The Rage Of The Creeks, By Anayo Onukwugha

To start with, Nwaja and Ntawogba creeks are the two major creeks that navigate round Port Harcourt, linking the rivulets that flow into several rivers in the state.
The two creeks over-flooded their banks last week following a more then 30-hour torrential rainfall. The consequence was the flooding of homes, churches and offices as well as the untimely death of at least one person.
Communities within Port Harcourt metropolis that were worst hit by the flood include, Nkpogu, Borokiri, Diobu, D/Line and Rumukalagbor, all in Port Harcourt City local government area, as well as Iwofe, Ohiamini, Rumuokoro, all in Obio/Akpor local government area of the state.
Also affected were Aleto and other communities in Eleme local government area, while the Federal Road Safety Commission (FRSC) and the Eternal Sacred Order of the Cherubim and Seraphim church, were among government agencies and religious organizations that were devastated by the flood.
The National Metrological Agency (NIMET) had in March this year warned that Rivers State and several others states in Nigeria would suffer flooding as a result of torrential rain fall, but the state government treated the warning with levity.
Neither the state’s Ministry of Environment, nor the Rivers State Waste Management Agency (RIWAMA) did anything to enlighten residents of the state on the dangers associated with the warning and to take proactive measures.
When the incident occurred, most residents blamed the ongoing sand-filling of a section of Nkpogu community, as well as poor drainage system in the newly rehabilitated and ongoing roads as the cause of the flooding.
It can be recalled that a socio-political group, the Inter Ethnic Network for Chibuike Rotimi Amaechi (INCRA) had immediately after the NIMET warning advised Governor Ezebunwo Nyesom Wike to extend the de-silting of some drainages in Port Harcourt to other major roads in the state.
INCRA, in a statement signed by Mrs. Ozumonum Gudu, a member of its interim management team said, “We commend Governor Nyesom Wike over the on-going de-silting exercise of drainages along Ikwerre Road in Port Harcourt. Our commendation is on the grounds that the Wike-led government finally reckoned with the need to de-silt the drainages, even though the exercise is overdue owing to the delinquent outlook of the government. As a matter of fact, the de-silting of drainages should be a routine exercise to ensure they are not clogged up by silts thereby causing flood.
“INCRA, therefore, calls on Wike to extend the de-silting action to these major roads. This will not only reduce inundation but also improve the lifespan of the roads so government does not have to unnecessarily resurface the roads every now and then. Maintenance is a culture this government should embrace if it must hit the pass mark.”
For Hon. Victoria Nyeche, a member of the Rivers State House of Assembly, who was affected by the flood, she believes the state government should be blamed for failing to prevent flooding in parts of the state capital.
Nyeche, who represents Port Harcourt Constituency 1, expressed regrets that the state government failed to take advantage of warnings that were made by the NIMET about the impending disaster.
She said: “It is so unfortunate that our people will be made to suffer in this hardship. We have said times without number that we need to watch what we do to our environment. Early this year, NiMET warned about the impending flood and now it has come upon us.
“The government has to take more proactive measures if we must stop flooding in our state. And the government must take responsibility for this one that has happened. Relief materials must be provided for those who have lost one thing or the other due to this flooding.”
Lamenting the level of damage done to residents of the state by the flood, an environmentalist, Dr. Tonie Egobueze, said, “Our environment is our heritage, environmental sustainability in Rivers State, a right for all.
“The rain fall in the past two days caused a lot of havocs and left many homes and offices were destroyed with properties worth millions of naira sentenced to the drains,” he said.
Unfortunately, authorities of RIWAMA, the state government agency saddled with the responsibility of managing the environment, blamed the flood on people living and doing business in the state capital who refused to heed to several warnings from the agency regarding indiscriminate dumping of refuse.
Sole administrator of RIWAMA, Chief Felix Obuah, in a statement issued in Port Harcourt, noted that the agency in several fora warned residents and those doing business in the state against the habit of throwing solid wastes and unused construction materials into gutters and other water channels, but that such warnings had always been ignored.
Obuah stated that while his agency sympathizes with the victims of the flood disaster, it is still calling on residents and those doing business in the state to adhere to environmental rules by not throwing garbage into gutters and waterways, to allow the free flow of water.
The RIWAMA boss also charged traders to play pivotal role in keeping the city clean and see themselves as partners in the crusade for a clean and healthy state by ensuring the implementation of government’s policy to make Port Harcourt the state capital and its environs flood-free, by disposing their waste at approved receptacles and not into water channels.
Obuah appealed to traders to make it a routine exercise to properly bag their wastes and dump them at approved government receptacles at the close of business within designated hours, charging them to report recalcitrant residents among them to the RIWAMA for immediate action.
He also advised traders who sell in the evenings, especially in Mile One, Mile Three, Rumuokoro, Creek Road, Ogbunabali, Rumuomasi, Trans-Amadi (Slaughter), Garrison, Water-Lines, Amadi-Amadi Roundabout, YKC Roundabout, Woji, Rumuodara, Eneka, Oyigbo, Eleme among others, to clean their areas before leaving the market and ensure that wastes are not dumped indiscriminately.
Sympathizing with residents of the state over the flood, Governor Wike assured residents of Port Harcourt and other flooded communities that his administration will tackle the environmental challenge headlong.
The governor, who spoke after inspecting some areas impacted by the flooding, directed the relevant government agencies to take immediate remedial measures.
Accompanied on inspection of the flooded areas in Port Harcourt with Julius Berger engineers and officials of the state’s Ministry of Works, the governor directed the continuous de-silting of all major canals in the town.
He advised residents of Port Harcourt to stop dumping refuse in water channels, saying such actions lead to blockage of water channels, which leads to flooding.
The governor stated that he will take some tough steps to ensure that the state will not experience such devastating flooding again. [myad]

