven days of the receipt of the personal particulars of the candidates, publish same in the constituency where the candidate intends to contest the election.”

The final day for submission of names of presidential candidates and Senate/House of Reps was last Thursday.

The list was pasted at its headquarters as well as its offices across states of the federation.

For the candidates of national assembly contestants in Anambra, incumbent Senators Victor Umeh, Stella Oduah and Uche Ekwenife are listed to contest. Leo Nkedife, Head Voter Education and Publicity, in the state said the names “will equally be published in all the constituencies and local government headquarters where elections will hold”.

In Anambra Central Senatorial District, the published candidates are Mr Charles Odunukwe of Peoples Democratic (PDP), Umeh of All Progressives Grand Alliance (APGA) and Ekwunife of All Progressives Congress (APC).

In South Senatorial District, Sen. Andy Uba of the APC, Mr Chukwunedum Ubah of the PDP and Chief Nicholas Ukachukwu of APGA made the list.

For North Senatorial District, Sen. Margery Okadigbo of the APC, Oduah of the PDP and Chief Chinedu Emeka of APGA made the provisional list.

Nkedife said the list of governorship and House of Assembly candidates will be published on November 2.

In Bayelsa, immediate past Commissioner of Works and Infrastructure Lawrence Ewhrujakpo is the PDP candidate. He will contest against Capt. Mathew Karimo of the APC.

Bayelsa East – Edwin Blessing Ipigansi (PDP) and Bishop Degi Eraumieyo (APC) will square it up. In Bayelsa Central, Douye Diri (PDP) and Festus Daumeri (APC) will slug it out.

For the Sagbama-Ekeremor Federal Constituency, Famous Daumeigha (APC) and Fredrick Agnes (PDP); Yenagoa-Opokuma, Osomkeme Blankson, APC and Steve Azaiki PDP; Southern Ijaw, Preye Oseke, APC.

Others are Ogbia Federal Constituency, Samuel Ogbuku (APC), Fred Obua (PDP); Brass, Isreal Sunny-Goli, APC and Marie Ebikake, PDP.

In Lagos, NAN reports that 50 candidates are contesting for the three Lagos senatorial seats from 25 political parties.

There are 249 candidates across 30 political parties contesting the state’s 24 seats in the House of Representatives.

A breakdown of the list showed that the Lagos West Senatorial District has the highest contenders of 22 c. Lagos East and Lagos Central had 15 and 13 contestants.

Political parties fielding candidates in Lagos West are: Accord, AA, ADP, AAC, ADC, APC, AD, ANP, APM, CAP, DPP, GPN, MPN, NCP, ND, PDP, PPN, PRP, PT, PPC, UDP and YPP.

Political parties fielding candidates in Lagos East are: Accord, ACD, AAC, ADC, APC, AD, CAP, DPP, ID, MPN, PDP, PPN, PT and PPC.

In Lagos Central, the following parties have candidates: Accord, ACD, ADC, APC, ANP, FJP, ID, LM, MPN, PDP and PT.

For the House of Representatives seats, of the 30 political parties participating, only PDP, APC and ADC are fielding candidates in all the 24 federal constituencies. Others did not.

In Ogun, outgoing Ogun State Governor Ibikunle Amosun (Ogun Central) is on the list of senatorial candidates of the APC.

The other APC candidates are Chief of Staff to the Governor Tolu Odebiyi (Ogun West) and Senator Lekan Mustapha(Ogun East).

For the House of Representatives son of former Governor Olusegun Osoba, Hon. Olumide Osoba, is listed for Obafemi – Owode and Odeda Federal Constituency seat.

The others are Jimoh Ojugbele (Ado/Odo/Ota), Sulaiman Ismail (Ijebu North, Ijebu East and Ogun Waterside constituency), Ibrahim Isiaka (Ifo/ Ewekoro Federal Constituency), Edun Oladapo, (Abeokuta South Federal Constituency), Biyi Otegbeye (Egbado South and Ipokia), Kayode Oladele(Egbado North, Imeko Afon) Osunsanya Korede(Ijebu North, Ijebu -Ode, Odogbolu) and Adewunmi Onanuga (Ikenne, Remo North, Sagamu).

Senatorial candidates of the African Democratic Congress (ADC) are: former Speaker Titi Oseni – Gomez (Ogun Central), Mr. Adedeji Ashiru (Ogun East) and Mr. Babatunde Ogunola (Ogun West).

In FCT, those contesting for the Senate are Sen. Zaphaniah Jisalo (APC); Sen. Philip Aduda, (PDP); Esther Audu, (ADC) and Eric lbe, (SDP).

