Buhari Returns, Writes National Assembly Of His Resumption

President Muhammadu Buhari has written a letter to the National Assembly, informing it of his resumption of duties as President and Commander-in-Chief of the Armed Forces.

In a statement released by the Senior Special Assistant on Media and Publicity, Malam Garba Shehu, confirmed this development in Abuja on Saturday.

According to the presidential aide, the transmission of the letter to the two arms of the legislature, the Senate and the House of Representatives, followed the completion of his 10-day working leave.

In the letter titled “RESUMPTION OF OFFICE” personally signed by him, on Saturday, President Buhari said “In compliance with Section 145 of the 1999 constitution (as amended), I write to intimate the Senate (House of Representatives) that I have resumed my functions as the President of the Federal Republic of Nigeria with effect from today, Saturday 18th August, 2018,after my vacation.

“Please accept, Distinguished Senate President, (Hon.Speaker, House of Representatives) the assurances of my highest consideration.”

Meanwhile, President Muhammadu Buhari has assured Nigerians that he would not spare anyone found guilty of any corrupt practice or sabotaging the nation’s economy.

The President gave the assurance when he spoke to a correspondent of the NTA on arrival from London on Saturday at the Presidential Villa, Abuja, after his 10 working day vacation.

President Buhari, who was reacting to happenings during his absence, including the cases of defections by politicians, said the incidents were part of the beauty of democracy.

He, however, advised all eligible Nigerians to obtain their Permanent Voter Cards (PVCs) to enable them elect public officers of their choose.

The News Agency of Nigeria (NAN) reports that the President was received by a large crowd of well-wishers, party supporters, and other Nigerians.

The Air Force jet carrying the President landed at the Nnamdi Azikiwe international Airport Abuja at about 6.38p.m.

Those at the airport to welcome him included Gov. Yahaya Bello of Kogi; Service Chiefs; Minister of the Federal Capital Territory, Malam Musa Bello and Secretary to the Government of the Federation Boss Mustapha.

Others at the airport were the Chief of Staff, Malam Abba Kyari, the acting chairman of Economic and Financial Crimes Commission, Ibrahim Magu and members of the presidential media team.

The return of the president has put to rest the social media report that he had extended his vacation in London.

Buhari on Aug. 3 commenced a 10 working day holiday and transmitted a letter to the President of the Senate and the Speaker, House of Representatives to that effect in compliance with Section 145 (1) of the 1999 Constitution.

While the president was in London, Vice-President Yemi Osinbajo acted on his behalf in line with the constitution.

Delay In INEC Budget May Cause Constitutional Crisis–Group

Election Monitor, a Civil Society Organisation(CSO), has warned that further delay in passage of budget of the Independent National Electoral Commission(INEC) may lead to constitutional crisis.

Mr Abiodun Ajijola, the group’s National Coordinator, in a statement on Friday in Abuja, said it would be counter-productive to wait until Sept. 25 to pass the budget for the 2019 Nigerian General Elections.

He said that it had become critical that the National Assembly urgently called off its recess and reconvene to ensure that there was a budget for next year’s election.

“Failure to reconvene the National Assembly to pass the INEC budget urgently and long before the official resumption is capable of plunging Nigeria into an avoidable and unnecessary constitutional crisis which must be completely avoided.

“Election Monitor calls on all senators and members of the Federal House of Representatives to put Nigeria first and put partisan politics in the back seat.

“Election Monitor commends the Senate Committee on INEC and House Committee on Electoral Matters for its current INEC budget review activities.

“However, the leadership of the National Assembly is expected to reconvene the legislature and pass INEC’s budget at the earliest possible date to ensure that the commission is able to effectively prepare for the 2019 general elections,’’ he said.

Ajijola said that it was regrettable that with just six months to the first set of elections, the budget for the elections had yet to be passed.

INEC had proposed a budget of N189.21billion for the conduct of the 2019 General elections.

The total budget waiting National Assembly approval is 242.45 billion with the difference going for security.

Why Buhari Will Not Share Money – Lai Mohammed

Minister of Information and culture, Alahaji  Lai Mohammed has explained why President Muhammadu Buhari’s administration will not share money but to provide basic needs.

He said that the government was aware of complaints of no money by many Nigerian, but that the administration preferred to invest in infrastructure that would have ripple effects on the economy than sharing money to people and political stooges like the previous administration did.

“Yes, people are complaining of no money and high cost of living, but I want to tell you that it would have been worse today but for the massive infrastructural development this government is investing on.’’

The administration, he said was committed to developing infrastructure that will uplift living standard of people.

The minister stated this in Tatabu village near Mokwa in Niger state while inspecting the reconstructed and rehabilitated Ilorin-Jebba- Mokwa road project.

Recall that the 93.6 km road project, now completed, included the total reconstruction of Ilorin to Jebba axis and rehabilitation of failed portions from Jebba to Mokwa.

The Ilorin-Jebba road is part of the Lagos- Algiers road called trans Sahara roads which cuts across the West and North Africa.

