INEC Mobilizes Lawmakers For Nigerians In Overseas To Vote In Election

inec-chair-yakubuIndependent National Electoral Commission (INEC) has started mobilizing members of the National Assembly for the amendment of the constitution to allow Nigerians living outside the country to vote during the election.
The Commission’s chairman,
Professor Yakubu Mahmood stressed the need for the lawmakers to expedite action by amending sections of the Constitution and the Electoral Act (2010 as amended) to make way for Nigerians living outside the country to participate in the electoral process and vote.
He said: “INEC believes that Nigerians living outside the country should have the right to vote for a variety of reasons: they are citizens of Nigeria interested in the affairs of their own country; they make considerable contribution to the economy through huge financial inflow to the country; there is a sizable amount of Nigerian citizens living outside the country; and Diaspora voting is consistent with global best practices.“
The INEC Chairman made the call when members of the Senate Committee on Diaspora and Non-Governmental Organizations, led by its Chairperson, Dr. Rose Oko, visited the Commission’s headquarters in Abuja.
Professor Yakubu said: “allowing Nigerians living abroad to vote will allow Nigerians in Diaspora to register and vote in their country of residence.
“For this to happen, several sections of the Constitution and the Electoral Act have to be amended to provide for the legal framework to allow for registration and voting by citizens living in the Diaspora.”
He said that the Commission had identified areas of the Constitution and the Electoral Act which needed amendment and was willing to discuss it with the Committee.
“INEC is committed to providing Nigerians living outside the country the opportunity to have a say in who become our leaders at various levels.
“I hope that arising from our interactions today, the legal and constitutional obstacles to voting by Nigerians in Diaspora will soon be removed so that Nigerians, irrespective of where they live around the world would have the opportunity to vote in future elections, but the first step towards actualizing that possibility rests entirely on the national assembly because you are the only people who have the powers to amend our constitution and laws.”
Earlier, the Chairperson, Senate Committee on Diaspora and Non-Governmental Organizations, Senator Rose Oko, had told the leadership of INEC that members of the Committee were in the Commission in respect of the quest for Nigerians in Diaspora to be part of the electoral process and to exercise their franchise.
Senator Oko advised the Commission to look into the possibility of including Nigerians in Diaspora to vote, and assured that the Committee would do everything possible to facilitate the amendment of the relevant sections of the Electoral Act to accommodate people living outside the country in the electoral process.
“We in the Senate Committee do believe that we would lend our voice very strongly to the call that Nigerians in Diaspora should be given an opportunity to exercise their franchise to vote in the countries where they are domiciled for a number of reasons.” [myad]

Lifestyle Of Nigerians Increasing Cases Of Hypertension, Stroke – Expert

A university lecturer and an expert in stroke management, Professor Arthur Onwuchekwa, has attributed the increasing cases of hypertension and stroke in the country to the lifestyle of some Nigerians.

Onwuchekwa said that though, the cause of hypertension is preventable, but that such lifestyle has made stroke difficult to conquer.

The expert, who is a lecturer in the Department of Medicine, Faculty of Clinical Science, University of Port Harcourt, made these known in a lecture he delivered at the 135th Inaugural Lecture of the university. The lecture was titled, ‘Stroke: A Preventable Disaster Waiting to Happen.’

He identified excessive alcohol intake, too much consumption of salt and poor diet as some of the reasons why people suffered stroke, even as he expressed the need for a healthy life style, including regular exercise among Nigerians.

“The prevalence of stroke is high in Nigeria and no age race or class is speared. There are medical conditions that can be controlled in order to reduce stroke.

“Hypertension is the commonest cause of stroke. If we reduce hypertension by 10 percent, the mass effect in reduction of stroke will be gladdening.

“Some kind of lifestyle like excessive intake of salt and alcohol can cause hypertension. Salt and alcohol damage the blood vessels and cell.

“If you don’t engage in physical exercise, it is also dangerous. Even poor diet can lead to stroke. If somebody does not control his diabetes he would be prone to stroke.” [myad]

Court Convicts 4 Companies For Laundering $15.5 Million Patience Jonathan’s Money

Justice Babs Kuewumi of the Federal High Court in Lagos has convicted four companies for laundering $15.5 million which Patience Jonathan, wife of the immediate past Nigerian President, Dr. Goodluck Jonathan, kept in their accounts with Skye Bank.

