Obasanjo Accuses State Governors Of Stealing Local Government Funds

Former President  Olusegun Obasanjo has accused most of the state governors of stealing funds allocated monthly to local government councils, which ought to be the third tier of the government of Nigeria.

He said that the governors have been siphoning the funds meant for the local government through what he called: “nebulous joint account,” thereby incapacitating them financially.

Obasanjo, who spoke today, Monday, when members of a Non-Governmental Organization, Friends of Democracy (FoD) visited him at his new residence in Abeokuta, Ogun State capital, lamented that many of the third tier of government could not perform their statutory functions because they have been “incapacitated financially” by state governors.

According to Obasanjo, some of the state governments take from the joint account without contributing to it even as he recalled that the local government reforms which was carried out in 1976 was meant to give the third tier of government air of freedom and not be an appendage of the state governments.

He said that state governments which enjoy autonomy, are opposed to the agitation for measures granting autonomy to councils in Nigeria.

He called on the leadership of the Nigerian Labour Congress (NLC) and the Nigerian Union of Local Government Employees (NULGE) to persevere in the demand for the autonomy in the interest of the people at the grassroots.

 “When in 1976, we brought in Local Government Reforms, it was meant to be a third tier of the government and not meant to be subjected to the whims and caprices of any other government. It is just the same way that the state government is autonomous from the Federal Government.

“Local Government is meant to be autonomous from the State Government, but from what we know, by design, most states have incapacitated the Local Governments. They have virtually stolen the Local Governments’ money in what they called Joint Account. They were to contribute 10 percent but they never contributed anything.

“So, what we have across the country are Local Government Areas that have functions, but cannot perform the functions. They have staff but most of them cannot pay the staff, and we keep getting excuses upon excuses.

“And I see no reason if the Federal Government allows the states to enjoy their autonomy except in the case of state of emergency.

“The Bill passed by the National Assembly which requires 24 State Houses of Assembly and like I am told only 9 States have signed it.

“I am proud of those states because they are what you will call progressive states that really believe in democracy.

“My own state (Ogun) is one of them. I will say kudos to Ogun State. In the South-South, only Bayelsa and Cross River States have signed it. Kudos to those two states. In the North-East, it’s only Bauchi. In the North-West, it’s only Sokoto. In the North-Central, we have four states, Kwara, Niger, Plateau and Benue. I will say kudos to the executives and the legislature of those states.

“But we must say those state executives and the legislatures that have prevented the bill from being passed, they must be taken as the enemy of the people and they should be treated as such. Because if you enjoy autonomy from the Federal Government why don’t you want Local Government to enjoy autonomy?

“Again, I will say leadership of NLC and NULGE who have always fought for the interest of the people should know that the interest of the people at the local government will be best served if the LG has autonomy which is meant that they should have.”

It Is Evil To Ask Nigerians To Vote Atiku As President In 2019, Group Warns

A socio political group known as New Nigeria Initiative (NNI) has said that it is an evil for anyone to ask Nigerians to vote Atiku Abubakar of the Peoples Democratic Party (PDP) as President of Nigeria in the 2019 election.

The group insisted that the suffering which Nigerians are going through now, takes its root from the rot of 16 years of mis-governance of the PDP, with special reference to the period Atiku and Olusegun Obasanjo presided over the affairs of the nation.

Chairman of NNI, Idoko Ainoko, who spoke to news men today, Monday on ‘the state of affairs of the country’ ahead of next year’s general election, stressed that Obasanjo and Atiku caused the problems currently bedeviling the country’s economy.

“Whilst acknowledging the right of the former Vice President to seek political office, it would be sheer evil to ask the people to vote for those who, for 16 years, manipulated all the processes of government and converted same into their own personal pockets.”

The group asked Nigerians to shine their eyes and reject the dark days of the PDP, adding: “by the time the party, PDP, was done after spending 16 continuous years in power, our country was left with degraded infrastructure, poorly motivated and poorly equipped military, a dwindled federal reserve, poor health-care system, abysmal educational system, and epileptic power supply.