In Nigeria, the road connects the South-West geo-geographical zone to the Northern part of the country.

“When people make this complaints, they easily forget that for 16 years, one political party was in power, sharing money, when this road became completely failed.

“APC in three years, has fixed this road to this level. I think it speaks for itself.

“Before now, it takes about five days for trucks to move from Ilorin to Jebba. Today, it takes only two hours.

“Today, on this road, you can see free movement of goods and services which is the beginning of revival of the economy,” he said.

The minister added: “We are not a government that will share money like what others did which put the country in a mess.

“This government believed in investing in infrastructure because if you get this rightly, it will translate to wealth creation.

“Let us take for instance, if this road contract costs N10 billion and we share it to political stooges in this area at N1 million each, we will only give 1,000 people and there will be no road.

“At the long run, those that we share the money to will join in abusing the government of non-performance.

“On our part, we will rather slowly and painstakingly revive our economy through infrastructural development and we have a lot of stories to tell on this”.

Mohammed stressed that Nigerians should thank God that they have an administration that is focussed and investing in infrastructure.

He said the government would not be distracted but remained focussed in the development of infrastructure to better the lives of the people.

The minister recalled that the road project was awarded by the previous administration in 2013 and work was supposed to have commenced in 2014.

He said when the Buhari administration came in to oower, the project was only 15 per cent completed.

Asked, whether government would toll the road to raise money for its completion to Birnin-Gwari in Kaduna and for its dualisation, Mohammed said, not all road could be tolled.

“This matter came up at the last Federal Executive Council meeting and we agreed that, not all roads could be tolled.

“The idea of tolling roads is to recoup the expenses on the construction and make them sustainable.

“A study is being compiled and at the end of it, it will be decided on what roads to toll and which not,” he said.

Earlier, Mr Atitebi Wasiu, who conducted the minister and his entourage on the inspection said the substantial part of the heavy traffic on the road were heavily loaded trucks due to the import and export of goods through Lagos port.

Wasiu, the Federal Controller of Works, Kwara, said the average daily traffic for trucks only on the road was about 7500 while light vehicles accounted for about 7000.

He said most of the vehicles abandoned the road before the rehabilitation took place.

“The road which was constructed since over 30 years ago was abandoned by motorists for not less than 10 years due to its complete collapse.

“Those trucks which had no alternative were spending 3-5 days to transit this 93,6km road from Ilorin to Jebba before the eventual intervention of the federal government,” he said.

The Engineer said the quality of the project carried out by Messrs CGC Nig. Ltd is of international standard and the life span is 20 years.

He also disclosed that the contract for the dualisation of the road had been awarded and work would commence in the next three weeks.

“The dualisation is awarded to the same contractor from Ilorin-Jebba-Mokwa at the total contract sum of N130 billion.

“The Kwara state section of the dualisation is awarded at N80 billion, while the Niger state section is about N50 billion,” he said (NAN).

2019 Polls: NASS Joint Committee on INEC To Submit Report

The Chairman Senate Committee on Independent National Electoral Commission (INEC), Mr Suleiman Nazif, on Friday said the committee would submit its report to the Committee on Appropriation for further action.

Nazif made this known when the Minister of Budget and Planning, Udo Udoma and INEC Chairman, Prof. Mahmood Yakubu, appeared before the joint committee on INEC in Abuja on Friday.

The joint committee had invited Yakubu to appear before it to give further clarification on the commission’s budget for the 2019 general elections.

President Muhammadu Buhari had requested the National Assembly to approve N189billion, out of which N143.52 billion will be in the form of virement for funding of the 2019 elections from the 2018 Budget.

He said the balance of N45 billion would be included in the 2019 Budget.

The INEC chairman also presented a budget of N189 billion but explained that the commission required the whole amount for the conduct of the election.

Nazif said the committee would meet to deliberate on what was presented to it and thereafter forward its report to the Committee on Appropriation for further action.

However, he expressed concern that while INEC was requesting the appropriation of the total amount, which is N189billion, Mr President requested for virement of N143 billion from the 2018 budget and balance of N45 billion from the 2019 Budget.

According to him, the committee will meet to decide on which of the request is viable before sending its report to the appropriate committee.

“We made consultations and it was based on that that we invited the Minister of Budget and National Planning to make comment on the issue in contention.

“The issue in contention is that we have a letter from President Muhammadu Buhari of a Supplementary Budget of N143 billion.

“Though, there is another N45 billion which he said will be included in the 2019 Budget. When you put that together, you will get N189billion, which is what INEC also presented.

“So, there is no confusion in it. INEC did the right thing. INEC sent exactly the same thing.

“However, it is the source of funding that is the problem and that is why we invited you.

“The president said the balance of N45 billion will be serviced from the 2019 budget and our concern is that election would have been over by then,” he said.

The chairman said the national assembly was determined to ensure a successful election and would work towards achieving that.

He stressed that the essence of the invitation was only to get clarification on the budget and not “to fight anybody or play politics.