The companies – Pluto Property and Investment Company Limited; Seagate Property Development & Investment Co. Limited; Trans Ocean Property and Investment Company Limited and Avalon Global Property Development Company Limited – are linked with a former Special Adviser on Domestic Affairs to ex-President Goodluck Jonathan, Waripamo-Owei Dudafa.

The Economic and Financial Crimes Commission (EFCC) had in August, frozen the accounts of the four companies and seized the $15 million in the course of probing Dudafa for money laundering.

But Patience Jonathan had sued the EFCC and Skye Bank, claiming ownership of the $15.5 million.

The companies had on September 15, pleaded guilty to laundering the money when they were arraigned by the EFCC along with Dudafa, a lawyer, Amajuoyi Briggs; and a banker, Adedamola Bolodeoku. But Dudafa, Briggs and Bolodeoku pleaded not guilty.

Based on the guilty plea of the companies, the EFCC prosecutor, Mr. Rotimi Oyedepo, reviewed the facts of the case and told the court how the companies laundered the money.

Oyedepo told the judge that the money was stolen from the State House, Abuja, saying: “the EFCC received an intelligence report showing vividly that the fourth to seventh defendants retained proceeds of crime.

“Our investigations showed that Fetus Iyoha admitted receiving the fund from the first defendant (Dudafa). Iyoha is a domestic staff at the State House.

“He admitted that funds credited into the accounts were given to him from the State House.”

Oyedepo said that Iyoha paid $3,096,377.38 into Pluto’s account; $3,410,534.71 into Seagate’s account; $3,765,711.87 into Trans Oceans’ account; and $250,000 into Avalon Global’s account. He that said the accounts of the companies were domiciled in Skye Bank.

Justice Kuewumi admitted the accounts statements in evidence. He also admitted their mandate cards, certificates of incorporation and statements made to the EFCC by the companies’ representatives.

While convicting the companies for money laundering, the judge said he was satisfied that the EFCC had proven its case beyond reasonable doubt.

“I am satisfied that the prosecution has proved its case. I’ll exercise my discretion to suspend sentence until conclusion of trial,” the judge held.

Oyedepo urged the court to order the forfeiture of the money to the Federal Government, adding: “having found them guilty, the court should make a consequential order that the money should be forfeited to the Federal Government.”

But the judge declined the application, saying that he would reserve decision on the money till the end of the case. He said that there was still Patience Jonathan’s suit, where she is claiming ownership of the money.

“The ownership issue is still pending. There’s also a pending suit on the matter.”

He adjourned till December 14 for the trial of Dudafa, Briggs and Bolodeoku.

 

 

Mother, Her 3 Kids, 2 Others, Die In Okene After Eating Cassava Flour

Six people, including a mother, three of her children and two of their neighbours on Tuesday lost their lives in Ogaminana area of Okene in Kogi after eating a meal made from cassava flour.

The Public Relations Off Government, Mr. Abdulhamid Salahudeen told newsmen on phone that three of the victims died on Tuesday at the Okene General Hospital, while the woman and two of her children had earlier died on Monday in their house.

He said that the woman died alongside three of her children, two sons and a daughter.

According to him, two male children of her neighbour that partook in the meal also died.

He put the ages of the dead five children at between 9 and 15 years.

Salaudeen said that the mother had in the evening of Sunday, October 30, brought the cassava flour (white Amala) from her farmland at Ohuepe village.

He said that the woman prepared a dinner from the yam flour for the family and extended the food to her neighbour.

The officer said the victims later went to bed but developed severe stomach pain over night which later resulted in the death of the woman and two of her children.

He said that neighbours who sensed that the sudden deaths might be due to the cassava flour dinner quickly rushed the remaining three children that partook in the eating to Okene General Hospital where they died on Tuesday.

Salaudeen said that the authority of the local government believed that the cassava flour was poisoned and had informed the police for appropriate action.

A senior nursing officer at the Okene General Hospital, who spoke on condition of anonymity, confirmed the death of the three victims at the hospital on Tuesday.

The nurse said that the victims were brought in late Monday afternoon.

Anybody Who Says I Hate Hausa Or Fulani Has No Sense, Fayose Tells Fulani

“If anybody says Fayose is after Hausa or Fulani people, that person has no sense.”

