Those Calling On President Buhari To Resign Are Entitled To Their Opinions – Adesina

The special adviser to President Muhammadu Buhari on media and publicity, Femi Adesina, has said that those who are calling on the President to resign as result of ill health are entitled to their opinions.

Adesina, who spoke on Friday, during an interactive session with journalists at the launch of ‘Against The Run of Play, a book written by Olusegun Adeniyi, chairman of THISDAY Newspapers editorial board, said: “Saying the president should resign is an opinion but don’t forget that fifteen million people elected the president.

“So if one or two people express their opinion, will their opinion override that of 15 million people that voted for him?

“Those who are expressing their opinion have rights to their opinion,” he said.

The spokesman said that there is no need for apprehension over the health of President Buhari, saying that  the speculations of his ill health are not necessary as God would spare him.

“God spared the president the first time. Remember he said that he has never been as ill as he was before. The same God that spared him will also ensure that he returns to full health,

“Nigerians prayed and God answered, Nigerians are still praying and God will still answer.”

The book launch took place at the Nigeria Institute of International Affairs, NIIA, in Victoria Island, Lagos, and was chaired by former Head of State, Abdulsalam Abubakar. [myad]

Benue Governor Sets Up Committee To Clear Workers’ Salary Arrears

Benue State Governor, Samuel Ortom has set up a committee, headed by his deputy, Enginneer Benson Abounu to work out modalities for the settlement of salary arrears to workers in the state.

At a meeting today, Friday, with labour leaders at the New Banquet Hall of the Benue Peoples House in Makurdi, the governor picked the Permanent Secretary in the Ministry of Finance, Matthew Uyina, as Secretary.

Other members are Commissioners of Finance, Attorney General and Commissioner of Justice, their colleagues in the Ministries of Health and Information as well as Advisers on Labour, Local Government and Chieftaincy Affairs, Development Cooperation, Rural Development and Cooperatives.

Labour leaders on the committee are Comrade Godwin Anya, State Chairman, Nigeria Labour Congress, NLC, Comrade Terungwa Igbe, President, Nigeria Union of Local Government Employees, NULGE, Comrade Philip Ter Nongu, State Chairman, Joint Councils one, two and three, and Comrade Ordue Tartenger, Trade Union Congress chairman.

Governor Ortom said that the state government had decided  to prioritize salary payment as well as the exploration of every means to obtain funds, including borrowing to clear arrears.

He gave the committee’s terms of reference as include pruning of the State wage bill, fishing out ghost workers and perpetrators of fraud with regard to the issue. [myad]

Former chairman of the Independent National Electoral Commission (INEC), Professor Attahiru Jega, has said that the commission worked hard to prevent rigging in the 2015 general elections, thereby making it impossible for the ex-President Goodluck Jonathan to be rigged back into office.

Jonathan in a book, Against the Run of Play, written by ThisDay Editorial Board Chairman, Olusegun Adeniyi, expressed disappointment with how Professor Jega conducted the elections.

Reacting through his Special Assistant, Professor Mohammed Kuna, Jega disagreed with Jonathan’s belief that the wide margin between the presidential election and National Assembly results in Kano State was a reflection of a flawed election.

The former INEC Boss insisted that the introduction of the card reader made it difficult to manipulate elections and inflate results.

“With the card reader, it is no longer possible to return results that are higher than the accredited voters. If you analyse the results nationally, you will discover the same trend.” [myad]

Presidency, Governors, Set Up Committee To Audit Ecological Fund

The National Economic Council (NEC), made up of Vice President as chairman and governors of the 36 states of the federation, as well as other relevant stakeholders, today, Thursday, set up a committee to audit the ecological Fund.

At its monthly meeting held at the Aso Rock Presidential Villa, NEC decided that an audit of the Ecological Fund be carried out by an Committee of governors and federal ministers.

The Committee is made up of the Governors of Oyo, Borno, Imo, Kaduna, Anambra, Akwa Ibom, Benue States, and the ministers of Finance and Environment.

This Committee was mandated to audit the Ecological Fund and come up with policy recommendations on how the fund should be managed and disbursed.

At a media briefing after the meeting which was attended by almost all the governors and the minister of the Federal Capital Territory (FCT), the Economic Council was told by the Accountant- General of the Federation that the Natural Resources Fund balance as at 31/3/17 was N70.9 billion while the Ecological Fund balance as at 31/3/17 was N33.645 billion

The Council resolved that States and Local Governments should now keep their share of Resources Fund and Ecological Fund for use of intervention as the need arises in their respective jurisdictions.

