FCT Minister Proposes Budget Of N241 Billion For 2016

FCT Musa BelloMinister of the Federal Capital Territory (FCT), Malam Muhammad Musa Bello has proposed to spend the sum of N241,467,231,031 in the 2016 fiscal year for capital and recurrent expenditures.
The Minister who spoke during the defence of the 2016 FCT Statutory budget before the Senate Committee on FCT at the National Assembly Complex, Abuja, said that out of the N241,467,231,031 proposed, a total sum of N149,056,610,051 which represents 61.73 percent would go for capital expenditure.
Muhammad Bello said that the personnel cost would get N52,371,352,360 which also represents 21.69 percent of the total expenditure even as he said that the overhead would consume N40,039,268,620 representing 16.58 percent of the budget.
The minister who said that the budget is a departure from the previous ones because of the importance his Administration attaches to infrastructural development of the entire Federal Capital Territory, said that N2,400,000,000 has been set aside for debt servicing.
He assured that attention would be given to on-going projects this fiscal year to fast track solid development of the Federal Capital Territory.
Muhammad Bello also assured that the cleanliness of Abuja would be a top priority of his Administration adding that it was for that reason that there was a complete change of leadership at the Abuja Environmental Protection Board (AEPB) which is now being assisted with an enforcement team of 200 security personnel drawn from the Nigeria Police Force and Nigeria Security and Civil Defence Corps led by a retired Squadron Leader.
In his opening remarks, the Chairman of the Senate Committee on FCT, Senator Dino Malaye promised that his Committee will work hard to pass the Appropriation Bill into law. [myad]

Constitutional Right To Life Is Meaningless To The Poor – Osinbajo

Osinbajo VP 1Vice President Yemi Osinbajo has said that unless government invests significantly in getting people out of poverty and address other critical issues affecting children and other vulnerable groups, the inalienable right to life provided for in the Nigerian Constitution is meaningless.
“It is a victory for a point of view namely that the inalienable right to life confirmed in the Nigerian Constitution is meaningless in a society where large numbers are poor, if government does not invest significantly in getting people out of poverty and address the health and education issues of children and other vulnerable groups.”
Professor Osinbajo who spoke on Thursday at the launching of the strategic implementation plan of the first of its kind National Home-grown School Feeding Programme, one of the 5 social investment schemes of the presidency, emphasised that the constitutional and philosophical underpinnings for the N500 Billion Social Investment Programmes of the Buhari presidency is a mandate without which the inalienable right to life guaranteed Nigerians by the Constitution becomes meaningless.
The launching was attended by Governors, State Commissioners, representatives of international donors and partners, top Federal Government officials and civil society groups at the State House’s Banquet Hall.
The Vice President said that the Strategic Plan sets out the partnership arrangement on how federal, state, and local governments are to synergize towards achieving the primary objectives of the School Feeding Programme.
He said that the plan will only work with the cooperation of Federal, State and Local tiers of governments, while also emphasizing need for the buy-in of the people.
“it is called ‘Home Grown School Feeding’ for the reason that it must be owned by the people for whom it has been designed.”
Speaking on the theme: “Stimulating Socio-Economic Growth Through The National Home Grown School Feeding Programme” at the occasion, Vice President Osinbajo said that the Federal Government’s variant of the programme is not just a social welfare scheme which gives handouts to the poor, but “a direct economic benefit to the target groups and the economy as a whole.”
The Vice President said that the scheme would bring real change to the lives of over 20 million children nationwide, adding it would equally create the multiplier effect on the local economies in communities where these schools are located by boosting agriculture, entrepreneurship and employment.
He listed four major benefits of the programme, which include improved school enrolment and completion and cut current dropout rate estimated at 30 percent while reducing child labour, improved child nutrition and health, increased local agricultural production and creating jobs which would invariably lift families over the poverty line into a bright future
Vice President Osinbajo spoke about the Federal Government’s responsibility to part-fund the scheme, saying that it had secured technical support for the scheme.
He praised the development partners, financial institutions educational institutions and civil society groups for their support and assistance.
He commended, in particular, Partnership For Child Development (PCD), a programme of the UK’s Imperial College, London, describing the Director of the PCD, Professor Leslie Drake, “a great friend of Nigeria.”
The Vice President also presented the book: “Global School Feeding Sourcebook, Lessons from 14 Countries,” produced by the PCD. He said that the book and the PCD has launched the nation into an international school feeding ecosystem.
He also formally inaugurated the National Coordinating Team of the National Home-grown School Feeding Programme at the event.
The Governor of Osun state, Ogbeni Rauf Aregbesola and his Kaduna State counterpart, Mallam Nasir El ‘Rufai made presentations on their states’ on-going school feeding programmes.
That was even as Governor Abiola Ajimobi of Oyo State and his counterpart from Borno, Kashim Shettima joined the Vice President, the other governors, Professor Drake and the Presidential Special Adviser on Social Investments, Mrs. Maryam Uwais presented the book and the plan during the event. 65 European Investors Engage Finance Minister In UK On Nigeria’s Economy