Kogi Releases N2 Billion Paris Club Refund To 21 Local Governments

Kogi State Government has released N2 billion to the 21 local government councils in the state as their share of the N6.2 billion of the Paris Club refund the state received from the Federal Government.
In a statement today, Saturday, in Lokoja, the state capital, the Commissioner of Finance, Idris Ashiru, said the government’s share of the refund was N4.02 billion.
He said that N1. 716 billion out of the government share had been released for the payment of May and June salaries of teaching and non-teaching staff in tertiary institutions.
Ashiru said that N1. 323 billion was expended on the payment of May and June pensions of retired workers.
The commissioner added that N987, 540, 000 was expended on the payment of May salary of workers in ministries, departments and agencies.
“In addition, the Ministry of Finance made additional fund of N3,219,145,997.12 available to the Accountant-General to clear arrears of May salary of civil servants.
He assured that workers who were indicted by the screening exercise and granted clemency by Gov. Yahaya Bello would be paid.
Ashiru said that staff of the judiciary, the Legislature and political office holders had since been paid their June salaries.
“It is important to note that Gov. Yahaya Bello directed that the state should use all the Paris Refund to clear outstanding salaries and pensions as against the undertaken with the Federal Government to use only 75 per cent of the refund,” the statement quoted Ashiru as saying. NAN. [myad]

Nigeria Is Ready To Host World Wrestling Tournament – Sports Minister

Minister of Youth and Sports Development, Solomon Dalung has given assurance to the international sporting community that Nigeria is ready to host the 2018 Africa World Wrestling Championship if given a chance.

The minister pledged Federal government’s support for the establishment of a wresting training Centre  where wrestling athletes will be trained to enhance better performance; thereby enhancing the prospect of uplifting wrestling to a surer medal winning sport for our country.

Dalung spoke in his office  when the President of the United World Wrestling Africa, Fouad Meskout (UWW AFRICA) paid him a courtesy as part of activities to round up inspection of facilities and hotels in Nigeria. The UWW Africa  boss was accompanied by the President of the Nigeria Wrestling Federation, Daniel Igali and some board members of the federation.

Dalung also solicited the support of Meskout  for the grant of hosting right to Nigeria.

Earlier, the UWW Africa’s President had told the Minister that the facilities and hotels he inspected in Port Harcourt are satisfactory while he found the people enthusiastic and hospitable. He said that Nigeria stands a better chance of hosting the championship because it has never hosted before; whereas Tunisia which is also bidding has hosted a number of times.

The Wresting Boss intimated the Minister of the pledge by the Government of Rivers State to make land available for the proposed Wrestling Training Centre and solicited for the assistance of the Federal  Government to accomplish the project.