The Council also resolved that in order to further advance an effective implementation of the Buhari administration’s Social Investment Programmes now operational in all 36 States of the Federation and FCT, to locate the State Governments’ coordination units in the State Governors’ office.

Vice President Osinbajo had earlier briefed members of the Council the SIP, saying that in all the States and FCT, different aspects of the programmes are operational.

“The SIPs include the N-Power job programme for unemployed graduates where 200,000 have been engaged in all States and FCT, the Homegrown School Feeding Programme now operational in at least 7 states feeding over one million primary school pupils one hot meal daily, the Conditional Cash Transfer in 9 States and the Government Enterprise & Empowerment Programme, GEEP, a micro-credit scheme meant to grant soft loans to well over one million Nigerians.”

The Vice President informed Council on impediments and other observed programme implementation delays noticed as the SIPs have become operational across the country. Some of the obstacles have been identified within the Federal Government/State Government’s collaboration mechanism.

He said that  while all States have appointed a Focal Person to interface with the Federal Government in ensuring the implementation at the state level, the need has emerged for an upgrade of such coordination unit to be directly located in the Office of State Governor for better delivery results, faster and more effective implementation.

The Council therefore resolved to end all identified obstacles for a successful implementation of the Social Investment programme (SIP) and decided to locate State Coordination units in the Office of the Governor for more effective collaboration.

NATURAL RESOURCES FUND AND ECOLOGICAL FUND

PARIS CLUB REFUND

  • The Honourable Minister of Finance gave an update on the disbursement of the Paris Club refunds and addressed issues about the next round of the payments to the States after the first disbursements.
  • State Governors at the meeting expressed appreciation to the President for the previous disbursements of the refund, which is more than 10 years overdue, and noted their expectations for the next round of refund from the FG.

EXCESS CRUDE ACCOUNT

  • The Honourable Minister of Finance also told Council that the Balance in the Excess Crude Account as at April 26, 2017 stands at US$2.2billion.

FAAC BUDGET ESTIMATE

  • The Honourable Minister of Finance presented a Budget Estimate for the operation of the Committee and Council approved.

OPERATION OF EFFICIENCY UNIT – FEDERAL MINISTRY OF FINANCE

  • The Ministry of Finance also made presentation to Council on the Operations of the Efficiency Unit located in the Federal Ministry.
  • Council was informed that the Unit has been able to save the FG a whopping of N17 billion since it was established.
  • Council appreciated the presentation and urged that States also should establish Efficiency Units in order to entrench systems that will improve efficiency, reduce cost and block leakages in line with the fiscal sustainability plan.

SOCIAL INVESTMENT PROGRAMME OF THE FG

  • The Vice President updated Council on the progress of four of the Social Investment Programmes of the Administration, namely: N-Power, Conditional Cash Transfer, Homegrown School  Feeding Programme and the Government Enterprise and Empowerment Programme (GEEP), for micro –credits.
  • Council was also briefed about certain impediments and programme implementation delays noticed in the FG/States Government’s collaboration and resolved to end such obstacles to the successful implementation of the SIPs.
  • Council therefore resolved to upgrade the States coordination units for the FG’s SIP to the Governor’s offices for better and more effective FG/State collaboration

UPDATE ON MENINGITIS

  • Honourable Minister of Health made a presentation to Council on the update on the Meningitis Outbreak as follows:
  • That there have been 9,646 suspected cases of Meningitis affecting 6 States in the country, namely Zamfara, Katsina, Sokoto, Niger, Kebbi and Kaduna
  • As at April 25, 2017, about 767 deaths had occurred, representing 9% of the infected population
  • About N46.7 billion is required to vaccinate the valuable population
  • Council expressed grave concern over the ravaging effects of the meningitis epitome in parts of the country and directed the Federal Ministry of Health to intensify its intervention efforts to contain the embarrassing epidemic, while advocating for increased funding for Health.
  • The Minister in his presentation called for the establishment of a National Health Emergency Fund to be domiciled in the Presidency under the supervision of NEC Chairman.

ARMED HERDSMEN/FARMERS CONFLICT

  • The National Security Adviser (NSA) today briefed Council on the security situation in the country, particularly as it has to do with conflict between armed herdsmen and farmers, especially in Kaduna, Taraba and Benue States among others.
  • He told Council that security agencies have commenced a nationwide crackdown on armed herdsmen, gun runners, cattle rustlers, militants, militias and others perpetrators of violence.
  • Governors gave a robust response to the presentations, commending efforts of the FG so far in tackling the security challenges and advocated for more collaboration between the FG and States.
  • Council resolved that there is need to have an extraordinary session dedicated to discussing security issues in the country as a means to deepening the issues and effectively addressing the menace . [myad]

Buhari’s Health: No Cause For Alarm; Only Needs Rest, Relaxation – Presidency

The Presidency has assuaged concern in many corners across the country about the health of President Muhammadu Buhari, saying that despite his eagerness to fully swing into action since his return from medical treatment in London, he needed rest and relaxation.

