Buhari’s Return: Matters Arising, By Reuben Abati

As someone who has been in that corridor recently, I do not share the view of those who insist that President Muhammadu Buhari’s recent 50-day medical vacation was mismanaged by his  handlers, up to this point. I said this much during a recent interview on Channels TV’s Politics Today with Seun Okinbaloye.

In the face of the people’s rising and insatiable expectations, it is often an uphill task to balance so many considerations in a country that is so divided on all fronts.  The duty of the President’s handlers is to prevent such unnecessary news that could destabilize the polity, or create a national security crisis.

The President occupies the most important office in a democracy such as ours because the people look up to that office and its occupier for strength, inspiration and confidence.  When a President suddenly takes ill, the implications for politics, power play and national security are far-reaching. I have already dealt with the manner in which this is so, in an earlier article online, titled  “From London to Abuja in 50 days: Buhari’s return”.

What is the general complaint? It is this: that the nature and the seriousness of whatever ails the President is deliberately shielded from the public. This has resulted in a lot of speculations, and anxiety. A Professor of Medicine, Femi Williams, became so concerned he began to diagnose the President’s ailment by just looking at commonplace photographs. His latest contribution is that looking at the President since he arrived, he seems to be suffering from anaemia.

I don’t know what branch of medicine allows professional doctors to do diagnosis based on ordinary photographs, but Professor Williams’ interest in the matter reflects the manner in which the general populace is curious about the health of the President. This can also be traced to the President Umaru Yar’Adua experience, who died long after the Presidency had kept the people in the dark and refused to respect Constitutional obligations – the outcome of which was a national crisis.

The people have the right to be inquisitive, but one of the things I learnt as Presidential Spokesperson interfacing with our country’s security agencies and agents (that is another complex and professional territory) is that there is a sharp line between the right to know and the need to know. As someone who needed information, I always insisted on the right to know, but the intelligence community on many occasions drew the blankets, and spoke about the need to know. Their argument as I understand it is that if the people are allowed to know everything then the state would be jeopardized, and national security subverted, but the grey boundary is this: whose security is more important in the long run, the people’s security or the security of power?

It would seem that if President Buhari’s handlers have committed any sin, it is that they were more concerned about the security of power and office. But I argued on Channels TV that this is nothing unusual, and has been the case in other jurisdictions in Europe and the United States. The most celebrated example is that of President Grover Cleveland of the United States, a case study on Presidential illness and the politics of power that is well reported in a book tilted “The President is A Sick Man” by Matthew Algeo. Cleveland, the 22nd and the 24th President of the United States, was one of the most popular politicians of his time. He was an orator who knew how to get the crowds excited. When he returned to power for a second time in 1893, he was regarded as a messiah of sorts.

He boasted about getting America out of recession, the first recession in American history, and setting the economy on a good path. He also boasted about dealing with corruption. He would fight corruption and run a transparent government! The people cheered. But then one morning, Cleveland discovered a swelling on the roof of his mouth. It got worse. It was diagnosed as cancer. He had just taken over power. Everyone looked up to him to do the magic. It was politically inexpedient to tell the public that Cleveland was down with cancer. But the cancer was benign. But the public could not even be so informed.

Cancer was a plague in those days as it is now.  To undergo surgery, Cleveland’s handlers sold a dummy to the public that he was going on a vacation cruise, on a friend’s yacht for six days. A team of surgeons was put together and they performed the miracle of removing Cleveland’s cancer in 90 minutes while the yacht cruised on high seas. So important was power and Presidential appearance that they had to ensure the President’s trademark moustache was not tampered with in any way.  The President returned. Nobody knew what actually happened while he was on a cruise. He wasn’t seen in public for 4 weeks. But as in Nigeria, people talk, human beings are human beings, so the story leaked and one journalist E. J. Edwards leaked the story. The White House descended on him. He was dismissed as a writer of “fake news,” and a “disgrace to American journalism.” The truth came out about 12 years later, long after Cleveland was no longer President.