Adeosun in ParisNo fewer than 65 European and global investors, Tuesday, engage the Nigeria’s finance minister, Kemi Adeosun in the United Kingdom, on the country’s reform strategy and plans for financing infrastructure development and growth.
The minister provided the London-based investors, an update on the government’s plans for economic reform, investment and growth.
According to a statement by the spokesman of the minister, Festus Akambi, the day-long event which was organized by Standard Chartered Bank, was aimed at updating holders of the Federal Government’s existing international bonds on recent developments in the country and the near term economic outlook, as well as developing a greater understanding of the government’s economic strategy amongst the global investment community.
The statement said that the minister spoke of the new administration’s commitment to resetting the economy through its initiatives in fighting corruption, plugging leakages, improving efficiency and implementing a culture of financial discipline across all tiers of government.
“The Minister also spoke on the administration’s strategy of targeted capital investment to be funded from prudent borrowing which will address the infrastructure deficit, eliminate barriers to growth and create an enabling environment for private investment. The core aim of the strategy is to diversify the economy from the historical dependence on oil.”

Akabueze, Abdullahi Swap Positions In Presidency

Ben AkabuezeSpecial Adviser on Planning, Mr Ben Akabueze and Tijani Mohammed Abdullahi have swapped position in the Presidency.
According to a statement by special adviser to President Muhammadu Buhari on media and publicity, Femi Adesina, while Akabueze takes over from Abdullahi as Director General of the Budget Office of the Federation, Abdullahi moves into the office of Akabueze as Special Adviser to the President on Planning.
The statement which confirmed that the President has approved the swap, said that Abdullahi will work with the Minister of Budget and National Planning.
It said that both Akabueze and Abdullahi joined the Ministry of Budget and National Planning in February this year.
It said that their redeployment is part of an ongoing exercise aimed at further repositioning the Ministry to effectively deliver on its core mandate. [myad]

US Claims That Boko Haram Has No Link To Isis

ISIS 2The United States of America has come up with an idea that there is no evidence that Boko Haram terrorist who has devastated Nigeria over the years has no link the Islamic State (Daesh) terror group.

Boko Haram had renamed itself Islamic State’s West African Province (Iswap) after pledging allegiance to IS in March 2015. The Nigerian group has since released statements restating the allegiance and, in July 2015, it released an Isis-style beheading video that bore all the hallmarks of propaganda videos routinely released by IS.

US officials, however, told Reuters that they believe the allegiance had merely been a branding exercise to boost the credibility of Boko Haram, whose insurgency in Nigeria and neighbouring countries is not related to IS’ war in Libya and the Middle East.

“If there is no meaningful connection between Isil and Boko Haram – and we haven’t found one so far – then there are no grounds for U.S. military involvement in West Africa other than assistance and training,” said one US official who spoke on conditions of anonymity.

“This is an African fight, and we can assist them, but it’s their fight.”

This contradicts a previous statement made by another US official, who warned in May 2015 that the link between the two groups was a cause for concern and could undermine peace and stability in West Africa.

Although the US has not sent any troops to assist the Nigerian army against Boko Haram, it sent 300 soldiers to Cameroon, which is also routinely targeted by the insurgents.

Boko Haram in Libya

Following the allegiance, intelligence experts have warned that Boko Haram members were travelling to Libya to join IS cells. In February 2016, the Nigeria’s State Security Service (DSS) announced that it had arrested university student Abdulssalam Enesi Yunusa on suspicion that he was planning to meet other militants at an IS terrorist training camp in Libya.

The DSS also said several terrorist attacks had been foiled while other cells affiliated with IS were found to operate in Nigeria.

In an interview with IBTimes UK, counter-terrorism expert David Otto claimed the international community was ignoring the dangers of Boko Haram-IS link. Otto claimed that every day Nigerian terrorists were leaving their country to travel to Libya and eventually Europe.

