ICPC, DSS Arrest 48 Lecturers, Security Officers, Others Over Leakage of University Examinations

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Department of State Services (DSS) have arrested 48 individuals for their alleged questionable roles in the conducts of the Joint Universities Preliminary Examinations Board (JUPEB).
The joint operation tagged: ‘Operation Combo’ conducted in collaboration with the Ministry of Education, led to the arrests of lecturers, security officers, workers and students from some of the participating universities in the exam.
A statement today, November 3 from the ICPC spokesperson, Azuka C. Ogugua said that Operation Combo was simultaneously carried out in seven states after extensive monitoring of tutorial schools allegedly known for notoriously compromising JUPEB examinations, leading to the arrest of the President of Tutorial School Owners (ATSO).
The statement said that the operation, which came as a result of sustained period of surveillance and undercover investigations spanning several weeks, led to multiple arrests of suspects including parents of candidates of the exam.
Also arrested, the statement said, were lecturers and others involved in examination malpractices and other illegalities in the participating institutions.
It said that the suspects were arrested from Wellspring University, Benin, Edo State; Christopher University, Mowe, Ogun State and Crown-Hill University, Ilorin, Kwara State.
It said that the raid of tutorial centres by operatives in McPherson and Precious Cornerstone universities in Ibadan and Ilara-Epe, in Oyo State respectively, led to more arrests of suspects.
“Credible intelligence gathered during the operations showed active connivance of the parents of the students and the management of the universities.
“Three current Vice-Chancellors have been invited by ICPC for their roles in the unchecked and massive malpractices reported.
“It was revealed that syndicated social media platforms were created by the facilitators for leaking questions and circulating answers to students for a fee during examinations.
“Investigation also revealed that candidates, who are mostly minors, allegedly paid between N350,000 to N500,000 each to the suspects in the various tutorial schools to engage in the illegalities.
“The cartel, in connivance with the coordinators of the examination centres and other management staff of the institutions, deliberately allowed security lapses to enable the candidates go into examination halls with smart-phones and other electronic devices to send question papers to waiting groups online and subsequently, receive answers to questions thereby engaging in massive malpractices.”
The statement said that some of the suspects arrested have been granted administrative bail while investigation is on-going.
It explained that JUPEB is an advanced level educational examination that qualifies its candidate for admission into 200 level in any Nigerian and foreign universities through direct entry.
“It is coordinated by the University of Lagos and has up to 10 accredited universities.”

Husband Locks Himself, Wife Up In Room And Allegedly Beats Her To Death 

A 24 year old man,  Mojiyagbe Olamilekan, has been arrested by the Ogun State police for allegedly killing his wife, Seun Mojiyagbe after locking himself and the wife up in  their  room.
According to the Ogun State Police Public Relations Officer, DSP Abimbola Oyeyemi, in a statement yesterday,  November 3 in Abeokuta, the suspect was arrested following a distress call received from the neighbours of the couple.
The police spokesman said that they received the alert that the suspect locked himself and his wife up in their room, and started to beat her.
“It was the wailing of the wife that attracted the neighbours, who tried all efforts to persuade the suspect to open the door but he refused.
“Upon the distress call, the Divisional Police Officer (DPO), Ode Remo Division, CSP Olayemi Fagbohun, quickly mobilised his men and moved to the scene where the door to the couple’s apartment was forced opened.
“The victim was met lying down unconscious in the pool of her own blood. She was quickly rushed to the State Hospital in Isara Remo where she was pronounced dead by the doctor on duty.”
DSP Oyeyemi said that the husband was promptly arrested and taken to custody, saying that the corpse of the victim had been deposited in the mortuary for autopsy.
He said that the Commissioner of Police in the state, Lanre Bankole, had ordered the immediate transfer of the suspect to Homicide Section of the State Criminal Investigation and Intelligence Department for investigation and prosecution.

