Buhari And Benue Carnage, By Emmanuel Yawe

No State outside the former Eastern Region of Nigeria lost as many of its indigenes as Benue in the bloody civil war Nigeria fought between 1967 and 1970.

Not only did the outbreak of hostilities take place at Gakem, a town located a walking distance from Vandeikya in Benue, on the border between the Northern and Eastern Region, the people of Benue accepted General Gowon’s battle cry that “to keep Nigeria one is a task that must be done.” Many, many of them enlisted to fight on the Federal side against Biafra. If the people of Benue had not stood up to be counted on the federal side at that time, the outcome of the war would have been different.

I read a disturbing reaction to the massacre of rural folks in Guma and Logo Local Governments of Benue on January one this year on the facebook page of an Ibo man. The writer gloated openly that the massacre served the Benue people right. He argued that when the Hausa Fulani ‘vandals’ decided to carry out a pogrom against the Ibos in the 1960’s, the Tiv and Idoma of Benue joined them to massacre the Ibos. Now the chicken had come home to roost and the Benue people should face their Hausa Fulani ‘vandal’collaborators and not disturb the rest of Nigeria.

Not many Nigerians, not even his fellow Ibos share that heartless view of the senseless massacre on January one. Nigerians of good faith have stood up in open condemnation of what was a barbaric and cowardly display. The sympathy for Benue people came from even the most unexpected quarters.

In 2001, Olusegun Obasanjo as President of Nigeria ordered a massive military operation in a Senatorial Zone of Benue. That operation has been wrongly tagged as the ZakiBiam massacre by the media. It was the reaction of the Commander in Chief to the murder of his soldiers in ZakiBiam. At the National burial of the murdered soldiers in Abuja, Obasanjo had announced that he had authorized security men to fish out the perpetrators of the crime. No operation could have been easier. The criminals had posed for photo sessions with the soldiers before slaughtering them. The pictures with the faces of the murderers were widely published in Nigerian and international media.

But Obasanjo had a secret plan. The invading soldiers under his command were on an indiscriminate revenge mission, killing scores of women, children and unarmed harmless men in the whole senatorial zone. Hundreds of local peasants were killed. Apart from the local folks, the soldiers specifically targeted the modest homes of the most prominent indigenes of the zone – Hon Benjamin Chaha, former Speaker of House of Representatives and General Victor Malu, his chief of Army Staff whom he had fired because of disagreements on policy issues. Both houses were bombed and reduced to rubbles.

Obasanjo remained President of Nigeria after the attack in 2001 until 2007. He never for once went to Benue after the massacre to sympathize with the people. Instead in 2005, he loaded a large contingent of his army generals in an ill maintained aircraft which crashed in the zone. Ten generals died on the spot. Many more generals would have perished but for the intervention of some humane and civilized local folks. Even in a war situation, the death of ten generals in one day at a war front would have attracted the attention of their commander in chief. Not President Obasanjo. He never went to Benue to mourn the generals and or thank the local folks who rescued the surviving generals.

The same Obasanjo found it expedient to travel to Benue to lay wreath on the graves of the 73 local Tiv tribesmen who were massacred on January 1 2018. He even found the spleen to pontificate on the sacrilegious act of spilling innocent blood. Human memory they say is short but that of Obasanjo is indeed very, very short.

Before he went to Benue, Obasanjo had written an open letter to President Muhammadu Buhari calling on him not to contest next year’s presidential election. His visit to Benue was carefully timed to take place a few days before Buhari who had inexplicably remained tardy in paying a condolence visit to the state. He stole the show away from Buhari

The carnage in Benue on New year day has offered an opportunity to opponents of Buhari to run him down. The Ayodele Fayoses, the NyesonWikes and their ilkare all over Benue state. These are people who a few months ago openly ridiculed the people of Benue and their governor, Solomon Ortom. Today, they come to Benue in style, making statements that ridicule president Buhari.

Exactly one week ago, Buhari was in Benue to pay a condolence visit. It was a good opportunity for him to turn the tables. Again, his spin doctors failed him. There are many opinion leaders in Benue who love Buhari and would have made him look more presidential than what I saw. In planning the visit, these opinion leaders were roundly ignored. The streets were deserted or at best lined up only by his uniformed and plain cloths security men. I was not told. I was there in Benue.