“We have gotten the message from the minister of planning. It is our duty to decide on what to do.

“We have the prerogative as a committee and we will decide if we will go with N143 billion or 189 billion.

“We are talking about national interest and we should be united to move the nation forward,” he said

The Minister of Budget and National Planning, Mr Udo Udoma appreciated the lawmakers for cutting short their recess to attend to the budget.

He said, “the amount INEC asked for is N189 billion but when Mr President considered the funding constraint, the budget office looked through the budget.

“We realised that there are aspects of this budget that will not be spent in 2018 but in 2019 and those elements were pushed to 2019 budget.

“I heard that one of your concerns is that the 2019 budget may not be passed in time to accommodate the N45 billion.

“What I will like to say is that we will have no objection to your appropriating the full amount of N189billion, so that you do not have to reconsider for the 2019 budget.

“That will mean that we will not include the N45 billion in the 2019 budget.

“Because the President has approved 189billion, should you wish to appropriate for the full amount now, the president will not have objection.

“However, the president came in the form of Virement because of funding constraint so as not to increase the overall size of the 2018 budget.”

The minister said the request by the president that the election budget be funded from N578 billion inserted in the 2018 Budget by the national assembly was to maintain the budget size.

However, he noted that the N578 billion was not inclusive of N100billion appropriated for constituency projects.

He said, “we prepared a schedule which was attached to the letter sent to the national assembly and the schedule has projects worth N578 billion.

“Provided the amount is taken from this by way of Virement, it will be consistent with the president’s request.

“This list of projects does not include the N100billion provided for constituency projects.”

He said that Mr President would be appreciative if the N189 billion was appropriated before the elections.

In his remarks, the INEC Chairman, Prof. Mahmood Yakubu, said what INEC submitted to the committee was in tandem with what the president presented.

He, however, noted that the issue is, how much of it is coming out of Supplementary Appropriation of 2018 and how much of it is going to be taken in 2019.

“How the money is sourced is not a matter for INEC, it is a matter between the Executive and the National Assembly.

Yakubu, however, reminded the committee that 2019 general elections had started counting and would require funds.

According to him, from now to the 2019 general elections, is 182 days, 20hours, 17minutes and 33 seconds.

Police Release Premium Times Editor, Ogundipe On Bail

Premium Times Editor, Samuel Ogundipe, who was arrested on Tuesday has been released on bail by the Kubwa Grade 1 Magistrates’ Court, Abuja.

He was granted the bail in the sum of N500,000 and a surety who must be resident within the court’s jurisdiction.

Ogundipe, who was represented in court by Mr. Jide Ogunye, met the bail conditions, had been released.

The Nigeria Police Force had said Ogundipe was being investigated and prosecuted for theft and unlawful possession of restricted and classified documents.

Ogundipe was arrested on Aug. 14 for alleged publication of the Inspector-General of police interim report on the investigation on the former Director-General of DSS, Lawal Daura.

Daura had authourised operatives of the DSS to lay siege to the National Assembly.

A The Force Public Relations Officer, Mr. Jimoh Moshood, said on Thursday in Abuja that the documents were inimical to state and national security.

He added that the documents could jeopardise peace, breakdown of law and order capable of causing crisis in the country.

Moshood said that Ogundipe was also being investigated and prosecuted under other offences which violate Official Secret Act, Cyber Crime Act, and the Penal Code Law for which he has volunteered statements and standing trial.

He said that he was arrested on completion of preliminary investigation and promised that he would be arraigned in a court of competent jurisdiction in the FCT in less than 24 hours.

The spokesman said that he was remanded in police custody and the case was adjourned to Aug. 20.

“The Nigeria Police force as a law abiding organisation will continue to ensure that the Rule of Law and its supremacy which are essentials of democracy prevails at all times,” he said.

He said that individual or group of persons who violate the law must be brought to justice.

Moshood added that the force would also ensure that all Nigerians irrespective of profession, practice or carrier are subject to the same Law.

Many Captains, One Ship, May Day! By Emmanuel Ugoji

One of the observations made when the pressure group, Third Force or Nigeria Intervention Movement (NIM) was formed early in 2018 was that its membership was star-studded. Star-studded in the sense that most of them were ‘very brilliant’ people who have mindset that can hardly be compromised.

Each member has a personal conviction about Nigeria, and how best the country should be governed. While some of them have cognate experience in public service and governance, others have little or no experience in both governance and public service. So it was an admixture of theory and practice and since they were all brilliant people, it would be difficult to harmonize ideas and thoughts.

In fact a popular joke made about the group is that they will keep themselves busy in their meeting rooms arguing and trying to outwit each other with ideas and arguments on the best governance model for Nigeria that they will not know when the 2019 elections would have been conducted and done with.

Based on the simple analogy, pundits predicted that the group will not stand the test of time and that they will disperse the same way they gathered.

