Bandits, Terrorists Becoming Bolder In Their Attack Now, JNI Laments

The umbrella body of Muslims in Nigeria, the Jama’atu Nasril Islam (JNI), has expressed shock that bandits and terrorists are now becoming bolder in their violent attacks on individuals and communities in Nigeria despite huge budgetary provisions for security sub sector.

A statement by JNI Secretary-General, Dr. Khalid Abubakar Aliyu said that terrorists are now becoming bolder and more belligerent by the day without fear of being confronted or apprehended by authorities.

“With all the reported resources allocated to relevant security agencies; intelligent gathering mechanism, military arsenal and tact, can’t the Government provide any convincing justification on why the security situation in the country continues to deteriorate? Why are attacks experienced all over the place and continuing unabated without any deterrence? “Moreover, why must the security budget and expenditure remain so secretive, despite the reported release of funds?

“The mind-boggling train attack of Monday, March 28, 2022, the kidnap and sporadic shootings that ensued thereafter the train en-route Kaduna needs to be seriously investigated and punitive measures are taken.

“Although, without doubt, the security men have exhibited capacity, resilience, determination and dexterity during the rescue operation of the same ill-fated train attack.

“It is also the firm belief of most Nigerians that the Government is expected to know the enclaves and hideouts of these criminals, particularly that only Government has absolute control and use of force, and by extension, it also has the machinery to generate genuine information.

“Again, why can’t the Government proactively take the battle to the criminals’ hideouts and wipe them off? Why should the Government wait until people are attacked, lives and property lost for them to strike and be issuing empty orders and usual condemnation? The whys are endless?

“It is high time the security outfits are directed to ransack the enclaves of all criminal elements and deal with them decisively. Informants should not be spared, as they are more dangerous than the killers.

“They should be made to face the right punishment befitting their crime. The intelligence community should beef up their efforts in trying to dig to the root of this phenomenon.

“It is also worth noting, that in recent times, scholars of social behaviour have discovered that most acts of terrorism and banditry are carried out under the influence of hard drugs. As part of efforts to tackle insecurity in Nigeria, the war on drugs should be placed on the front burner as it is the elixir that spurs criminals to action. Suppliers, vendors and traffickers of hard drugs and intoxicants must be dealt with decisively.

“To say the least, Jama’atu Nasril Islam (JNI) is agonized and short of words to express herself over the gory incident of the infamous train attack which happened on Monday, 28th March 2022.

“The well-orchestrated incident remains highly condemnable, reprehensible and upsetting to every rational mind. It appears that the continuous callous acts of mayhem, killings and arson happening almost on daily or weekly bases around us; either within communities and/or on the roads we ply, have automatically reset our human psyche that we now have accepted such dastardly acts as part of our lives, to the extent that we no longer feel it.

“The humanity in us is slowly being eroded thereby making us adapt to the new normal within which we, unfortunately, found ourselves.

“It should be noted that in Islam and by all global standards, the essence of Government and Governance is solely to protect the five principal cardinal rights of the human race, the most important of which is LIFE! Any government that is incapable of protecting the lives of its citizens has lost the moral justification for being there in the first place; this is enunciated in section 33(1) of the Constitution of the Federal Republic of Nigeria.

“We have however carefully studied and followed up the unfortunate train blast, especially that another train attack was reported to have occurred on the Lagos-Kano bound train, near Jaji, Kaduna state, on Thursday, 31st March 2022, which inevitably led to the death of the locomotive operator.

“Therefore, this press release is premised on the fact that Nigeria is more or less heading to an unknown destination of multiple cum well-coordinated serial chaos attributable to lack of coordination and synergy from security personnel if the news making the round is to be believed.

“Nevertheless, history is replete with several astonishing and brave art of governance exhibited over time by leaders. For instance, during the time of Prophet Muhammad (Peace be upon him), he battled and expelled Banu Qaynuqa from the city of Madinah, because a woman was molested in the market by one of them and the community supported his actions.

“The Prophet (SAW) did not waste time but promptly attacked Banu Qaynuqa and expelled them. This served as deterrence to others with evil intentions.