JAMB Remits N3.51 Billion Operating Surplus To National Treasury

The Joint Admissions and Matriculation Board (JAMB) has remitted a total of N3.51 billion into the national treasury as part of 2021 operating surplus.
JAMB spokesperson, Dr. Fabian Benjamin, in a statement in Abuja yesterday, November 3, said that the 2021 remittance was in line with Professor Is-haq Oloyede’s avowed commitment to prudent management of public resources.
According to him, commitment to probity and the adoption of international best practices make for cost-effective operational processes and attendant savings to yield those humongous remittances to government coffers.
He said that this was the norm rather than the exception in the last six years beginning from 2016 when Oloyede remitted the whopping sum of N7 billion and repeated same in subsequent years.
“It is pertinent to note that one of the direct benefits of the sustained remittances by the Professor Oloyede-led management manifested in the reduction of the cost of the application documents (UTME and DE) by candidates from N5,000 to N3,500 in 2018, by President Muhammadu Buhari.
“This singular act has ensured the annual transfer of over N3 billion to the pockets of parents and guardians of candidates as a consequence of the slash in the price of UTME forms.
“The board, led by Professor Oloyede will continue to prune down the cost of governance and release resources for other needy national prioritise areas.”

Federal Govt Has Committed Over N7 Trillion To 854 Highway Construction – Fashola 

Minister of Works and Housing, Babatunde Fashola has said that the Federal Government has committed the sum of N7.430 to the construction of 854 highways across the country through various intervention funding arrangements.
According to the minister, the highway projects are being financed through Presidential Infrastructure Development Fund (PIDF) being managed by Nigerian Sovereign Investment Authority (NSIA), Road Infrastructure Development & Refurbishment Investment, Tax Credit Scheme (RIDRITCS). Those are being used to finance nine federal roads; Sovereign Sukuk Fund being is being used to finance 44 roads and bridges and Multilateral Loans, among others.
The minister, who disclosed this during the 2021 budget performance and N450.029 billion proposed for 2022 fiscal year, at the instance of the House Committee on Works, chaired by Abubakar Kabiru, solicited the support of National Assembly members towards the completion of all ongoing critical road projects.
He also solicited for adequate budgetary allocation in order to complete Second Niger Bridge in the South-East in 2022.
Fashiola appealed to the lawmakers not to introduce new roads and other projects in the 2022 budget until progress is made in the ongoing projects, saying that major challenges impeding timely completion of projects are insufficient budgetary provision and releases for projects to sustain annual cash-flow requirement levels.
“We appropriate for a very token amount for a project of certain quantum, now once the award is done, the question of financing becomes a challenge. With the inflation and everything, there must come a time and I think that time is now; Mr. Chairman and honourable members, enough of new roads and new projects.
“Let us concentrate our limited resources to complete or progress some of what we have started; in finding the solution, I will be happy, there are a couple of roads in Osun State and we cannot finish all of them in one budget circle. If the parliamentarians from each state can come together and say, this is one priority project for us and decide that let us move our zonal intervention project and say this is what we want to achieve; it is an honest conversation we must have.”
The Minister expressed worry over what he called  wide disparity between the actual 2022 indicative cost of execution of highway projects of N1,384,622,535,379.62 and the actual Budget Envelope of N282,636,433,510.69, leaving a deficit of N1.102 trillion, saying that the prioritization of funding in the 2022 budget had become imperative in order to make an appreciable impact, by ensuring completion of some priority road and bridges projects that lead to ports and major agricultural hubs and carry heavy goods vehicles across the six geopolitical zones.
He said that the Ministry had identified some strategic road projects that had already attained some appreciable percentage completion and slated them for completion within the period 2021-2023.
The Minister assured that the ongoing works on the Second Niger Bridge in the Southeast would be completed in 2022, even as he solicited for improved funding of road development from annual budgetary provisions in order to aid the completion of other critical ongoing projects.
On the total outstanding payment to contractors, he disclosed that the duly certified and approved works as at 20th October, 2021 stands at N420,583,705,963.48, adding that out of the total amount allocated to the ministry for capital expenditures, N182.97 billion has been so far released.
He explained that of the amount released, N114 billion was allocated to the works sector while the housing sector got N68 billion.
Fashola bemoaned the issue of overloading trucks by operators who ply bad roads.
The minister also lamented that some truck operators are doing that at the expense of others and called on the government and citizens to rise up as a nation to put an end to it.
“Some people are doing business at the expense of everybody. So what they should carry, 60-70 tonnes in three trucks, they are cheating by loading onto one truck and they are destroying our common asset. Let people just do the proper thing; we sort the approval of Mr President after we subscribed to the ECOWAS treaty to start implanting.
“He approved that enforcement should be done from the largest loading point which are the ports and NNPC deports. In some of the ports, we discovered that some of the private sector who are operating the ports have a significant number of their weighing instrument calibrated so we have been working to remedy that.
“We have support from the ports but the operators in the ports are the problem. We also have support from the NNPC but what the NNPC has reported at follow up meetings as problems to major implementation is that, when the truck load 30,000 litres, they then go outside of the depot and decant into one truck.”
In his remarks, Chairman of the House Committee on Works, Abubakar Kabiru who applauded President Muhammadu Buhari’s stride towards the provision of road infrastructure, expressed the House support for the introduction of tolling to some selected roads.
“As you are all aware, Nigeria has a huge road infrastructure gap that must be bridged, if we are to have meaningful and sustainable economic growth. The economy of a country is determined by the good road network the country has. So, the task of developing a sustainable and vibrant economy for Nigeria starts in this room.
“The administration of President Muhammadu Buhari has made giant strides towards providing a first-class road infrastructure network in the country. It is therefore commendable that even in the face of existing financial constraints, the Federal Government is currently implementing over 800 contracts for roads’ reconstruction and rehabilitation, and building new bridges.
“Despite all these achievements, there is still a lot to be done in the development of our road infrastructure. To overcome the problems of grossly insufficient budgetary provisions, we need to be creative in sourcing funds.
“Let me commend the Government of President Muhammadu Buhari for introducing various PPP schemes to address this problem. These can be seen in laudable interventions such as the Tax Credit Scheme, Highway Development and Management Initiative (HDMI), SUKUK Bonds, and the Presidential Infrastructure Development Funds (PIDF).”