By the way, NIM membership on inception included former President Olusegun Obasanjo, Prof. Pat Utomi, a Senior Advocate of Nigeria Olisa Agbakoba, former Governor of Central Bank of Nigeria, Prof. Charles Soludo,  former Gov. of Cross River state Donald Duke, politician and businessman, Alhaji Tafawa Balewa.

Just as it was predicted six months down the line the group is gasping for breath and is almost disappearing from Nigeria’s political scene. This is happening when the 2019 Presidential election for which it was formed in order to wrestle power from the APC is a few months away. At the last count, the group has made little or no impact in the nation’s polity.

Presently, Obasanjo cannot be said to be part of NIM since he now owns the Coalition of Nigerian Movement (CNM) and African Democratic Congress. The coalition has further been split with the emergence of a group that announced itself as New African Democratic Congress (N-ADC). The lesson from the NIM experience is that it is difficult to manage a group where every member is a captain and this is why the PDP should be very cautious with the gale of defections that is happening.

A cursory look at the number and character of PDP members who are aspiring to be Nigeria’s President in 2019 shows that if care is not taken, the party will be a victim of intrigues where the candidate who eventually emerges will not be popular enough to defeat the incumbent, President Muhammadu Buhari.

By allowing the 12 presidential aspirants to be crisscrossing the entire country consulting and seeking the support of delegates who will elect the party’s flag bearer instead of dialoguing with some of them to drop their ambition and throw their weight behind a more popular aspirant, PDP might have an uphill task presenting a candidate that will win the 2019 presidential election. APC has long scaled this hurdle by making the incumbent President its flag bearer and has even moved ahead to hold rallies to drum up support for him.

The way PDP Presidential aspirants are moving around talking down on each other and creating bad blood among delegates and the electorate shows high levels of desperation that requires the party’s intervention aimed at calling them to order. Already stones have been thrown at some of them who have gone for consultations in some states.

It was however heart-warming to read that PDP is working out a Plan B for aspirants who would lose at the party primaries so that they will have a fall back. However, since the pronouncement was made, there is no clear indication that the party is doing the necessary follow-up.

On the other hand, there an indication that the party would also contend with a small group in the PDP who have ganged up to push for a candidate to win the Presidential primaries based on selfish reasons. There is the insinuation that if such candidate emerges and eventually wins the presidential election, he will be more easily amenable to manipulation aimed at doing the political bidding of his sponsors while in office. This group is afraid of a strong minded candidate who will not fall for their antics and intrigues. Watchers have identified two serving governors and a former lawmaker as the ring leaders of the group. PDP should be wary of this clique in the best interest of the party and the nation.

A critical look at the candidates shows that many of them enjoy a cult-like followership in certain parts of the country as against overall national appeal and spread which is required of a Presidential candidate who is worth winning in a free and fair manner.

There is the recent story of where a candidate visited one of the states in the South East and some of welcome parties brandished banners of another presidential aspirant who they thought was in town to canvass for support. This is an indication that the aspirant is not known to citizens of that state, while at the same time it is a testimony that another candidate is already popular with the people.

Permutations by officials of PDP and the presidential aspirants follows an erroneous impression that the 2019 Presidential election is a fait accompli in  that Nigerians are tired of the APC government and therefore, are just waiting for any PDP candidate to become the next president. This is outright fallacy because APC have given indications that if PDP does not present a formidable candidate they would be running the risk of remaining in opposition for a longer time.

Again, the outcome of governorship election in Ekiti State has proved that there are other ways of winning elections apart from just voting and counting votes. Vote buying is now reality meaning that it is not the popularity or acceptance of a candidate alone that guarantees success at the polls. With hunger in the land and as long as poverty continues to hold sway, perceived fortunes on an election day can change within minutes or hours. By implication, the chances of PDP winning the 2019 Presidential election will be enhanced when its candidate enjoys nationwide and massive acceptance that guarantees the buy-in and public ownership of the project. The difference in this case is that people will vote and defend their votes as well as resist any type of rigging and manipulation of figures. A lot of voter confidence on a candidate is required for such feat to be achieved. This was exemplified in Anambra during their governorship election this year.

To present a credible candidate, analysts observed that PDP has to field a candidate who has the blend of a successful businessman/woman and political sagacity. The justification for this position stems from the fact that growing the nation’s economy remains a major challenge. A good politician who has a knack for investment and who has distinguished himself or herself in growing businesses is likely to succeed in pulling Nigeria out of its economic woes than a politician who is not gifted or does not have cognate experience in the corporate world or business. Doing business is about creating jobs and making profit. Nigeria is in dire need of both and this happens to be the familiar turf of a successful business person.

Similarly, a politician who understands the world economy, the intrigues involved and how the players manipulate variables and issues will be in a better position to quickly understand the trends and where Nigeria will have a comparative advantage. Those who belong to this school of thought also believe that a business/politically savvy President would function better if he has a Vice President, a thorough bred politician who would bring other perspectives to balance out in decision making process.

From Independence, Nigeria has had Presidents who are and were ‘professional’ politicians, military men, retired military men, young persons, old persons who did not have the blend. Chief Moshood Abiola who fitted into the picture was stopped from being Nigeria’s president following the annulment of the June 12 presidential election.

