Saraki, Dogara, APC, PDP And Buhari Presidency, By Peter Claver

The events of Wednesday, June 9th when a faction of the National Assembly made up mainly of all PDP members connived with a handful of rebellious APC members ‘elected’ Bukola Saraki as President of the Senate and one of their own, Ike Ekweremadu as Deputy Senate President should inform all of us that there is still an unfinished business to totally undo the atrocious brigandage the PDP employed to demolish Nigeria in sixteen years of irresponsible leadership. The PDP henchmen which were fully in concert, as this coup happened, were seen back slapping themselves for a job well done, they rubbed the whole thing in by appointing the former Senate President, David Mark as Senate Leader! I am not opining on the illegality or legality of that action, as lawyers will have enough space marshalling these out. I am rather wondering what really was  going on in the minds of the PDP senators, their governors and party henchmen as they perpetrated that coup. So they think, APC will thank them and go back to sleep or they were deliberately scripting the texts of what should be a tumultuous relationship between the legislature and the executive and the party in the coming dispensation?
Get me right, if the PDP successfully elected their ilk or their members in a fully and dully constituted Senate, as leaders of the legislature, there is nothing wrong with it. If they outwitted the majority APC in a contest of who becomes the Senate President as well as other offices or even majority leader, there is nothing wrong with it so long as it is with the acquiescence of the members of APC. This is why I don’t frown much on what happened in the National Assembly, except my feeling that the party must crack down hard on the kind of treachery that produced both results. it is foolhardy for those that were throwing party on the floor of the senate and congratulating and recongratulating themselves for that legislative coup to think they will walk away with the proceeds of robbery, as that is what the so-called election of Saraki, Ekweremadu and Mark amounts to. So are these expecting the leadership and members of the APC to congratulate them for a job well done and then go to sleep? Do they expect the leadership of the APC to sulk away and allow them their booty? That is taking self foolery to an all time high and the PDP and its cahoots will find out very soon that they have rejoiced rather prematurely. Unlike Tambuwal, they have given the APC a malleable leadership that is far different from the self assertive leadership Tambuwal provided.
The APC has issued a terse statement rejecting what happened on the floor of the senate on Wednesday and that sufficiently describes the tone of what to expect in the coming days. What will happen will only lead to one route; weakening the National Assembly and granting the executive enough room to enforce its wishes and we shall see how this pans out. I even see an asphyxiation of the National assembly and this will in the long run, hit back on the PDP that is reveling today of its fortunes. The APC must go farther and strike the iron while it is hot. At this stage, the party needs to come out hard to enforce party discipline and it is on very good stead to do this. This is a privilege the PDP never had during the Tambuwal case so the APC must not shirk away from rightly punishing those that tagged along a party that was just rejected by Nigerians, whose members in the National Assembly widely enjoy dubious commission, to rubbish the APC. For whatever it is worth, the APC has the capacity to do these and this is where Saraki and PDP’s Pyrrhic victory will end. With 51 members rightly feeling the Senate leadership is not theirs, it is certain that the Senate under Saraki will be a lame duck, ditto for the House of Representatives under Dogara.
