Presidential Order: IGP Re-Structures Special Anti-Robbery Squad

Few hours after the acting President, Professor Yemi Osinbajo directed that the Special Anti-Robbery Squad (SARS) of the Nigeria police should be overhauled, the Inspector General of Police, Idris Ibrahim has restructured the Force.

A statement by the Force spokesman, Jimoh Moshood said that the IGP has ordered that the outfit should now be addressed as Federal Special Anti-Robbery Squad (FSARS) and that all SARS team have been dissolved.

The statement said that a new commissioner of Police has been appointed as the overall head of the FSARS nationwide.

“The Inspector General of Police in compliance with the Presidential directives has ordered the immediate overhauling of the Special Anti-Robbery Squad (SARS) to address complaints and allegations on human rights violations against some of the personnel of Special Anti-Robbery Squad (SARS) from members of the public in some parts of the Country.

“In the new arrangement, a new Commissioner of Police has been appointed as the overall head of the Federal Special Anti-Robbery Squad nationwide.

“The Federal Special Anti-Robbery Squad previously under the Force Criminal Intelligence and Investigations Department (FCIID) is henceforth to operate under the Department of Operations, Force Headquarters Abuja. The Commissioner of Police (FSARS) is answerable to the Inspector General of Police through the Deputy Inspector General of Police, Department of Operations.

“In observance of full compliance with the Presidential directives, the Federal Anti-Robbery Squad will be intelligence driven and will be restricted to the prevention and detection of Armed Robbery, kidnapping and the apprehension of offenders linked to the stated offences only.

“New FSARS Commanders are being appointed for the Federal Anti-Robbery Squad (FSARS) across the country that will now exist and operate in the State and Zonal Commands under the Commissioner of Police (F-SARS) at the Force Headquarters, Abuja. A Federal SARS Commander of a Rank of Chief Superintendent of Police (CSP) but not below Superintendent of Police (SP) will be in charge of FSARS in State and Zonal Commands across the Country.

“All Commissioners of Police have been directed by the Inspector General of Police to comply with this directive with immediate effect and warn their personnel not to pose as SARS operatives. The IGP X-Squad and Monitoring Unit have been mandated to go round the Commands and Police Formations nationwide to ensure strict compliance with the Presidential directives and apprehend any erring police officer.

“A new Standard Operational Guidelines and Procedures, and code of conduct for all FSARS personnel to ensure that the operations of the Federal Special Anti-Robbery Squad is in strict adherence to the rule of law and with due regards to international human rights law and constitutionally guaranteed rights of suspects will be enforced in totality by the Commissioner of Police, FSARS. Other measures to be implemented by the Force in observance of full compliance with the presidential directives are as follows:

. Human Rights Desk Officers for FSARS in every State to take complaints from the public and forward same to Force Headquarters, the officer will be answerable to the Commissioner of Police, FSARS at the Force Headquarters and not Commander FSARS in the States.

ii. Medical/Psychological evaluation of all FSARS personnel will be carried out immediately.

iii. Redesigning of new uniform with identity name tag for all FSARS personnel throughout the Country will be done immediately.

iv. Henceforth, FSARS personnel will not perform Stop and Search duties except on distress call to respond to armed robbery and kidnapping offences only.

“The Force will be transparent, cooperate, and work cordially with the National Human Right Commission on the special panel that will conduct an investigation of the alleged unlawful activities of FSARS to address grievances from the public against the personnel of FSARS in compliance with the presidential directives.

“Furthermore, a new training program to be organized by the Force in collaboration with some Civil Society Organizations (CSOs), Local and International NGOs, and other Human Rights Organizations on core Police Duties, Observant of Human Rights and Handling, Care and Custody of Suspects have been directed by the Inspector General of Police for all Federal SARS personnel nationwide with immediate effect.

“A committee of Senior Police officers, Technical Consultants, Human Rights/Civil Society organizations (CSOs) has been setup to review the activities of FSARS under the new arrangement. They are to pay unscheduled visits to FSARS formations across the country with particular attention to States with high complaints index, to assess facilities and situations in these States and submit report to the Inspector General of Police on regular basis.

”However, aggrieved members of the public who have any complaint in the past or present of violation of their rights by any Special Anti-Robbery Squad (SARS) personnel anywhere in the country are to report through any of the following channels for investigation and redress.

Why We’re Angry With Canada – Saudi Arabian Amb. To Nigeria

In this interview with our Editor-In-Chief/Chief Executive Officer, Yusuf Ozi-Usman in Abuja, the Ambassador of the Royal Kingdom of Saudi Arabia to Nigeria, Ambassador Adnan bin Mahmoud Bostaji, clarified the issue around the sore diplomatic relation between the Kingdom of Saudi Arabia and Canada.

Excerpts:

What has happened to the relationship between your country, the Kingdom of Saudi Arabia and Canada?