Apart from the blend, PDP should also consider the North East agitation for a shot at the presidency. Incidentally, the party has aspirants from that part of the country who are already or fast becoming household names. They are more likely to gain mass appeal rather than aspirants whose support base hinges on sectional and religious inclinations and who hail from areas that have produced presidents in the past.

The earlier PDP starts dialoguing with aspirants with the aim of short-listing names, narrowing down to a fewer candidates who will participate in the primaries the better for the party. If for no other reason, funds being spent in canvassing for the support of delegates across the country can be pulled together to support the party’s flag bearer in the 2019 Presidential election.

With the way activities of the aspirants look and by the way they seem to be sticking to their guts, APC is smiling and waiting for PDP to make the wrong move by presenting the kind of candidate which the party says “it can easily swallow”.

It is like the ball is in the court of the PDP. How it handles it will determine the outcome of the 2019 presidential election. Already there are some PDP presidential aspirants that are giving APC sleepless nights and there are those that are not. The party is only watching and praying for PDP to fumble so that it will beat it at the 2019 presidential poll.

The bottom line is that if PDP continues to present itself as a ship with many captains on board it will be shocked at what Nigerians will do with their presidential candidate come 2019 when the general elections will hold.

Dankwambo’s Poor Adaptation Of Obasanjo’s Lyrics, By Ethelbert Okere

Last January, Chief Olusegun Obasanjo wrote his famous letter to President Muhammadu Buhari in which he, among other things, asked the latter not to seek re-election. The move was received by a majority of Nigerians with a lot of enthusiasm. Even those who are not usually enamoured by the ex president’s political narcissism conceded that he made sense, regardless that the message was coming from the wrong messenger. Still, there were some who saw with neither the message nor the messenger.

Overall, the attitude of Nigerians to Obasanjo’s missive was informed by the fact that, entirely on their own, the citizens had been nursing grievances against President Buhari and his administration. Nigerians expressed their disaffection with the administration openly – in market places, beer parlours and even in worship places – but it didn’t get to the right places(s). So, when President Obasanjo wrote his letter, they were happy because they felt that their murmuring may eventually reach the right ears.

Besides, Nigerians also came to believe that because of the preeminent position of Obasanjo, he had done his home work thoroughly and that it was only a matter of time before his “third force”, which he so much talked about in his letter, would unveil a concrete plan of action for the ouster of the poorly-performing President Buhari. But more than seven months on, that expectation by Nigerians from Chief Obasanjo seems to have been eroded. As a matter of fact, it was just in a matter of weeks that Nigerians discovered that all they had heard and seen was the usual polemics for which the former president is known.

As it is today, perhaps only just a few Nigerians still believe that beyond mere jibes at President Buhari, Chief Obasanjo can provide the needed leadership to prevent the former from getting re-elected next year. Thus, regardless of the fact that the main opposition party, the Peoples Democratic Party (PDP), naturally keyed into Chief Obasanjo’s propositions on Buhari and has been trying to woo him on its side, there is a general skepticism over this romance. Not a few believe that it is a romance that will take the PDP to nowhere, and that, in fact, the latter will become even more confused as the days go by if it decides to rely entirely on Chief Obasanjo’s fabled wisdom.

Of course, there are those who remind the skeptics that President Goodluck Jonathan failed in getting re-elected because Chief Obasanjo dumped him and worked for Buhari instead. But nothing can be further from the truth. Regardless of the general disenchantment with the Buhari administration, today, it is a big fallacy to ascribe the victory of candidate Buhari and his party, the All Progressives Congress (APC), in 2015 to Obasanjo. The correct thing to say is that the former president, given his preeminent position, knew, like many other Nigerians, that Jonathan’s re-election was a tall order. It did not need rocket science to prove that; in a situation where in the North, for example, nearly everybody, from the Almajiri to the University Vice Chancellor, was insisting on presidential power returning to that region. Even elements from that region who are today opposed to Buhari’s re-election, all worked hard to ensure that he won in 2015. Was it Obasanjo who caused the people of Kano and Bauchi states, to mention but a few, to give those massive votes to Buhari as recorded?

Today, President Obasanjo has taken the same advantage – of his prominence – to merely re-echo what the voiceless majority of Nigerians were saying about the Buhari administration. Put in a different language, while it would be totally wrong to disregard the Obasanjo factor in the calculations of who ascends presidential power in Nigeria currently, Nigerians are beginning to get worried that his fabled wisdom and sagacity may have become tainted by his fixations over issues and some fellow Nigerians to the extent that relying solely on his interpretation of the political situation in the country poses a big danger to their collective dream.

For example, contrary to the expectations of a section of Nigerians – especially following Chief Obasanjo’s January 2018 letter earlier referred to – that he will provide a robust leadership in the search for better governance, it is becoming clearer by the day that the former president is still circumscribed – for that assignment – by his personal quarrels with people he met at one point or the other in his political career.