For some who have tried to compare the happenings with what happened when Tambuwal was elected Speaker, they clearly miss the point. Tambuwal emerged Speaker against a weakening and drooping PDP facing mass angst and discontent while APC is just coming to power, blazing a high moral ground that finds expression in the impeccable integrity of its President, Muhammadu Buhari. Again, Tambuwal was backed by tight, powerful blocks while Saraki is hewn by a loose coalition of a disappearing political cabal that sees his emergence as ways of reaching back at its conquistadors, no matter the bareness of the payback.
Again, Tambuwal faced a party leadership in decay while Saraki has a behemoth to face in his bid to remain as Senate President. Is there any possibility of a Bukola Saraki mobilizing enough guts and force to question the conduct of a Buhari government? I don’t think so, rather, I see a Saraki and Dogara that will exert themselves to the fullest trying to assuage the angst of the APC leadership. It is not possible for a Saraki to stand toe to toe against a livid APC and he cannot wield any coalition that will give him such impetus in an emerging Nigeria. That is a fact so both Saraki and Dogara will be lame ducks, malleable to the fancies and prone to the rages of the APC as long as they warm the leadership of the National Assembly. So to me, the party should, for now,  rein in its rightful anger and let them be with strong reprimand and watch to clamp down when the time is right-and it will be very soon. They are mere dummies that will not give the PDP any known leverage, either in building the party or opposing the policies of the APC, as the PDP felt Tambuwal did. But APC must retrieve the looted Deputy Senate President and Senate Leader from both Ekweremadu and Mark.
Yes, what happened in the House of Representative had a semblance of democratic credulity but what happened in the Senate is a sham. Irrespective of their credibility, legality or otherwise, the party has its own unquestionable rights to enforce discipline and order. It must wield this and fast too. The party should forget the fear of fictionalization; it won’t fly, by any reason. The party should not be afraid of schism because it has quite a lot going for it to forestall such division. It will be better the party operates with the mindset that the National Assembly is PDP by default. That will grant it so much leverage draw the battle line now and to rein in recalcitrant saboteurs who might latch in on the Saraki and Dogara template to gain advantage at the expense of the party. As it is now, PDP is that ‘he that is down needs fear no fall’ moss that feels it gathers no moss pouring sand in APC’s garri. It must not be allowed this fun, as I believe it will gain practically nothing from the National Assembly scheme.
Above all, the party must not shy away to put its bullish political cloak. The president, as good as his decision to stay aloof of the happenings in the National Assembly is,  must not shy away from the fact that he is a leader of the party and must assume that role to enhance party cohesion and see to the free sail of his policies. He is a politician and his interests must be well captured in the affairs of the party and the larger Nigerian polity. He must take charge of party and polity for these are within his mandate. He must state where his interests lie and see them enforced or else he will be led to the paths of failure by those who still sulk over his emergence. The consequence of being aloof in issues like the National Assembly election issue is that he will have his government embarrassed by grudging mandarins in PDP who  are plotting ways to access power again after the horrendous experiences of the past sixteen years and that is a transcript of failure. While their revolt is ‘constitutional,’ the power to discipline them is also constitutional and in this lays the panacea to such other ugly developments in the life of his administration.