Hitherto, the bilateral relationship between the Kingdom of Saudi Arabia and Canada existed based on international norms and practices. The Saudi Arabia had, as with other nations, respected the internal sovereignty of Canada. Indeed, Saudi Arabia has always been committed to the principle of non-interference in the internal affairs of other countries, amongst which is Canada.

Ok, what went wrong this time?

The Kingdom of Saudi Arabia did not take it kindly when Canada began to take negative stand on the internal affairs of the Kingdom, as promoted by the Canadian foreign affairs minister and the Canadian Ambassador to the Kingdom of Saudi Arabia. Our quarrel came as a result of the blatant and explicit intervention into our internal affairs, which is contrary to the norms and conventions governing between the nations.

The Canadian stance represents significant and unacceptable transgression of the known limits with regard to the regulation and proceedings followed in the Kingdom of Saudi Arabia. It also transgresses Saudi Arabian judicial authority and breaches its sovereignty.

What is the specific offence of Canada?

They made false allegations against the Kingdom’s Public Prosecution Department on the detention of those whom Canadian minister of foreign affairs described as “Civil Society Activists.” The detainees were actually charged for committing crimes that necessitated their detention, and of course, they are being treated in accordance with the established procedures and their rights are guaranteed based on law and order, and they have been provided with all guarantees which they deserve at both the stages of investigation and trial.

What is the Saudi Arabian government going to do to resolve the matter with Canada?

Canada knows what to do. But for a fact, Saudi Arabia will not, I repeat; will not sit down hopelessly while other country meddles into its internal affairs and will not tolerate imposition of dictations from any country.

The Kingdom will continue to reject any attempt to encroach on its sovereign rights, amongst which is undermining the independence and integrity of its judiciary, whereby all cases that are under consideration in courts are treated without discriminating or excluding a case nor individual over the other.

What is the position of Saudi Arabia on the issue of human rights generally?

For your information, Saudi Arabia was one of the first countries that granted support to Human Rights and it had always respected all international conventions and that which agrees with its laws and proceedings. The foreign policy of Saudi Arabia is based on respect for the sovereignty of nations and non-interference in the internal affairs of other countries, couple with respect for internal laws of those countries.

Don’t you think your country will be isolated by many nations on this matter?

To the contrary: as at now, many countries across the globe have expressed their support for the stance taken by the Kingdom. They also reiterated their absolute rejection of one country, as in the case of Canada, meddling in the internal affairs of other nations, in this case, the Kingdom of Saudi Arabia, and the act of dictations by one country on the other, as stated in all international conventions and laws.

Dauragate And The Shame Of A nation, By Reuben Abati

The week that just passed will for long be remembered as perhaps the most momentous week in the history of the Muhammadu Buhari administration since 2015. Exactly a week ago, officers of the Department of State Security Services (DSS), acting under the instructions of their boss at the time, Lawal Daura, wearing hoods, stormed the premises of the National Assembly in Abuja, Gestapo-style, occupied the place and resorted to the harassment of National assembly workers, members of the Legislative Assembly who had rushed to the place, and civil society groups that heard of the assault and decided to witness the special drama that was unfolding.

A few days earlier, the Presidency had made a special appeal to the National Assembly to cut short its vacation, and return to consider some urgent national matters, including the approval of the supplementary budget to accommodate expenditure for the 2019 elections by the Independent National Electoral Commission (INEC). The leadership of the National Assembly took a favourable view of this request and chose to meet last Tuesday at 12 noon to take a decision accordingly. But that meeting never held. Unknown to the Senators in particular, other people had other plans. By 6 am, gun-wielding, mask-wearing DSS officials had taken over the National Assembly. There have been many conspiracy theories, reports and conflicting accounts about this incident. What is clear is that what we are left with, what we can hang on to  – are very embarrassing conclusions about the integrity of public institutions, the state of our democracy, the quality of leadership and the bad politics that stands in the way of everything else.

The assault on the National Assembly by the Department of State Security has been rightly condemned by all and sundry.  It was indeed an assault on the sovereignty of the Nigerian people, to the extent that the National Assembly is the work-place of the elected representatives of the people of Nigeria. That also was a violation of the principle of the separation of powers, and a coup attempt against the rule of law. It was an illegal and unconstitutional act, and can be rightly labeled an act of treasonable felony. The allegation by the now dismissed, and detained former Director General of the State Security Services that he acted based on an intelligence report that there was a plan by some people to smuggle dangerous weapons and incriminating items into the National Assembly remains unproven. If anything, his action has thoroughly embarrassed the Buhari government. The biggest victim of that act of indiscretion is the President himself.  Dauragate is by far, one of the worst “own goals” by this administration.