“In the Nigeria of today, how many wives are raped daily in the presence of their husbands, mothers in the presence of their sons? “How many daughters are raped in the presence of their fathers and sisters in the presence of their brothers? This happens a lot, and it is well known.

“What action did the authorities take in averting and/or remedying such absurd and ungodly happenstance? Why must the country be brought to kneel? Human life is held sacrosanct in Islam that is why Allah (SWT) declared in the Glorious Quran that if a single soul is killed without just cause, then it is as if the entire humanity is wiped off the face of the earth. We claim to be people of faith and all these occurrences are allowed without any form of prompt intervention. Why?

“Well, it should be known that an attack on one soul is an attack on all, and this is how the human race should be preserved and protected, but if allowed to continue we fear the consequence (s) of the innocent souls that were killed, without any fault of theirs.

“Terrorists are now becoming bolder and more belligerent by the day. They operate in any area of their choice(s) at any time they so wish. They even operate for up to 8 hours non-stop (as it was reported to have happened in Niger State last Monday), without any fear of being confronted or apprehended.

“Most communities are now under the bandits’ absolute control with taxes being paid to bandits–some parts of Borno, Katsina, Zamfara, Niger, Sokoto states and some others yet to be disclosed to the public. In fact, terrorists do what they wish knowing that there is no gun powder or authority that will defy them.

“The National Drug Law Enforcement Agency(NDLEA) and other security agencies should as a matter of national security note and penetrate into villages, higher institution campuses, motor parks and recreational or viewing centres, because they are now dwellings where hard drugs/substances are being peddled brazenly.

“Likewise, parents, religious and community leaders have a role to play in the fight against illicit drugs/substances pervading most households within our neighbourhoods. This should be considered a fight for all and not only for the government.

“Those vested with the responsibility of protecting lives should fear Allah, The Most High and do what is expected of them. Security issues must not be politicized. They should be proactive and firm on all matters relating to security.

“If the terrorists have the effrontery to attack at any time without fear, why should the Government shy away from pursuing and destroying them? We nevertheless reiterate our several calls to the government that there is strong nexus between the Boko Haram insurgency and the ongoing banditry in some parts of the country.

“We stated this in our December 14th 2020, 18th February 2021 and earlier sometimes in 2018 as a result of the repeated perilous insecurity challenges bedevilling the Nigerian nation, hence, the need to urgently revamp the nation’s security architecture and effectively look inward for an appropriate way(s) to averting and/or mitigating the recurring misnomer in Nigeria.

“We call on all well-meaning Nigerians not to be deterred, but rather should be more optimistic, as with every hardship comes a relief (Qur’anic verse). We should therefore continue to pray fervently for the restoration of peace, security, prosperity and development, especially in this blessed month of Ramadan.

“We pray Allah, the forgiver of sins and the healer of the ill; will forgive the shortcomings of those who have lost their lives in the ill-fated train attack, give their families and associate the fortitude to bear the loss. May the injured recover comprehensively and the traumatized strong to continue with their respective lives.

“May He also guide the Government and the security agencies, give them the wisdom to tackle all challenges head-on and may He also bring a total end to these repeated orgies of insecurity and every other ill bedevilling Nigeria. We pray for Allah’s continuous protection throughout our sojourn on earth and in the hereafter,” the statement added.

Bayelsa, ICPC At “War” Over Who Has Power To Investigate Corrupt State Govt Functionaries

The Bayelsa State government and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) are neck-deep in “war” over which of them has the power to investigate functionaries of the State government.

The battle ground is the Federal High Court in Yenagoa, the state capital, where the ICPC is already seeking the court to prevent the State government from stopping it from investigating allegations of corruption against some members of the state government.

The Commission, in a preliminary objection, filed before Justice Hamma Adama Dashen, told the court that it had the statutory powers to investigate any act of corruption levelled against officials of state governments in Nigeria.  

This is even as the Bayelsa State Government, through the State’s Attorney General, challenged the powers of ICPC to demand for records of financial expenditure of the State government for the purpose of carrying out investigation into alleged corrupt practices by some past and serving public functionaries in the state.