The Niger State Government has revealed how the immediate past governor of the state, Aliyu Babangida made away with the sum of N2.9 Billion at the eve of his leaving office on May 29 this year.

A statement by Chief Press Secretary to the State Governor, Dr. Ibrahim Dooba, indicated that the money was taken as loan on the eve of Aliyu’s departure, adding that although the new administration of Governor Abubakar Bello would not witch-hunt any past leader, “but the misappropriated money belongs to the people.

“They took this loan on the eve of their departure. And as was customary with that administration, they did nothing with the money.

“You can’t collect a loan on behalf of the people and share it among yourselves. That’s literally what they did. They simply raised a list and allocated money to those on the list.

”The office of the SSG, for example, was given N600 million. The records did not say what he would do with the money. Well, we want our money back. The money belongs to the people.”

The statement added that the present administration had prioritised the needs of the people, stressing that such looted but recovered funds would be expended on projects.

”Our people need food, shelter, security, roads, water and so forth. For example, the governor wants to start with the provision of potable water and in the coming weeks, we’ll provide water at predictable intervals to Nigerlites.

“On the problem of electricity, we have started an arrangement to rent a power plant from overseas to provide regular electricity before a permanent solution is found.

“Also, Minna-Kataeregi road, Kontagora-Tegina, Minna-Suleja, Bakeko-Katcha, Kaffin-koro, Kuta-Sabon Gari and Maitumbi-Maikunkele roads among others, are receiving urgent attention.” [myad]

 

7 Britons, 3 Russians And 4 Other Foreigners Caught In Illegal Oil Deal In Lagos

Seven British citizens, three Russians and four other foreign nationals have been charged to court in Lagos for what the Economic and Financial Crimes Commission (EFCC), described as illegal dealing in petroleum products. They are facing prosecution before a Federal High Court, Lagos.

The Britons are Hilarion Teofilo Regipor, Cadavis Gerardo, Baduria Benjamin, Naranjo Allian Antero, Patro Christian, Alcayde Joel, Carantiquit Micheal Bryan — and three vessels- MT Anukt Emerald, Monjasa DMCC, and Glencore Energy UK Ltd.

The three Russians are Arthur Pakhladzhian, Vasaliy Shkundich and Kretov Andrey.

Others are one Japanese, Sergio Abgarian; three Ukrainians — Vitalis Biluos, Laguta Olesksiy and Chepikov Oleksan.

The foreigners are standing trial on a four-count charge of conspiracy, unlawful dealing and storage of petroleum products without lawful authority.

According to the charge, the accused committed the offences on Feb. 27 within the jurisdiction of the court.

It alleged that they stored 1,500 tonnes of automated gas oil inside the MT Anuket Emerald’s Cargo tank.

The charge also alleged that they stored 3,035 tonnes of Low Pour Fuel Oil (LPFO) in other tanks.

The agency said that offences contravened Sections 4, 17, 19 (6) of the Miscellaneous Offences Act and the Petroleum Act, Laws of Federation.

The accused pleaded not guilty to the charges when they were read to them in the dock.

Consequently, the Prosecutor, Mr Rotimi Oyedepo, urged the court to remand them in prison custody pending their trial.

However, Mr Babajide Koku, the Defence counsel, in an oral application for bail, urged the court to admit his clients to bail on self-recognition.

Koku also told the court that in a situation where the accused could not produce the sureties, he (accused) had promised to provide bank guarantee of N750 million.

Oyedepo, opposed the application on grounds that the authority which was cited by the counsel did not apply to the case at hand, because the accused were not Nigerians.

He, therefore, urged the court to impose stringent bail conditions on them.

The presiding judge, Justice Ibrahim Buba, admitted the accused to bail in the sum of N50 million with one surety each in like sum.

Buba added that the accused should deposit their international passports with the EFCC and be remanded in prison custody until the perfection of their bail conditions.

The case was adjourned till June 17, 18 and 19 for trial. [myad]

Governor El-Rufai Reduces Number Of Commissioners From 24 To 13

Kaduna State Governor, Nasir El-Rufai, has indicated that he would reduce the number of ministries, and therefore, commissioners from the 24 which the immediate past governor maintained to 13.

Under the arrangement, according to a statement today by the Special Assistant for Media and Publicity to the Governor, Samuel Aruwan, the Minister for Lands, Survey and Country Planning will be moved to the Governor’s Office as a department while the Ministry for Rural and Community Development will become a department of the Deputy Governor’s office.

The statement said that the information Ministry will no longer be centralized but instead, each ministry will have it’s own Public Relations unit that is connected to the Office of the Chief Executive.

The statement disclosed that, the Governor will also limit the number of aides whom the 13 commissioners will be allowed to recruit.