Here, the most glaring example is his penchant to reduce Nigeria’s national politics to his personal quarrel with his erstwhile deputy, Atiku Abubakar. By his own admission, Chief Obasanjo’s worry seams no longer to be the “non performing” Buhari but the fear of getting sentenced to eternal hell fire if he lifts even a finger in support of Atiku’s presidential bid.

To be sure, President Obasanjo is free to nurse personal animosities against anybody but the manner in which he goes about his aversion for Atiku’s presidential ambition suggests that he believes that his personal grudges with his former deputy is one and the same thing with the collective destiny of the entire nation. That, to say the least, is unfair to Nigerians. Chief Obasanjo’s utterances on Atiku Abubakar is one of those things which some observers point to in buttressing their argument that Nigerians are bound to get more confused if they choose to depend on his wisdom in the current quest for a better leadership for their country.

Earlier this year, Chief Obasanjo mouthed a neither-APC-nor-PDP mantra while canvassing his “third force” idea. Today, not only is there no third force but also the former president is now the chief consultant to the PDP whose membership card he tore publicly sometimes in 2014 at the height of his opposition to the re-election of the party’s then presidential, candidate, Goodluck Jonathan. This is a contradiction which he is yet to explain to Nigerians.

It would, of course, be wrong to query the PDP for trying to consummate a rapprochement because, apart from that fence mending is the nature of politics, itself, no party in Nigeria worth its salt would ask an Olusegun Obasanjo to go to hell, for whatever it is worth. Unfortunately for the PDP, however, there are signs that this voluntary consultancy services being rendered to it by Obasanjo may cause some discomfiture for it.

As we have already seen, Obasanjo’s penchant to talk down on Atiku’s presidential bid, for example, is not only becoming ridiculous but, indeed, constitutes an affront on the collective ability of Nigerians to, on their own, make up their minds on who to elect as their leaders. But even more worrisome is that some presidential aspirants within the PDP may, on account of lack of their own personal strategies for seeking the party’s presidential ticket, adopt Obasanjo’s prejudiced comments on Atiku as a template.

This is how we knew: A recent media report credited the following statement to the aide of Governor Ibrahim Dankwambo of Gombe State: “…what Obasanjo said is only a pointer to the PDP to look for a credible candidate that will be acceptable to Nigerians. The issue is not about the name of a candidate but what he has done and this Obasanjo’s comment on Atiku is the only chance it has to prove to the people that it is out to give them the best”. Haba!

As far as I am concerned, Governor Dankwanbo’s statement is a big talk down on the party itself. It cheapens the party because to say that Obasanjo’s diatribe on Atiku is the “ONLY CHANCE” the PDP has to prove that it is serious is to suggest that the party will take orders from him on who will be its presidential flag bearer in 2019. Is that the image the party wants to cut at a time like this? In effect, therefore, the governor’s statement on Atiku is a potential assault on the collective psyche of Nigerians among whom are party delegates who alone will determine who will emerge as the party’s presidential flag bearer at the primary election.

The PDP should not only caution against the type of utterances made by Governor Dankwambo but also encourage its presidential aspirants to come up with original ideas and thinking on how to get the best for the party; not an adaptation of the prejudices and caprices of others.

Saudi Arabia Invites Over 800 Top Journalists From Across The World To Cover Hajj 2018

Saudi Arabia has announced that it will host more than 800 media professionals from outside the Kingdom to cover the 2018 Hajj rituals.

The top ranking media men and women,  most of who are already in the country and being conducted around important historical and religious sites, were drawn from no fewer than 80 countries.

The Kingdom’s Minister of Information, Dr. Awad bin Saleh Al-Awad, who briefed the invited world top Journalists shortly after they visited and were conducted round the headquarters of the Ministry of Radio and Television and the Saudi Press Agency and information centers in Arafat, Muzdalifah and Mina , to find out the preparations to receive the local and global media for the great scene to the world, explained that the ministry has equipped several media centers in Makkah and holy places this year to serve its guests from journalists and media professionals from inside and outside the Kingdom, and provided them with all the services needed by the press, technology, communication networks, computers and studios.

He said that the media owners and practitioners are expected to highlight, in professional manner, the numerous activities the Kingdom had lined up for the comfort of over three million Muslims expected to perform the annual Islamic obligation

The Minister remarked that it is a great effort to host the great number of guests of the Lord and facilitate their obligatory performance, with six official radio stations and 10 international broadcasters in 10 languages, providing news bulletins and daily programs on Hajj, and 16 direct digital publishing channels in six languages, working around the clock covering  the pilgrimage season in a creative, fast and innovative way.

Dr. Awad Al-Awad said that in recognition of the Ministry of Information’s effort of the importance of digital media and its influential role in the world of modern technology and the speed of its information delivery, it launched, last year, the International CIC and its account on Twitter @CICSaudi.

“To strengthen relations with the international media, and to pursue more open policy to the world public, we have started to broadcast information and documented data on the events and facts, humanitarian work and services performed in several languages, primarily English, French and German.