Governor Ayodele Fayose, made this declaration today, Tuesday, when he held a meeting with the leaders of the Miyetti Allah Cattle Breeders Association of Nigeria (MABAN), the umbrella body of cattle rearers in Ado-Ekiti to iron out grey areas in the enforcement of the Anti-Grazing Law in the state.
fayose told the Fulani: I have nothing against you or any other ethnic group. Nobody should bring politics into this matter. If a Yoruba person destroys your property, I will defend you too.
“Leaders are not supposed to discriminate and as a leader, I don’t discriminate.
“The law of the land is not against anybody who obeys it but those who flout it.
“It is people destroying other people’s farms that are causing this problem.
“We have given lands to people to farm and they have paid, some for many years to use the lands and when somebody now comes and destroys their means of livelihood and make them suffer losses, we won’t allow that.‎ It ‎is the bad people that make others suffer.
“If anybody says Fayose is after Hausa or Fulani people, that person has no sense.
“During my first term, I appointed a man from Malunfashi as a Special Adviser. This term too, I appointed Musa Kanga into the Pilgrims Welfare Board.
“In Oke Ako-Ekiti last May, two persons were killed, people’s wives raped by those hiding under the guise of rearing cattle.
“I have 83 cows too and I have told the person taking care of them that if he goes against the law and any of them is seized, he will be responsible for that.”

Governor Fayose emphasized not leading cows along major roads and city centres, saying that had caused fatal vehicular accidents in the past.
He said: “If you have not been to London or America, I guess some of you have been to Mecca, did you see cattle breeders leading their cattle across city centres and major roads, with the cows defecating everywhere?
“This is not done and it is not that the people in those places don’t have cows they breed too.”
On the claim that marshals appointed to enforce the Anti-Grazing Law‎ were shooting cows, the governor said it was untrue, adding that the marshals were not armed.
On the demand by the MACBAN leaders that they be part of the patrol teams to enforce the law, the governor acceded and commended their effort to support his administration in getting rid of bad eggs among the cattle breeders.
Governor Fayose also said a meeting of community leaders, government officials, MACBAN members and security agents would hold later in the week for further deliberations.
The Ekiti State MACBAN Chairman, Alhaji Muhammad Nasamu, commended the governor for his frankness and openness.
Nasamu noted that the meeting had disabused the minds of his members about wrong information being circulated by some people about the governor and the state government.
He said: “Seeing you face to face and hearing from you has quelled all the strange stories we are hearing.
“Leaders from across the federation have been calling me saying where are you‎ and that they have been hearing funny stories from the state, but now we know the truth.
“Ekiti is my home and anybody who spoils the name of Ekiti is spoiling my name.
“Today that we have met, we are suggesting that farmers and Fulani rearers be part of the marshals who will patrol across the state. When that is done, there will no longer be any trouble.
“Those in the office don’t know what is happening in the bush and we will try and bridge the communication gap.”
The Ekiti MACBAN Secretary, Alhaji Zaiyanu Mohammed, said his members were also not in support of cows destroying people’s means of livelihood.
Moahmmed added that being part of the patrol teams, his members would be able to detect herdsmen with ulterior motives.
“Some cattle rearers passing through the state may want to perpetrate criminal acts, but our members, when they are part of the patrol teams, would be able to communicate with them and detect such people.
“When their vehicles are stopped, we will ask for their identity and anywhere they claim to come from, we have phone numbers of MACBAN leaders across the country and anyone not identified as our member by MACBAN leaders from wherever he claims to come from would turned back or handed over to security agents.”
Mohammed lauded Governor Fayose for proving critics wrong by giving his members audience and showing willingness to let them conduct their business in peaceful atmosphere.

The meeting, which took place at the Government House, had the Ekiti State Executive of MACBAN and representatives from across the local governments in the stat‎e in attendance.
Fayose expressed happiness that the leaders of MACBAN decided to contact the state government instead of listening to rumours being peddled around by the opposition. [myad]

 

Niger Delta Militants Disown Elders’ Meeting With Buhari, Say Bombings Continue

Niger Delta militants have disowned elders from the region who held a meeting with President Muhammadu Buhari today, Tuesday, at the Aso Villa, Abuja, saying that the elders cannot represent them.