President of the Nigeria Wrestling Federation Hon Daniel Igali explained that the Federation seeks to host in order to upgrade its facilities and provide further opportunity for a lot of talents out there that are abundant in the country.

Igali also confirmed that there are adequate  facilities for the hosting of the 2018 event in Port Harcourt. According to him, six national teams which comprise the senior, junior and cadets will represent the country in the championship while talents discovered will be groomed and nurtured towards the next Olympic games. Gunmen Kill Owo Traditional Ruler, Set Him On Fire In His Car

Unidentified gunmen have killed a traditional ruler of Owoland, in Yewa south local government area of Ogun state, Patrick Fasinu.

The monarch was said to have been brutally murdered on Wednesday on the road between Ijako and Isagbo in Oke-Odan area, Premium Times reports.

The Ogun state Police spokesman, Abimbola Oyeyemi confirmed the incident and said: ‎”it was gathered that the monarch was coming from Ilaro but dropped his driver somewhere in Owode and drove alone towards Owo only for him to be attacked on the road where he was killed and set ablaze in his car.”

The police spokesman said the command had commenced investigation into the killing.

Ibrahim Magu Accuses Banks Of Encouraging Treasury Looters

The EFCC boss, who spoke when he received a delegation of the International Monetary Fund (IMF), who were at the Commission’s Head Office in Abuja, stressed that bans are doing everything possible to make sure that the Nigeria Financial Intelligence Unit, NFIU, is severed from the agency.

“I don’t trust the financial institutions. They create enabling, I don’t trust the financial institutions. They create enabling environment for thieves to loot our money that is why they are fighting to remove the NFIU from us. They want to use a former Managing Director of a bank to head the NFIU.”[myad]

CBN boosts Inter-Bank Forex Market With $462 Million

The Central Bank of Nigeria (CBN) has intervened in the inter-bank Foreign Exchange Market with the total sum of $462,336,426.74. This is in line with its commitment to sustain and deepen flexibility in the foreign exchange market to further enhance foreign exchange flow in the economy.

A breakdown of the forex intervention figures obtained from the Bank indicates that the Retail Secondary Market Intervention Sales (SMIS) received the largest allocation of $267,336,426.74. The CBN also offered the sum of $100,000,000 as wholesale interventions, while the sum of $50,000,000 was allocated to the Small and Medium Enterprises (SMEs) forex window. Those requiring foreign exchange for Business/Personal Travel Allowances, tuition and medical fees, among others, got a total allocation of $45,000,000.

Confirming the figures, the Acting Director of the Corporate Communications Department, Mr. Isaac Okorafor, said that the leadership of the CBN is impressed by the positive impact its current foreign exchange management was having on the manufacturing sector, agriculture and economic activities in general across the country.

He reiterated that the CBN management is also encouraged by growth in the non-oil sector, particularly agriculture, even as he said that the apex Bank would not relent in its efforts at sustaining stability in the inter-bank Forex market as well as ensuring the convergence between the exchange rates at the Nigeria Autonomous Foreign Exchange (NAFEX) and the Bureau de Change segments of the market.

According to him, the CBN will continue to ensure proper surveillance of the forex market to guard against any sharp practices by participants and uphold transparency of the process.

He recalled the optimism of the CBN Governor, Godwin Emefiele, expressed at the last Monetary Policy briefing and expressed hope that the Bank’s intervention, coupled with complementary fiscal efforts, would restore the economy to the path of growth.

Meanwhile, the naira maintained its steady rate against major currencies around the globe, appreciating to N360/$1 in the BDC segment of the market today, Friday.

EFCC Boss: Hero Not Recognize At Home..Gets International Honour

Ibrahim Magu of EFCCIbrahim Magu, the acting chairman of the Economic and Financial Crime Commission (EFCC), who is being vilified by the Nigerian Legislature and some powerful government officials, have been recognized by leading industrial countries of the world.

The developed countries honoured him at Nigeria’s Corruption Perception Index (CPI). He was said to have improved a decade of corruption.

The recognition of Magu’s work, according to a statement by the commission by its spokesman, Wilson Uwujaren, followed an opinion poll conducted by United Kingdom-based Global Peace Movement International.