“President Buhari himself, on his return to the country, made Nigerians aware of the state of his health while he was in London. Full recovery is sometimes a slow process, requiring periods of rest and relaxation, as the Minister for Information, Lai Mohammed, intimated in his press briefing after the FEC meeting on Wednesday.”

A statement today, Thursday, by the Senior Special Assistant to the President on media and publicity, Malam Garba Shehu, assured Nigerians that there is no need for apprehension over the health of the President.

The Presidential spokesman, who was obviously reacting to insinuations in a number of media organizations about the health of the President, said that Buhari’s absence at the Federal Executive Council (FEC) meeting yesterday, Wednesday, April 26, was a last minute decision, adding that if it were not so, members of the cabinet and the public might have been alerted in advance.

“As eager as he is to be up and about, the President’s doctors have advised on his taking things slowly, as he fully recovers from the long period of treatment in the United Kingdom some weeks ago.

“Despite his lack of visibility, Nigerians should rest assured that President Buhari has not abdicated his role as Commander-in-Chief of Nigeria.

“He receives daily briefings on the activities of government, and confers regularly with his Vice President, Professor Yemi Osinbajo.

“His private residence, in which he has been spending the majority of his time recently, also has a fully equipped office.

“God is the giver of life and health. We are grateful that He has seen our President through the worst period of his convalescence in London.

“We are thankful that the President has passed a number of benchmarks already. We pray that God continues to see him through this period of recuperation.” [myad]

You Lied, We Did Not Tamper With 2017 Budget Documents, Police Reply Senator Goje

The Police hierarchy has described as a lie claim by Senator Danjuma Goje that it carted away documents relating to the 2017 budget, saying that the documents they seized were not related to the budget.

Senator Goje, who is chairman, Senate Committee on Appropriation had informed the Senate that works on the budget was stalled because documents carted from his house during police raid included documents and laptops containing details of the budget.

The Police spokesman,  CSP Jimoh Moshood in a statement, gave the details of all the documents seized from the senator’s resident and family members who signed documents certifying documents recovered from the house.

“The attention of the Nigeria Police Force has been drawn to reports in the media credited to Senator Danjuma Abdullah Goje captioned

“Blame the Police if 2017 Budget is not Ready Senator Goje” “REPS gives Police 24 hours to return budget documents allegedly carted from Goje’s residence”

“The report in its entirety is false, misleading and capable of misinforming Nigerians about the statutory roles and duties of the Nigeria Police Force as provided under Sections 4 & 28 of Police Act and Regulations, which includes prevention and detection of crime, the apprehension of offenders, the preservation of law and order, the protection of life and property and the due enforcement of all laws and regulations, and authority to enter any house or premises to execute search warrant.

“It is pertinent to set the record straight and inform Nigerians of the facts of the matter.  A search warrant duly obtained from court of competent jurisdiction was professionally executed in the house of Senator Danujma Goje on 20th April, 2017 at No. 10 Haile Salasie Street, Asokoro District Abuja which was subsequent upon intelligence report at the disposal of the Force that large sum of money suspected to be stolen public funds and other incriminating items are about to be moved out of the said house.

“It is worthy of note that on arrival of the Police team to Senator Danujma Goje’s house, the house keeper Ango Usman informed the Senator of the presence and mission of the team and he promised coming but later switched off his phone.

“The search warrant was successfully executed in the presence of three (3) close relatives of Senator Danjuma Goje who are residing in the house and the recoveries were made in their presence.  The three (3) relatives listed below opened the house and took the Police team round the building, and endorsed their signatures after the completion of the search as required by the procedure of law on search warrant which contained  the money, documents and Laptop recovered, and none of the items include 2017 budget document. This is available for inspection by any interested members of the public

“Danjuma Mohammed, a master Degree holder from Ahmadu Bello University, Zaria and a Chartered Quantity Surveyor is a nephew to Senator Danjuma Goje; Ango Usman, House keeper to Senator Danjuma Goje; Aisha Umar, Alias Iklima a step daughter to the Senator Danjuma Goje.