At the town hall meeting in the Benue Peoples House, speaker after speaker made the government of Buhari look lame. They did it courteously and in the most diplomatic way – no insult, no name calling, no hate speech. They spoke like civilized leaders of civilized men.

In response, President Buhari made a speech which lasted less than two minutes. There was no single word of condolence to those who lost their dear ones. The most quoted part of his speech is his confession that he never knew that his Inspector General defied his order to go to Benue and make sure that he put an end to the carnage. Nigerians have been wondering what manner of a commander in chief is this who could be defied so openly and who is even incapable of knowing that he is being defied.

He has launched exercise AyemAkpatuma to stop the carnage. I was at the launching of that exercise in GumaLocal government of Benue last month. But the carnage goes on and is fast spreading to Kogi and Plateau, states that are supposed to be covered by AyemAkpatuma. Could it be that another of his appointees like the IGP is defying him again?

I have always maintained that Buhari is poorly served.

But all hope is not lost. With proper guidance, Buhari could still regain lost grounds in Benue. Those who point at the mammoth crowds that come out to welcome Buhari elsewhere and tell him that the Benue vote is insignificant miss the point.

Benue may not have the population to vote Buhari out of office in 2019. But knowing Nigeria the way I do, I can say without fear that he will pay a heavy political price if he does not stop the ongoing carnage in Benue State. [myad]

Fear Of Abduction: Police Deploys 2,000 Personnel To 300 Public Schools In Northeast

In the wake of the abduction of school girls by members of Boko Haram, police authorities have deployed no fewer than 2,000 armed police men to schools in the Northeast.
A competent senior police officer confirmed that the personnel will be deployed in more than 300 schools in Yobe, Adamawa and Borno to enhance enhance security to students and teachers in schools.
The officer said the Inspector General of Police (IGP) Ibrahim Idris, would embark on appraisal visits in the Northeast where he will visit the schools and access performance of police men. [myad]

Private Sector Will Be Fully Involved In National Food Security Council – Presidency

The Presidency has made it clear that the private sector will play an advisory role in the National Food Security Council recently announced by President Muhammadu Buhari.

A statement by the senior special assistant to the President on media and publicity, Malam Garba Shehu said that the President is aware of the huge interest indicated by the private sector since the composition of the Council was announced, as well as the reservations expressed by groups that felt left out.

The statement emphasized that the Council constituted by the President is more of a think tank that would focus mainly on policy, while various groups from the private sector would be called upon to make sectoral presentations from time to time.

“Everybody will be carried along as the Council will work closely with all stakeholders.” [myad]

2019: Obasanjo, Coalition Won’t Support Kwankwaso For President – Agbakoba

Co-Chairman of the Nigerian Intervention Movement (NIM), Mr. Olisa Agbakoba (SAN), has made it clear that the former Nigerian President, Chief Olusegun Obasanjo and the Coalition of Nigerian Movement (CNM) will never support the former governor of Kano State, Rabiu Musa Kwankwaso and others who defected from the Peoples Democratic Party (PDP) and All Progressives Congress (APC) for presidency in the 2019 general elections.

“I can confirm that Kwankwaso was there and Oyinlola was there, but for us, our concern is that Nigerians need to see a new political plan and we told them in clear terms that if we are to work together, it would present a challenge if the Nigerian voting population see the same old people and then there would be no change. So, that’s where we are.”

Agbakoba spoke shortly after former President Obasanjo held a meeting with now Senator Kwankwaso and politicians from no fewer than 35 political parties under the aegis of the Coalition for New Nigeria, at Protea Hotel, located at 42/44 Isaac John Street, GRA, Ikeja, Lagos today, Sunday.

Agbakoba who confirmed that the politicians are in circumspect with Obasanjo’s agenda, however said: “it will be difficult in my view for us to be supporting the same old people who left the PDP and went to the APC to come and join us. It will be very difficult.”

He said that the politicians under the coalition would continue to hold meetings with Obasanjo in exploring the right options to overthrow APC and PDP come 2019.