No Cause For Alarm, We’ve Isolated The Pipeline, NNPC Assures Ikeja Residents Over Leaking Gas

The Nigerian National Petroleum Corporation (NNPC) Limited has assured those living within the Anifowoshe area of Ikeja in Lagos State, that a gas pipeline that was reported leaking in the early hours of today, November 3 has been isolated and the general area cordoned off.
A statement by the Group General Manager, Group Public Affairs Division, Garba Deen Muhammad said that the incident was caused by road construction and rehabilitation activities in the area.
He said that preliminary findings indicate that at about 8.40am today, November 3, a pipeline gas leakage was reported around Anifowoshe, Ikeja Underbridge, Lagos State.
He added that the pipeline is a 6-inch gas pipeline supplying gas to Mainland Power Ltd, near Lagos State University Teaching Hospital, Ikeja.
“The NNPC immediately moved in by engaging Gaslink Ltd, its franchise partner operating the pipeline, mobilized to the location, cordoned off the area and successfully isolated the gas pipeline at Oba Akran Valve pit.
“In the meantime, residents of the area are urged not to panic as all necessary safety measures have been put in place to avert any further escalation of the incident; while NNPC’s team of maintenance engineers are collaborating with Gaslink team at the site to ensure that gas supply services to  areas affected by the incident  resume within the next 48 hours.”

Federal Government Vows To Promote Organic Agriculture In Nigeria 

The Federal Government has expressed the determination to providing an enabling environment to enhance the competitiveness of organic agriculture and agroline commodities in Nigeria.

The Minister of Industry,Trade and Investment, Otunba Adeniyi Adebayo, who spoke during the National Organic Agriculture Business Summit on in Abuja said that the promotion of quality organic agricultural produce is a better approach for health being mainstreamed across the relevant MDA’s in the country.

Adebayo, who was represented by Director, Commodity and Export, Suileman Adebayo, spoke on the theme of the summit: “Organic quality: guarantee for National development.

“The ministry is fully committed to providing the enabling business environment that will enhance the competitiveness of organic agroline commodities locally and globally.”

This was even as the  Executive Director, Nigeria Export Promotion Council (NEPC), Olusegun Awolowo, in his keynote address, said that government and other stakeholders in the sector were collaborating to ensure that the country’s “local organic products go solely organic.

“It is a fact that the organic agriculture sector in Nigeria is evolving and dynamic, but still one of the least developed in Africa,” the NEPC boss said.

He said that the scenario had to be changed in order to increase and expand Nigeria’s agricultural sector, a viable non-oil sector that will boost economic diversification.

Awolowo said that NEPC had recently engaged stakeholders to promote the certification of Nigeria products for organic produce with a view to increasing the value and volume of exports and reduce the rate of rejection of agricultural exports.