“Almost all sectors of the Nigerian architecture were in shambles and the fascinating thing is that those 16 years were the moment when the country made unprecedented record revenue from oil sales.

“Waziri Adio, the Executive Secretary of Nigeria Extractive Industries Transparency Initiative NEITI, had said Nigeria earned $592 billion from oil and gas sales alone within that period yet the lives of the people were not any better than prior to 1999.

“The figure quoted will definitely be in excess of $600 billion if we consider what accrued in the first quarter of 2015 as well. These are humongous figures that exceeded what we made altogether as a nation in the years preceding 1999 and those years were our golden years.

“Those were the years when our universities were rated higher than many American Universities and when we had railways functioning almost across all geopolitical regions of the country. We had manufacturing industries littered across the country.

“By 2015, we had become a shadow of ourselves as a country. Refineries collapsed, schools and hospitals were operating far below the standard of what is expected of a developing nation.

“Power supply was below 3,000 megawatts, despite claims that over $16b had been expended in the 1999-2015 period on the power sector. We were low on almost all development indices. It was definitely a 16 years of colossal failure.”

Former adviser to the Mrs. Hillary Clinton, Mark Penn, has confirmed that former first lady, Hillary Clinton will take another shot for president in 2020.
Penn, a frequent contributor to The Hill, co-wrote a Sunday op-ed for The Wall Street Journal with Andrew Stein, said: “true to her name, Mrs. Clinton will fight this out until the last dog dies,” the pair wrote. “She won’t let a little thing like two stunning defeats stand in the way of her claim to the White House.
“You can expect her to run for president once again,” they predicted. “Maybe not at first, when the legions of Senate Democrats make their announcements, but definitely by the time the primaries are in full swing.”
The writer said that she has two years to review what went wrong during her last campaign bid and make a strategy.
“She has decisively to win those Iowa caucus-goers who have never warmed up to her. They will see her now as strong, partisan, left-leaning and all-Democrat—the one with the guts, experience and steely-eyed determination to defeat Mr. Trump.”
The former Democratic presidential nominee left the door open to a possible 2020 run last month, saying that even though she doesn’t want to run, “I’d like to be president.”

Lai Mohammed, Oak TV And Confidentiality Of Sources, By Austin Maho Ph.D.

Last week a video trended online where the Minister of Information and Culture, Lai Mohammed claimed that the federal government was spending N3.5m monthly to feed the detained leader of the Islamic Movement of Nigeria, IMN, Ibrahim el-Zakzaky.

Consequently, it was to be assumed that the government possibly could have spent over N120m to feed the Islamic cleric since he was arrested and detained in December 2015 after his followers engaged in a bloody clash with the convoy of the Chief of Army Staff, Tukur Buratai, in Zaria, Kaduna State.

Expectedly this piece of information generated a lot of uproar among Nigerians, who could not fathom how a whooping sum of N3.5m could be used to feed just one individual. To many this was corruption at the highest level as the sum was insane and unjustifiable.

In the video, Lai Mohammed was addressing a group of journalists, and was heard saying he was giving the journalists privilege information on an off-the-record basis to serve as a background into their reports.

Regrettably, the video of what was obviously confidential information given with a caveat was to find its way on YouTube, with the watermark of an online television station, OakTV. The video instantly went viral.

The click bait to the video was: “Finally, Minister of Information, Lai Mohammed, opens up on El-Zakzaky, Shiites”.

For those who have not seen the video a little elucidation would help.

Lai Mohammed, in the video said the Islamic cleric was well taken of and ate whatever he liked in detention. He was obviously trying to differentiate why what happened to Mohammed Yusuf, the Boko Haram leader who was summarily executed in 2011, by the state was different from the situation with el-Zakzaky, who was living in luxury at federal government expense.

The minister explained that instead of detaining him in a prison, the Federal Government opted to hold el-Zakzaky in a building belonging to the Department of State Services.

“It costs the government about N3.5m every month to feed him,” he said.

When he observed that his audience did not receive the information well, Mohammed revealed that he got the quoted amount from relevant government agencies.