“What I can say is yes, that is true. We are exploring the option of working together and those conversations are still ongoing and we have a mutually-agreed agenda that we will have to make an impact in 2019.

“And that we will not be supporting the APC or the PDP. We have agreed on that but we have not agreed on who the candidate would be and other minute details.”

At the meeting were Agbakoba, Dr. Jalil Tafawa-Balewa, one of the children of Nigeria’s post-independence first Prime Minister, Alhaji Tafawa Balewa; a former Governor of Cross River State, Donald Duke; a former Governor Osun State, Prince Olagunsoye Oyinlola and a former Special Adviser to Obasanjo, who is the spokesman for the CNM, Akin Osuntokun, among others.

Some of the political parties represented at the meeting included the Social Democratic Party (SDP), Labour Party (LP), Alliance for Democracy (AD), Democratic People’s Congress (DPC), Action Alliance (AC), Progressives People’s Alliance (PPA), Democratic Alternative (DA) and National Conscience Party (NCP). Lives Of 4 Million Residents Threatened By Shrinking Goronyo Dam

Lives of no fewer than four million residents around Goronyo in Sokoto and Kebbi states are being threatened by the fast shrinking Goronyo Dam. Report has it that the Dam has shrunk by almost 90 percent. The dam serves as the primary source of water for close to four million people in Sokoto and Kebbi states.

It is used for domestic use and irrigation purposes in the two affected states.

Governor Aminu Waziri Tambuwal of Sokoto State has sent a distress call to stakeholders around the Dam to urgently come together to save the situation, saying that the depletion of the dam’s water level is alarming.

“The reservoir of Goronyo Dam was constructed to hold one billion cubic meter of water but as we’ve seen today, the water in it is just about 100 million cubic meters.

“This has resulted in inadequate supply of water to our water board and in effect, we had to resort to rationing water to the people.

“Our farmers are also suffering because output from this year’s dry season farming will invariably be affected.

“We are urging all stakeholders, especially the Federal Government, to take the lead in rescuing this important dam considering the number of people that rely on its water for domestic use and income purposes.”

Managing Director of Sokoto Rima River Basin Development Authority, Engineer Buhari Bature had told the governor that the depletion of Goronyo Dam is the worst seen in the dam in over 25 years.

He attributed the problem to shortage of rainfall in 2017, climate change and lack of desilting of the dam, adding that the problem has affected water supply to water board and irrigation farming in Sokoto and Kebbi states. [myad]

Buhari Still Grieves Over Senator Wakil’s Death, Says He Was Full Of Life 24 Hours Earlier

President Buhari is grieving over the death of Senator representing Bauchi South, Ali Wakili who was said to be his staunch supporter.

The President recalled that barely 24 hours earlier, he had been with the late Senator at a wedding event in Kano and, as he narrated, “he (Senator Wakili) looked so full of life.”

Buhari, who sent a high level government delegation to Bauchi to commiserate with the people of Bauchi State and the family of the late Senator, said, in separate letters: “by a common consent, Senator Ali Wakili was a noted and indefatigable member of the Senate who lived a simple yet purposeful life, and to the end, he played politics of commitment to a cause. There is no doubt he would be remembered as a capable and principled representative of his Senatorial District and the people of Nigeria.”

The letters were delivered by the delegation to the Emir of Bauchi, Alhaji Rilwan Adamu and the older brother of the late Senator, Alhaji Mohammed Wakili.

The delegation which was led the Minister of Education, Malam Adamu Adamu, was made up of the Chief of Staff to the President, Abba Kyari, the Minister of the Federal Capital Territory, Mohammed Musa Bello and the Minister of State Power, Works and Housing, Alhaji Sulaiman Hassan.

Others in the delegation were three Senior Special Assistants (SSAs) to the President: Sarki Abba, Ya’u Darazo and Garba Shehu as well as the Permanent Secretary in the State House, Jalal Arabi.

President Buhari prayed for the repose of the deceased, adding: “I pray to God to forgive him and cover him with his mercy and grace.” [myad]

Security Personnel Round Up Notorious Criminals In Plateau, Nasarawa, Taraba, Benue

Department of State Services (DSS) has rounded up those it described as key members of kidnapping, gunrunning and armed banditry syndicates operating across the States of Plateau, Nasarawa, Taraba and Benue.