“For avoidance of doubt, the followings are the sum of money both in local and foreign currencies, vital documents and a Laptop recovered for investigation when the search warrant was executed in the house of Senator Danjuma Goje; Cash sum of Eighteen Million and Fifty Six Thousand Naira (?18,056,000) only; Cash sum of Nineteen Thousand Eight Hundred and Fifty (19,850 US Dollars); Cash sum of Nine Thousand Four Hundred (SR9, 400) Saudi Riyal
“Thirty Eight (38) Files and Six (6) Envelopes containing documents,  some of which are listed below; a)   File on funds spent on security administration and information gathering– a-g – 2009; b)File on release of funds for  Special operations a- f  – 2009; c) File on Gombe State Government of Nigeria Cash inflow 2005.

“File on Project 2007 – Executive Briefs on how to fight opposition in Gombe State – Strategies and Tactics; e) Envelopes containing permit to operate as an Oil Industry Service Company (special categories) 2011; f) A File containing write-ups on how Governor Shekarau plotted the assassination of Sheikh Jafare; g) Letters from Alhaji Mohammed Danjuma Goje (Sarkin Yakin Gombe) to the MD LUBELL Nigeria Ltd of proposed residential Devt at Kashere Phase II dated 16/01/2007 and 19/11/2010.

“The Nigeria Police Force wishes to state categorically that there was no single document relating to 2017 budget sighted or removed by the Police team that executed the search warrant. There is video recording of the execution of the search warrant.

“The Inspector General of Police honoured the invitation of the National Assembly on 26th April, 2017 to explain the legality of the search warrant that was executed in the house of Senator Danjuma Goje on the 20th of April, 2017.

“Further investigation is currently ongoing into the matter. Police actions are in line with the provisions of Sec. 4 & 28 of Police Act and Regulations as mentioned in paragraph 2 above and consistent with Sec. 9 & 144 of the Administration of Criminal Justice Act 2015.

“The Nigeria Police Force sees the report in the media credited to Senator Danjuma Goje as a deliberate distraction to cast aspersion on Police investigation to pervert the end of justice.

“Members of the public are hereby implored to disregards the report as the search warrant which was professionally executed in the house of Senator Danjuma Goje has nothing to do with 2017 budget.” [myad]

I Worked Hard For Jonathan’s Victory But Nigerians Voted Him Out- Ex PDP Boss, Mu’azu

Former chairman of the Peoples Democratic Party (PDP), Alhaji Ahmadu Adamu Mu’azu, has insisted that he worked hard to ensure electoral victory for the former President, Dr. Goodluck Jonathan, but that he was voted out of office by Nigerians.

He said: “In all sincerity, I gave my best and all to my party. Those who blame us for not delivering maximum votes to the former President in the north seem to have forgotten that it is the people who vote.”

Adamu Mu’azu, who was reacting to the former President’s allegation in a new book: “Against the Run of Play” written by Olusegun Adeniyi, that he (Mu’azu) and some other trusted allies worked against his re-election said: “in the face of abuse, insult and open ridicule by our friends and brothers we supported President Jonathan faithfully.”

Mu’azu who is also former Governor of Bauchi State, on his Facebook account, said that he found it difficult to believe that President Jonathan would level such allegation against him.

“Ordinarily, I would have ignored the allegation that I betrayed President Jonathan and my party, but doing so could create the impression that I really did.

“As the then National Chairman of the PDP, I have been at the forefront of the presidential campaign train. Those who insinuate that I betrayed President Jonathan and my party are being economical with the truth.” [myad]

2017 Budget May Be Ready For President Buhari’s Assent Next Week – Senate Leader

The Senate majority leader, Senator Ahmed Lawal has assured the nation that the 2017 appropriation bill before the Senate will be ready for the Presidential assent next week.

He said that the bill would have been passed on April 25, but for the incidence that happened whereby police raided the residence of the chairman of the appropriation committee, Senator Danjuma Goje, carting away parts of the documents relating to the budget.

Senator Lawal, who spoke to newsmen today after a closed door meeting with President Muhammadu Buhari at the Presidential Villa, Abuja, said: “let me say that there is nothing to worry about. The National Assembly had intended to pass the budget in March but because of some parameters that we didn’t have control over, we couldn’t pass it. It was our design and desire to pass it within this month, April, but somehow, something happened.

“One of our colleagues, the Chairman, Senate Committee on Appropriation, Distinguished Senator Danjuma Goje’s house was raided by the police after a whistleblower gave information and when parts of those documents were taken away, it was reported that parts of the budget papers were included.

“This and other things that happened and essentially, the trauma that the Chairman, Senate Committee on Appropriation had to go through, affected the process of budgeting.

