WHO Declares Ebola Outbreak In Congo, Kills One

The World Health Organization (WHO) has declared an Ebola outbreak in the Democratic Republic of Congo. At least one person has died after contracting the virus in the country’s north-east, the WHO says.

The Congolese health ministry had notified the WHO of a “lab-confirmed case” of Ebola, it added on Twitter.

More than 11,000 people died in the Ebola outbreak in West Africa in 2014-2015, mainly in Guinea, Sierra Leone and Liberia.

The last outbreak of Ebola in the Democratic Republic of Congo was in 2014 and killed more than 40 people.

Of the nine people suspected to have contracted the deadly virus, three died, with one case of Ebola confirmed through tests at the national laboratory in the capital Kinshasa, WHO Congo representative Allarangar Yokouide said in a statement.

People began to get sick on or after 22 April in Bas-Uele province in the country’s far north, he added.

The region affected lies 1,300km (800 miles) north-east of Kinshasa, close to the border with the Central African Republic.

“It is in a very remote zone, very forested, so we are a little lucky. But we always take this very seriously,” WHO Congo spokesman Eric Kabambi told Reuters news agency.

The WHO described the outbreak as “a public health crisis of international importance”.

It said the first teams of experts, including epidemiologists, biologists and hygiene specialists had been dispatched and were due to arrive in the affected region by Friday or Saturday.

While this outbreak will be extremely worrying for communities in this remote part of northern DR Congo, it is important to remember that the country has stamped out more Ebola outbreaks than any other place on earth. It is well practiced in fighting the deadly virus.

Ebola was first identified in DR Congo (then Zaire) in 1976. Since then, there have been at least nine outbreaks in the country. The last was in 2014, when – at the same time – parts of West Africa were fighting a separate outbreak, the worst in history.

DR Congo was able to bring an end to its epidemic within four months. In West Africa, which had never experienced an Ebola outbreak before, it took two years.

Authorities in the DR Congo will need to act quickly to contain the virus, and ensure it doesn’t spread to more populated areas.

This time, for the first time, health officials have another weapon they can use. The world has an experimental vaccine that could be deployed if needed. [myad]

Former Nigerian military President, retired General Ibrahim Badamasi Babangida, today, Friday, gave his daughter, Halimat, in marriage to a Gombe traditional ruler, Alhaji Auwal Abdullahi, from whom he collected N500,000 and 10 cows as part of the bride price.

The groom is the Sarkin Sudan of Gombe, in Gombe state.

The News Agency of Nigeria (NAN) reports that Gen. Garba Wushishi performed the symbolic ceremony of handing over Halimat in marriage to Abdullahi whereas Governor Ibrahim Dankwanbo of Gombe state received the bride on behalf of the groom, who hails from the state.

Sheik Kabiru Gombe offered special prayer for the couple, stressing the significance of marriage in Islam and called on the bride to submissive and loyal to her husband.

Former President Goodluck Jonathan, including his wife, Patience led the galaxy of big political and military figures that graced the occasion..

We’ve Valid Court Order To Detain Ifeanyi Ubah For 14 Days, Secret Police Insists

Nigerian secret police in the Department of States Services (DSS) has insisted that it had secured a court order giving it authority to detain the Managing Director of Capital Oil and Gas Limited, Ifeanyi Ubah, in its custody for at least 14 days.

The DSS counsel, Peter Oluremodu, who appeared before Justice Idris today, Friday, at the Federal High Court in Lagos with a notice of objection to the order to produce Ubah in court, said Ubah was being detained on the orders of Justice Y. Haliru of the High Court of the Federal Capital Territory, Abuja.

The lawyer said the order was lawfully obtained in compliance with the provisions of the Administration of Criminal Justice Act 2015.

Ubah’s lawyer, Mr. Ajibola Oluyede, urged Justice Idris to hold that the DSS violated his order by not producing Ubah.

Ubah had described his arrest as an attempt to blackmail him.

The oil magnate said that the claim by the DSS that he was involved in theft of petrol kept by the Nigerian National Petroleum Corporation, NNPC, in his tank farm in Lagos was wrong accusation.

DSS last Friday, picked up Ubah over his connection with the missing petroleum product, valued at over N11bn.

It said that Ubah’s action amounted to economic sabotage, with “capacity to negatively impact on national economy.” [myad]

Reps Member Laments: N125 Billion Budget For National Assembly Is Inadequate

A member of the House of Representatives, Nicholas Ossai (Delta-PDP), has lamented that the N125 billion appropriated for the National Assembly is not adequate to carry out its functions effectively and efficiently.

Ossai, who spoke in an interview with the News Agency of Nigeria (NAN) today, Friday in Abuja, insisted that the legislators need more funds to discharge their duties.