Several American Presidents died in office due to ill-health. William Harrison, of pneumonia, Zachary Taylor of cholera, Franklin Delano Roosevelt of heart disease, George Washington served two terms struggling with malaria, smallpox, tuberculosis, dysentery, before finally succumbing to epiglottitis. In 1919, Woodrow Wilson had stroke for the remaining part of his presidency. The left side of his body was paralyzed, he was blind in his left eye, and was bedridden for two years. By 1920, he had lost his memory and mental health. His wife, Edith Wilson took charge and all of that was hidden from the public.

Franklin Delano Roosevelt ran for President in 1932 on a wheelchair, which was conveniently downplayed by the press. By the time he ran for a fourth time in 1944, he had heart disease. Harry Truman, his Vice President didn’t see him for a whole year! Calvin Coolidge was known as the do-nothing President. After the death of his son, Calvin Jnr., he lost interest in the affairs of state and slept for 11 hours a day! In 1955, Dwight Eisenhower had a heart attack, an abdominal operation in 1956, and a stroke in 1957. John F. Kennedy took steroids twice a day to treat Addison’s disease. Bob Woodward reports in his book, Veil, that after the 1981 assassination attempt, Ronald Reagan was only alert for one hour a day!  George W. Bush transferred power to Dick Cheney twice to undergo colonoscopy surgeries.  In France, in 1981, Francois Mitterrand, who had promised that he would run “an open Presidency”, suddenly discovered that he had prostate cancer, which had already spread to his bones. He called his doctor aside and told him, this must be treated as “state secret”.  He spent the rest of his Presidency battling with prostate cancer.

Far from justifying Presidential illness, the salient point is that Presidents are human beings and their immune systems can also fail, but the politics of managing Presidential illness wherever has always been a matter of optics and power. Every President wants to be loved by his people. No President imagines that he would occupy the highest office in the land and be disliked by the same people who voted him into office. Many Presidents even consider themselves supermen, and even when they are ill, they still want to be loved. Human beings can fall ill at any time, but the lesson of the Yar’Adua experience and now, Buhari’s, whose medical condition had been long announced by the PDP during the campaigns, teaches us that the medical condition of every aspiring public office holder should now and in the future be given special attention.

I stand by the point that President Buhari’s spin-doctors however did the best they could. They managed the optics: telephone calls, high profile visits. And when they saw power was beginning to shift base, they brought him back. Since his return, they have managed the optics even better. On Monday, he resumed in his office, informed the National Assembly and met with his Vice President who had acted while he was away. No one should be under any doubt that the people who manage the President would allow him to be projected as sick and incapacitated.

I recall a day in London. President Goodluck Jonathan suddenly had a stomach upset and he had to be rushed to the hospital. I was part of his Main Body, that is what we were called, that special team that he never travelled or went anywhere without and I am grateful for that special privilege. I was summoned shortly after to join him in the hospital because he wanted to issue a statement to inform Nigerians that he was indisposed and had been hospitalized. When I got to the hospital, I was received by a team of powerful players who delivered Oga’s message at the reception and asked me to do a draft there and then for all of us to consider and approve.

After preparing the statement, I insisted on seeing the President for approval. They told me the doctors were busy with him and they wanted him to rest. I protested that I could not issue a statement without his direct approval. They told me not to worry that this was an emergency situation, and I could see the President later. It was a short, harmless statement, informing Nigerians that the President was indisposed but it was nothing to worry about.

About an hour later, I went up to see the President. First, he asked why I didn’t come up to see him to issue the statement he wanted. I told him I already did so, because I had been told what he wanted me to say.  He asked to see a copy of the statement I issued. I handed it over. He read it.  He was upset.

“This press release does not disclose that I am here just because of a stomach upset. You have to tell the people what the exact ailment is to prevent any speculation. If you don’t state it as it is, you will allow people to start guessing.”

