Buhari Describes Boko Haram As Cowards, Ignorant; Says Their Days Are Numbered

President Muhammadu Buhari has described Boko Haram insurgents as both ignorance of the Islamic religion under which they claim to be killing and maiming innocent people and cowards for now resorting to attacking soft targets.

The President, who spoke today, Tuesday in Dakar, Senegal, at a Panel of Heads of State at the 3rd Dakar International Forum on Peace and Security in Africa, stressed that the days of the insurgents are now numbered as they would soon be wiped out of existence.

“I think Boko Haram shot themselves in the foot when they gave their ideology a religious connotation by killing children in their schools, people in the mosques and churches and shouting Allahu Akbar.

“This is a major contradiction as no religion advocates hurting the innocent. You can’t kill people and say Allahu Akbar. You either do not know what you are saying or you don’t believe it,” President Buhari said.

“Those who live in the North East know that Boko Haram is no longer holding a single territory in the 774 LGAs in Nigeria. But they have a system of using IEDs and they indoctrinate mostly teenage girls and send them to soft targets to churches, mosques and market places. That too is becoming very rear.

President Buhari highlighted the gains of the cooperation among the Lake Chad Basin Commission countries comprising Chad, Niger, Cameroon, Benin Republic and Nigeria, saying that Boko Haram is no longer holding any territory or Local Government Area (LGA) in Nigeria.

“About a month ago, I spoke with the President of Chad and I was pleased that a number of Chadians and Nigerians that were Boko Haram members are surrendering to him en-masse. The good news I have is that the end of the raining season has come in the North eastern region of Nigeria.

“Members of the Multi-National Joint Task Force (MNJTF) are in their respective positions and at an agreed time they will move simultaneously and spontaneously for us to see the end of Boko Haram. We are now operating in the Sambisa Forest and as far as Boko Haram is concerned in the Lake Chad Basin area, I think they are done for,’’ the President declared.

Buhari insisted that Nigeria is capable of surmounting its security challenges, even as he appealed to the international community to focus more attention on addressing piracy in the Gulf of Guinea and unemployment in Nigeria.

“In the southern part of the country, stolen Nigerian crude is being illegally transported through the Gulf of Guinea and installations offshore are being subverted. We also have the problem of unemployment in Nigeria. With a population of 180 million people of which 65 per cent are under the age of 35, young Nigerians are looking for any kind of job to survive.

“We are addressing the situation (unemployment) by turning to agriculture and solid minerals because we are lucky to be blessed with arable land, water and resources,” the President noted. [myad]

We Are Broke, Have No Fund To Pay Super Falcons – NFF

The Nigeria Football Federation (NFF) has declared itself broke as a result of which it cannot pay players and officials of the Super Falcons all their entitlements for winning the Africa Women’s Cup of Nations (AWCON).

A statement by NFF’s Director of Communications, Ademola Olajire, quoted the Federation’s General Secretary, Mohammed Sanusi, as saying that the money for this was however not available at the moment.

“The Federation is not happy about owing players and coaches. But it can only continue to seek their understanding and those of hoteliers and travel agents, as well as its management and staff until the situation improves.

“There is no gainsaying in the fact that there is a severe economic challenge in the country now and all organizations, whether government or private, are feeling the pinch. But, it is not government’s doing.

“We know we have financial commitment to the players and officials of Super Falcons, and we have not at any time stated otherwise. But the money is not readily available at the moment.

“I appeal to them to understand the situation of the Federation, to understand the situation of the country at the present and exercise patience.

“We will pay them all monies they are being owed as soon as we receive same from government, just as we paid the national under-17 team’s players and officials who won the FIFA U-17 World Cup in Chile last year, after the tournament.

“Just as we paid coach Samson Siasia’s wages as soon as we had the funds after the Olympics.’’

Sanusi also recalled that the Super Eagles were owed monies for the match against Tanzania and were paid when funds for that match were made available by government.

“We still owe the Super Eagles for the matches against Zambia and Algeria, but the memos have gone to government and are being looked at.

“But we must commend the Minister of Sports, Solomon Dalung, who has been energetically pushing the cases of the various national teams.

“We have sent the memo for the Women Africa Cup of Nations in October and it is being processed as we speak.”

Sanusi said that NFF has embarked on an aggressive drive to find a permanent solution to the issue of owing players and coaches.