Anambra Gubber Poll: INEC In Final Meeting With Stakeholders, IGP In Attendance 

Chairman of the Independent National Election Commission (INEC),  Professor Mahmood Yakubu,  held the final meeting with stakeholders today, November 3 in Awka, as the Anambra State governorship election is scheduled to hold this week Saturday.
In attendance at the meeting was the Inspector General of Police (IGP), Alkali Usman Baba, heads of other security agencies, chairmen and governorship candidates of political parties, traditional and religious leaders, Civil Society Organisations, National and Internal Election Observers, representatives of Media Organisations and top INEC officials.
At the meeting, Professor Yakubu assured all voters in the State that in that designing the sensitive materials for the election, the Commission has introduced additional visible and invisible security features, including different colour codes.
According to him, materials have also been customized by Local Government Areas and Polling Units.
“Let me therefore warn those who may attempt to compromise the process that we have put in place sufficient safeguards to detect counterfeits.
“We are also determined to prosecute perpetrators of electoral malpractice, including any election duty staff found to be complicit.
“The choice of the next Governor of Anambra State is in the hands of the eligible voters and their will must prevail.”

On behalf of the Independent National Electoral Commission (INEC), it is my great pleasure to welcome you all to this interactive meeting just a few days to the Anambra State Governorship election. I am glad to note that the Inspector General of Police, as the head of the lead agency for internal security, including the conduct of elections, in Nigeria is here personally. This further underscores the importance of this consultative meeting. Issues relating to election security will be addressed by the Inspector General of Police himself. I am also glad to note the presence of the candidates for the election as well as other distinguished invited guests.
 The Anambra State Governorship election holds in the next 3 days. As far as INEC is concerned, there are two activities left in our Timetable and Schedule of Activities. The first one is the end of campaign by political parties which is at midnight tomorrow Thursday 4th November 2021. The second is the Election Day which is Saturday 6th November 2021. These two activities will conclude the 14 items listed in the Timetable for the election released by the Commission about 11 months ago on 19th January 2021. INEC has diligently implemented every activity on schedule.
The Resident Electoral Commissioner (REC) for Anambra State has just briefed us on our detailed preparations for the election, including logistics and the recruitment, training and deployment of election duty staff. Non-sensitive materials have been delivered to the 21 Local Government Areas of the State. The sensitive materials are secure in the branch of the Central Bank of Nigeria (CBN) here in Awka. As is always the case on the eve of major elections, INEC will invite political parties, civil society organisations and the media to the CBN tomorrow Thursday 4th November 2021 to inspect the sensitive materials and to witness their movement to the various Local Government Areas under security escort. By the same arrangement, the materials will be delivered to the Registration Areas or Wards on Friday 5th November 2021 to facilitate the opening of Polling Units at 8.30am on Election Day i.e. Saturday 6th November 2021.