Together with the Minister of Information at the event was Rotimi Amaechi, the Minister of Transportation who tried to douse the apprehension by jokingly saying he too would not mind being taken into custody.

Lia Mohammed then said he gave the information as off-record because the issue involving the IMN leader was a “sensitive” one.

“So, please, we don’t want to inflame passion. The issue is a very sensitive matter. But that is the situation,” the Minister said.

From the video, it is apparent that the minister was talking off record in line with the confidentiality and protection of sources usually associated with journalistic ethics.

That a media house went ahead to break this time tested confidentiality that exists between a journalist and his source is a horrendous betrayal which is not only troubling but strikes at the very heart of the profession. It raises questions about the ethics of the profession and the quality of professionals if they are to be called professionals at all, who today go about parading themselves as journalists.

There is a reason why journalists are enjoined to practise their profession with responsibility. Journalism is the only profession which has constitutional cover as enshrined in sections 22, and 39 of the 1999 constitution. The power to monitor government on behalf of the governed together with freedom of the expression and of the press as stated by the provision of the constitution is one that is unique to journalism. However with such enormous powers comes responsibility. The journalist is expected to be responsible at all times in line with the ethics of his profession.

Journalism is regarded as a profession because it has strict ethical code which all practitioners are expected to adhere to. A major ethical code of the profession is non-disclosure of confidential sources and by extension non-disclosure of information given in strict confidence or off the record.

The journalistic code on privilege / non-disclosure states that:

  1. A journalist should observe the universally accepted principle of confidentiality and should not disclose the source of information obtained in confidence.
  2. A journalist should not breach an agreement with a source of information obtained as “off-the-record” or as “background information.”

It is unfortunate that some practitioners who today parade themselves as journalists are oblivious of this professional code of ethics.

The 1981 court ruling by Ademola Johnson C.J in the celebrated case between Tony Momoh, former editor of the defunct Daily Times and Senate of the National Assembly, remains relevant on the issue of non-disclosure and confidentiality of sources. He held that:

“it is a matter of common knowledge that those who express their opinions, or impart ideas and information through the medium of a newspaper or any other medium for the dissemination of information enjoy by customary law and convention a degree of confidentiality. How else is a disseminator of information to operate if those who supply him with such information are not assured of protection from identification and/or disclosure?”

The summation of the learned jurist is simple, information sources are the life blood of journalism, if these sources are abused or flagrantly exposed, journalism is doomed.

This same view was held in 1982 by Justice Balogun A.L.A,  in the case between Innocent Adikwu (editor, Sunday Punch newspaper) and Ors vs federal House of representatives of the National Assembly and Ors.

“It must be remembered at all times that a free press is one of the pillars of freedom in this country as indeed in a democratic society. A free press reports matters of general public importance, and cannot, in law be under an obligation, save in exceptional circumstances to disclose the identity of the persons who supply it with the information appearing in its report, section 36 [equivalent to section 39 of the 1999 constitution as amended] of the constitution which guarantees freedom of speech and expression (and press freedom) does provide a constitutional protection of free flow of information. In respect of the press, the editor’s or reporter’s constitutional rights to a confidential relationship with his source stems from that constitutional guarantee. It is the basic concern that underlies the constitutional guarantee of freedom of speech and expression. If this right does not exist or is not protected by the courts when contravened or when there is a likelihood of its being contravened,the press’s source of information would dry up and the public would be deprived of being informed of many matters of great public importance. This must not be allowed in a free and democratic society”.

Evidently, the right and protection enjoyed by the professional journalist under these circumstances also extent to the source. A source who has willingly volunteered information to the journalist should feel protected from arbitrary disclosure, most especially when the information was given with a caveat.

It is only the lowest of the low bellied imposter parading as a professional journalist that would have descended this low to expose an information that was given in strict confidence.

It is however instructive to note that it is not one of our legacy media houses that contravened this abuse of a confidential source but rather an online television.

This again raises serious questions about online media culture and ethics. The digital culture has enlarged our informational possibilities but at the same time it is shedding ethics and driving journalistic deviance downward.