He said that corporate players were now listening to the NFF’s leadership and the Federation’s finances would soon improve.

“We are also working to get monies outstanding from former sponsors of the national teams, to complement what we are expecting from government.

“In relation to all these, we are in the process of sorting out our TSA domiciliary accounts so that we can receive our due grants from FIFA and CAF, including the $80,000 prize money from the AWCON, once it is available.”

The NFF General Secretary also appealed to media representatives to understand the plight of the Federation, and temper their write-ups with some understanding.

“This morning, I was reading a report that the Federation is yet to pay the Super Falcons one kobo. That is not correct.

‘“While the team was in Cameroon, the NFF sourced for money from one of our sponsors and paid the players N500,000 each and also paid the technical crew and backroom staff.

“Our friends in the media should make the effort to clarify whatever information they have before going to press.’’

While applauding the Falcons for their tenacity and total dedication to duty in Cameroon in spite of low morale, Sanusi confirmed that a reception would soon be held for them.

“NFF is waiting for word from government to know when the African champions will be hosted to a state reception.

“The reception for the senior women national team is out of our hands. We are waiting on the Federal Government and as soon as we have confirmation of the date, we will inform the players and officials to regroup in Abuja.”

Forged Certificates Cost 662 Oyo Workers Their Jobs; 2,021 Ghost Workers Discovered

The Oyo State Government has dismissed 662 workers from the state civil and public service for forged West Africa Secondary School Certificates. The state also discovered about 2,021 ghost workers and pensioners and expunged from its payroll.
The state Head of Service, Soji Eniade, made these disclosures during the press briefing about the decisions of the State Executive Council meeting at the Governor’s Office, Ibadan.
Eniade said that the ongoing reform in the state civil and public service revealed that about 684 workers were not found at their duty posts during the last Physical Verification Exercise carried out in the state recently.
The Head of Service said that the state government is restructuring the state civil and public service by ascertaining the quality and quantity of the workforce, stressing that the Bank Verification Number used to determine the accurate size of the workforce and pensioners exposed that there were 1,432 fictitious state pensioners’ names, 84 fictitious local government pensioners and 505 fictitious workers in the state civil and public service, amounting to 2,021.
Eniade added that the state government discovered that 662 personnel on its payroll were in possession of forged WASSCE certificates discovered during the certificate verification handled by Messrs. Captain Consulting, highlighting that 305 of the personnel were from the local government, 152 from ministries, 149 from Teaching Service Commission, 28 from parastatals and two from the State Universal Basic Education Board.
Eniade pointed out that out of the 670 workers that were discovered to have submitted forged certificates, eight out of them resubmitted their WASSCE certificates for re-verification, while the remaining 662 had been summarily dismissed and the onus is now on them to prove that the WASSCE certificates in their possession are original.
The Head of Service said that the exercise is a continuous one as the consultant is expected to extend the verification to higher institutions certificates submitted by the state civil and public servants and consequently urged the workers who are still in the service to voluntarily resign as the government will deal with them within the ambit of the law.
He emphasized that the action of the government is not meant to witch-hunt anybody, saying that what it is doing is a standard periodic self-check, which standard practice throughout the world is where quality service delivery is expected.
“I am an advocate of some of the Private Sector practices to be injected into the public and civil service in the state. The level of decadence in the system is embarrassing and this cannot continue.
“What the government is doing is called self-check. There is financial check, institutional check, quality check et al.
“Any organization or even individual that wants to progress must engage in self-check as standard practice.
“The government engaged the services of a consultant and this is the same consultant used by the previous administration.
“We do not want any interference and that is why we have engaged a third party to weed out the bad ones amongst us all.
“In 2013, workers with fake certificates were dismissed and it is a continuous process, which the government will see to the end.
“We are using the exercise to determine the quality and the quantity, right size of the workforce for efficiency, prompt salary payment and service delivery to restore the lost glory of the public and civil service.
“Initially, we had a total of 670 and eight out of them have represented their certificates.
“We will give them the opportunity of re-verification.
“We believe in the saying that he who comes to equity, must come with clean hands.
“Also, we have started issuing queries to the personnel that prepared the payrolls where fictitious names were discovered.
“We want them to tell us where they generated the names and explain why disciplinary actions should not be taken against them.”
Eniade said that after the completion of the exercise, areas that needed to be fortified will be fortified, redistribution will be done as well as retraining to properly position the state workforce for present and future challenges. [myad]