Nigeria is heading an ongoing regional offensive against Boko Haram. The task force consists of 8,700 troops from Nigeria, Niger, Chad, Cameroon and Benin. The group has scored some successes, such as the recapture of several territories and the release of thousands of civilians previously held captive. [myad]

Buhari Sends 47 Ambassadorial Nominees To Senate

Buhari 4President Muhammadu Buhari has forwarded 47 names of Nigerians to be screened and confirmed as Ambassador and career diplomats.

The names were contained in a letter sent to the senate, and read on the floor of the upper legislative chamber by Senate President Bukola Saraki on Thursday.

In the letter, the president sought the consent of the senate‎ for the confirmation of the nominees.

Some of the names of “the career diplomats” who will head Nigeria’s missions abroad when confirmed by the senate ‎ are Obinna Chukwuemeka, Okeke Vivian, Ngozi Okeje, Bello Kazaure, Garba Baba, Umar Salisu, Kadiri Ayinla Audu, Ibrahim Isa, Bankole Adeoye, Ibrahim Hamza, KC Nwachukwu, Olufemi Abekoye, Adekunbi Abibat, Salisu Umoru, Liman Munir, Mohammed Hassan Hassan, Olatunde Adesesan, Usman Bakure, Balogun Akeem and Kabiru Bala. Pope Francis Strips Catholic Priest Of Priesthood For Child Sexual Abusa

priest with crucifixPope Francis has ordered German diocese to strip a 58-year old catholic priest, who has been convicted of child sexual abuse, of the priesthood.
The priest had worked in the western city of Aachen and was sentenced to six years in jail in 2015 for taking advantage of minors in his care.
a statement from the Dioceses said that the priest who abused his godchild and the child’s younger brother had not carried out priestly duties since 2010.
The diocese said that the order from the Pope meant that the affected priest has been permanently barred from priesthood and would no longer receive pay from the church.
The pope has repeatedly made it clear, his zero tolerance policy for child abuse, a problem that has plagued the church for decades.
This past weekend, Francis explicitly restated his power to remove bishops who are found guilty of such crimes.

THISDAY Publisher Sacks 13 Staff Who Dare To Ask For 12 Month Salary Arrears

Nduka ObaigbenaPublisher, Chairman and Editor-in-Chief of THISDAY newspaper, Nduka Obaigbena, has ordered the termination of the appointments of the 13 staff of the company who dare to ask him, through an ultimatum, to pay their outstanding salaries, running into 12 months.
It was learnt that Obaigbena, in a text message to a management staff in the Administration Department, Israel Iwuegbu, on Wednesday, ordered all the staff sacked.
Those who signed the memo and are facing the sack, are Tobi Soniyi, Olawale Ajimotokan, Patrick Ugeh, Senator Iroegbu, James Emejo, Omololu Ogunmade, Paul Obi, Ndubusi Francis, Dele Ogbodo, Damilola Oyedele, Chineme Okafor, Godwin Omoigui and Onyebuchi Ezigbo. They are all in the Abuja office of the company.
It was learnt that junior staff in the Abuja office are being owed seven months, while the senior staff are waiting to be paid for 12 months.
On June 7, the affected staffers, had, in a memo, gave Obaigbena uptol June 10 to pay the outstanding salaries of between seven and 12 months or face industrial action.
They threatened to embark on an initial strike from June 12 to 19 before declaring a total strike.
The affected staffers all belong to the Editorial Department.
In the memo by the Editorial Staff of the Abuja station, they said a warning strike of one week between June 12 and 19 will precede a total strike action if the management fails to pay them.
The memo, obtained by The Eagle Online, reads in full:

Should the management fails to pay us by Friday, June 10, 2016, we will have no option than to embark on a one-week warning strike from Sunday June 12, 2016 until June 19, 2016.
Please, note that an indefinite strike will ensue at the expiration of the warning strike.
By this letter, we are putting the management on notice that effective Sunday June 12, 2016, we will cease to send stories to all THISDAY titles until our salary arrears are defrayed. In this case, we will supply stories to all the titles from now until Saturday June 11, 2016.
For several years, we have sacrificed everything- emotionally, physically and materially to ensure the continued survival of THISDAY but regrettably, the organisation has demonstrated an abysmal disregard for these gestures.
We need not state the obvious that virtually all of us here can no longer meet our obligations both to our families and other responsibilities.