The mad rush for clicks and likes in the online and social media spheres means the end justifies the means. Online media are willing to do anything

including throw ethics to wind to increase their bottom lines.

However, if professional journalism is to survive, it has to resist online/social media tendencies towards unprofessional conduct. Rather than capitulate in the face of the vagaries of digital, mainstream journalism must remain resilient to reign in the excesses of the online digital media.

EFCC Begins Process Of Bringing Back Ex Petroleum Minister, Diezani To Nigeria – Spokesman

Acting Spokesman of the Economic and Financial Crimes Commission (EFCC), Tony Orilade, has confirmed that the commission has began the process for the extraditing former Minister of Petroleum, Mrs. Deziani Alison-Madueke from the United Kingdom to face trial.

Speaking in an interview with News Agency of Nigeria (NAN) today, Sunday in Abuja, the spokesman said that EFCC’s Operations Department has made presentation to the Legal Department to commence the process, and that process has commenced.

According to him, the action would be processed through the office of the Attorney-General of the Federation, explaining that it was not something the commission would commence and conclude on its own.

“It is ongoing. Within the next few weeks, the extent to which we have gone will be made known to the public. It is not a fresh case; it is not a fresh petition that is just being looked into; the whole process is a total package. This extradition is just an aspect of Deziani’s investigation and commencement of trial.”

In 2017, a Federal High Court in Lagos ordered the final forfeiture of N7.6 billion alleged loot recovered from the former minister to the Federal Government.

Justice Abdulazeez Anka granted an application by the EFCC seeking the final forfeiture of the money to the government.

Granting the application, the judge had said, “I have read the motion on notice seeking the final forfeiture of the sum of N7.6 billion reasonably suspected to be proceeds of unlawful activity. I have also gone through the affidavit in support of the application. In the circumstances, I am of the view that the application has merit and is hereby granted as prayed. Parties have a right of appeal.”

In October, 2017, the Minister of Justice and Attorney-General of the Federation, Abubakar Malami, had said that Nigeria had no immediate plan to bring Allison-Madueke back home to face trial.

Allison-Madueke, who is being investigated in the UK, had urged the Federal Government to bring her back to the country to face corruption charges against her.

But, Malami said that bringing her back to the country would jeopardise the investigation being carried on her in the UK.

“Steps have been taken by the United Kingdom authorities on issues bothering on corrupt practices involving Nigerians. If Nigeria feels strongly that there is need to bring Mrs Diezani Allison-Madueke here to face charges of corruption, government will not hesitate to do that. As things stand now, there is no need for that since the UK Government is already investigating her,’’ he had said.

The EFCC spokesman could not, however, say the point at which it became necessary to seek extradition of the former minister.

Buhari To International Community: Let’s Crack Down On Safe Havens For Corrupt Assets

President Muhammadu Buhari has called on the international community to rally round to crack down on safe haven for corrupt assets across the world.

He also called for stringent actions against perpetrators of illicit financial flows, including crackdown on safe havens, warning that continuous impunity will encourage more pilfering of countries’ resources to the detriment of poor and vulnerable populace.

Speaking today, Sunday in Paris, France, at the first edition of the Paris Peace Forum, held on the sidelines of the Centenary of Armistice Day, President Buhari said Nigeria had strengthened its laws and institutions to fight corruption, fast-track recovery of stolen assets and punish offenders, urging more commitment from governments and international institutions.

The President in a statement on “Illicit Financial Flows (Iffs) and Corruption: The Challenge of Global Governance’’ during the event, attended by about 70 world leaders and governments, said: “we must crack down on safe havens for corrupt assets. I also advocate sanctions by professional bodies against transactional middlemen (lawyers, bankers, brokers, public officials, etc.) who facilitate Illicit Financial Flows.

“I would like to reiterate that the Government of Nigeria remains open and is ever willing to continue to identify and share experiences and strategies to give life to the ideas that will lead to winning the fight against corruption.”

He said that illicit financial flows pose a risk to the realization of the Sustainable Development Goals (SDGs) as many countries grapple with the challenge of gathering resources to improve their Human Development Index, while a few privileged individuals continue to explore the weaknesses in financial systems.