2 Graduates Of American University Of Nigeria Bag Scholarships To Grenada School of Medicine

Two alumni of American University of Nigeria, Yola in Adamawa state, Ms. Christiana Okere and Ms. Marilyn Elechi, have earned scholarships worth a total of $134,100 to study medicine at St. George’s University (SGU) School of Medicine, Grenada, in the West Indies.
The two, who graduated from AUN’s pre-med offerings in the Natural and Environmental Sciences (NES) program in 2016, were accepted into a five-year program in Doctor of Medicine that will cost a total of $720,000 in tuition to complete.
A statement by the AUN’s Executive Director, Communications and Public Relations, Daniel C. Okereke said that Ms. Okere was awarded the Chancellor’s Circle Legacy of Excellence Scholarship worth $80,100, while Ms. Elechi won the International Peace Scholarship worth $54,000.
The statement said that an agreement between AUN and SGU allows AUN graduates to pursue medical studies at the SGU medical school, using their admission into AUN, saying that this cooperative venture is open only to students who meet all the SGU stringent requirements for enrolment in the combined programs leading to the pursuit of a career in medicine.
It said that such students must complete the relevant courses in the pre-medicine and pre-veterinary medicine programs of AUN’s program in NES.
The statement said that Ms. Okere and Ms. Elechi were chosen on merit from among a select group of SGU admission candidates with impressive academic and personal qualities.
“They were adjudged to possess the perfect combination of intellect, motivation, ability, and compassion to turn ambition into success in the field of medicine.
Ms. Elechi, who is currently interning at the AUN Foundation School was quoted as having said that SGU medical school scholarships are hard to come by, “so this is a big deal.”
The two beneficiaries described the rigorous application procedures that they had to go through, including a video-conferencing interview, to prove that they were deserving of not just the admission but also of the scholarships.
Ms. Okere said that they still have a long way to go to raise money to cover the full tuition cost of $360,000.
“My mum has told the whole church, and she is very proud of me, but we are running out of time to raise the remaining sum.”
The interim Associate Dean of School of Arts and Sciences, Dr. Jacob Udo-Udo Jacob, complimented the awardees, saying that the awards reflected well on the quality of education offered at AUN as well as the great relations between the two universities.
The statement said that for student to be accepted into Saint George’s, he or she must show a cumulative grade point average of at least 3.4 on a 4-point scale.
It said that after meeting all AUN and SGU admission criteria, candidate must then proceed to either the SGU School of Medicine or of Veterinary Medicine to obtain the BS/MD or BS/DVM degree.
It said that at the SGU School of Medicine, the qualified students will be eligible to complete the first two years of medical study in Granada and then the final two years of this combined program in clinical rotations at affiliated hospitals in the US and or the UK.
“Students who qualify for veterinary medicine will be eligible to complete the first three years of study in SGU and their final clinical year at affiliated veterinary schools in the US, UK, Canada, Australia, or Ireland.” [myad]

I Am Very Passionate About Nigeria, Buhari Says

President Muhammadu Buhari has made it clear that he is very passionate about Nigeria and appealed to the elites to change their corruptive ways and join him to run a country different from what it used to be.

Speaking at a meeting with a group of Nigerians in Diaspora, on the margins of the 3rd Dakar International Forum on Peace and Security in Africa on Tuesday in Dakar, President Buhari said: “Nigerians are known for their competitiveness and I am very passionate about Nigeria. I will continue to preach good neighbourliness and work hard to improve the numerous human and material resources in the country.”

The President called on the Nigerian elite to stop insisting that things should be done the ‘old way’ which impoverished the nation.

“This administration is pleased we won the election, we are pleased Nigerians are cooperating with us. But the problems are so enormous that we need the cooperation of Nigerians, particularly the elite.

“They (the elite) should reflect on the condition of the country, and stop making expensive demands because things cannot be done the old way.”

He insisted that his government is on the right track to improve the image of the country by entrenching accountability and probity in governance.
President Buhari told 11-man Nigerian delegation of association leaders resident in Senegal and Cote D’ Ivoire, that the last 16 years of poor handling of the nation’s resources and infrastructure have continued to impact negatively on the country.

Speaking on the welfare of Nigerians in the Diaspora, President Buhari assured them that the Federal Government will continue to promote good neighbourliness and improve the negative perception about Nigerians abroad.