The Solicitor-General of the State, Preye Agedah, in his argument, told the court that ICPC wrote several: “Letters of Investigation Activities” pursuant to S. 28 and 29 of the Corrupt Practices and Other Related Offences Act 2000 (ICPC Act 2000) to several functionaries of the state government, including the Secretary to the State Government, Accountant General, and others demanding for financial records of the state.

Agedah submitted that the 1999 Constitution of Nigeria as amended, vests on the Bayelsa State House of Assembly and the Auditor-General of Bayelsa State the exclusive powers to direct an investigation into the finances of the state for the purposes of “exposing mismanagement, corruption or waste.”

He argued that the demand made by ICPC for financial records of the state from 2008 till date looks more like an audit than an investigation. 

He therefore requested the court to stop ICPC from conducting a general audit of the state and from usurping the constitutional role of various organs of the state government under the guise of investigating alleged corrupt practices.

But, counsel for ICPC, Adenekan Shogunle, submitted that the issue of the validity and constitutionality of the ICPC Act 2000 was decided with finality by the Supreme Court of Nigeria in the case of AG ONDO v AG FEDERATION (2002), a case in which Bayelsa State was a party. 

He submitted that having been made a party to the decision of the Supreme Court, no state in Nigeria can turn around to challenge the constitutionality and validity of the ICPC Act 2000 without offending the principle of issue estoppel.

He said that the remedy available to Bayelsa State, and indeed every other state that is privy to the decision, is to go back and ask the Supreme Court to revisit the issue and not to initiate a fresh claim before any other court in Nigeria.   

On the issue of whether or not ICPC has the power to audit financial records of Bayelsa State, Shogunle argued that the allegation of seeking to audit the finances of the State is speculative and not based on any cogent evidence. 

The ICPC counsel further argued that the objective of the Commission was clearly spelt out in the letters of “Investigation Activities” addressed to the officials of the state government in their capacity as custodians of public records, adding that ICPC officials introduced in the letters were detectives and not auditors. 

He cited many decisions of the Supreme Court to show that the powers of legislative oversight vested in the State Houses of Assembly to order or conduct investigation into the finances of the State for the purpose of ‘exposing mismanagement, corruption or waste’ was neither exclusive nor synonymous with the power of criminal investigation vested in the executive arm of government, stressing that the statutory powers of ICPC does not conflict with that of any State House of Assembly. 

Shogunle then asked the Bayelsa State government to stop crying wolf where there is none and  urged the court to dismiss the claim for lacking in merit and for constituting an abuse of court process. 

The trial judge, Dashen, adjourned the matter to another date for ruling after listening to arguments from both parties.

I Stand With Masses; I am Voice Of The Voiceless, Sacked Chief Imam Blows Out

Former Chief Imam of the National Assembly Legislative Quarters Mosque, Sheikh Muhammad Nuru Khalid, has said that he stand with the poor masses of Nigeria and also is voice of the voiceless in Nigeria.

“My sack is a reflection of how Nigeria is today. Many people are hiding under the cover of religion to perpetrate all manner of unwholesome acts. Such people would stop at nothing to take away people like me.

“This is the price we pay for aligning with the people and identifying with their sufferings.”

Imam Khalid said the decision of the mosque’s committee to sack him was a necessary price he had to pay for identifying with the suffering masses and speaking truth to power.

Imam Khalid was suspended immediately after the Jum’at sermon on Friday, criticizing the current government over inability to tackle the security situation, and was finally sacked by the Mosque committee today, April 4.

Meanwhile, Sheikh Khalid has said that he has been given a fresh appointment by the Management Committee of a new Jum’at Mosque behind the Central Bank Nigeria, CBN Quarters, Abuja.

“By the Grace of Almighty Allah, I will be leading my new congregation this Friday, because as clerics we need a platform to operate.

“There’s a Jum’mat mosque we built behind the Central Bank of Nigeria, CBN Quarters, in Abuja; I will now be leading the congregation there.”

Lai To Obasanjo: We Are Not Overwhelmed; This Is Not Conventional War

Minister of Information and Culture, Alhaji Lai Mohammed, has responded to a statement credited to the former President, Olusegun Obasanjo to the effect that Muhammadu Buhari’s government is overwhelmed by the security challenges in the country.