On Saturday 6th November 2021, Anambra State will make history as the first Governorship election in Nigeria in which the Commission will deploy the Biometric Voter Accreditation System (BVAS) device. This new device replaces the Smart Card Reader (SCR) used in previous elections since 2015. We are satisfied with the pilot deployment of the BVAS in the Isoko South I State Constituency Bye-election in Delta State on 11th September 2021. The BVAS has the dual capacity for fingerprint and facial authentication of voters. This is to guard against voting by identity theft where one person uses another person’s Permanent Voter’s Card (PVC) to vote using the incident form. With this development, the use of the incident form is abolished. No voter without a genuine PVC will vote. No voter who has not been successfully accredited electronically using the BVAS will vote.
At the same time, the BVAS is also equipped with a camera. Therefore, it has the capacity to snap Polling Unit level result and upload same to the INEC Result Viewing (IReV) portal so that citizens can view results as election is concluded in each Polling Unit. Therefore, there is no need for the Z-Pad since its functions have been embedded in the BVAS. I am glad to report that all the BVAS required for the election on Saturday have been configured and delivered to Anambra State. Election duty staff have also been trained on the use of the device and we have sufficient technical staff to respond to any glitches that may occur.
The Commission is also aware of the concern expressed about the availability of PVCs for new registrants in Anambra State. At the end of the recent Continuous Voter Registration (CVR) exercise, a total of 138,802 citizens completed the registration. After cleaning up the data, the Commission identified and archived 62,698 multiple registrants. Consequently, the number of valid registrants is 76,104. This figure has been added to 5,674 requests for transfer, update of voter information and replacement of lost or damaged PVCs, bringing the total of valid registrations to 81,774. I am glad to report that the PVCs have been printed and delivered to all the Local Government Areas for collection by voters. We have also contacted the voters by text messages and e-mail addresses and informed them of the exact locations to collect their cards. Through the media, we have also been sensitizing them to the availability of the cards for collection. Many of them have done so already. Let me therefore once again appeal to those that have not done so that their cards are available for collection.
Another issue that I need to address is the distribution of voters by polling units in Anambra State. About four weeks ago, the Commission published the register of voters for the election on 7th October 2021 i.e. 30 days to the election as required by law. Each of the 18 political parties was given a soft copy of the register here in Awka. In addition to meeting the requirement of the law, the presentation of the register is significant for another reason. The Anambra Governorship election is the first time that voting is taking place in polling units since the recent successful conversion of voting points arising from the expansion of voter access to polling units in Nigeria. An additional 1,112 polling units were established in Anambra State in addition to the existing 4,608 locations. This brings the total number of polling units in the State to 5,720. Voters were encouraged to seize the opportunity of the Continuous Voter Registration (CVR) exercise to transfer to the new polling units most convenient for them. Many did not do so. This can be partly attributed to the security situation in the State which has affected the Commission’s pre-election outdoor activities, including voter education and sensitisation. Understandably, the voters have also been cautious.
At the same time, the Commission did not use its powers under Section 42 of the Electoral Act 2010 (as amended) to allot voters to the new polling units to minimise the disruptions that may occur from such a decision in view of the forthcoming Governorship election. Consequently, out of the 5,720 polling units in Anambra State, 86 (1.5%) have no voters. Consequently, the Commission will not be deploying personnel and materials to these polling units. Furthermore, 894 (15.6%) of the polling units have between 1 and 49 voters. Election will hold in these polling units. We will continue to work with all stakeholders to ensure that all Polling Units have voters allotted to them ahead of the 2023 General Election.
 Meanwhile, in our avowed commitment to transparency, the Commission has compiled a comprehensive list of all the Polling Units without voters as well as those having under 50 registered voters. Last week in Abuja, we had a special consultative meeting with the leadership of all political parties in and shared with them copies of the comprehensive locations of these Polling Units. We appealed to them to quickly inform their branches in Anambra State as well as their candidates for the election. I would like to seize this opportunity to draw the attention of political parties, candidates and other stakeholders to this situation. Copies of the list have been distributed to all stakeholders at this meeting. Already, the same document has been uploaded to our website and social media platforms for public information.
On this note, let me reassure all stakeholders of the Commission’s commitment to inclusivity. In line with our policy for equal opportunity for all Nigerians to participate, the Commission introduced assistive devices for Persons With Disability (PWDs) during elections. This includes the Braille Ballot Guide and magnifying glasses at polling units for the visually impaired as well as voter education posters for the hearing-impaired. I am glad to report that the Braille Ballot Guide and magnifying glasses will be deployed in the election this Saturday. I wish to reassure you that INEC will remain an equal opportunity Commission for all Nigerians irrespective of disability. As an affirmation of this commitment, data on disability is being collected in the ongoing CVR to enable us to serve this category of voters better.
In our continuing determination to protect the integrity of the electoral process, I wish to remind political parties, candidates and their supporters that vote buying is illegal under our laws. I wish to reiterate that the ban on the use of smart phone or other photographic devices in the voting cubicles is still in force. The anti-graft agencies, who are members of the Inter-Agency Consultative Committee on Election Security (ICCES), will deploy their personnel to arrest and prosecute violators.
Before I conclude, let me extend the Commission’s appreciation to you all for your presence. I thank the religious, traditional and community leaders as well as civil society organisations and the media that have worked tirelessly for the peaceful conduct of the forthcoming election.  I call on the leaders of political parties and candidates to continue to appeal to your supporters to eschew hate speech or disruptive behaviour before, during and after the election. Doing so will only further compound the current situation and scare voters away from exercising their rights as citizens. Working with the security agencies, we have put so much in place for the successful conduct of this election. Let us by our words and action support the peaceful and credible conclusion of the 2021 Anambra State Governorship Election.

