Minister Presents N189 Billion FCT Budget Proposal For 2021 To Senate

The minister of the Federal Capital Territory (FCT), Malam Muhammad Musa Bello has presented a revised statutory budget proposal of N189,512,094,100 for 2021 to the Senate. The is less by 19 percent than the 2020 Appropriation Act, which was N232.875,365,947.

Presenting the revised FCT 2020 Statutory Appropriation proposal yesterday, December 2 at the National Assembly, Malam Muhammad Musa Bello revealed that the revised FCT 2020 Appropriation proposal was prepared in line with the guidelines stipulated in the Federal Ministry of Finance Circular (FMF/OHM/2020APALT/1), which prioritized growth enhancing, pro-poor and social sector investments.

After presenting the proposal, members of the Senate Committee on the FCT took turn to commend the FCT Aministration’s response to the COVID-19 pandemic.

The Chairman of the Senate Committee on the FCT, Senator Abubakar Kyari recollected the proactive measures taken by the FCT Administration at the start of the pandemic which included frequent consultations with relevant stakeholders, setting up of isolation centres, provision of palliatives, educating the citizenry and carrying out enforcement measures.

“The Minister we as a Committee appreciate the efforts that you and your team carried out in the health sector, the palliatives, the fumigation and the security agencies, especially the Task Force, led by Attah.

“I remember during our last meeting, I had to commend him because he was all over the place, he was very active and he was moving from nooks and crannies to educate people and also carry out the enforcement of the task force regulation. I’m sure he derived his strength from the leadership of the Hon. Minister.”

Senator Smart Adeyemi commended the FCT Administration for rising to the challenge of the pandemic and urged it to keep up with the measures put in place to control the spread of the disease.

Senator representing the FCT, Philip Aduda also commended the FCT Administration for actions taken at the peak of the pandemic and attributed them to the relatively low numbers recorded by the FCT.

Settle Your Tax Obligations As Waivers Window End December 31 – Fed Inland Revenue

The Federal Inland Revenue Service (FIRS) has advised taxpayers in the country to settle their tax obligations as the window of opportunity for “waivers of penalties and interest on outstanding taxes arising from desk examinations, audit exercises, investigations or all other forms of tax assessment” will close on December 31.

It called on such tax payers to take advantage of the remaining days of this month to settle their taxes in order to enjoy all subsisting waivers offered thereof by the Service.

The Executive Chairman of the FIRS, Muhammad Nami, in a Public Notice on the Recovery of Outstanding Taxes from Taxpayers, said: “the Service, in recent times, has issued a series of palliatives for the waivers of penalties and interest on outstanding taxes arising from desk examinations, audit exercises, investigations or all other forms of tax assessment.

“However, the Service has observed that some taxpayers are yet to take advantage of the palliative windows opened to cushion the effect of the challenges of the economy on taxpayers.

“Furthermore, the Service wishes to put all taxpayers on notice that the last window of opportunity for the waiver of outstanding penalties and interest on all taxes collectible by the Federal Inland Revenue Service shall close on 31st December 2020.

“Consequently, all concerned taxpayers are hereby put on notice that after the expiration date of 31st December 2020, the Service shall recover all outstanding debt with penalties and interest, in accordance with the provisions of the extant tax laws such as “the power of substitution” conferred on it by Section 31 of the Federal Inland Revenue Service (Establishment) Act 2007.”

President Buhari Agrees To Honour House Of Reps Invitation

President Muhammadu Buhari has agreed to appear before the House of Representatives as per the Reps’ recent invitation to address them and the nation on the security update.
According to the Speaker of the House of Representatives, Femi Gbajabiamila, “We have agreed on a date and he will meet with the House to address the situation. We have fixed a date but we will communicate with you.”
The speaker, who spoke to newsmen today, December 2, shortly after a private audience with the President, said he was in the Presidential villa to convey the resolution of the House and to fix a date for the Present to appear before them.
Gbajabiamila, who described Buhari as a perfect democrat, acknowledged that the President is more concerned about the security situation in the country than any other Nigerian, adding that it is a case of uneasy lies the head that wears the crown.
“All I can tell you for now is that he is fully committed to the security of lives and property of Nigerians.”
Asked what is the President going to do in the House, the speaker said that he is coming to talk to Nigerians through the House.
“You know that the House, as is constituted, every Nigerian is present in the House. Every constituency in this country is represented in the House.
” So, when Mr President is talking to the House, he is talking to Nigerians through their representatives.”

Petitioners To ICPC Against Corrupt People To Swear Affidavit – ICPC Boss

Chairman of the Independent Corrupt Practices and other related offences Commission (ICPC), Professor Bolaji Owasanoye has said that a legal frame work is being put in place to compel anyone writing petition to the anti corruption agencies about suspected corrupt people, to swear affidavit in court on the validity of the claims in the petitions.

He said that this has become necessary in view of numerous cases the anti corruption agencies investigated after such petitions which were discovered to be unfounded, accusing the media of even helping such needless petitions through wide publicity.