According to Lai Mohammed, the government is not overwhelmed because the security challenge facing the country is not a conventional war for which solders are trained.

Answering questions today, April 4, on a TVC programme: “This Morning,” the minister said: “we must give kudos to our military. You know that we are not fighting a conventional war but terrorism, hence the need for everyone to support the security agencies so as to win over the menace.

He said that the government is fast-tracking the installation of some security gadgets on railway tracks to ensure adequate surveillance.

“The Federal Government is working toward ensuring that such incident does not reoccur.

“One of the things that the government wants to do is to fast-track the installation of surveillance and monitoring system, not just on the Abuja-Kaduna rail track. But also on the Lagos-Ibadan and Warri-Itakpe rail tracks to ensure that at any given time we will be able to monitor from the control room.”

Lai Mohammed said that in spite of the security challenges, the military and other security personnel are doing their best and have recorded successes in their fight against terrorism.

 “The Federal Government has also given the military the enabling environment to continue in the fight against terrorism and banditry,’’ he said.

The minister assured Nigerians of the Federal Government’s commitment to ensure that every state is secured.

We Sacked Sheikh Khalid Because Of His Un-Islamic Preaching – Mosque Chairman

Muslims listen to sermon by Imam

Chairman of the National Assembly Mosque Zone E, Apo Legislators’ Quarters, Gudu District Abuja, Saidu Muhammed Dansadau, has given reasons why the Mosqu’s chief Imam, Sheikh Nuru Khalid was sacked, saying that his teachings of political apathy are un-Islamic.

The Islamic cleric was initially suspended for his anti-government sermon during the Jum’at service on Friday, criticizing the government for its inadequacy in dealing with rising insecurity in the country.
The committee chairman said that the Chief Imam did not show “remorse” after he was suspended immediately after the Jum’at prayer, stressing that his reaction did not show any form of regret following his sermon.
The content of the letter suspending Sheik Khalid reads: “We regret to inform you that from today the 4th day of April 2023 you have been disengaged from the services of the above-mentioned mosque.
“This action is occasioned by the non-remorseful attitude you exhibited following your suspension on 2nd April this year.
“Akamakallah, you know better than me by the teaching of Islam, the essence of administering punishment is to correct behaviour. Unfortunately, your media reaction to the suspension creates the impression that you are not remorseful, NOT to talk of humbly reflecting on the consequences of your utterances.
“Leadership demands a great sense of responsibility. If our words do more harm than good to larger interest of the country or the public. We have a responsibility to maximum restraint for the good of public. It is obvious however, that you don’t seem keen to modify your Friday sermon to be reflective of the volatility of security situation in the country.
“You are an influencer; your words carry a lot of weights, you words can make or mar our situation. Your words can be taken advantage of by mischief makers, those responsible for these security challenges or enemies of the country for their devilish agendas.
“As leaders of the mosque we have a sacred responsibility to avoid utterances that are capable of making a bad situation worse. This is our fear and concern.”

Reacting to his suspension, Khalid said that only God could give or take power from anyone.

Security Agents Avert Clash Between Herdsmen And Gwari In Abuja

Police and soldiers swung into action to save Chibiri community in Kuje Area Council of the Federal Capital Territory (FCT) from sliding into bloody clash today, April 4.
Information reaching us at Greenbarge Reporters online newspaper, showed that the herdsmen, who live in an empty space in the neighborhood, invaded Chibiri village, inflicting injuries on Gwari people, including their traditional head.
Sources said that it all started when a Gwari who was returning from his farm, along with his son met a motorcycle crossing his path.
It was said that when the Gwari man attempt at removing the motorcycle from the path, a young Fulani emerged from no where to challenge him.
It was gathered that in the process the two sides began to insult each other and after, departed to their houses.
It was gathered that hours later, a group of herdsmen, who might have been mobilized to attack the villagers, based on the information the Fulani man fed them with, invaded the village, wielding some weapons.
It was learnt that before they could do damage that might result into bloodbath, both the police and soldiers have arrived to take control of the situation.
The village head and some Gwari people were said to have been wounded and taken for treatment.
As at the time of this report, the police are taking positions in strategic flash points in the village.

