Buhari Absolves Nigerian Engineers, But Blames Politicians For Failure Of Refineries

“It will be wrong to fault Nigerian engineers for the failure of refineries. You should blame the political leadership. How can you build and not know how to maintain an asset.”

This was the verdict of President Muhammadu Buhari when, today, Tuesday, he was decorated as Grand Patron of the Nigerian Academy of Engineers (NAE) at the Aso Rock Presidential Villa, Abuja.

President Buhari insisted that individual political leaders should be blamed for Nigeria’s ailing infrastructure, not the engineers who had always been willing to contribute to national development.

According to the President, local engineers contributed more than 90 percent to the design and realization of two refineries, 2,500 km of pipelines and 20 depots in the country during his tenure as minister of petroleum in the mid-1970s. He added that the success of the Petroleum Trust Fund (PTF) was largely hinged on their skills.

“Somehow, every time and anywhere I have served in this country, we found it cost effective to use Nigerian engineers, and we relied on their capacity to understudy, learn and deliver.

“By insisting that we must be cost effective in building infrastructure, we will utilize Nigerian engineers. I respect them a lot, and I know it takes time to be trained as an engineer.”

He stressed that he will heavily utilize the talents and skills of local engineers to rebuild ailing infrastructure across the country, describing the engineers as ‘‘competent and cost effective.’’

According to the President, well-trained and highly experienced engineers had contributed immensely to the infrastructural development of the country, and that they remain indispensable.

The President of the NAE, Mrs. Joanna Maduka, said that science, technology and innovation were the key drivers of growth across the globe, even as she asked the Federal Government to explore and engage the multiple engineering talents in the country for more purposeful results.

“For the country to attain sustainable growth status, the Nigerian engineers need to be adequately engaged in planning, policy formulation, consultancy and construction, as well as industrial process of production and manufacturing.”

Mrs. Maduka commended the anti-corruption fight of the President which she said would turn around the fortunes of the economy.  [myad]

Nigerian, Olufemi Elias, Grabs United Nations’ Top Job

The United Nations (UN), Secretary-General, Ban Ki-moon has announced the appointment of a Nigerian, Mr. Olufemi Elias, as Registrar of the International Residual Mechanism for Criminal Tribunals. The appointment, which was made public yesterday, Monday, takes effect from Jan. 1, 2017.

Until his appointment, Elias had been serving as the Executive Secretary of the World Bank Administrative Tribunal since July 2016. He had earlier held that position from 2008 to 2013.

Elias was the Legal Adviser and Director at the Organization for the Prohibition of Chemical Weapons (OPCW) from 2013 to 2016.

He also served as Senior Legal Officer at the OPCW from 2005 to 2008. He worked in legal positions at the UN Compensation Commission between 1998 and 2005.

Elias is an associate member of the Institut de Droit International.

A member of the Nigerian Bar Association (NBA), he holds a Ph.D from the University of London.

Elias also holds a Master of Law degree from the University of Cambridge and also attended the University of Oxford where he obtained another Master of Arts degree and a Bachelor of Arts in Jurisprudence.

Elias will succeed John Hocking of Australia.

Ban expressed gratitude to Hocking for his service, including his instrumental role in setting up the Mechanism and overseeing the construction of its new premises in Arusha, United Republic of Tanzania.