6 People Kidnapped At UniAbuja Staff Quarters May Have Been Rescued

There are indications that six people kidnapped by gunmen at the University of Abuja staff quarters yesterday November 2 have been rescued successfully.
A staff of the University confirmed that the victims were rescued at Abaji, along Abuja-Lokoja Expressway.
The staff said this was achieved with the help of the Police and local vigilante.
“The rescued victims are currently at the Abaji police station,” the staff said.
In the early hours of yesterday, over 40 gunmen stormed the staff quarters of the University, located at Giri, along Abuja-Lokoja Expressway, attacked staff and their family members, and made away with six people: a Professor, his son and daughter, another Professor and two others.
The attack sent strong fears and panic among students and lecturers of the school, who had before now, registered their concerns about the poor state of security in the school and its environs, particularly the increasing number of strange faces and movements within the school campus.
Some of the frightened residents threatened to vacate the staff quarters as quickly as possible because of the fear of further attacks by gunmen.
The kidnapped persons include a nine-year-old son of Professor Bassey Ubong and his housemaid, one Deputy Registrar identified as Malam Mohammed Sambo, one Professor Sumaila Obansa Joseph with his son and one Dr. Tobins Ferguson Hamilton.
The Vice Chancellor of the University, Professor AbdulRasheed Na’Allah, Chairman and members of the Governing Council, and other management staff of the school as well as the police and detachment of soldiers and men of the Nigeria Security and Civil Defence Corps were the early callers at the venue of the attack.
Students at both the mini and main campuses of the University were seen in groups discussing the development, with fear and anxiety written all over their faces.
Victims and eyewitnesses told journalists that the gunmen took advantage of the porous nature of the school community, gained entry into the staff quarters through the unfenced part of the quarters, and began to unleash terror on the residents.
They confirmed that the operation started few minutes past 12am on yesterday and lasted for more than two hours.

Nigeria Requires 1.5 Trillion Dollars In 10 Years To Bridge Infrastructure Gap – Buhari

President Muhammadu Buhari has said that Nigeria requires cumulative 1.5 trillion dollars over a ten-year period, to achieve an appreciable level of the National Infrastructure Stock.
President Buhari stated this on Tuesday in Glasgow at a COP 26 high-level side event on improving global infrastructure hosted by President Joe Biden of the United States, EU Commission President, Von Der Leyen and the UK Prime Minister, Boris Johnson.
‘‘Nigeria is ready for your investments in infrastructural development in the country.
‘‘My administration has established a clear legal and regulatory framework for private financing of infrastructure to establish a standard process, especially on the monitoring and evaluation process.
‘‘We look forward to working with you in this regard,’’ he told world leaders at the high level meeting on the margins of the climate change conference.
President Buhari declared that his administration had taken infrastructure expansion in Nigeria seriously, conscious of the fact that new investments in critical sectors of the economy would aid lifting 100 million Nigerians from poverty by 2030.
‘‘There is a nexus between infrastructural development and the overall economic development of a nation.
‘‘My administration identified this early enough as a major enabler of sustainable economic development and the realization of other continental and global development aspirations particularly the 2030 Agenda for Sustainable Development Goals.
‘‘On my assumption of office in 2015, Nigeria faced a huge infrastructure deficit and the total National Infrastructure Stock was estimated at 35% of our Gross Domestic Product.
‘‘In solving these problems, we embarked on a massive infrastructure expansion programme in the areas of Health care, Education, Transportation, Manufacturing, Energy, Housing, Agriculture, and Water Resources.
‘‘We provided more financial resources for these policies, charted new international partnerships and pursued liberalization policies to allow private sector participation.
‘‘We introduced the revised National Integrated Infrastructure Master Plan – a policy document that ensures our infrastructure expansion projects is cross-sectorally integrated and environmentally friendly.’’
The President welcomed the G7 countries for its ground-breaking plan to mobilize hundreds of billions of dollars of infrastructure investment for low – and middle-income countries.
“Build Back Better World” plan, an initiative of the G7 countries, is expected to be a values-driven, high-standard, and transparent infrastructure partnership.
‘‘It is our fervent hope and expectations that this plan will be pursued to its logical conclusion in order to bridge the infrastructural gap between the North and South,’’ he said.
The President also used the occasion to outline the principles, values and standards Nigeria would like to see from infrastructure initiatives and the challenges the country has faced in partnering with donors on infrastructure development.
‘‘The aim of pursuing quality infrastructure investment is to maximize the positive economic, environmental, social, and development impact of infrastructure and create a virtuous circle of economic activities, while ensuring sound public finances.
‘‘This virtuous circle can take various forms in stimulating the economy,” he said.
The Nigerian leader noted that infrastructure investment should, therefore, take into account economic, environmental and social, and governance aspects, guided by a sense of shared, long-term responsibility for the planet, consistent with the 2030 Agenda for Sustainable Development.
The President added that the positive and negative impacts of infrastructure projects on ecosystems, biodiversity, climate, weather and the use of resources should be internalized by incorporating these environmental considerations over the entire process of infrastructure investment.
‘‘Domestic resource mobilization is critical to addressing the infrastructure financing gap. Assistance for capacity building, including for project preparation, should be provided to developing countries with the participation of international organizations.
‘‘Quality infrastructure investment also needs to be tailored to individual country conditions and consistent with local laws and regulations.
‘‘Furthermore, Infrastructure projects should align with national strategies and nationally determined contributions for those countries determined to implement them, and with transitioning to long-term low emissions strategies, while being mindful of country circumstances.”
The President called for the environmental impact of infrastructure investment to be made transparent to all stakeholders, noting that this will enhance the appreciation of sustainable infrastructure projects and increase awareness of related risks.