The President of the Nigerian community, Cote D’ Ivoire, Alhaji Adebayo Yahaya, commended the President for his bold fight against corruption, saying:  “Nigerians are praying for your success, don’t relent, do not lose hope, the almighty God is behind you.”

Also speaking, the President of the Nigerian community, Senegal, Mr. Osas Edigin, told the President that Nigerians in the country have enjoyed excellent relationship with their hosts. [myad]

Dangote Goes Tough With Thieving Staff, Sacks Some, Prosecutes Others

The Dangote Group has declared war on some of its workers with itching fingers, and has so far sacked and prosecuted some of them that were caught engaging in various illegalities.

National Coordinator of the Patrol Team for the Group, a Commissioner of Police, Mr. MagajiAbdullahi told news men at Obajana Cement Plant in Kogi state, that his unit has so far arrested 244 suspects, including drivers and owners of illegal haulage and other offences.

He said the suspects include drivers, owners of illegal haulage and those found stealing company’s properties.

According to the Coordinator, out of the 244 suspects arrested, 109 have been convicted and jailed for the various mentioned offences, while others are being remanded in prison custody pending the determination of their cases.

“I am happy to inform you that we have arrested and recovered 5 trucks that have been stolen, all fully loaded with company’s products. Unfortunately, all the products have been stolen but the trucks were recovered.”

He said one of the kingpins of the syndicate has also been arrested even as he assured that in no distance time, “all these nefarious activities will be a thing of the past and we need your assistance in informing the general public that it is against the rule of the company for any driver to carry illegal haulage.”

He said the President of the Dangote Group AlhajiAlikoDangote had directed that the nefarious activities of the drivers and thieves be tamed immediately.

“We have pasted warnings clearly on the cab of all our trucks prohibiting carrying goods and passengers, apart from company’s products,” Mr. Abdullahi added.

He called on the law enforcement agencies to support the effort of the Dangote Group in arresting those who break the laws of the company.

He urged members of the public to help alert the Dangote Group wherever  tyres with the logo DO and D1 are found.

He said the President of the Dangote Group Aliko Dangote has approved mobile workshop system for prompt repairs of vehicles on the roads. [myad]

Minister Challenges Commission To Give Accurate Population Of FCT Residents

The FCT Minister of the Federal Capital (FCT), Malam Muhammad Musa Bello has challenged the National Population Commission (NPC) to get an accurate population of the residents of the to aid the FCT Administration in providing basic infrastructure.

The minister, who received a delegation of the National Population Commission, led by its Chairman, Chief Eze Duruiheoma in his office in Abuja, said that accurate head count would enable the government to plan adequately on where to provide the needed infrastructure as Abuja is still construction in progress.

Muhammad Bello said that investors and development partners often inquire about the real population of Abuja for the purposes of partnership and that what is available are projections.

“We want to know the population of the Federal Capital City and the entire Federal Capital Territory with correct statistics because that would help for planning purposes.We also want to know the percentage ratio as well as the growth of the city and the FCT in general with social data like the population of the youth, sex and even the unemployed.”

The Minister assured that his government would support the FCT Office of the National Population Commission to achieve all these targets, adding: “we will frequently engage the Commission to get and update all these statistics.”

Speaking earlier, the Chairman of the NPC, Chief Eze Duruiheoma said that the Commission planned to conduct National Census for the country in 2017 but that it was shifted to 2018 due to budgetary constraints.

He asked the FCT government to assist the Abuja office of the Commission to continue to carryout vital registration exercise, which includes the birth, death and still birth registration.

Also speaking at the occasion, the Federal Commissioner representing FCT in the NPC, Dr. Aliyu Daniel Kwali, called on the Minister to help establish an administrative framework for continuous vital registration.

He said that the NPC has already demarcated Kwali Area Council and that Gwagwalada Area Council would also be demarcated in 2018. [myad]

Lagos Fights Sachet Water Producers: Prosecutes 16, Shuts Down 300 Of Them

Lagos State Government has mounted a war against sachet water producers, having dragged 16 of them to court for flagrant violation of water consumption regulatory provisions despite repeated notices.

The state government has also shut down 300 water facilities out of 600 it inspected recently in Badagry, Ojo, Alimosho, Oshodi, Isolo, Amuwo, Festac and Ajerome-Ifelodun for failing to comply with regulations relating to water permit and quality.