House Of Reps Want Price Of Fuel Reduced To N70 Per Litre

The House of Representatives has asked the Petroleum Products Prices Regulatory Agency (PPPRA) to review the current price template for Premium Motor Spirit with a view to reducing the price to N70.
This followed the adoption of a motion sponsored by Abubakar Fulata titled: “Urgent Need to Review the Petroleum Price Template.”
Moving the motion, Fulata expressed dismay over the circulating rumour of a possible hike in the price of petrol in the country.
Although the rumour was denied by the Federal Ministry of Petroleum Resources, Fulata said that it was coming at a time when the nation is going through difficult times.
According to him, the hard times are occasioned by dwindling revenues, high inflation rate, unemployment and general fall in the standard of living of many Nigerians.
The lawmaker said that the current template for the price of PMS could be reviewed downwards without affecting the profit margin of marketers and transporters.
The review would also contribute to reducing the current inflationary trend in the economy.
Fulata said: “I am aware that the current cost of freighting PMS stands at N109.1, Lightening expenses N4.56, Nigeria Ports Authority charges N0.84, NIMASA charges N0.22, Financing N2.51 and Jetty put charges at N0.60.
“Storage charges N2.00, retailers margin N6.00, transport allowance N3.36, dealers margin N2.36, bridging fund N6.20 and marine transport average put at N0.15 bringing the total cost to N137.81.”
Fulata informed the House that the landing cost of PMS remained at N119.74, while the distribution cost and margins of marketers stood at N18.37.
“Thus, the total of both the landing and distribution costs is N138.11, while marketers are allowed to sell the product within the range of N140 and N145 per litre.”
Fulata said that over 90 per cent of the current price of PMS in the country is accounted for by transport related charges at N124.34 out of N138.11.
According to him, foreign vessels charge higher for lifting the PMS because Nigerian carriers, which were supposed to lift 50 per cent of the products, lack the capacity to do so.
He faulted the NPA’s inability to dredge the ports despite collecting N0.84 for every litre of petrol, thereby costing Nigerian users the sum of N4.56 for every litre of petrol they buy.
“Bridging is supposed to be an annual event only when refineries are carrying out their turn around maintenance, which should not exceed three months.
“However, due to the fact that pipelines linking the various depots have been vandalised or in a state of disrepair, bridging has remained a permanent feature of the oil industry in Nigeria.’’
He said that if the pipelines linking the various depots and refineries could be fixed and secured, the bridging fund could be reduced to N2.00 per litre instead of the current N6.20.
Fulata said: “Also a realistic template would bring down the price of petrol to N70.04.”
The House therefore urged the NPA to dredge all harbours within a period of one year to enable ships dock in them.
The House also set up an ad-hoc committee to interface with the Federal Ministry of Petroleum Resources on the review of the price of PMS and such related matters and report back within weeks for further legislative action. [myad]

Communal Clash Between Ebira And Bassa In Kogi Leaves 2 Dead

The Kogi State Police Command has confirmed that two people lost their lives in a communal clash in Ikende community in Bassa Local Government Area of Kogi State between the Ebira and Bassa Kwomu speaking people of the community.

During the clash, which occurred on November 26 and 28, various dangerous weapons, including guns were freely used, even as the village has been deserted. No information as to the cause of the conflict as at today, Tuesday.
The state Police Public Relations Officer, William Aya, told newsmen in Lokoja that corpses of the two victims have been recovered by policemen deployed to the area, and that four other persons were seriously wounded in the clashes.
According to him, 15 houses, five vehicles and 15 motorcycles were burnt by the warring groups.
Aya said that the situation has been brought under control, and that no arrest has yet been made.
The PPRO said that Ikende town has been deserted by residents who are now hiding in the bush.
He said that anti-riot policemen will remain on ground until the safety of live and property can be guaranteed, adding that investigation into the immediate and remote cause of the clashes has commenced. [myad]

Nigeria Joins African Union Campaign to End Child Marriage

Nigeria’s Vice President, Yemi Osinbajo officially launched a nation-wide Campaign to End Child Marriage at a ceremony in Abuja today, Tueday, making Nigeria the 16th country to join the African Union Campaign.

The occasion was held during the globally-marked 16 days of Activism against Gender-based violence.

The Federal Ministry of Women Affairs and Social Development, together with partners UNFPA, the United Nations Population Fund (UNICEF) and Save the Children, developed the Campaign in line with the Sustainable Development Goals that Nigeria has committed to achieve by 2030. One of the targets in these Goals calls for the elimination of all forms of harmful practices, including child marriage.

The ministry also launched the National Strategy to end child marriage, developed as a guideline to raise awareness about and address the harmful impact of child marriage. The report advocates for policies and actions that protect girls’ human rights and remove barriers to law enforcement.