The powerful players who told me what the President wanted and that it was an emergency were by my side. I just muttered: “Sorry sir.”

“Anytime I am ill, just tell Nigerians what exactly is wrong with me.  That is why I sent for you. Nobody knows tomorrow, but whatever is related to my health as President, you must inform Nigerians fully.”

When President Jonathan is interested in a conversation with you, he will look directly into your eyes. But the moment he looks away and starts fidgeting or he is busy trying to attend to something else, it means he has dismissed you.  I got the message. “Sorry sir”.  I left his bedside.

The people who talked to me, followed me. One of them said:

“Abati, don’t worry yourself, that is a very good statement. Don’t mind him. He wants you to tell Nigerians that he has stomach upset. Before you know it now, the papers tomorrow will report that the President has lost the stomach for the job, and our enemies will start using that against us.”

The job of a Presidential spokesman is definitely the second most difficult job in the Presidency. We were told for 50 days that President Buhari was hale and hearty, but he came back and said: “I have never been so sick!” He also gave the impression that his treatment is still inconclusive.  [myad]

Ajaokuta Steel Company Will Soon Bounce Back, As Private Entity – Minister

The Minister of Mines and Steel Development, Dr. Kayode Fayemi, has given assurance that the Ajaokuta Steel Company will soon bounce back and will function as a purely private entity

The minister, who spoke during a facility tour of Abuja Steel Mill, a subsidiary of African Steel Company, along Abuja-Kaduna Road, emphasized that government is putting a lot in place to ensure that the Ajaokuta Steel Complex gets back to life even as he said that the company would no longer be run as a public concern.

According to him, experts with proven track records and required financial capability would be encouraged to key into the scheme through a competitive bidding process that would be transparent.

The Minister said that government is committed to ensuring Ajaokuta works, because it believes that a functional Ajaokuta Steel complex would greatly assist the country’s developmental drives.

He identified the most crucial needs of the country now as energy and power and advised that since government is putting the necessary infrastructures in place to address these needs, steel companies operating in the country should continue to maintain high product quality and put them out at reasonable prices for consumers, especially now that the pressure on the dollar is reducing.

The Minister pledged the support of government to the companies that are manufacturing locally and urged them to develop training programmes that would empower and groom young graduates, indigenous engineers and artisans.

“It is important that you come up with training schemes for young graduates and artisans. As you train more of these young indigenous engineers and artisans and absorb them, you will also gradually reduce the number of your expatriates. And this will help us as a country and also help your business.”

The Group Executive Director of the company, Mr. Richpal Singh, accompanied by another director, Dr John Akanya, solicited government assistance to access coal energy which he pointed out would enable them to locally produce the raw materials.

He said that the high cost of steel products was not due to high dollar demand but the cost of procuring scrap iron which he said is among the items being taken out of the country.

He called on government to look into the regulatory framework that covers this with a view to arresting the trend. [myad]

North Korea Warns Trump: If US Messes With Us We’ll Hit It Silly

North Korea is in sabre-rattling mode, threatening President Donald Trump of the United States of “merciless” attacks if an aircraft carrier strike a group led by the USS Carl Vinson, which is joining South Korean forces for exercises, infringes on its sovereignty or dignity.

The pariah nation, which has alarmed its neighbors with two nuclear tests and a string of missile launches since last year, said the arrival of the U.S strike group was part of a “reckless scheme” to attack it.

“If they infringe on the DPRK’s sovereignty and dignity even a bit, its army will launch merciless ultra-precision strikes from ground, air, sea and underwater,” the North’s state news agency KCNA said.

North Korea’s official name is the Democratic People’s Republic of Korea. Kim Jong Un: North Korea threatens the United States “On March 11 alone, many enemy carrier-based aircraft flew along a course near territorial air and waters of the DPRK to stage drills of dropping bombs and making surprise attacks on the ground targets of its army,” KCNA said.

A U.S. Navy spokesman said the Carl Vinson was on a regular, scheduled deployment to the region during which it would take part in exercises with the forces of ally South Korea.