“Our experience in Nigeria is that financial crimes, such as corruption and fraudulent activities, generate enormous unlawful profits which often prove so lucrative that the threat of a jail term is not sufficient to deter perpetrators.

“A more powerful deterrent is to ensure that profits and assets generated from illicit financial flows and corruption are recovered and returned to countries of origin.

“This is not to under-estimate the value of strong institutions. It only indicates that asset recovery represents significant deterrence compared to the traditional focus on obtaining conviction by the law enforcement agencies of the countries of origin.”

The President advised world leaders and global institutions to remain resolute on the Global Declaration Against Corruption made in London in 2016, which encapsulates the collective commitment to the principles of Open Government Partnership, especially the National Action Plans to actualize beneficial ownership transparency and enhance the capacity of Financial Intelligence Units (FIUs).

He said that the Independent Reporting Mechanisms and support for the activities of the Global Forum on Transparency and Exchange of Information for Tax Purposes should be reinforced.

“As we take stock of the strengths and weaknesses of domestic, regional and international mechanisms against Illicit Financial Flows, I seize this opportunity to recall the Global Declaration Against Corruption made in London in 2016 and our commitment thereto,’’ he added.

President Buhari said that tremendous progress had been achieved through the enactment of global instruments, noting that some fundamental technical issues remain unresolved.

“These revolve around the formulation of policy and regulatory frameworks that cut across different jurisdictions. We must not lose sight of the role played by secret companies, banks and law firms, all too often based in developed economies and their related offshore centres.

“Recent studies reveal that flaws in the global financial system enable corrupt individuals to hide details of their financial dealings under the noses of governments and law enforcement agencies. This underscores the need to urgently address the issue of Mutual Legal Assistance, as well as continental legal frameworks, in the context of safe havens for illicit transfers.”

He said that the Whistle-Blowing policy had facilitated recovery of billions of naira from corrupt persons, which had been redirected to the development of critical infrastructure and programmes that will benefit all Nigerians and realization of the SDGs.

At the continental level, the President said that the African Union had bestowed on him the honour to champion the fight against corruption, which would be focused on strengthening international cooperation on asset tracing, recovery and repatriation, and enhancing cooperation between the African Union and the United Nations’ anti-corruption monitoring mechanisms.

Checking Atiku’s Baggage At Airport In Order – Aviation Minister

Aviation minister, Senator Hadi Sirika has said that the checks carried out on the Presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar as he arrived from Dubai today, Sunday, at the Nnamdi Azikiwe international airport, Abuja, were in order.

He said that by convention and international standards, all incoming passengers on international flights go through customs, immigration, health and security screening.

“By standard procedure, all aircraft on international arrivals must first of all park at the international wing of the aircraft. They can move to the domestic terminal only upon the completion of the arrival processes.”

In a statement today, Sunday, Senator Sirika described the alerm raised by Atiku and his team as a mischievous attempt to grab the headlines. “Nigerians need to know that one of the resolutions of the Atiku team at their recently-concluded, opulently-held Dubai retreat was to embark on scaremongering. This is one of such.”

The minister explained that where the aircraft is using the private, charter wing, as the PDP Candidate did, such arrivals are met by a team of the Immigration, customs and other security agencies.

“They go to the arriving aircraft as a team. The airport authorities confirm that this is a routine process, applying to all international arrivals, including the minister unless the passenger is the President of Nigeria. The President, the Vice President and passengers aboard planes on the Presidential air fleet use the Presidential wing of the airport.

“It is also important to state that even in the Presidential Wing of the airport the President of Nigeria uses, there is the presence of Immìgration and other security officials who must stamp his or her passport on arrival.

“While it is true that the Task Force on Currency at the airport did the routine action of checking the former Vice President’s travel bag, he was accorded full respect as a senior citizen.

“These checks are mandatory, conventional, internationally applied and routine. No one is excused from them under our laws. These checks are carried out on all international arrivals and President Buhari does not get involved in them.