Minister of Women and Social Development, Senator Aisha Jummai Alhassan, said: “child marriage threatens girls’ lives and health, and it limits their full potential.

“The campaign launched today is a call to action. It is an attempt to save the lives of adolescent girls pressed into marriage too early, many of whom become pregnant and are at a higher risk of complications in pregnancy or childbirth”

The UNICEF Nigeria Representative, on behalf of the United Nations in Nigeria, Mohamed Fall, said: “these complications are a leading cause of death among adolescents girls in countries like Nigeria; a cause of death that is unnecessary and unacceptable.”

Early marriage and childbirth can be extremely harmful for girls. Girls under 18 are more likely to suffer from fistula, to die in childbirth and to give birth to stillborn babies. Children born to child mothers are more likely to suffer from stunting and wasting.

Child marriage varies with a girl’s education and the economic status of her family. Adolescent girls with no education tend to marry at an average of about 15 years, while age of marriage increase to 18 for girls with primary education. Average age of marriage for women with secondary education rises to about 21, when women are physically and emotionally better equipped for marriage and childbirth. Likewise, girls from the poorest households on average marry at age of 15, while girls from the wealthiest households marry at an average age of 23.

With 49 per cent of Nigerian women married under the age of 18, according to latest figures from 2013, Nigeria has the world’s highest number of child brides. [myad]

Buhari Mourns Death Of Veteran Journalist, Abdulkarim Albashir

President Muhammadu Buhari has sent a condolence message to the family and professional colleagues of veteran journalist and renowned social commentator, Abdulkarim Albashir, who died yesterday, Monday.

In a statement by the senior special assistant to the President on media and publicity, Malam Garba Shehu, President Buhari described the late journalist as brilliant broadcaster and writer, who used his talent to promote the cause of the poor and the helpless.

The President commended “the fearlessness and forthrightness of Abdulkarim’s columns in tackling social ills,” adding that the years he spent in the Federal Radio Corporation of Nigeria and as Editor-In-Chief of the Democrat Newspapers were most historical and remarkable in developmental journalism.

He said that Abdulkarim’s legacy of giving ‘‘voice to the voiceless’’ will be long remembered.

Abdulkarim died today, Tuesday at the Ahmadu Bello University Teaching Hospital (ABUTH) Shika, Zaria, at about 3:47pm after a protracted illness. He was aged 68.

Announcing his death, the deceased’s son, Gaddafi Albashir, said on his Facebook wall: “join me and my family in prayers. We lost our dad, Mallam Abdulkarim Albashir. May his soul rest in peace. Baba, we love you but Allah loves you more.”

“The body has just been transported home at Kinkinau GRA in Kaduna and we are currently preparing for his burial tomorrow (today) by 11am,” one of the deceased’s sons also stated.

The late Albashir worked at the Federal Radio Corporation of Nigeria (FRCN) and was also editor-in-chief of the defunct New Democrat newspaper.

The fearless writer later became a notable columnist and maintained columns in several newspapers.

Before his death, he suffered an undisclosed ailment which led to the amputation of one of his legs about two years ago.

Earlier this month, the senator representing Kaduna Central Senatorial zone, Shehu Sani, visited and donated $3,000 to the deceased to enable him secure an artificial limb.

The late Abdulkarim is survived by one wife and seven children.

In a condolence statement issued by his senior special adviser, political and ideology, Suleiman Ahmed, yesterday, Senator Sani described Abdulkarim as a journalist who exemplified himself in his field of discipline for decades.

He also described Abdulkarim as a man of dignity and honour who lived a reputable life of service to his country and to humanity.

“His unmeasured contribution to the development of journalism in Nigeria can never be forgotten in the history of the profession.” [myad]

Group Attributes Success Of Ondo Guber Poll To Buhari’s Commitment To Credible Election

The Buhari Media Support Group (BMSG) has attributed the successful conduct of the last Saturday governorship election in Ondo to the commitment of President Muhammadu Buhari to free, fair and credible election across the country.