Last week, North Korea fired four ballistic missiles into the sea off Japan in response to annual U.S.-South Korea military drills, which the North sees as preparation for war.

The murder in Malaysia last month of North Korean leader Kim Jong Un’s estranged half-brother has added to a sense of urgency to efforts to handle North Korea. U.S. Secretary of State Rex Tillerson is due to make his first visit to South Korea on Friday.

Last week, the U.S. ambassador to the United Nations said President Donald Trump’s administration was re-evaluating its North Korea strategy and “all options are on the table.”   Compounding regional tension, China is vehemently opposed to the deployment in South Korea of an advanced U.S. anti-missile system.

The United States and South Korea say the Terminal High Altitude Area Defense anti-missile system is for defense against North Korea, but China fears its powerful radar can probe deep into its territory and compromise its security.

The United States began to deploy the system a week ago, a day after North Korea launched its latest four missile tests. South Korean and U.S. troops began the large-scale joint drills, which are billed as defensive in nature, on March 1.

The exercise last year involved about 17,000 American troops and more than 300,000 South Koreans. South Korea has said this year’s exercise would be of a similar scale.

The United States has also started to deploy “Gray Eagle” attack drones to South Korea, a U.S. military spokesman said on Monday.

China says the exercises do nothing to ease tension. Last week, it called on North Korea to stop its weapons tests and for South Korea and the United States to stop their drills.

A state-run Chinese newspaper said the USS Carl Vinson was taking part in a simulation of a preemptive strike against North Korea’s nuclear and missile facilities.

The drills sent the North “an explicit radical threat,” to which it could not be expected to remain indifferent, the influential Global Times said.

North and South Korea were “equally hysterical,” it said.

“The U.S. and South Korea often accuse China of being uncooperative, but the reality is they are uncooperative over China’s mediation,” it said, referring to complaints that China does not do enough to rein in old ally North Korea. [myad]

Kogi State Governor, Alhaji Yahaya Bello has appointed a popular Nollywood actress, Mercy Johnson-Okojie as Senior Special Adviser on entertainment, arts and culture. She is among the 53 Senior Special Advisers, who the governor appointed today, Tuesday, with their appointments taking effect from April 1st.

A statement by the Secretary to the State Government, Dr. Mrs. Ayoade Folashade Arike, said that the rationale for the additional appointees at the state level is to “plug identified gaps in service delivery, fill key positions with the right people and to broaden inclusiveness in governance by bringing people from more communities on board.”

Mercy Johnson Okojie made her acting debut in the movie, The Maid. To her credit, she has won several awards including the Best Actress (Africa Magic Viewers Choice Award), Best Actress (AMAA), Nigeria Entertainment Award, Golden Icons Academy Awards (GIAMA) and a host of others.

Outbreak Of Cholera Claims 80 Lives In Zamfara

Outbreak of cholera has been reported and claimed the lives of 80 people in Zamfara State in the last one month. The state’s Commissioner for Health, Alhaji Suleiman Gummi, dislclosed this on Tuesday, in Gusau.

Alhaji Gummi said that about 500 others were currently receiving treatment at various health facilities in the state, adding that the disease has spread to 10 out of the 14 local government areas of the state.

Gummi said that the state government had established special camps and had deployed medicine and health personnel there to contain the situation.

He said that the state government had reported the case to the Federal Government and more medical supports were being expected.

The commissioner appealed to the citizens of the state to keep their environments clean and also ensure to prepare their food under hygienic conditions.

The local government areas affected are: Bungudu, Maru, Maradun, Talata-Mafara and Bakura.

Others are: Shinkafi, Anka, Kaura -Namoda, Birnin-Magaji and Zurmi.

Cholera is an infectious disease that causes severe watery diarrhoea, which can lead to dehydration and even death if untreated.