“Also the digital media has been established for government communication center to document the digital creative work of government agencies, and to highlight its efforts, and the dissemination of the media message of the Kingdom locally and internationally, and media work of government under a single platform template professional, in addition to the existing platforms bodies of the Ministry.”

Dr.  Al Awad reviewed the efforts exerted by the ministry’s departments and sectors to cover the pilgrimage with more than 1,000 administrative, media, technical staff, a number of media centers and studios in Makkah Al-Mukarramah, Madinah and the holy places.

According to him, the media centers have been equipped with a number of Saudi technicians, media professionals, editors, photographers and designers have been invited to provide support and support to their fellow Arab and foreign journalists involved in Hajj coverage for conducting interviews with their guest

The Minister of Information pointed out that the ministry chose its slogan for this year: “the world in the heart of the Kingdom,” which derives its spirituality from the prayer of the father of the prophets Abraham, peace be upon him, this blessed country is the cradle of the hearts of the goddess of revelation and the kiss of the Muslims.

He added that the slogan derives its credibility from the Kingdom’s achievements in expanding the two holy mosques and  the development of the surrounding urban area, and the huge constructions and infrastructure in the holy sites, which raised the capacity of the metaphor and enabled Muslims from all over the world to perform their rituals with ease and tranquility.

Dr.  Al-Awad praised the performance of the system of government agencies that work for the success of the Mecca Road Initiative, which comes in line with the direction of the Custodian of the Two Holy Mosques and His Highness the Crown Prince, for the development that will facilitate the performance of the pilgrimage and upgrading the services provided to pilgrims.

The Minister affirmed that the message of the high pilgrimage is to affirm the message of moderation renounce extremism and terrorism and promote the idea of the humanity of Islam, and that of Hajj is a platform for transmitting a message of peace, security.

Dr. Awad bin Saleh Al-Awad thanked the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud and His Royal Highness, Prince Mohammed bin Salman, Crown Prince and Deputy Prime Minister and Minister of Defense, for the continuous efforts exerted by the Government of the Kingdom to provide the best services, security and safety for those who set foot in this blessed land.

He commended them for harnessing all the resources and facilitate for the performance of pilgrimage and access to the holy places for all Muslims without discrimination.

Dr.  Al-Awwad pointed out that Saudi Arabia welcomes all Muslims in the world to perform this religious ritual, stressing its categorical rejection of attempts to politicize the Hajj or use it for purposes of disturbing this worship.

How Our Editors Were Detained, Manhandled By Police – Premium Times Publisher

Publisher of an online newspaper, PREMIUM TIMES, Dapo Olorunyomi, has recounted how his editors and reporters were detained and manhandled by officers of the just disbanded Special Anti-Robbery Squad (SARS).

Acting President Yemi Osinbajo, acting on information that SARS officers have been violating the human rights of Nigerians, ordered its overhauled, to which the Inspector General of Police, Idris Ibrahim had promptly reacted by restructuring it.

In a statement today, Tuesday, calling for the immediate release of his reporter, Samuel Ogundipe, the publisher recalled that the Nigerian police, through the Special Anti-Robbery Squad (SARS) on Tuesday arrested and detained the reporter.

He said that apart from gundipe, the newspaper’s Editor-in-Chief, Musikilu Mojeed, and its education correspondent, Azeezat Adedigba, were also briefly detained and manhandled by the police at the SARS headquarters in Abuja.

Saying that Ms Adedigba was later released after about three hours of detention, the publisher said that Mojeed and Ogundipe were driven from the SARS headquarters in Abuja to the IGP Monitoring Unit at Force Headquarters where Mr Ogundipe was made to write a statement.

He said that at the Force headquarters, a Deputy Commissioner of Police at the IGP Monitoring Unit, Sani Ahmadu, was heard directing lawyers to “rush to court” to obtain a warrant to detain Ogundipe.

“They repeatedly asked the journalist to disclose his source for a story published by this newspaper. The story, also published by other media, revealed a letter written by the Inspector General of Police, Ibrahim Idris, to Acting President Yemi Osinbajo on last week’s siege to the National Assembly by security officials.

“When Mr Mojeed alerted the DCP that it was wrong compelling a journalist to disclose a source of information, the police officer became furious threatening the journalist.

“He said the police was acting within the law and that Samuel would remain detained unless he discloses those who gave him the document,” the journalist said.

“The police are yet to offer a coherent reason for their denial of the reporter his freedom.

“Premium Times, especially condemns the Gestapo manner in which the Nigeria Police have taken Mr Ogundipe into custody and hereby demands his immediate and unconditional release.

“His detention is in gross violation of Mr Ogundipe’s rights, the Nigerian laws and all democratic tenets; and is an unacceptable abridgement of his citizenship and professional privileges.

“It should be embarrassing to the Nigeria Police to so brazenly clamp down on a law-abiding citizen and journalist with an apparent sinister view to inhibiting the practice of his profession in line with its ethics and within the latitude guaranteed by the laws of Nigeria and international conventions.