The poll result is coming a week after Transparency International released its latest transparency index in which Nigeria, for the first time in over a decade, moved up in the global anti corruption and transparency ranking, a move analysts said is directly related to the efforts of the EFCC. According to the report by Transparency International, the corruption perception index ranked 176 countries on a scale of 0 (perceived to be corrupt) to 100 (perceived to be clean). In the report released, Somalia was ranked the most corrupt country in the world for the tenth straight year.

Speaking on the poll, President General of Global Peace Movement International, Dr Mike Uyi, said the decision to conduct the poll was based on the need to ascertain global opinion on the work of the EFCC, pointing out the EFCC Chairman secured more than 96 percent endorsement by respondents, with the United States of America, the United Kingdom, France, Germany, Russia, Canada, China and Belgium all commending the work of the Commission.

According to the report of the survey, the United States of America led the list of countries that endorsed the EFCC chairman with 92 percent responding in favour of the work Magu was doing, while 7 percent responded in the negative.

The United Kingdom returned a 96 percent affirmative and France 85. Other results of the poll showed 90 percent Germans voting in favour of the EFCC chairman, while 9 percent disapproved.

Russia had 62 percent in favour of Magu, while 29 percent disapproved. Greece was 73 percent in favour, with 22 percent going the other way. Malta had 80 percent in favour with 17 percent disapproval; Sweden, 85 percent approval, and 7 percent disapproval; Belgium, 85 approval and 8 disapproval; Switzerland had 76 approval, and 11 percent disapproval; Norway, 85 approval and 8 percent against; Austria, 81 percent approval and 6 percent disapproval, while India had 53 percent approval and 26 percent against.

Others are Brazil with 65 percent approval and 27 percent disapproval, same with China having 65 percent approval rating for the EFCC chairman while 22 percent disapproved, Denmark had 84 percent approval and 4 percent disapproval, while Canada had a 91 percent approval and 3 percent disapproval.

Japan was 92 percent approval and 3 disapproval, Luxembourg, 83 percent approval and 4 disapproval, Mexico, 83 percent approval and 7 disapproval, Portugal, 68 percent and 22 percent, South Korea, 74 percent and 16 percent, Principality of Monaco had 80 percent approval and 11 percent disapproval, The Netherlands, 82 percent approval and 5 percent disapproval, while Lithuania had a 72 approval and 13 for the EFCC chairman.

Dr Uyi, said the results of the survey on other public elected or appointed officials in Nigeria will soon be released to the public.[myad]

Minister Directs 6 FCT Councils To Pay Workers’ Salary Arrears With N684 Paris Club Refund

Minister of the Federal Capital Territory (FCT), Malam Muhammad Musa Bello has directed the six Area Council Administrations to use the recently received N684 million Paris refund to pay the arrears of salaries they owe workers in the councils.

The minister who addressed members of the Senate Committee on FCT today, Thursday, during the Committee’s hearing on the Bill for the Political and Administrative Structure of FCT Area Councils, said that he would like to see that the Area Councils’ workers are paid the arrears of their salaries.

He clarified that the FCT Administration is yet to benefit from the Paris Club Refund, saying that what the Administration received was money meant for the Area Councils, even as he suggested a special fund to pay for the severance packages to Area Council political office holders.

This, according to him, could be by setting aside a percentage of the Internally Generated Revenues (IGR) of the Area Councils upon collection.

 He said that while he had read that FCT was to receive N1.2 Billion and N684 Million representing first and second tranches of Paris Refund respectively, it was only on Friday last week that the second tranche was paid into the FCT Account, saying the Administration is yet to receive the first tranche.

Muhammad Musa Bello asked the Committee to look into the subject of the collection of Tenement Rates in the Federal Capital City (FCC) against the background of the huge investment the FCT Administration makes in the development of infrastructure and provision of services in the Capital City.

The Minister acknowledged the support and guidance of the Senate Committee on FCT in the efforts to provide infrastructure and services in the Territory, saying: “we look at the Area Councils as an extension of the FCT Administration, we don’t intend to ask them to refund the bailout but as the days go by we would find the ways and means around it.

“It is however, very important that this distinguished Committee be able to really recognize the critical role of FCC, which is the 250sqkm where you find the Presidency, the Diplomatic Community and the Ministries. We have had instances where the consultants go to seal up diplomatic building, being unmindful of such international treaties like the Geneva Convention on the status of Diplomatic persons and institutions.