The action of the state government is coming against the backdrop of the rising cases of water-borne diseases and cholera in the state.

The Commissioner for the Environment, Dr. Babatunde Adejare, who spoke at the ministry’s monthly meeting, said that the state government would continue to sanction water-producing firms that violate regulatory provisions relating to water consumption in the state. [myad]

European Union Takes Measures To Discourage Nigerians From Migrating To Europe

immigrants-to-europeThe European Union (EU) has announced some measures, including investing in the rebuilding of some parts of the North East and Niger Delta regions as a way of discouraging Nigerians from migrating to Europe.

In this regard, the EU, through its Ambassador to Nigeria, Mr. Michael Arrion, has earmarked 20 million Euros for the reconstruction of markets and warehouses in Borno and Delta States.

The Ambassador, who spoke when he visited the nation’s Minister of Finance, Mrs. Kemi Adeosun in her office, said the funds would be offered to the two States in the form of budget support.

“Some time ago, we talked about budget support but we will be able to do that only at the State level, using a special instrument meant for countries emerging from war, and we can look at States in the North East and look at specific projects in terms of financial support to their budgets.”

The EU Ambassador said that the quest to invest in Africa was largely informed by the need to discourage migration to Europe, pointing out that several thousands of Nigerian citizens have continued to migrate to Europe.

“We have specific objective for creating this instrument and it is to address the root cause of migration. We are presenting this initiative within the framework of the global response to irregular migration.
“Today we have a few thousand Nigerians in Europe, and we feel we have the responsibility of attracting them to come back to Nigeria.

“By investing in Africa, we will be creating jobs. We will be mixing grants with loans. We believe the grants will have a leveraged effect.”

He disclosed that the EU has, in the last two years, invested over 300 Billion Euros in Africa.

Responding, the minister said that all the financial analysis needed to facilitate support to the States have been put in place and that the Fiscal Sustainability Plan required a  21-point fiscal reform programme that enhanced transparency, accountability and efficiency.

According to the Minister, the funding arrangement would help in healing the wounds caused by insurgent activities in the North East.

She said that it would also give hope to the Niger Delta people who have been impacted by  pipeline bombings and the attendant environmental problems in the area. [myad]

Peterside Lists 4 Wonders Of Public Private Partnership To The Growth Of Economy

The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) Dr. Dakuku Peterside has listed four wonders which he said can fast-track infrastructural development of Nigeria.

Peterside, who spoke during the fourth quarter meeting on Public Private Partnerships (PPP) organized by the Infrastructure Concession and Regulatory Commission (ICRC) in Abuja, said: “the PPP model will be able to address infrastructure deficit and as well optimize local content development. Partnership with the private sector also has the potential to enhance human capital development and active government participation in a private sector driven economy”.

The NIMASA boss said that given Nigeria’s strategic location, population and volume of trade in the African region, all that the country needs to become a major hub of maritime activities is a strategic investment in infrastructure in the maritime industry, which should be championed through a PPP model.

The Director, who was represented by Ali Indabawa, pledged NIMASA’s willingness to partner with ICRC in its efforts of ensuring infrastructure delivery in the country especially in the maritime industry and called for improved PPP efforts to provide the needed infrastructure for the development of the nation’s economy.

He said that NIMASA is already involved in some PPP initiatives in areas such as Maritime safety, search and rescue, maritime domain enhancement, ports and flag state responsibilities, pollution response and prevention, capacity building, ship building and ship repairs, ship breaking and recycling among others.

Earlier in his welcome remarks, the Director General of ICRC, Aminu Dikko said that government should look beyond its budgetary resources for the delivery of infrastructure in the country and explore other funding methods that have become international practice.

Dikko who was represented by Mr. Mike Ohiani, Director PPP Resource department called on governments at all strata to key into the PPP method of infrastructure delivery given the current economic crunch in the country.

While noting that the PPP model was not the only option to bridge the infrastructure deficit in the country, the ICRC helmsman emphasized that it is a cost effective way for Nigeria to rebuild its decaying infrastructure.

He said the ICRC is committed to providing stakeholders the platform to accelerate knowledge of the rudiments of PPP and commended the quick response of the ministries departments and agencies (MDA’s) to ICRC’s request for inputs in its soon to be published 2017 pipeline of projects. [myad]