It is caused by eating food or drinking water contaminated with a bacterium called Vibrio cholera. (NAN). [myad]

We Surrender, 58 Student Cult Members Submit To Kogi Police

Fifty-eight students from different tertiary institutions in Kogi state have renounced their membership of different cult groups at the state headquarters of the Nigeria Police, Lokoja, the state capital.

The News Agency of Nigeria (NAN) reports that the 58 students, under the aegis of Campus Cult Eradication Foundation (CCEF), declared their new status.

They also pledged to partner with the police to fight crime and criminality in the state.

According to the former cult members, they were misled into joining the fraternities.

Wilson Inalegwu, the Commissioner of Police in the state, while addressing the repentant cult members, said that the police would partner with them in the fight to reduce crime and criminality in the state.

”We will be very glad to see more members renounce their membership and join us to enable us operate on the same page.

“Cultism does not make you great; it makes you less; it also brings you down.

”Just have confidence in yourself; I can see police commissioners, governors and great men among you.

“I commend your boldness and initiative to renounce your membership,” Inalegwu said.

Earlier, Samuel Ejembi, National Coordinator CCEF, said the body in collaboration with the Nigeria Police Force had the task of receiving renounced cult members with a view to rehabilitating and integrating them back into society.

Ejembi said that cultism was a threat to peace and security, adding that its members had often resorted to robbery, kidnapping, drug dealing and thuggery among others.

”Our tertiary institutions have become recruitment grounds and barracks for different cult groups to run their deadly activities. Hundreds die every year as a result of cult-related clashes.

“A lasting solution is what we want; whereby these youths will come out on their own and say ‘No to Cultism’ just as these ones have done,’’ the National Coordinator said.

One of the students, Maxwell Onimisi of Kogi State Polytechnic, expressed his gratitude to God and the CCEF, saying, “I have decided to be useful to myself, my state and my country.”

Dr Vincent Georgewill, Dean, Student Affairs and Deputy Registrar of Salem University, Lokoja, commended the students for the step they took.

”God is interested in repentance. Here we have 58 children, who have decided to turn a new leaf. God will accept you back in Jesus’ name”, he said.

Broadcasting Commission Boss Angry With Social Media, Says It Incites Nigerians

The Director-General of the National Broadcasting Commission (NBC), Ishak Modibbo Kawu is angry with the social media which he said is the biggest source of incitement and distribution of unsubstantiated crudely insensitive reports in the country,

The News Agency of Nigeria quoted Kawu, who as having spoken in Sokoto today, Tuesday at the opening of a two-day National Conference of Catholic Social and Communication Directors. The conference has as its theme:” The Nigerian Media: The Ethics of Reporting Violence in Nigeria.”

The Director General, who was represented by the Director in his office, Armstrong Idachaba, said: “I must now draw our attention to the now evident – not emerging anymore – danger of the insensitivity of the social media.

“It does not even pretend to any ethical foundations and it does not give a damn about it. I will indulge us to investigate this disturbing trend.

“The role of the social media is adding salt to the injuries created by the lack of ethics by the media.”

Kawu reiterated that the media has a patriotic and professional role to play in reporting violence.

“In all, it must remember that beyond reporting, it must protect the sanctity and humanity of the Nigerian society at all time. It must be sensitive to the national ethos and the sanctity of humanity.”

Also speaking, the Catholic Bishop of the Sokoto Diocese, Mathew Kukah, admonished journalists to always make honesty, patriotism and the love for peace and unity as their watchwords.

“Often, there is much anxiety as to how the media get their information for their reportage.

“The decisions journalists make can make countries to decide to go to war or not.

“Journalists must yet be respected, but they should work according to the ethics of their noble profession.”

A former Director-General of NBC, Danladi Bako, said: “conflict can be induced or inflamed by the mischievous use and dissemination of false information, such that it can ignite or accelerate the spread of conflict.”

Bako, a former Information Commissioner in Sokoto State, delivered a paper entitled: Managing Information in Conflict Situations.