The National Assembly had, on yesterday, Thursday published its 2017 budget of N125 billion, which was higher than the N115 billion approved in 2016.

Ossai, however, said that the additional N10 billion inserted in the budget would strengthen oversight functions by members of the National Assembly.

“This is necessary so that Nigerians will have the impact and value creation of what has been budgeted.

“Nigerians are not looking at that, we are looking at the National Assembly as 360 members of House of Representatives and 109 Senators; calculate it with the money that has been budgeted without looking at other aspects.

“We are not looking at other agencies under the National Assembly like the Public Complaints Commission, National Institute for Legislative Studies, the National Assembly Service Commission and supporting staff.

“The committees are carrying out national functions in line with Section 88 of the Constitution to expose corruption.

“That committees not only expose corruption, but block leakages; definitely, we need a lot of money to address these issues.

“To the best of my knowledge, that money is not enough to address the issues of carrying out the national functions of the national assembly,” Ossai claimed.

Meanwhile, a legislative aide told NAN on ground of anonymity that they were being owed Duty Travel Allowance (DTA) amounting to N1.3 billion.

“We have been owed since 2015 and the management informed us that the allowance was not captured in the 2016 budget.

“With this development, we are aware of what is appropriated for legislative aides in the 2017 budget, we are now sure the money is there and there will be no room for excuses anymore.

“The DTA for an individual is N75, 000 and about 3, 000 aides are being owed.”

A breakdown of the 2017 estimates shows that N23.7 billion would go to personnel cost, N85.8 billion for overhead and N14. 9 billion to finance capital projects.

The National Assembly Management has N14.9 billion with the Senate taking N31.3 billion and the House of Representatives N49 billion, while the National Assembly Service Commission gets N2.4 billion.

The budget provides N9.6 billion for legislative aides, while the Senate Public Accounts Committee takes N118.9 million and that of Reps N142.7 million.

N12.5 billion has been earmarked for general services, N4.3 billion for the National Assembly Legislative Institute and N391.3 million was earmarked for service wide vote. [myad]

Registrar of the Joint Admission and Matriculation Board (JAMB), Professor Is-haq Oloyedeboard, who addressed newsmen today, Friday in Abuja said that a total number of 1.7 candidates are expected to sit for the examinations..

Professor Oloyede advised candidates to ignore rumors that the examination has been postponed, even as he asked candidates to go to their respective centres for the examination.

The registrar said that the examinations would still hold as scheduled except for those that have Seven Days Adventist service.

He also advised UTME candidates to always check their e-mails for further updates, noting that some candidates are fond of giving out their passwords and e-mail addresses to strangers in spite of several warnings from the board.

“Candidates should be aware of fraudsters who hide under cyber cafe operators to defraud innocent children.

“We have caught some of them while mischievously collecting money from candidates with the help of some security officers.” [myad]

Italy Fines Mobile Message Service, WhatsApp, 3 Million

Italy has fined a U.S.-based mobile messaging service, WhatsApp, three million Euros (about 3.3 million dollars) on Friday for what it called insufficient transparency on data sharing with its parent company, Facebook.

WhatsApp was taken over by Facebook in 2014 and two years later, it introduced new terms of service and privacy policies that gave Facebook access to WhatsApp users’ data.

Italy’s Antitrust Regulator — AGCM — said in a statement that “the opportunity for WhatsApp users to refuse the handover of data to Facebook was available `but it was inadequately flagged.”

The regulator also criticised WhatsApp for introducing “unfair clauses” to its term of service, such as giving the company the right to cut off services or start charging customers without warning.

In December, the European Commission, which regulates antitrust matters in the EU, launched an investigation into Facebook’s conduct prior to the WhatsApp buyout.

The EU executive accused Facebook of misleadingly telling the commission that it could not smoothly integrate its own users’ data with that of WhatsApp.

However, Facebook denied any wrongdoing and promised to explain its actions.

The commission said it could slap a fine of up to 1 per cent of annual turnover, around 280 million dollars, if it is not satisfied by the internet giant’s answers.

WhatsApp, was incorporated in 2009 by Brian Acton and Jan Koum, both former employees of Yahoo!. After Koum and Acton left Yahoo! in September 2007, the duo traveled to South America as a break from work.

At one point they applied for jobs at Facebook but were rejected.

WhatsApp 2.0 was released with a messaging component and the number of active users suddenly increased to 250,000.

WhatsApp Inc., based in Mountain View, California, was acquired by Facebook in February 2014 for approximately US$19.3 billion.

By February 2016, WhatsApp had a user base of over one billion, making it the most popular messaging application at the time.

Nigeria Labour Congress In Nasarawa Thrown Into Disarray Over Strike

The Nasarawa State chapter of the Nigeria Labour Congress (NLC) has been thrown into disarray over an industrial action in the state, as the chairman of the Congress was sacked and he refused to be intimidated.