The militants emphasized that none of the stakeholders who met the President had the proper knowledge of the plight of the Niger Delta people, stressing that bombing of oil facilities in the region will continue

In separate statements, the Niger Delta Peoples Democratic Front (NDPDF) and the Concerned Militant Leaders (CML) expressed dissatisfaction that no former militant leader was among those chosen to be part of representatives of the region in the meeting with government.

Leaders of the two groups, General Ben and General Playboy maintained that such a meeting without any recognized former Niger Delta militant would not protect the interest of the people of the region.

They also doubted the Federal Government’s sincerity on the $10 billion development fund to be earmarked for the Niger Delta.

“Pipeline bombing cannot stop because the people going for the meeting do not know why they are going there. It is not the first, second, or third time and would not be the last. So, we cannot be deceived or bamboozled by whatever tag is given to the meeting.

“We insist on implementation of the report of the National Conference and other reports on the development of Niger Delta region. Anything short of this is insincere and will not be accepted. For a genuine peace, past reports of several commissions on Niger Delta must be visited,” they said.

General Playboy said: “Our elders and leaders are not helping matters at all. They do not really know the plight of Niger Delta people because they are wealthy, quite rich and do not take issues about the region seriously.

“They do not know the common people in the region because they are not based in Niger Delta and cannot show holistic commitment to our struggle. Our elders represent themselves, and not the people in the rural areas.

“We don’t need people who will play politics with the genuine struggle of Niger Delta people. We don’t want people, who are not agitators. The real agitators are people like Alhaji Asari Dokubo, High Chief Government Tompolo, Egberipapa, General Africa, General Joshua and many others.

“These are the kind of people that can negotiate for our people. They know the plights of the Niger Delta people because they live in the same environment with them. They are not based abroad. They come down to the communities to know the feelings of the people. Such people should represent us.”

General Playboy, however, noted that their position did not mean that they were disrespectful to the elders in the region, insisting that they (elders) were not needed at the meeting with the President. [myad]

Inter Milan has sacked its coach, Frank de Boer after just 14 games at the San Siro.
The Dutchman only arrived at the Italian giants in August, but after five wins and seven defeats, the club’s owners have decided to part ways with him. He was chosen to replace Roberto Mancini before the start of the season.
It has also been revealed that youth coach, Stefano Vecchi, will take temporary charge of the team, starting with the Europa League fixture at Southampton on Thursday night.
De Boer leaves Inter with the club sitting in 15th position in the Serie A standings, while they have only won one of three matches in Europe.

Nigeria Badly Needs $29.9 Billion For Infrastructure Development – Dr. Nwankwo

The Director General of the Debt Management Office (DMO) Dr. Abraham Nwankwo has stressed the urgent need for Nigeria to take $29.9 billion foreign loans for infrastructure development.

Dr. Nwankwo, who spoke on a Channels TV live programme, Sunrise Daily, said that the loans, which cover a period of three years, would help in addressing the biting infrastructure deficit in the country.

“When you are in this kind of economic situation, you have to decide where you want to start addressing the problem. You then come to the conclusion that the most critical point to start is to deal with infrastructure problem. If you deal with infrastructure problem, the cost of power will be lower, the cost of transportation will be lower, and the cost of most other services will be lower.”

He said that one of the features of the proposed loan is the low concessionary nature of the interest rate, which is fixed at 1.5 per cent. This arrangement differs from previous loan arrangements (under previous administrations) with the Paris Club of creditors, which came with floating interest rates as high as 18 per cent.

He said that the facility will help revive infrastructure like railways which will smoothen movement of heavy goods across the country.

He said that addressing infrastructure deficit would force down costs of goods and services on the long run, explaining that the development will have a significant impact on the price level in the economy.

“That impacts the economy by bringing down the general price level, (they call it the consumer price index, which is a classical measure of the price level and the rate of inflation.) When you do this, the Central Bank of Nigeria will set the monetary policy rate low, because all over the world, the central bank knows it has to put the monetary policy rate high enough to catch up with inflation rate, otherwise we will be talking of negative real rate of interest which destroys the economy.

“So the way to go about it is that you have adequate infrastructure, power road, transportation ICT. All these make the cost of production in the economy much lower and when this happens, the cost of goods and services will be lower and then inflation will start coming down. And if inflation comes down, the monetary policy rate will be lower and this will translate to a lower lending rate. That is the sequence.”