Kogi Gov Challenges Workers Claiming He’s Not Paid Salary To Come Out With Evidence

Governor Yahaya Bello of Kogi has challenged workers who are claiming that they have not been paid their salaries up-to-date to come out openly with a proof, insisting that as at today, no government worker is being owed salary.

Governor Yahaya Bello, who spoke to newsmen in Abuja, said that workers welfare remained a priority to him, calling on Nigerians to judge him by his numerous developmental projects and performance in the state and not on lies being peddled by some individuals.

The governor said that if the allegations were true, the state government workers and unions which they belong to would have long protested.

He challenged media people to take it as an assignment to verify the issue around the cry by some people that are not even resident in the State about payment of  salaries.

He also called on Nigerians to visit the state government’s websites; www.kogipedia.net and www.kogistate.gov.ng to see some of the projects undertaken by his administration and clarity on workers’ salaries.

“First, let me implore the media to please come up with one state civil servant who would come on air and present his pay slip and bank statement and claim that Kogi State is owing him.

“Number two, these various workers have their unions and organisations. The Union leaderships and not making noise, who are those that are complaining.

“When you continue to mention this issue of salary, I want you to take statistics, empirical facts of various states up till date, how many states have performed above Kogi State in terms of salary payment.”

 “And, I want to assure you that if we are not paying salaries, workers themselves, their unions, would have cried out. There are so many lies they are banding out there that you do not know how they emanate.

“Let me tell you, I am not a governor for salary, any other person can pay salaries, just like the clerical workers and all of my officials are paying.

“I am here to manage the resources, both human and otherwise for the benefit of all the citizens of Kogi and the country. And, that is what we are doing, ranging from security, integration, and cooperation amongst our people,” Bello said.

On creating 20 million millionaires by 2030, Governor Yahaya Bello insisted that it is possible, explaining that his administration when he becomes President, will adopt the South-Eastern Apprenticeship model which has successfully created several millionaires.

He said that the South-Eastern Apprenticeship module is a homegrown model which is being studied in Harvard when applied across all sectors will achieve the goal.

“When you talk of issues of empowering 20 million Nigerians by the year 2030, I mean every bit of it.

“Mr President is trying to pull out 100 million Nigerians out of poverty and I did make reference to a principle where our South-Eastern brothers’ apprenticeship.

“Whereby either any child from indigent or affluence persons learn how to trade under their Masters maximum within five years,” he said.

According to him, they would go and secure their freedom are settled with either N500,000 or N1,000,000. Give that particular apprentice that just graduated another two years maximum, that person is swimming in millions.

“This is a model that is being studied by Harvard, why can’t we in this country develop this our homegrown solutions to our problems.

“We can do that in that aspect, we can do it in agriculture. Mr President has released a lot of funds into agriculture.

“Whereby we should be able to take our teeming population, youths and women off to learn certain aspects of agriculture or training, and, when they come on board, they will be able to empower at least five more. 20 million of them multiply by five each will surely pull out 100 million Nigerians out of poverty.

“I can assure you that in Kogi State today, we are having peace and security, and togetherness because we have demonstrated and empowered our youths beyond your imagination.

“I am referring Nigerians to please visit our website. If you cannot visit our website and all you do is to sit down and criticise then we are not ready to move the country forward,” Bello said.