For the House of Representatives (AMAC Bwari) are Lamorde Hallilu (APC) Micah Jiba (PDP); and Ene Idoko-Abel (ADC).

In Benue State, former Governor Gabriel Suswam PDP) will battle Senator Barnabas Gemade (SDP), Joseph Akaagerger (APGA) and Former Benue State Internal Revenue Service Chair Mrs Mimi Orubi (APC) will contest for the Zone A Benue North East senatorial seat.

For Zone B Benue North West Senatorial district the top candidates are Senator George Akume (APC) and Chairman House Committee on Businesses (PDP)

In Zone C which Senator David Mark is vacating, former Minister Abba Morro (PDP) is running against former permanent Secretary of Defence, Okibe Onoja Mike (SDP).

Minister Rotimi Amaechi Challenges PDP To Tell Nigerians What It Achieved In 16 Year

Minister of Transport, Rotimi Amaechi has challenged the Peoples Democratic Party (PDP) to tell Nigerians what it achieved for the country in the 16 years it ruled it.

Amaechi, who spoke at a Special Town Hall Meeting on Infrastructure, organized by the Ministry of Information and Culture in Ibadan, said: “we are ready for the PDP candidate to confront us with what they achieved in 16 years and compare them to what we have done in just three and half years.

The minister urged Nigerians to resist the PDP by voting for Buhari and ensuring that they guarded their votes during the 2019 general elections.

“We are open for the debate, our achievements on infrastructure are there to showcase,” he said.
The minister disclosed that the government was working hard to ensure the completion of Lagos-Ibadan standard gauge rail project by February 2019.

“We are working day and night on this project and we have started laying the tracks from Papalanto.

“I want to thank the people and the communities along the rail track for their cooperation because they have never given us trouble.”

The minister said that after completing the Lagos-Ibadan section of the project, the focus would turn to the Lagos-Kano standard gauge.

Group In Nigeria Mourns Journalist Jamal Khashoggi Of Saudi Arabia

A civil society group in Nigeria, known as Coalition of Nigerian Media and Civil Society Groups (CNMCSG), has mourned a Saudi Arabian journalist, Jamal Khashoggi, who was killed on October 2 allegedly by the Saudi authorities in its Turney’s consulate.

The group, whose members staged a peaceful demonstration at the Royal Embassy of Saudi Arabia in Abuja, the Nigerian Federal Capital today, Friday, expressed shock over the brutal murder of the journalist even as it commiserated with his family and friends as well as the Saudi Arabian people.

“We are gathered here to tell the people of Saudi Arabia that you deserve better. You deserve better than a blood thirsty government that kills its citizens at will, and with total impunity.”

In a statement jointly signed by the leaders of the group, Peter Nkanga and Chido Onumah, the group said that no human being should ever have to face such a bestial death.

“Jamal did not deserve to die, let alone in the one place where he should have felt safest in a foreign land – the Saudi Arabia Consulate.

“Let us think about it critically. Do we know how many people have died in similar circumstances at Saudi Embassies and Consulates around the world?”

The group stressed that Jamal Khashoggi’s blood is crying for Justice, adding that it is for that reason that members of the group have risen up to tell the Saudi government that injury to one is injury to all.

“The world abhors the evil perpetrated against Jamal. We are here to say Jamal’s life and death will never be in vain. His blood will keep speaking for generations to come and his legacy will forever remain.

“We are here to demand only one thing from the King and the Crown Prince of the Kingdom of Saudi Arabia: The person(s) who gave the order for the bestial murder of journalist, Jamal Ahmad Khashoggi, and the person(s) who carried the order, All of them MUST be brought to account.”

The group also remembered the Nigerian journalists who have also been killed in the line of duty through total impunity, calling on the Nigerian government to put an end to impunity for crimes against journalists.

“This month, 32 years ago, we still remember the murder of journalist, Dele Giwa, killed via a parcel bomb delivered to him on October 19, 1986. That case smacks of government conspiracy.

“We are here to tell the Nigerian government to take into account that in 32 years since Dele Giwa’s assassination, countless murders of journalists have occurred, and not one has been conclusive to bring the perpetrators to justice.

“We therefore call on Nigerian President, Muhammadu Buhari, to do what any conscionable government would do:

“Order the reopening of impartial, independent, and transparent investigations into the murders of all journalists killed in the country and ensure their killers don’t go unpunished.”

The group stressed that when Injustice becomes law, resistance becomes a duty and gave assurance that members of the group will keep holding the governments accountable to the people.