“Law-abiding citizens are encouraged to respect the laws of the country and our VIPs should not seek to be treated over and above the citizens they wish to serve.”

An Open Letter to His Excellency Governor Abdullahi Umar Ganduhe Phd, OFR

Your Excellency we choose to write to you via this medium because we have exhausted all possible means to get your kind attention. We have been trying to contact the institutions and other authorities upon whom our responsibilities lie on, but to no avail.

We are the students sponsored by Kano state Government to study in various countries around the world. But unfortunately we have been left in a very difficult situation with unpaid tuition fees, pending upkeep allowances and accommodation fees. We have tried contacting the scholarship board, ministry of education and all the responsible agencies, but they have stopped responding to us. We have tried all possible means to reach out to His Excellency without success. That’s why we decided to write an open letter to draw your attention to our plights perhaps you might bring us help.

Sir, for most of us it has been more than a year since the last we received our upkeep allowances. Living in a foreign country without food and sometimes not even proper accommodation expose us to great suffering and social vices. A lot of us in so many occasions have to rely on their foreign classmates for some lively expenses while spending a day without even one meal is a common experience for most of us. Included among us are ladies whose vulnerability in this kind of situation cannot be overemphasized.

Your Excellency sir, currently our colleagues in El-razy University in Sudan are suspended from going to classes in their final year due to lack of tuition fees, while Omdurman University students have already completed their studies but the university refuse to issue their certificate because of refusal to settle their school fees, and landlords have confiscated their international passports[because they haven’t settled their debt], Students from Ahfad University have an outstanding tuition of three years.

Outstanding upkeep and maintenance allowances

1-Students from India have 18 months outstanding upkeep allowance and return tickets.

2-Students from Sudan 22 months upkeep allowances and 11 months accommodation fees.

3-Students Egypt owe 18 months upkeep allowances, resident permit fees and return tickets.

Your Excellency, most of our parents are not financially stable, we are in a difficult situation. And right now our fate lies in your hand. We are dutiful sons and daughters of Kano State, Our studies’ biggest purpose is to serve the good people of Kano and Nigeria. Please don’t let us fail, you’re our father and we believe you would love to see us succeed.”

65 Year Old Man Dies During Sex With 34 Year Old Lover In Hotel

A 65-year-old man whose name was given as Obi Nwoda was said to have died after some rounds of sex with his lover, 34-year-old Ifeoma Ayinka in Desires and Leisure hotel, Agu Awka in Agu Ukwu in Aniocha local government area of Anambra State.

A report from the Police Public Relations Officer in Anambra police command, Haruna Mohammed today, Sunday, said that Ifeaoma was apprehended when she was leaving the hotel premises without the man he went into a room with.

The statement said that the management of the hotel had to alert the police and that the police, on arrival at the scene discovered that the man was laying on bed unconscious.

The statement said that the team of police led by Odion Ekeinde, rushed the man to Apex hospital Awka where he was confirmed dead on arrival by the medical Doctor.

The statement said that told the police that the man collapsed while making love to her.

It said that the woman has been arrested as the case is under investigation to ascertain circumstances surrounding the incident.

Boko Haram Insurgents Turn Into Armed Robbers In Borno, Steal 200 Cows, 300 Goats

Boko Haram insurgents are said to have turned armed robbers as they invaded Bale Shuwa Village in Jere Local Government Area of Borno State last night, carting away 200 cows, 300 Sheep and goats.

According to the Northeast Zonal Coordinator of the National Emergency Management Agency (NEMA), Bashir Garga in a statement today, Sunday in Maiduguri, the suspected Boko Haram insurgents attacked Bale-Shuwa village in Jere Local Government Area at about 7.30 pm on Saturday.

“One disabled person was allegedly killed and 65 houses were burnt, while 200 cows, 300 sheep and goats were carted away.”

Bashir Garga said that those wounded in the attack were provided with treatment and that humanitarian needs assessment is being conducted to ensure mobilization of immediate relief assistance to the victims.

This was even as normalcy has been restored in the areas as people who had fled the communities returned to their homes after the military repelled the insurgents’ attack.