Professor Bolaji Owasanoye, who spoke today, December 1, to top media managers from across the country, in Abuja, said that the anti corruption agencies had often spent a lot of money, time and manpower to investigate alleged corrupt people in the country, only to discover that such allegations were false.

He added that the new system would address such a situation to the level where those who petition would be held to their words if the allegations turn out to be unfounded.

Group Reads Coup Attempt On Recent Boko Haram Killing Of Farmers, Others

A group, National Rebirth Movement (NRM), has said that coup plotters and agents of destabilization are conspiring against Nigeria and the administration of President Muhammadu Buhari. It added that these agents of darkness against Buhari want Nigeria to disintegrate.

A statement by the National Coordinator, Augustine Richard Adie, NRM’s insisted that the game plan of these agents of destabilization was to discredit Buhari before Nigerians and the International community.

Speaking against the background of the recent Boko Haram massacre of rice farmers in Jere Local Government Area of Borno State, the group alleged that the plot was to portray Buhari as an incompetent President while demanding a change of government through unorthodox means.

“This rally is also against coup plotters, agents of destabilization and foreign elements conspiring against Nigeria and the administration of President Muhammadu Buhari, for we know that they desire that Nigeria disintegrates into chaos. But they won’t have their way for Nigerians are resolute to protect the country from these marauders.

“We know their ultimate game plan is to discredit the administration of President Muhammadu Buhari before Nigerians and the international community. They want to paint a picture of incompetence as a justification for their evil desire for a change of government through unorthodox means such as the fuelling of violence across the country.”

Kogi Governor, Yahaya Bello Proposes Over N130 Billion Budget For 2021 

Governor Yahaya Bello of Kogi state has presented N130,546,068,026 to the state House of Assembly as budget for the 2021 fiscal year.
The Chief Press Secretary to the Governor, Onogwu Muhammed, disclosed this in a statement today, December ,2in Lokoja, the state capital.
He qouted the Governor as saying that the 2021 appropriation bill, christened “Budget of Accelerated Recovery”, represents an increase of N7,575,110,017 or 6.16 percentage, when compared with the 2020 final Budget.
The Governor added that the fiscal strategy of government was anchored on the on-going Public Financial Management Reform (PFM).
Governor Yahaya Bello said that over the period between 2021-2023, the State Government fiscal policy would be directed but not limited to:
a. improving the efficiency and effectiveness of spending;
b. achieving better balance between capital and recurrent expenditure;
c. achieving greater control of the wage bill;
d. directing capital expenditure on critical infrastructure such as Agriculture, Health, Road, Education, Security, Water, Youth engagement etc;
e. boosting revenue receipts by identifying and blocking revenue leakages; and
f. gradual fiscal consolidation in order to achieve a level of public spending consistent with macroeconomic stability and sustainable debt.
Yahaya Bello said the draft Revenue Budget had an estimated outlay of N130,546,068,026, out of which N82,464,412,854, representing 63.17%, would go into Recurrent Revenue.
He added that 36.83 per cent of the expenditure amounting to N48,081,655,172 will go into Capital Receipts.
On the objectives and target of the 2021 budget, Bello said the specific fiscal objectives of Kogi State was effective allocation of scarce resources to identified critical programmes and projects, with the following major targets:
a. To improve the quality and affordability of education available to citizens at all levels in order to produce the articulate and skilled manpower required for economic transformation of the State;
b. To improve quality and access to healthcare leading to improvement in efficiency of the healthcare delivery system;
c. To ensure food security and generate a high proportion of the GDP from agriculture;
d. To exploit the full commercial potentials of our location and endowments as a State and expand trade to ensure that products from agricultural and industrial activities have access to markets locally and internationally;
e. To ensure gainful employments for our youths, create entrepreneurship opportunities, especially in Agriculture and Infotech, and develop their talents for livelihood;
f. To achieve sustainable development and promote social cum economic development through culture and tourism;
g. To establish necessary frameworks for a robust mining and solid minerals sector, with an aim to branding Kogi State as the foremost mining and minerals exploitation destination in the country;
h. To improve the road network in the State through continued construction of new roads and bridges and rehabilitation of existing ones in both urban and rural areas;
i. In view of climate change, to continually improve on environmentally friendly practices and enhance our disaster management capabilities in order to secure our people better;
j. To improve the quantity, quality and access to safe water for domestic, commercial and industrial uses as well as improve sanitation and hygiene practices among the citizens;
k. To ensure sustainable use of the environment and continuous management of environmental challenges such as pollution, degradation and gully erosion;
l. To ensure easy and equitable access to lands for agricultural, residential, commercial and industrial uses to all citizens and investors to facilitate the social and economic development of the State;
m. To improve the quantity of decent housing available to citizens and expand affordable housing options through the use of public private partnership arrangements;
n. To improve and facilitate the creation of viable urban communities in the state;
o. To reduce average power outage by expanding the generation and distribution of electricity across the state through regular and renewable options;
p. To rejuvenate the transportation sector and all its players to facilitate Internally Generated Revenue;
q. To provide an enabling environment to facilitate economic and social development in the State as well as introduce and implement reform measures to strengthen governance institutions, i.e. the Civil Service, Pensions Administration, etc.;
r. To increase security of lives and property in the state;
s. To continue to expand the State’s revenue base in the area of Internally Generated Revenue (IGR) and
t. To reduce the level of Domestic Debt Profile of Kogi State.
In his remarks at the occasion, the Speaker of the state Assembly, Prince Mathew Kolawole, promised that the Assembly would give the budget accelerated hearing.