“When we were going on Easter recess, members of the Senate Committee on Appropriation, including that of the House, did not go on recess. They stayed back because that was the arrangement, so that by the time we returned on April 25, that was Tuesday, they should lay the report of the budget.

“Unfortunately, that wasn’t possible because of what happened. But the good news is that we are doing everything possible to ensure that we catch up with the lost time.

“So, by the grace of God, I’m thinking that by next week, we should be able to finish our own work and pass the budget for Mr. President to sign.”

The Senate leader said also that screening of the two ministerial nominees, from Kogi and Gombe states, will begin next week

“Certainly not this week because this is the last legislative day of the week but l have the feeling that the Senate may be looking at that and indeed others, by next week In Sha Allah.”

Senator Lawal wanted lobbying to form the nation’s democratic culture, adding that lobbying is being fully practiced by lawmakers, especially to get private bills and motion through.

“ In a democracy like ours, presidential system of government, when we talk of lobby, lobby is such an extensive work in the sense that it is not what you narrowly define it to be. In Nigeria, most often, when we say lobby, people narrow it and limit it to be giving somebody money to buy his conscience to do something for you.

“But in the United States of America,  after which we have decided to design and shape our democracy here, it’s to talk and engage continuously; talk with some people who have some mandates and some jurisdictions on some issues and therefore, what l meant is that there should be continuous engagements; continuous and sustained interactions between the President and the legislature, especially at the level we are.

“And l know clearly that there is independence of each arm but l also know equally well that there is so much inter-dependence between the two arms and even among the three arms of government in Nigeria. Therefore, we need to always close and narrow the gap and that is what l mean.” [myad]

Minister Inaugurates Task Force To Decongest Traffic Gridlock On Abuja-Nyanya-Karu-Karshi Road

Minister of the Federal Capital Territory (FCT), Malam Muhammad Musa Bello has inaugurated a Ministerial task force to decongest traffic along the Abuja-Nyanya- Karu-Jikwoyi-Karshi road as well as evacuate accumulated refuse from that area.

Addressing the Task Force, the minister said that it is unacceptable that a dual carriageway well constructed to the highest engineering standards to cater for the residents of that axis has become a long stretch of refuse dump.

“For the first time in my life, I have seen a place inhabited by very vibrant people, very affluent, yet it is one aspect of Abuja where I see that people will collect their refuse and drop on the road median.

“I have never seen that anywhere in the world and definitely you all agree with me that this is not acceptable and should not be part of the Abuja of our dream.”

According to him, the initiative is aimed at working out a sustainable action that will improve both the aesthetics and traffic situation along that axis and one that would be owned by the people after the Task Force might have completed its work.

Musa Bello charged the Task Force to reach out to traditional, religious and political leaders along that corridor as well trade groups, to communicate with them and have them buy into the project, which he said is for their collective benefit.

“The ultimate goal of course is to have a clean environment. A clean environment means a healthy people; a healthy people mean a productive people; a productive people mean a very vibrant community. Once our community is vibrant economically, a lot of our social and political problems will be reduced.

“You have to be very diplomatic, very kind, very accommodating, very understanding as much as possible, that is why all the key departments are in this task force. If for any reasons, relocations have to be made, make sure you make alternative arrangements for whoever is going to be relocated.”

The Minister expressed confidence that given the caliber of the membership of the Task Force,  the city would be the better after they completed their assignment in six months.

Chairman of the Task Force, retired Major General Emmanuel Nienge, solicited for the cooperation of the stakeholders and the general public, saying that members are going to carry out adequate sensitization of members of the public. [myad]

CBN Offers $100 Million At Forex Auction To Meet Requests Of Wholesale Customers

The Central Bank of Nigeria (CBN) has offered the sum of $100 million to authorized dealers to meet the requests of wholesale customers at the forex auction in the interbank wholesale window.

The Acting Director, Corporate Communications Department at the apex bank, Isaac Okorafor, who made this known today, said that no intervention was made in the retail window in yesterday’s auction.

He said however, that the bank had continued its weekly sale of forex to the Bureau de Change (BDC) segment to meet the needs of low-end users.

He said the CBN had observed that quite a good number of dealers were adhering to the forex guidelines and that the apex bank will continue to monitor the activities of authorized dealers to ensure that no outfit or individual circumvents the laid down forex rules.

Okorafor asked all concerned to put the Nigerian economy first, even as he reiterated that the CBN is determined to guarantee the international value of the naira.

Meanwhile, reports gathered in Abuja and Lagos on Thursday indicates that the Naira sold at the rate of N380/$1. [myad]