Alleged $5 Million Bribery: We Planted Spy Cameras On Kaftan – Journalist

The Editor-in-Chief of DAILY NIGERIAN, Jaafar Jaafar, has told the Kano State House of Assembly that ‘they’ planted spy cameras on the kaftan to capture Kano State governor, Dr. Umar Ganduje as he was receiving five million dollar bribe that had since gone viral.

He said that more than two years ago, a contractor complained to him that the governor had been receiving kickbacks, ranging from 15 to 25 percent, for every project executed in the state from contractors.

“We then agreed to plant spy cameras on his kaftan lapel so that he can capture the brazen act in hard evidence. He captured at least 15 clips, nine of which fully showed the governor’s face, body and hands collecting bundles of dollars.”

Jaafar Jaafar, who was summoned by the House of Assembly requesting him to appear before it in the conduct of its constitutional functions as contained in Section 129 of the Constitution of the Federal Republic of Nigeria, said that before the DAILY NIGERIAN publishes stories, pictures or videos on its website, the editors subjected them to rigors of verification to establish their authenticity or otherwise.

“In the case the video clips in question, our in-house technical expert, the editor-in-chief and editorial adviser certified that the videos were original and not doctored contents.

“Experts from Amnesty International Nigeria, BBC and PREMIUM TIMES also watched the clips and certified their authenticity before we went to press.

“The first video was published on October 14, 2018 comprising two clips that occurred on two different dates as shown on the videos themselves. The video showed the governor receiving bribe from a contractor in foreign currency specifically the monies were United States Dollar denominated. The video also showed his Excellency tucking these monies under his flowing gown and putting them inside an envelope.

“We are willing to share the content of the video without any form of editing to assist the committee in its investigation and to share the full clips of the others that were published to the Committee in the cause of the performance of their legislative function

“We thank the Committee for deeming it appropriate to invite us to make representations before it in respect of this matter.”

Nigeria Police Terminates Broadcasting Contract With Private Company

The Nigeria Police Force has formally terminated broadcasting contract it entered into with Skytick Technology Global Limited.

The Force said that the action was taken consequent on the discovery of several inadequacies, status bars, flaws and impracticability of the project, which has been discovered to run contrary to the policy of the Nigeria Police Force and the Federal Government of Nigeria’s constitutional and statutory restrictions on the Force not to be an internally revenue generating agent.

In a statement by the spokesman of the Force, Jimoh Moshood, the police made it clear that the entire Partnership and Memorandum of Understanding between the Nigeria Police Force which was signed at a meeting with the Inspector General of Police (IGP) on October 15 this year, and Mr. Edirin Jerry Wesley of Skytick Technology Global Limited on the establishment of Nigeria Police Broadcasting Service (NPBS) is now invalid.

“The National Broadcasting Commission’s code is explicit on the setting up and running of a broadcasting station in Nigeria. The Commission therefore considers it constitutional and statutorily unacceptable the setting up of the Nigeria Police Broadcasting Service to be operated on commercial basis by the Nigeria Police Force or its agents or partners under the name of Nigeria Police Broadcasting Service.

“The National Broadcasting Commission (NBC) is incontrovertible and has reiterated that it will only consider an application for a broadcast licence from the Nigeria Police Force on the condition that the Police has full control and authority over the licence and the broadcast station established by it to be operated as public station for the propagation of information on security and other related issues similar to what obtains in the cases of other security organizations.

“This position was upheld by the supervising Ministry to NBC which further advised that fresh application may be submitted separately by the Nigeria Police Force for licence solely under the control and authority of the Nigeria Police Force only.

“It is imperative to let the public know that the Inspector General of Police accompanied by some Senior Officers of the Force held a meeting with the Honourable Minister of Information and Culture which had in attendance the Director General of National Broadcasting Commission at the Ministry of Information and Culture Complex and all the gamut and salient issues relating to the entire project, the Memorandum of Understanding and the relationship between the Nigeria Police Force and Mr. Edirin Jerry Wesley of Skytick Technology Global Limited on the establishment of Nigeria Police Broadcasting Service (NPBS) were exhaustively discussed.

“The outcome was that the Frequency Licence being sought for by Mr. Edirin Jerry Wesley of Skytick Technology Global Limited on the establishment of Nigeria Police Broadcasting Service (NPBS) has been suspended by the National Broadcasting Commission and that the Police should apply afresh to operate a broadcast Station solely under the control and authority of the Nigeria Police Force.