The new ministries will be made up of the Ministry of Justice, Commerce, Industry and Tourism, Agriculture and Forestry, Youth, Sports and Culture, Local government, Environment and Natural Resources; and the Ministry of Women Affairs and Social Development, Water Resources, Health and Human Services, Ministry for Education, Science, and Technology, The Ministry for Finance, Works, Housing, and Transport. and the Ministry for Budget and Planning. Former Vice President Atiku Abubakar has congratulated the newly elected leaders of the National Assembly, Senator Bukola Saraki as Senate President, Hon. Yakubu Dogara as Speaker of the House of Representatives and others.
Atiku appealed to the new leaders to see their elections beyond the narrow interests of respective political parties.
The former Vice President, in a statement by his media office today, said that with the elections of its presiding officers, the 8th National Assembly should swing to work and put the overall national interest beyond the personal political interests of its members.
He said that with the election of its presiding officers, the 8th National Assembly has prepared the ground work for a full legislative business.
Atiku reminded every member of both the Senate and the House of Representatives of their responsibilities to their constituents, which, he said, is to put national interest before their individual political interest.
The former Vice President said that Irrespective of the political mix through which the presiding officers emerged the 8th National Assembly should never lose focus of its role as a partner in progress with the other arms of government, especially the executive arm.
“The Nigerian people look up to the new National Assembly to work with the executive arm in finding solutions to the problems of insecurity, poverty, illiteracy and joblessness in the country. Their election is indeed a call to duty, and it is a call for which they cannot afford to fail the nation.” [myad]

Alleged Extortion: Court Remands Goodluck Support Group Chairman In Prison

An Abuja High Court has ordered the Chairman of the Goodluck Support Group, Aminu Abubakar and Okechukwu Geoffrey to be remanded in prison custody on a 3-count charge bordering on extortion and conspiracy.
The accused persons were today docked by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
The accused persons pleaded not guilty to the charges when they were read to them and the prosecution counsel, George Lawal prayed the court for date to commence trial in the matter.
Counsel to the accused persons, E. A. Egbebu informed the court about his motion challenging the jurisdiction of the court to hear the matter and that the charges against the accused persons be quashed.
Prosecution counsel, George Lawal objected to the application on the grounds that the application was premature.
Egbebu, Counsel to the accused persons in his reply on points of law argued that since the motion is challenging the jurisdiction, the court is expected to hear it before arraigning the accused persons.
The trial Judge and the Chief Judge of the Federal Capital Territory (FCT), Justice Ishaq Bello over-ruled the submission of the defence counsel that the court should hear the motion challenging jurisdiction before the accused persons take their plea.
Justice Bello adjourned the matter till July 9, 2015 for hearing of the motion challenging the jurisdiction of the court filed by the defence counsel, while their bail application will be taken on June 11, 2015
Abubakar and Geoffrey (the accused persons) Abubakar was said to have been in possession of some documents relating to some officials of the Federal Ministry of Petroleum Resources, with the intent to implicate them if they fail to give him the sum of N50million.
It was gathered that, having sensed danger in what the officials later realised to be blackmail, they reportedly petitioned the ICPC through an intermediary.
The investigative team of the commission swung into action, coordinated a sting operation where the N50 million earlier solicited for by Abubakar was negotiated downwards to N25 million.
Abubakar was arrested with his accomplice at a garden in Abuja, after he had allegedly received N5 million out of the negotiated N25 million. [myad]


President Buhari Welcomes New National Assembly Leaders With Reservations

President Muhammadu Buhari has welcomed the emergence of the new Senate President, Senator Bukola Saraki, Speaker of the House of Representatives, Yakubu Dogara and others, but said that he wished their emergence complied with the wish of the All Progressives Congress (APC) that threw them up.
A statement today by Special Adviser on media and publicity, Femi Adesina quoted the President as saying that he would rather that the process of electing the leaders as initiated and concluded by the APC had been followed.
President Buhari said that nonetheless, he took the view that a constitutional process has somewhat occurred.
He recalled his stand which he was earlier made public that he did not have any preferred candidate for the Senate and the House of Representatives Speaker and that he would work with whoever the lawmakers elected.
“That position still stands. Though I would have preferred the new leaders to have emerged through the process established by the party.”
The President made it clear that the stability of the nation’s constitutional order and overall interest of the common man are uppermost on my mind, as far as the National Assembly elections were concerned.
Buhari called on all the elected representatives of the people to focus on the enormous task of bringing enduring positive change to the lives of Nigerians. [myad]

Women’s World Cup Opener: Nigeria’s Super Falcons Force Sweden To 3–3 Draw

Nigeria’s senior female football team, Super Falcons, last night, fought back in their Women’s World Cup opener in Winnipeg, Manitoba, Canada, with 3-3 goals against Sweden.