“The subterfuge employed in bringing in the reporter, even while harassing his colleagues should also be condemned by all Nigerians.

“This heavy-handed treatment of a journalist against whom no case of violation of the law has been made is an embarrassment to Nigeria and advertises the country as disdainful of its own laws and democratic practice.

“We wonder what the Inspector-General of Police, Idris Ibrahim, finds attractive in making Nigeria a laughing stock at a time the eyes of the civilised world are on the country as it approaches a milestone in the development of its democracy.

“We therefore call on Acting President Yemi Osinbajo to direct the Police to release Mr Ogundipe immediately and unconditionally.”

Presidential Order: IGP Re-Structures Special Anti-Robbery Squad

Few hours after the acting President, Professor Yemi Osinbajo directed that the Special Anti-Robbery Squad (SARS) of the Nigeria police should be overhauled, the Inspector General of Police, Idris Ibrahim has restructured the Force.

A statement by the Force spokesman, Jimoh Moshood said that the IGP has ordered that the outfit should now be addressed as Federal Special Anti-Robbery Squad (FSARS) and that all SARS team have been dissolved.

The statement said that a new commissioner of Police has been appointed as the overall head of the FSARS nationwide.

“The Inspector General of Police in compliance with the Presidential directives has ordered the immediate overhauling of the Special Anti-Robbery Squad (SARS) to address complaints and allegations on human rights violations against some of the personnel of Special Anti-Robbery Squad (SARS) from members of the public in some parts of the Country.

“In the new arrangement, a new Commissioner of Police has been appointed as the overall head of the Federal Special Anti-Robbery Squad nationwide.

“The Federal Special Anti-Robbery Squad previously under the Force Criminal Intelligence and Investigations Department (FCIID) is henceforth to operate under the Department of Operations, Force Headquarters Abuja. The Commissioner of Police (FSARS) is answerable to the Inspector General of Police through the Deputy Inspector General of Police, Department of Operations.

“In observance of full compliance with the Presidential directives, the Federal Anti-Robbery Squad will be intelligence driven and will be restricted to the prevention and detection of Armed Robbery, kidnapping and the apprehension of offenders linked to the stated offences only.

“New FSARS Commanders are being appointed for the Federal Anti-Robbery Squad (FSARS) across the country that will now exist and operate in the State and Zonal Commands under the Commissioner of Police (F-SARS) at the Force Headquarters, Abuja. A Federal SARS Commander of a Rank of Chief Superintendent of Police (CSP) but not below Superintendent of Police (SP) will be in charge of FSARS in State and Zonal Commands across the Country.

“All Commissioners of Police have been directed by the Inspector General of Police to comply with this directive with immediate effect and warn their personnel not to pose as SARS operatives. The IGP X-Squad and Monitoring Unit have been mandated to go round the Commands and Police Formations nationwide to ensure strict compliance with the Presidential directives and apprehend any erring police officer.

“A new Standard Operational Guidelines and Procedures, and code of conduct for all FSARS personnel to ensure that the operations of the Federal Special Anti-Robbery Squad is in strict adherence to the rule of law and with due regards to international human rights law and constitutionally guaranteed rights of suspects will be enforced in totality by the Commissioner of Police, FSARS. Other measures to be implemented by the Force in observance of full compliance with the presidential directives are as follows:

. Human Rights Desk Officers for FSARS in every State to take complaints from the public and forward same to Force Headquarters, the officer will be answerable to the Commissioner of Police, FSARS at the Force Headquarters and not Commander FSARS in the States.

ii. Medical/Psychological evaluation of all FSARS personnel will be carried out immediately.

iii. Redesigning of new uniform with identity name tag for all FSARS personnel throughout the Country will be done immediately.

iv. Henceforth, FSARS personnel will not perform Stop and Search duties except on distress call to respond to armed robbery and kidnapping offences only.

“The Force will be transparent, cooperate, and work cordially with the National Human Right Commission on the special panel that will conduct an investigation of the alleged unlawful activities of FSARS to address grievances from the public against the personnel of FSARS in compliance with the presidential directives.

“Furthermore, a new training program to be organized by the Force in collaboration with some Civil Society Organizations (CSOs), Local and International NGOs, and other Human Rights Organizations on core Police Duties, Observant of Human Rights and Handling, Care and Custody of Suspects have been directed by the Inspector General of Police for all Federal SARS personnel nationwide with immediate effect.

“A committee of Senior Police officers, Technical Consultants, Human Rights/Civil Society organizations (CSOs) has been setup to review the activities of FSARS under the new arrangement. They are to pay unscheduled visits to FSARS formations across the country with particular attention to States with high complaints index, to assess facilities and situations in these States and submit report to the Inspector General of Police on regular basis.

”However, aggrieved members of the public who have any complaint in the past or present of violation of their rights by any Special Anti-Robbery Squad (SARS) personnel anywhere in the country are to report through any of the following channels for investigation and redress.