“The Nigeria Police Force, therefore, wishes to inform the general public that all Partnership and Memorandum of Understanding between the Nigeria Police Force and Mr. Edirin Jerry Wesley of Skytick Technology Global Limited on the establishment of Nigeria Police Broadcasting Service (NPBS) has been terminated.

79 Percent Of Mass Housing Land Owners In Abuja May Lose Their Possession

Chairman of the Special Presidential Investigation Panel for Recovery of Public Property, Chief Okoi Obono-Obla has sounded a warning to Mass Housing developers in the Federal Capital Territory (FCT) to comply with the statutory requirements for their development or lose possession of their lands.

The chairman, who paid a working visit to the FCT Administration today, Thursday, said that intelligence reports and petitions received by the Panel from concerned stakeholders showed that out of the over 300 beneficiaries of mass housing land in the FCT, only 64 developers have completed and signed lease agreement, while 79 percent have failed to comply with statutory requirements and payments.

He said that the total fees collected so far, which amounted to N1, 086,750,000, fell short of what should have been realized by the FCT Administration.

Okoi Obono-Obla expressed concern over reports of fraudulent leasing of land for mass housing development by initial beneficiaries as well as cases of non-payment of rates and fees amounting to billions of Naira.

He said that the report indicated civil servants are complicit in these fraudulent deals that robbed government of billions of naira.

According, the panel was constituted in August 2017 by the Federal Government of Nigeria, pursuant to the Recovery of Public Property (Special Provisions) Act, CAP R4, LFN, 2004, with a mandate to investigate the assets of private persons and public officers perceived to have engaged in corrupt practices, or in anyway breached the provision of the Code of Conduct.

Obono-Obla said the panel is ready to collaborate with the FCT Administration to recover public funds from the developers who have by their acts of non-compliance to extant regulations and statutory requirements, committed acts of economic adversity. He also indicated the readiness of the panel to expose civil servants who may have possibly collaborated with developers to violate extant rules and procedures.

Part of the recovery activities, he said, will require the lease beneficiaries to appear before the panel at a meeting place agreed with the FCT Administration.

Responding the Minister of the FCT, Malam Muhammad Musa Bello, said that it was good that the panel has zeroed on land administration and by extension, mass housing, with respect to investigating what has gone wrong as well as moving to recover  revenues that have been lost or under collected.

The Minister said that FCTA needs every kobo that is due to it, whether uncollected or collected but not remitted, to make funds available for infrastructure development of the FCT, in line with the directive of President Muhammadu Buhari.

He said that the FCT Administration will help to fast track the work of the panel by making available the FCDA Conference hall because it is contiguous with all the relevant FCT departments and  has all the facilities and ambience that will make the work of the Committee much easier.

The FCT Minister, underscored the critical place of infrastructure in the development of any modern city, sayings, “In line with the focus of Mr. President and indeed his instruction, we have concentrated in trying to complete major infrastructural projects. The key to Nigeria’s economic development is infrastructure and infrastructure requires massive amount of money. That is why we are very keen in giving you massive support for you to be able to discharge your mandate,” the FCT Minister said

Bello added that funding for the FCTA has shrunk over the years as the territory continues to mature. He said every agency of government is supposed to budget and plan for its requirement, hence the need to go after every kobo that is due to the Administration.

We’re Not Recruiting, National Intelligent Agency Warns Applicants

The National Intelligence Agency (NIA) has warned applicants against the activities of scammers on social media sites, purporting that the Agency is conducting a 2018/19 recruitment exercise for qualified Nigerians.
In a statement by S. M Lamidi, the agency said that the authors of the fake social media sites, offering easy employment into the Agency, are not only mischievous but fraudulent targeting innocent Nigerians.
“For the avoidance of doubt, the NIA states unequivocally that such posts are the handiwork of fraudsters and DOES NOT HAVE ANYTHING TO DO WITH THE SERVICE.
“The Agency, therefore, calls on all Nigerians to ignore the information contained in the sites and not have any dealings with these syndicates.
“Recruitment into the NIA is done through a transparent and rigorous process which is open to all Nigerians.”

Crocodile Smile Enters Calabar

The Nigerian Army operation code named CROCODILE SMILE 111 in 13 has been launched at the Brigade Area of Operational Responsibility in Calabar, Cross River State.
A statement by the deputy director of public relations of the Nigerian Army, Colonel Sagir Musa said that the Chief of Army Staff, Lieutenant General Tukur Yusuf Buratai flagged off Command Post and Field Training Exercise today, Thursday at Ikang Forward Operation Base, Ikang, Bakassi Local Local Area of Cross Rivers State.