Members of the NLC chapter in the state had impeached the chairman, Adeka Abdullahi and replaced him with Umar Bala, who was vice chairman, saying that the sacked chairman wanted the congress to suspend action on a week ultimatum the union gave to the state government to meet workers demands.

It was gathered that Abdullahi’s reason calling for the suspension of action on the strike was hinged on the fact that negotiations are ongoing with the government, which did not go down well with members who felt the government did not take their ultimatum seriously.

This is even as his deputy, who now took over the mantle of leadership, said that Abdullahi was sacked because members had lost confidence in him.
“Since we came on board, honestly, we have not achieved anything as a labour in Nasarawa State. We keep on signing agreements with the government and they keep on failing.
“The former chairman was removed because we do not have confidence in him and he has been wining and dining with the government. That is why we cannot have respected before the government.

“We urge the government to act fast to our demands or else we will be left with no option to see what we can do; the struggle has just begun. Workers in Nasarawa State have suffered a lot, they have a setback.”

However, Adeka Abdullahi insisted that the strike action should be suspended as the negotiations are ongoing.

“I want to assure the workers of Nasarawa State that they should remain dogged, they should remain loyal to the presiding officer led by Abdullahi Adeka. I still remain the chairman of NLC in Nasarawa State and I am not shaken by any group of persons that can just sit down and think that they can plan a palace coup that will not yield any fruitful result.”

Workers in Nasarawa State are, however, still on strike with offices under lock and key except for health workers who refused to join the strike.

Meanwhile, the Head of Service has issued a press statement instructing workers to go about their normal duties and ignore any directive from the Umar Bala-led faction.

“It is hereby reiterated that any civil servants that do not adhere to this directive and fails to report to duty will be held personally liable for his/her action,” he added.

“Permanent secretaries and chief executives of commissions, boards and parastatals are therefore to ensure compliance by opening and maintaining attendance register for their staff and submit same at the close of work on a daily basis to the permanent secretary, civil service secretariat, office of the head of civil service as any absenteeism will be treated as abscondment.” [myad]

Any Worker Not Paid Salary Has Issues To Clear, Kogi Governor Clarifies

“Whatever noise we are hearing now is either by those who are yet to be cleared or those who have benefited from the system of inefficiency in the past.

“Anyone who has been certified cleared has been paid salary. To prove our point, we published the names and amounts paid to all workers, ministries, departments and agencies in the state’s website, www.kogistate.gov.ng.”

The governor of Kogi state, Alhaji Yahaya Bello, who made these clarifications through his media aide, Gbenga Olorunpomi in a chat with news men in Abuja today, Thursday, insisted that no civil servant is being owed salary and that the government had paid the salaries of all workers cleared by the recently concluded civil servants verification exercise.

“This government came to power at the time civil servants were on strike; the issue that led to the strike was that of the salaries owed to the workers for many months.

“At that time, all schools in the state were shut down; the government of Governor Yahaya Bello then decided that the only way to tackle this was to do total civil service verification. In the process, we found out that the state had plenty issues; about 83,000 personnel were withdrawing salaries from the state and this is a state that is barely 25 years old.

“So, there was need to do an audit to find out how we got to the situation where there were more senior than junior level civil servants; it was lopsided, the issues necessitated the civil service reform which is part of the five cardinal programmes of the government.”

Olorunpomi said that the exercise had been completed and the state now has a civil service that the government can manage, saying: “all persons that were cleared by whatever committee that was set up at the time were paid. We got our bailout fund to do this. We used the resources that came in from FAAC allocation and we have been paying salaries since then.”

It will be recalled that medical doctors iin the service of the state government have embarked on strike action on the excuse that they have not been paid their salaries for months, with man of them threatening to resign their appointments with the state government. [myad]

Buhari Treats Me As Brother, Son, Osinbajo Tells Emir Of Katsina

Acting President Yemi Osinbajo has said that President Muhammadu Buhari has been treatins him like his brother and son.

“I feel very much at home in Katsina. Moreso because this is the State of the President who has taken me as a brother; in fact, the President has taken me as a son in the way he treats me,” Osinbajo said.

Osinbajo was quoted by his media aide, Laolu Akande, as having made the statement at the palace of the Emir of Katsina,  Alhaji Abdulmumin Usman, when he paid him royal visit today, Thursday.

Akande quoted the acting President as saying that the amount of responsibilities which President Buhari has given him “shows that he seriously believes we can live together as brothers.

“I pray the Lord will preserve our President to continue to lead as the nation has voted him to do. He seriously believes in Nigeria unity”

President Buhari handed over to Osinbajo last Sunday shortly before travelled to the UK for further medical check-ups. [myad]