You Cannot Call Anyone On Mobile Phones Not Linked To NIN From Today

After many extensions, the Federal Government has finally begins the implementation of mobile phone linkage, (Subscriber Identification Module (SIM)
to the National Identification Number (NIN).
A statement by the Director of Public Affairs in the Nigerian Communication Commission (NCC), Dr. Ikechukwu Adinde said that with the directive of the Federal Government, “outgoing calls will subsequently be barred for telephone lines that have not complied with the NIN-SIM linkage Policy from the 4th  of April, 2022.”
The statement said however, that subscribers of such lines should link their SIMs to their NINs before the Telcos can lift the restriction on their lines.
“Affected individuals are hereby advised to register for their NINs at designated centers and thereafter link the NINs to their SIMs through the channels provided by NIMC and the Telcos, including the NIMC mobile App.”
It said that as at today, over 125 Million SIMs have had their NINs submitted for immediate linkage, verification and authentication.
“Similarly, the National Identity Management Commission (NIMC) has issued over 78 Million unique NINs till date.
“It would be recalled that President Muhammadu Buhari, GCFR, gave the directive for the implementation and commencement of the exercise in December 2020, as part of the administration’s security and social policies. The deadlines for the NIN-SIM linkage has been extended on multiple occasions to allow Nigerians to freely comply with the Policy.
“The FG also took into consideration the passionate appeals by several bodies – Association of Licensed Telecoms Operators of Nigeria (ALTON), Civil Societies, Professional Bodies and a host of others – for the extension of the deadlines in the past.
“Accordingly, Mr. President graciously approved the many requests to extend deadlines for the NIN-SIM linkage.
“At this point however, Government has determined that the NIN-SIM Policy implementation can proceed, as machinery has already been put in place to ensure compliance by citizens and legal residents. The implementation impacts on Government’s strategic planning, particularly in the areas of security and socio-economic projections.
“President Muhammadu Buhari has approved the implementation of the Policy with effect from the 4th of April, 2022.
“The Federal Government has directed all Telcos to strictly enforce the Policy on all SIMs issued (existing and new) in Nigeria.”

Minister To Public Servants: Resist Pressures From Families, Friends To Steal

Minister of the Federal Capital Territory (FCT), Malam Muhammad Musa Bello has cautioned public office holders in the FCT Administration to learn to resist pressures from their relations and associates to steal public funds for their private use.

According to him, this is the way they can maintain their integrity, even as he advocated discipline as another panacea to maintain trust while discharging the responsibilities of their offices.

Speaking today, April 3, at the closing ceremony of the three day retreat for political appointees of the FCTA, in Abuja, Muhammad Musa Bello emphasized the need for public servants, to imbibe the ability to resist the pressures from relations and associates to compromise their integrity and flaunt public service rules especially, procurement processes and the acceptance of gifts.

“Public office, requires tremendous amount of discipline and as political office holders, you will find that most of that discipline has to come from your inner self.”

He called on them to open gift registers to document all gifts offered, received and by whom in full compliance with the extant rules and regulations.

 He reminded them that they were liable in the eyes of the law for all their actions while in public office, even as he commended the Permanent Secretary and other senior officials for the retreat which was attended by high profile resource persons.

This was even as the Chief of Staff to the Minister, Malam Bashir Mai Bornu encouraged the political appointees to re –affirm their commitment to the FCT Administration and support the FCT Minister in the discharge of their responsibilities.

The FCTA Permanent Secretary, Olusade Adesola said also that in the course of the retreat, participants considered various aspects of the FCTA, including government rules and regulations and also looked at the 13 goal mandate as handed down to the FCTA by President Muhammadu Buhari.

Inner Wheel Club Gives Infant Incubator, Diapers To Hospital In Lagos

The Inner Wheel Nigeria, Gbagada-Ifako, District 911 has donated an infant incubator and diapers to the Paediatric Ward of the General Hospital, Ifako Ijaiye, Lagos State.
The Charter President, Omolara Adedugbe, said that the donation was in commemoration of the International Inner Wheel Day, which is observed worldwide on January 10, and the accreditation of the club.
Adedugbe said: “Today’s donation is a star project for our club. Our club just got chartered.
“We got recognized by the international body in February and we felt we have to do a project to mark the official recognition of the club. But prior to that on the 10th of January, which is the International Inner Wheel Day worldwide, we donated consumables worth about N300,000 to the hospital and we promised to give them a baby incubator. That is why we are here.”
The past Board Director, Doyin Abiodun-Oredein, said also that the club touches lives through the little that it can do, saying:  “Our objective is to promote true friendship to encourage service and to foster national understanding.
“Through the little we can do, we put smiles on people’s faces.  We don’t get funds from anybody. We raise our funds ourselves.  We try to touch as many lives as possible.  No counting the cost.”