The group, which also congratulated the Independent National Electoral Commission (INEC) for the successful and peaceful conduct of the election, in a statement by the chairman, Muhammad Labbo and secretary, Cassidy Madueke, the group hailed President Buhari for not interfering with the process in any way.

It said that President Buhari is a committed democrat who is determined to lay the foundation for government institutions like INEC to function effectively in the overall interest of the whole country.

 The BMSG said that the victory of APC in the election is a clear indication of Nigerians’ faith in the party and the Buhari administration. [myad]

Mischief Makers Can’t separate Me And Tinubu, President Buhari Vows

Tinubu and BuhariPresident Muhammadu Buhari has vowed that no amount of rumour and insinuations would separate him and the national leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu.
The President, who in a statement today by his senior special assistant on media and publicity, Malam Garba Shehu, dismissed rumours that he and the APC leadership are at odds with Tinubu, adding that such rumours are unfounded and mischievous.
The President said that he was highly embarrassed by such “suggestions” as he had been in regular contacts with Tinubu before, during and after the Ondo gubernatorial election.
He said that any suggestion that he and the party machinery are working to destroy Tinubu has no foundation in truth or any credibility.
Buhari said that he was impressed by Tinubu’s assurance not to work against the party in Ondo state and he honoured his words, saying that he regards Tinubu as a priceless political asset to the All Progressives Congress (APC) whose immeasurable contributions to the development and progress of the party are known to all.
He advised rumour mongers to stop spreading the seeds of discord and animosity between his and Tinubu or the party, adding that he is proud of the Jagaba and his pivotal role in the party and the movement.
President Buhari commended Tinubu’s spirit of comradeship in promptly congratulating Rotimi Akeredolu who was elected Governor.
The President said that at a time his administration is preoccupied with governance issues, rumours of divisions and alleged scheming within the party are counterproductive to internal unity and cohesion in APC.
He appealed to APC members and supporters to ignore rumours that could harm the party unity. [myad]

Help, EFCC Is Coming To Embarrass Me, Ex House Of Reps Speaker, Nwuche Cries Out

chibudom-nwucheFormer Nigerian House of Representatives’ Deputy Speaker, Chibudom Nwuche has raised an alarm that the operatives of the Economic and Financial Crime Commission (EFCC) have concluded plan to embarrass him by laying siege on his Abuja residence, portraying him as a criminal.
Nwuche said that EFCC operatives had in a Gestapo style, invaded his Abuja residence while he was out, and are still laying siege on it, ostensibly to arrest him for a yet unknown reason.
He said in a statement that the manner EFCC operatives invaded his house was a sign of the commission’s disregard for due process.
He said that he had never declined the commission’s invitation to warrant this manner of approach.
According to the politician, he can hear the voice of Jacob though it was the hairy hands of Esau, in his travails, stressing that a particular minister from his zone may have engineered it.
He said that the only time he had to face the EFCC was when an NGO he chairs had an issue, which is currently before the court of law, otherwise, he has never been a corrupt person even when he held public office.
Nwuche’s personal residence in Maitama has been under armed siege by operatives of the EFCC since 2pm on Monday.
Operatives involved in the operation said, they were not there to force him to do anything, but to ask him a few questions in an investigation which links him with an unwholesome activity. [myad]

I Will Wipe The Tears Of Pensioners With New Reforms – Buhari

President Muhammadu Buhari has promised that with reforms being put together by his government,  Nigerians who spent the productive years of their lives serving the nation will not experience difficulties in getting their pensions.

The President, who spoke today, Monday, at a meeting with the Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), Barrister Sharon Ikeazor, at the Presidential Villa, Abuja, directed a speedy completion of the ongoing nationwide verification of pensioners.

He said that the exercise is necessary because the success of the administration’s goal of putting in place an efficient pension scheme hinged on the availability of a reliable database.

In a presentation to the President, Barrister Ikeazor said that the PTAD management is determined to restore dignity to pensioners by protecting their funds and paying their entitlements promptly.

The Executive Secretary said that in line with the anti-corruption posture of the current administration, the PTAD has put measures  in place to ensure accountability, compliance with regulations and zero-tolerance for corruption. [myad]