Dr. Nwankwo said that the $30bn is actually for a three year-period and that it will run from 2016-2018 to be repaid in 20-30 years time, adding that with this arrangement, it will not be difficult for the country to repay.

He said that his office had advised the Federal Government that Nigeria can as from 2017, acquire loans to the tune of $22bn and that $30bn (for three years) is lower than what it advised the Federal Government to get.

Speaking on how the $30bn will be spent, Dr. Nwankwo said that the sum of $10bn will be spent per annum for three years and will be targeted at building infrastructure in all states of the federation and the main focus will be on power generation, rail and road renovation and construction. [myad]

50 Civil Society Organizations Push For Passage Of Stronger Anti Corruption Bills

No fewer than 50 Civil Society Organizations (CSOs) are pushing for the passing of bills by the National Assembly, to create more avenues to fight corruption in Nigeria. Such bills are on Proceeds of Crime – POCA, Nigeria Financial Intelligence Center- NFIC, Whistle Blowers Protection and Mutual Legal Assistance Bill
Executive Director, Media Initiative against Injustice, Violence and Corruption-MIIVOC, Dr. Walter Duru told news men in Calabar, capital of Cross River state today, Tuesday that all the CSOs have scheduled a meeting in Abuja from November 3 to 4 to discuss issues relating to the strengthening of the legal framework against corruption in Nigeria.
Top on the agenda of the meeting is the consideration of strategies in advocating for the transmission and passage of: the Proceeds of Crime – POCA, Nigeria Financial Intelligence Center- NFIC, Whistle Blowers Protection and Mutual Legal Assistance Bills by the National Assembly.
Dr. Walter Duru said that the bills are central to the country’s anti-graft war, adding that the bills are what Nigeria needs for the anti-corruption war to be effectively fought and won.
“Recall that Nigeria’s Attorney General and Minister for Justice, Abubakar Malami promised Nigerians that the present Federal Government is committed to the passage of the bills. During the annual Conference on Financial Fraud, Cyber Crime and Cross Border Crimes, held in Abuja in February, 2016, the Attorney General, in his keynote address assured Nigerians that the bills will be transmitted to the National Assembly as Executive bills and eventually passed, while announcing that the Mutual Legal Assistance and Money Laundering bills were already transmitted. Till date, nothing appears to be happening in the case of the rest of the bills and nobody is saying anything to the citizens. It is obvious that some enemies of the country are working round the clock to ensure that they are not passed. The primary essence of the meeting is to review the situation and agree on steps to be taken to ensure that those that have roles to play live up to their responsibility.” [myad]

We Shot Down Buhari’s $29.9 Billion Loan Request Due To Technical Issues – Senate Leader

The Leader of the Senate, Ali Ndume, has said that senators voted against President Muhammadu Buhari’s request for $29.9 billion foreign loan due to some technical issues.
Ndume, who briefed  newsmen shortly after plenary today, Tuesday, said that he was shocked that the request suffered such setback, even as he expressed optimism that the issues would be resolved and the request would be represented.
“The problem came on a technical ground; it is supposed to go to the committee level and the committee is supposed to take a look at it. I am going to appeal to my colleagues to take a look at it again and see how we are going to bring it back.
“One of the technical things that were missing is that in the letter, if you read it, says: ‘attached is a draft’ but there was no attachment.
“So, these are some of the lapses that we will look at in bringing it back.
“We were thinking that there were going to be details but there were no details of the borrowing plan. I believe that those will be included in the next one.”
The lawmaker said that the red chamber did not have the power to give anticipatory approval of any bill or document that it had not received, even as he assured that the senate is determined to do things the right way and would reconsider the request on its merit.
“We are trying to do things the way it should be done this time around, but we cannot throw away the baby with the bath water.
“In the Appropriation Act we approved that the budget will be financed through internal and external borrowing.
“The internal borrowing is going on; we also approved external borrowing, so we will look at these areas that are necessary for the funding of the budget.”
Senator Ndume could not give a specific date or period within which the President is likely to represent the request, but assured that he is going to interface with him.
“I cannot tell you now when it would be represented; I, as a leader, I am in contact with the executive which I try to market in the senate.
“As I told you, I was shocked by the decision; my colleagues surprised me today. I was not expecting that. If I had a little inclination that such a thing was going to happen, I would have tried to market the request or at worse, I will not present it.
“Today, the senators had their way and I had my say.” [myad]