“Rumours come in here as information packaged by mischief makers. The information flow between the pre-conflict, conflict and post conflict periods are very crucial.”

The Social Director, Catholic Diocese of Sokoto, Sixtus Onuh, explained that the conference would brainstorm on extant ethics of journalism and strict adherence to it by practitioner.

Participants at the conference were drawn from Catholic Provinces and Dioceses and media organisations from across Nigeria.

EFCC Stumbles On Sacks Containing N49 Million In Kaduna Airport

Operatives of the Economic and Financial Crimes Commission (EFCC), Kaduna Zonal office, have stumbled on five large 150 kg sacks containing a total sum of N49 million.

According to the EFCC, the sacks were intercepted following a tip off.

“During a routine baggage screening, five sacks were sighted unattended and without tags containing fresh bulk items suspected to be money,” the anti-graft agency said in a statement.

“Upon examination, the bags were found to contain fresh crispy naira notes of N200 denomination in 20 bundles totaling forty million naira and N50 denomination in 180 bundles totaling nine million naira with seal purportedly emanating from the Nigeria Security and Minting Plc as seen in the labeled sealed packs.”

The EFCC said investigation was ongoing “to unravel the culprits behind the attempted illegal movement of the cash.” [myad]

CBN Releases Another $195 Million To Boosts FOREX Supply

The Central Bank of Nigeria (CBN) has concluded arrangement to release the sum of $195 million, comprising of $150 million for the wholesale auction and $45 million in the invisible segment for such items as medical fees, tuition fees, Personal Travel Allowance (PTA) and Business Travel Allowance (BTA) in its attempt to sustain the supply of foreign exchange to the market.

The CBN Acting Director of Corporate Communications, Isaac Okorafor, who confirmed the development today, Tuesday, said that the Bank acted promptly and proactively in line with its promise to keep the market liquid enough to meet the needs of genuine requests.

Okorafor also alluded to the fact that deposit money banks (DMBs) were becoming saturated with foreign exchange as most of them are now able to meet demands for foreign exchange within the stipulated time frame. “As you can see, all the pent-up demand for invisibles have been met to the extent that banks are urging customers to come and obtain forex,” he said.

He reiterated the Bank’s determination to continue to fund the importation of raw materials and plant and machinery for manufacturing, agriculture, and other eligible items.

He also assured that the Bank remained resolute in ensuring stability in the forex market by keeping an eagle eye on the activities of authorised dealers in order to ensure sharp practices are reduced barest minimum. [myad]

JAMB Plans To Conduct Mock Exam Before 2017 UTME

The Registrar of JAMB, Professor Ishaq Oloyede, has said that the body has been working with the possibility of conducting a “mock examination” to test its preparedness with the new technology and also examine some people that are desirous of knowing their competence with the JAMB examination.

He made this known during interaction with newsmen after a meeting with JAMB officials and other stakeholders regarding the new Information Technology being introduced into the system to make it less stressful to candidates.

According to him, the board has been working on increasing the capacity of the CBT centres to maximize their effectiveness to examine more candidates within a given date.

He said that an estimated 1.7 million candidates are expected to register and sit for the Computer Based Test (CBT) across the country which is expected to commence soon.

Apart from the registration fee for UTME 2017 which is N5, 500, the registrar in a statement said The CBT Centres are allowed to collect through their (CBT Centres) bank accounts, a separate ₦700 only, for the mock test after notification of centre has been received by the candidate.

“Payment for mock examination shall be made to the centres to which the candidate is assigned after the notification of assigned centres for the mock examination. No Association or body is permitted to run any mock examination on behalf of JAMB.”

He warned candidates not to pay for the mock until a CBT centre is assigned to them by the Board.

The sale of the UTME 2017 forms will close on April 19, while the examination is slated to hold between May 6 and 20.

JAMB first introduced the computer-based test (CBT) method of writing its UTME in 2013, and conducted the examination in 2013 and 2014 using three modes, namely, dual-based test, paper pencil test and CBT. [myad]