The statement said that the Cross River State Governor, Professor Ben Ayade, who was the special guest at the flag off, commended the professional disposition, commitment and foresight of the Chief of Army Staff for choosing Bakassi general area as a launching pad for this important and timely exercise.
Governor Ayade was quoted as saying that the choice of Bakassi is good and thoughtful “as there is massive movement of arms and ammunition as well as criminal activities such as sea piracy, kidnapping armed robbery going on in this axis. All these are connected to the activities of Cameroonian Ambazonian separatists which resulted in the proliferation of arms and crimes. I hope,  this exercise, will effectively address these fundamental security challenges.”
He advised traditional rulers in the state to cooperate with the Nigerian Army and other security agencies to ensure the success of the exercise which will last till the 22nd of November 2018.
“I understand there are other aspects of the exercise that are intended to achieve excellent Civil-Military Cooperation. I wish to commend the NA for imbuing this exercise with projects that will profoundly impact on the people. I, therefore, urge the royal fathers to cooperate with NA as they are sincere in what they are here for.”
In a keynote address delivered by the General Officer Commanding 82 Division the Nigerian Army, Major General Emmanuel Kabuk, the Chief of Army Staff said that the exercise is a training period for the officers and soldiers of 13 Brigade.
“The exercise is primarily a 13 Brigade Command Post and Field Training exercises which will provide an opportunity for officers and soldiers of the Brigade as well as supporting elements from headquarters 82 Division to once again demonstrate their proficiency in the conduct of Internal Security Operations.”
He said that CROCODILE SMILE 111 will be land and maritime based.
“The land operations will include mobile patrols, snap checkpoints, raids, road blocks, cordon and search and other operations that can enhance the achievement of the exercise objectives, while the maritime operations will address the security threats within the creeks of Cross Rivers State.”

Federal Government Bans Drones, Broadcast Equipment

The Federal Government has banned unauthorized acquisition of firearms, drones and broadcast equipment, as part of broad measures to stem the tide of insecurity in the country.
According to the National Security Adviser (NSA), retired Major General Babagana Monguno who spoke today, Thursday at the General Security Appraisal Committee meeting at the Office of National Security Adviser in Abuja,said that  the abuse of social media platforms in addition to the illicit acquisition of controlled items by none state actors have become the major source of insecurity in the country.
He warned those already in possession of these unauthorized items to surrender them to the appropriate authorities in order to avoid the full wrath the law.
“Members of the public are sternly warned against illicit acquisition of controlled items such as firearms, remotely piloted aircraft (Drones) and broadcast equipment amongst others. Accordingly, those with such illegally acquired controlled items are hereby advised to voluntarily surrender them to the appropriate security agencies.”
He cited the recent violence in Benue, Plateau, Zamfara and Kaduna States as a worrying cases of insecurity across the country.

According to him, such crises were fuelled by abuse of social media platforms through fake news, hate speech and incitement as well as illegal possession of controlled items.
General Monguno said that Federal Government is taking all necessary measures to address  the underlying unresolved conflicts and bring all perpetrators to justice.
“The Federal Government is concerned that social media and other communication platforms are now used to exacerbate tension through rumour, hate speech and incitement. Nigerians are reminded that all laws and regulations against hate speech and incitement will be fully enforced to ensure peace, security and freedom for all Nigerians wherever they chose to live.
“In a bid to address these spates of civil disturbances, heads of security agencies have reviewed the internal security situation and resolved to take all necessary measures within the law to curb this violence.”
The NSA stressed that while the government acknowledged the fundamental rights of Nigerians to freedom of expression and association, “it is imperative to note that deliberate acts which directly or indirectly lead to wanton loss of lives and destruction of properties constitute heinous crimes, which will not be tolerated and will be appropriately dealt with in accordance to the law.”
He urged Nigerians to at all times interrogate news and information before broadcasting or sharing with others and consider if it is : factual, logical, promote national interest and peaceful coexistence.
Monguno reminded all traditional leaders, religious leaders, Non-Governmental Organisations and citizens of their role in developing community led Early Warning Systems at local levels.
He said that ONSA has activated its Crisis Response Platform for anonymous reporting of suspicious activities and security incidents even as he advised all citizens to send anonymous reports through SMS to the short code that will be provided for early response.
Present at the meeting were the Chief of Defence Staff (CDS), General Abayomi Olonisakin, Chief of Army Staff (COAS), Lt-General Tukur Buratai, Director-General of Department of State Services (DSS), Yusuf Magaji Bichi and Chief of Defence Intelligence Agency (CDI), Air Vice Marshal Mohammed Usman and other representatives of security agencies.