The spokesman of the Services, Tony Opuiyo, who confirmed the development in a statement today, Sunday, said that the tactical team of the DSS, on March 13, in Wukari town in Taraba State, apprehended a notorious gunrunner, Jonah Abbey, aka Jonah IDI alongside his driver, Agyo Saviour, aka Dan-Wase.

He said that Abbey had been on the wanted list of the Service for the last ten years over arms and ammunition trade, adding that he has been servicing criminal groups in Bayelsa, Ebonyi, Rivers, Imo, Anambra, Plateau, Nasarawa, and Benue/Taraba axis, including the notorious criminal syndicate led by Terwase  Akwaza aka Ghana in Benue State.

“Recent intelligence indicated that ABBEY moved arms and ammunition from Konduga in Borno State into Taraba State through his driver, SAVIOUR. It may be noted that subject has entrenched his criminal activities in different parts of the country and as earlier mentioned, has clients especially in Plateau, Ebonyi, Cross River, Enugu and Bayelsa States, among others. Indications are that he sources arms from the Republic of Cameroon and parts of the North-East of Nigeria.”

The DSS spokesman said that a similar operation on March 15 at Chiwarna Hotel, Angwan Rogo by Bauchi road, Jos North LGA, by the Service tactical team led to the arrest of a high profile kidnap kingpin, Lawal Ibrahim, a.k.a Alhaji Awalu, adding that he was arrested alongside his cohorts, namely Ado Saleh and Bayero Adamu.

He said that the syndicate was responsible for the killing of a personnel of the Service in the State, Daanan BALGNAN, on 30th December, 2017 and was involved in other high profile kidnap incidents in Plateau and neighbouring States of Nasarawa, Kaduna and Bauchi.

“Following the arrest, the sum of One Million, Five Hundred Thousand Naira (N1.5 million) was recovered from the suspects. The money is part of the sum of two million Naira (N2M) ransom, which the syndicate collected from Ayuba GAMALE, a staff of Industrial Training Fund (ITF), whose two (2) abducted family members were released on 14th March, 2018. Other members of the syndicate are still being trailed by the Service.

“The arrest of these suspects is significant for two (2) different but related reasons. In the first case, the arrested kidnap kingpin, IBRAHIM, is adjudged the most dangerous in Plateau State, as he is known to be principally responsible for recent kidnap incidents in the State. This arrest would be a great plus in the fight against these criminal gangs. In the case of Jonah IDI, his arrest would greatly degrade and disrupt the booming illicit arms supply business, which up till now has sustained the crisis in Taraba, Benue, Plateau and Nasarawa States.”

Opuiyo said that March 7, around International market, off George Akume road, Makurdi, Benue State, the Service operatives arrested a top commander of the Terwase Akwaza, aka Ghana, led criminal gang identified as Sesugh Aondoseer.

He said that the suspect was believed to have masterminded several kidnap and robbery operations in Katsina Ala-Ukum and Gboko-Makurdi axis of Benue State as well as Takum in Taraba State.

He said that March 16 too, at Ifite Village, Awka in Anambra State, operatives of the Service arrested two suspected kidnappers, namely, Nnaemeka Udoukwu and Nkem Nnonyelu.

He said that both suspects have been on the wanted list of the Service for their involvement in series of kidnap incidents in the State.

“In particular, UDOUKWU was one of the kidnappers involved in the abduction of one Margret ORJI, mother of an Onitsha-based businessman, Michael ORJI, in January, 2017. The kidnappers collected a ransom of two million naira (N2m) to release the victim. Both suspects are under Service custody, for further investigation.” [myad]

Proposed Rivers State Neighborhood Corps Contains 200,000 Cults, Militia, Group Alleges

Some prominent sons of Rivers state, under the platform of Free Rivers Development Initiative (FRDI) have called on the Inspector General of Police (IGP) and other security agencies to urgently stop the Rivers state governor Nelson Wike, from inaugurating the Neighbourhood Safety Corps in the state.