Kogi Commissioner Accuses Sterling Bank Of Opening Account With N20 Billion Bailout Without His Knowledge 

The Kogi State Commissioner for Finance, Budget and Economic Planning, Asiwaju Idris Asiru has accused Sterling Bank of opening a fixed deposit account in the name of the state without his knowledge and the knowledge of the State government.
Asiru who appeared before members of Kogi State House of Assembly alongside the Accountant General of the state, Jibril Momoh, Auditor General, Yakubu Okala to clarify the alleged N20 billion recently said to be forfeited to the Central Bank of Nigeria, said that the government was perplexed when it received the news that the bailout money meant to upset workers salaries was kept in a fixed deposit account to yield interest.
Asiru explained to the house that the government wrote to Sterling bank and they responded that the government has no fixed deposit account.
Lawmakers took turns to drill the the commissioner as they asked if Kogi State Government will sue Sterling Bank for damages and also if the money returned to CBN belongs to the state.
Responding to the questions, the Commissioner said that the end of the investigation will determine if they will maintain a relationship with Sterling Bank.
On the said mirror account, Asiru said the state government also wrote to Sterling Bank about the money that will be returned to the CBN as reported but that the Bank changed its position, saying the Account in question was a liability account.
He said that the Kogi government was paying N89 million on monthly basis to settle the bailout debt and that no fixed account was ever opened.
“No fixed account was ever opened nor authorised by anyone, neither was there any N20 billion kept anywhere. The facility in that sum collected from the bank via the approval of CBN 2019 has since been used for the purpose intended: salary payment and other overheads.
”As a state, we are known for transparency, accountability and efficiency in funds management as it has become a culture under Governor Yahaya Bello that can not be rubbed in the mud easily. As a Government, Governor Bello remains upright and our books are there to be checked.
”Kogi State is in the good books of the World Bank and other international partners for openness, transparency and accountability, therefore, no amount of misinformation and mischievous assault can fault the records.”
This was even as the Accountant General of the state, Momoh Jibril and the Auditor General of the state both submitted that the said bailout fund was judiciously used for the purpose it was meant for.
The Branch Manager, Sterling Bank and his team were absent and are expected to appear in the next legislative sitting.
It would be recalled that the Economic and Financial Crimes Commission (EFCC)  withdrew the suit seeking the forfeiture of N20 billion bailout funds granted to the Kogi State government.
On August 31, 2021, Tijani Ringim, a Lagos high court judge, had frozen the Kogi State account domiciled in Sterling Bank Plc, following an ex parte application brought by the EFCC.
The Commission had alleged that the money, which was meant for the payment of salaries in the state, was kept in an interest-yielding account with the name ‘Kogi State Salary Bailout Account’.
At the resumption of proceedings on Friday, Kemi Pinheiro, counsel to the EFCC, moved an application dated October 13, seeking discontinuance of the matter.
One of the grounds of the application was that N19.3 billion will be returned to the Central Bank of Nigeria (CBN).