“When you are looking at the political structure, we hope the Committee recognize this unique position and even when the subject of taxes are being considered, it could be done in such a way that the FCT Internal Revenue Service is the one to handle them to avoid embarrassments.”

The Committee Chairman, Senator Dino Melaye said that the Committee intends to pass the Bill on the Political and Administrative structure of FCT Area Councils into law before the end of the year, to give a permanent solution to the various areas of concern.

He commended the parties in the suit challenging the FCT Administration and the House of Representatives on the legality or otherwise of stopping the Abuja Municipal Area Councils from collecting Tenement Rates, for withdrawing the suit. He said it was a welcome development to exhaust all avenues for dialogue.  [myad]

Renewed Boko Haram Attacks: Osinbajo Orders Army Chief To Relocate To Maiduguri

Acting President Yemi Osinbajo has directed the Chief of Army Staff, Tukur Yusuf Buratai, and Chief of Air staff, Sadique Abubakar,  to relocate to Maiduguri, Borno state capital, with immediate effect.

The order is coming on the heels of the renewed attacks launched by members of Boko Haram in parts of Borno state.

The order came at an emergency meeting which the Acting President held with some service chiefs today, Thursday at the Presidential Villa, Abuja.

Professor Osinbajo said that there is a need for them to be at the military command control centre in the hotbed of insurgency.

Apart from Buratai and Abubakar, those who attended the meeting were the minister of Defence, Mansur Dan-Ali; Chief of Defence Staff, Gabriel Olonisakin and Chief of Naval Staff, Ekwe Ite-Ibas.

Speaking to news men at the end of the meeting, Dan-Ali said: “we just finished a meeting with the acting president and the three service chiefs. We agreed that they should move back to the command centre again and see what are the things happening there.

“We have also agreed that we should get more surveillance devices, cameras that will be able to see distant attackers coming to the position of our troops.

“Also, the period of the raining season is a difficult moment for us. We cannot dominate the environment like what we do during the dry season but efforts are geared towards regaining our areas. All these ambushes that are happening would be stopped.” [myad]

Biafra Agitators To Obi Of Onitsha: You Can’t Intimidate Us

Those agitating for Biafran republic out of Nigeria, under the canopy of Indigenous People of Biafra (IPOB) have said that the highly revered Obi of Onitsha in Anambra State, Igwe Alfred Nnaemeka Achebe cannot intimidate them over their determination to boycott elections in the South East, beginning with that of Anambra State.

In a statement by its Media and Publicity Secretary, Comrade Emma Powerful, IPOB said: “we respect our elders and traditional title holders, like Igwe Alfred Nnaemeka Achebe, the Obi of Onitsha and others who are making different statements regarding the IPOB decision to boycott elections in Biafra land starting from Anambra state election unless they give us a date for Biafra restoration.

“We believe they are entitled to their opinion but they cannot intimidate or set agenda for IPOB members from carrying out our decision. And they should know that they are human beings and cannot challenge IPOB worldwide.

“However, anybody who wants to come out and vote is free, but IPOB will not stop to fulfill the promise of boycotting the Anambra State Governorship election, come November 18, 2017 and we promise Igwe Achebe to come out and vote.

“IPOB will prove its formidability to Igwe Achebe and his likes on that very particular day that we are not politicians and we are not playing politics with Biafra restoration project because Biafra independence is the future of our children and unborn children.”

The Onitsha monarch was quoted to have warned that IPOB has no right to stop election in Anambra State when members of Ohaneze Ndigbo in the state visited him, insisting that election must hold as scheduled by the Independent National Electoral Commission (INEC), in the state, urging the people of the state to come out en mass to cast their votes for their choice candidates without any fear of intimidation and harassment.

He was also quoted to have said that the traditional institution in the state has endorsed rotation of governorship slot to every zone just like the town Union and Ohaneze Ndigbo have done, adding that Anambra North should be allowed to complete the remaining four years before power moves to Another zone.

According to Igwe Achebe “the election is for us not for the entire country, you cannot have a referendum in one part of the country without carrying other parts of the country along, and the government must support and sponsor it before it will be organized and not carving out some parts of the country for the referendum.

“The election must hold and nobody or group of persons will stop it, nobody should come to our state to cause unnecessary tension.” [myad]