Corruption: How We Blocked N142 Billion Accounts Of MDAs – ICPC Boss

Chairman of the Independent Corrupt Practices and other related Offences Commission (ICPC), Professor Bolaji Owasanoye has revealed how the commission blocked N143 Billion accounts of various Ministries, Departments and Agencies (MDAs) in the country in its desire to keep financial records of the government clean.

Professor Owasanoye, who spoke today, December 1, at a round table session in Abuja, with top median managers from across the country, said that such accounts were issued what he called “negative warrant” because they were questionable.

Professor Owasanoye explained that some of the MDAs were used to keep such monies as extra from the budgetary allocations, saying that when the commission discovered that the extra monies were not tied to any particular project or programme from the point of budget provision, it wrote to relevant authorities to allow the Commission declare the account “negative warrant.”

He said that currently, the commission’s operatives are all over the country investigating the constituent projects which Senators enjoy from budget provision, adding that any Senator found wanting would be properly sanctioned.

The ICPC boss said also that the allegations against top military leaders on none payment of allowances to those in the junior cadres has been investigated and found to be untrue

He stressed that the Commission is open to genuine cases of corruption and would prosecute anyone, irrespective of his or her status in the country confirmed to be corrupt in anyway

Professor Owasanoye disclosed that some operatives of the Commission who were confirmed to have compromised in the discharge of their duties are now being prosecuted.

Call For Sack Of Service Chiefs: Buhari Is Not Subject To Opinion Of Opposition – Spokesman

“The clamour for the sack is out of place considering that the president is not subject to the opinion of opposition political party which has clamoured for this all the time.”

These was the submission of the Senior Special Assistant to President Muhammadu Buhari on Media and Publicity, Malam Garba Shehu when he answered questions in an interview with Arise TV.

Garba Shehu insisted that the President has the prerogative to appoint or sack any of the country’s service chiefs and he can keep them as long as he is satisfied with their performance.

“I am not aware that the tenure of service chiefs is subjected to any law or regulation that is clearly stated. They serve at the pleasure of the president and (if) the president is satisfied with their performance, he keeps them. The buck stops on his table —with due respect to the feelings of Nigerians.

“It is entirely his own determination; he decides who he keeps as his service chiefs and for how long.”

Senate Okays Prof Mahmood For Second Term As INEC Chairman

The Senate has confirmed Professor Mahmood Yakubu as chairman of the Independent National Electoral Commission (INEC) for a second term of five years.

The confirmation today, December 1 followed the consideration of the report of the Senate Committee on INEC, chaired by Senator Kabiru Gaya which recommended Yakubu for confirmation.

Professor Mahmood Yakubu had appeared before the committee on November 26.

In his remarks, he appealed to the National Assembly to pass the Amended Electoral Act Bill latest in the first quarter of 2021.

He explained that passing the piece of legislation within the timeframe recommended was critical for the success of the 2023 general elections.

First Lady, Aisha Buhari Cautions Nigerians Not To Replace HIV/AIDS With Covid 19

First Lady of Nigeria, Mrs. Aisha Buhari, has cautioned health authorities and Nigerians not to place much emphasis on the new coronavirus epidemic and neglect the HIV,AIDS that is rampant in the country.

She particularly appealed to the health workers to remember that they are obligated to reduce any potential risk to the HIV community as funding, researchers and healthcare are being diverted to Covid 19.

Speaking today, December 1, at commemorative session of the World AIDS Day, 2020, Aisha Buhari said that it is essential that health services remain available to people living with and affected by HIV.

The First Lady, whose speech was delivered by the Special Assistant to the President on African First Ladies, Dr. Mrs. Mairo Almakura, noted that no other epidemic has received as much global attention and support like HIV in the past two decades.

Aisha Buhari said that she advocated for the eradication of mother to child transmission of HIV in Nigeria and has mobilized the support of Governors’ wives to do the same at the state level.

She said that she has also mobilized her team at Future Assured to collaborate with NACA on the inclusion of HIV services during the MNCH weeks.
She said that a joint initiative by the Embassy of the People’s Republic of China, African countries and international organizations has led to a three-year health promotion and HIV prevention advocacy among young people to ensure that HIV/AIDS is eradicated by 2030.

This was even as the President of National Council for Women Societies, Mrs. Gloria Laraba Shoda highlighting the possibility of higher rates of HIV for women due to gender based violence, exacerbated by the increased rates of insurgency, banditry, cattle rustling and domestic violence due to the COVID 19 pandemic.

She called for concerted effort to ensure that this is prevented from happening.