Addressing news men today, Sunday in Abuja, President of the group, Engineer Ngerebala Sampson said that already about 200,000 cults and militia with arms, groups of all shades; exist in the state, saying that arming the youths under the guise of vigilante group is an attempt to create a private militia for political purpose.

The group alleged that the real intention of the governor is to use the Corps to intimidate his political enemies, adding that if the inauguration of the Corps is not stop, they will set up their own and armed them to watch each other.

They were reacting to last Thursday governor Wike’s assent to the Rivers State Neigbourhood Safety Corps (RSNSC) Bill 2018, which is meant to provide security across the state.

He said that it is evident that the Governor of Rivers state has no regards to Court processes; when in the face of the pending suits before the Federal High Court, he signed the Neigbourhood Safety Corps Bill into law.”

Engr. Ngerebala, who was supported by Hon. Chidi Lloyd, Hon. Asita Honourable and Prince Tonye Princewill on behalf of the group, said the recent history of vigilante activities and its aftermath in Borno, Bayelsa, Abia, Anambra and Ondo states are experiences that should not be repeated.

“We are calling on the Inspector General of Police and other Security Agencies to take steps and stop the River State Governor from inaugurating the Rivers State Safety Corps.

“Whereby our call is not heeded to, our reaction will be to also set up our own Neighbourhood Safety Corps to watch Wike’s neighbourhood Safety Corps. We shall cloth them with uniforms and apply for arms for them through the police, then the 2 Neigbourhood Safety Corps will police each other. We cannot allow what happened before, during and after the 2015 general elections in Rivers state to repeat itself in 2019.”

“You all know that before, during and after the 2015 general elections, Rivers State experience unprecedented number of political assassinations, were members of our party were gruesomely murdered in cold blood; their offence being that they were members of All Progressives Congress (APC).

“Those killings continued until recently, when the Federal Forces killed some of the death merchants of Governor Wike. The rate of violence and killings that occurred in Rivers state during the period under review, led to Rivers State being described as a theater of war.”

The group also said it raised alarm to the danger of such law when it was at the bill stage before the Rivers State House of Assembly.

“Rivers state has over 200,000 cults and militia with arms, groups of all shades, arming the youths under the guise of vigilante group is an attempt to create a private militia for political purpose.

“Despite all these concerns Governor was adamant and desirous of getting the bill passed into law as unconstitutional as it was. Two suits were filed at the Federal High Court Port Harcourt challenging the bill and seeking for an order of injunction restraining the governor from giving assent to the bill. The said suits were duly served on the governor, but governor ignored the suits and purportedly signed the bill into law.” [myad]

You Lied, Shell Tells Amnesty Over Alleged Spills Mismanagement In Niger Delta

 

The Shell Petroleum Development Company of Nigeria Ltd (SPDC) has put to lie allegations of environmental mismanagement in the Niger Delta leveled against it at the weekend by Amnesty International.

In a statement today, Sunday, the General Manager, External Relations, Igo Weli, said that the Amnesty International’s allegations are false, without merit and fail to recognize the complex environment in which the company operates where security, a sole prerogative of Government, remains a major concern with persisting incidents of criminality, kidnapping, vandalism, threats from self-described militant groups, etc.

“We regularly test our emergency spill response procedures and capability to ensure staff and contractors can respond rapidly to an incident. However, response to spills, clean-up and remediation depend on access to the spill site and ultimately on the security of personnel and equipment while work is ongoing.

“SPDC, in collaboration with government regulators, responds swiftly to spill incidents as quickly as it can and cleans up spills from its facilities regardless of the cause.”

He stressed the SPDC’s commitment to swift response to oil spill incidents as much as access and security conditions permit teams to mobilize and deploy to spill sites to investigate, clean up and remediate such areas in addition to deploying technology and best practice to make it more difficult for unauthorized persons to break pipelines and steal crude oil from its facilities.

Igo Weli said that said the transparency in the online reporting of spill incidents by SPDC, which Amnesty International acknowledged in 2011, demonstrated its commitment to creating awareness and enhancing collaboration with key stakeholders on oil spill response and clean-up processes and deepening understanding of the complex and challenging operating environment.

“SPDC reiterates its commitment to carrying out operations in line with best practice in a responsible and environment-friendly manner.” [myad]