Linda Sembrant came off the bench to put Sweden ahead 3-2 before Ordega’s drive sailed between goalkeeper Hedvig Lindahl’s legs to placed the score on equal basis.

While Ordega celebrated with her teammates, Nigeria coach Edwin Okon dropped to his knees and kissed the turf on the sidelines.

Nilla Fischer put Sweden up 2-0 in the first half with a goal in the 31st minute after Nigeria conceded an own goal. Nigeria evened it in the second half when Ngozi Okobi and Asisat Oshoala scored in a three-minute span.

Ordega, a substitute, had the last laugh as she earned the champions of Africa a point in the group of death. Nigeria and Sweden are in Group D along with the United States and Australia.

Saraki, Dogara Incur APC’s Wrath, To Face Disciplinary Measures For Defying Its Rules

The newly elected Senate President, Senator Bukola Saraki and Speaker of the House of Representatives, Yakubu Dogara all of the All Progressives Congress (APC) would soon face the disciplinary measures of the party for what it called ‘show of indiscipline.’

In a statement issued by its National Publicity Secretary, Alhaji Lai Mohammed, the party said it will summon an emergence meeting of its leadership to mete out the necessary sanctions to all those that were involved in show of indiscipline.

The party made it clear that the emergence of Senator Saraki as Senate President and Hon. Dogara as House of Reps Speaker is totally unacceptable, describing it as the highest level of indiscipline and treachery the conduct of today’s inauguration of the National Assembly.

“Senator Bukola and Hon. Dogara are not the candidates of the APC and a majority of its National Assembly members-elect for the positions of Senate President and House Speaker. The party duly met and conducted a straw poll and clear candidates emerged for the posts of Senate President, Deputy Senate President and Speaker of the House of Representatives, supported by a majority of all Senators-elect and members-elect of the House of Representatives. All National Assembly members-elect who emerged on the platform of the party are bound by that decision.

”The party is supreme and its interest is superior to that of its individual members.

”Consequently, the APC leadership is meeting in a bid to reestablish discipline in the party and to mete out the necessary sanctions to all those involved in what is nothing but a monumental act of indiscipline and betrayal to subject the party to ridicule and create obstacles for the new administration,” the party said in the statement.
APC decried a situation in which some people, based on nothing but inordinate ambition and lack of  discipline and loyalty, will enter into an unholy alliance with the very same people whom the party and indeed the entire country worked hard to replace and sell out the hard won victory of the Party.

”There can be no higher level of treachery, disloyalty and insincerity within any party,” the party said, vowing to resolve the matter using all constitutional and legal means available to it.
Meanwhile, the APC has asked all its loyal Senators-elect to please report to the Senate to be sworn-in in order to discharge their constitutional duties,” APC said. [myad]

Dogara Daggers Femi To Clinch House Of Reps Speakership

Honourable Yakubu Dogara of All Progressives Congress (APC) from Bauchi state has emerged the Speaker of the 8th House of Representatives, making nonesense of the APC position which picked Femi Gbajabiamela in its recent mock election.
Dogara roundly defeated Gbajabiamela in a keenly contested election that was held on the floor of the House of Representatives today.
Dogara got 182 votes to defeat Gbajabiamela who got 174 votes. The election which began at about 10.00am did not end until past 4.00pm.
The emergence of Senator Bukola Saraki earlier in the day as President of the Senate and Dogara as Speaker of the House of Reps went far off the APC’s calculations.
As the counting was going on in the Reps after a meticulous voting by members and it became obvious that Dogara was leading, the House went agog with members jubilating even as Gbajabiamela remained glued to his seat. [myad]