It is worse that the Presidency had to disown Lawal Daura and sack him immediately. The Acting President, Professor Yemi Osinbajo described the seizure of the National Assembly as “unlawful and unauthorized.” The Acting President, being a student of history, must have realized that each time the Executive arm of government takes on the legislature in such a physically violent manner, it is the entire government that is about to be violently destroyed. This was part of the problem in the Western region in 1964/1965. Despite the attempt by the administration to distance itself completely from Lawal Daura, however, so much damage has been done already from which the government cannot extricate itself. Nigeria has been put to shame.

The international community must be wondering what kind of people are actually in charge in Nigeria. The relationship between the legislature and the executive arms of government at the centre, not at any time a good example, has been further damaged. The National Assembly, battling with the politics of defection at the same time, is seriously overwhelmed by an unmistakable crisis of confidence among its members.  Nobody should be surprised that the Senate has not yet made up its mind whether to reconvene or not, since what is more important to some elements in Abuja is the plot to impeach the Senate President, Bukola Saraki. The situation was bad, but Dauragate made it worse. There is no doubt that the Buhari government has unwittingly made itself lame-duck. Daura has further eroded the government’s legitimacy.

What I find curious is the Presidency saying that the former DG SSS’s action was “unauthorized.”  Should an unlawful and unprovoked attack on the National Assembly ever be authorized? No, I don’t think so. Can or should the head of state security services, who is in addition a member of the National Security Council, chaired by the President, and who is duty bound to submit daily national security reports to some persons and share information with same persons who are on the list of government personnel with a “need-to-know” access to state secrets go on a frolic of his own, in a manner that jeopardises state interest and embarrasses his principal? No, I don’t think so. I also cannot imagine that Lawal Daura spent any part of his life as a professional herdsman, where he possibly may have learnt such tactics as he put on display recently. I have also not heard that he spent some time in Nollywood either as an actor or producer, to learn the kind of histrionics that he and his men staged at the National Assembly. There is definitely a lot more to this matter that no one has told us.

State security is not something to be trifled with because on it rests the stability of the state. “Intelligence” is also not such a casual phrase as deployed by Nigeria’s security chiefs. It cannot become a blanket excuse for misconduct. Michael Warner in an essay titled: “Wanted: A definition of intelligence” (see Christopher Andrew, Richard J. Aldrich and Wesley K. Wark (eds), Secret Intelligence: A Reader, London and NY: Routledge, 2009, 552 pp.) writes that “Intelligence involves information, yes, obviously it is far more”. He adds: “It is what people do with data and information that gives them the special quality that we casually call “intelligence”.

I interpret that by saying it is not the information in itself that constitutes “intelligence” but how exactly the information is used. On August 7, the Department of State Security Services and Lawal Daura acted unintelligently.  But I am tempted still to give Daura the benefit of the doubt in one regard: could he possibly be a fall guy? Is it possible every one was part of the plot all the way to London  as part of the get-rid-of-Saraki-by-all-means-plot, and when the shit hit the fan, Daura had to be sacrificed? How the Daura case is handled going forward will either prove or disprove this hypothesis.  If he is suddenly rehabilitated or nothing is done further about the incident, then of course we would know we have been sold a dummy and we shall return here to point out their hypocrisy.

But should Daura be guilty as alleged, then we would certainly be dealing with a major crisis at the heart of government. First, the abuse of strategic public institutions which seems to be a growing norm. Second, the personalization of state institutions; third – the danger that the politicization of strategic institutions poses to the entire polity, and fourth, how easily the government can be hijacked by power mongers.  I make this point with an intention to link it to the statement made by Senate President Bukola Saraki to the effect that there is “a-government-within-the-government”.

Saraki is simply saying that President Muhammadu Buhari is not in charge of his own government, that some other people are in charge, and they are so powerful that they give orders to the Director-General of the State Security Services to act in defiance or without the knowledge of the President.  Daura has had a long career in the security services. It cannot be assumed that he does not understand protocols and procedures.  But the tragedy we face is that those who are supposed to work professionally to protect the state often abandon procedures and protocols and become politicians or agents of those who run “government-within-government” and hence threaten the integrity of the same state they are supposed to protect and defend. This is the short and long of it.

Dauragate should serve as an entry point therefore, into a full audit of the activities of our various law enforcement agencies, not just the Department of State Security Services, but also the Economic and Financial Crimes Commission (EFCC), the police, the Independent Corrupt Practices Commission (ICPC), Immigration and Customs. Daura’s acting successor, Matthew Seiyefa, has already alluded to the rot in the SSS when he practically threw his former boss, Lawal Daura under the bus. He did when he publicly admitted that there are too many cases of illegal detentions and human rights abuses involving the SSS and his first task would be to address these cases and ensure that the SSS under his watch respects the rule of law and the right of all Nigerians to dignity and fundamental rights. Given his previous and present position, we believe Seiyefa knows what he is talking about. He should be encouraged to do as he has promised.  Femi Falana, SAN has already provided him with a list of persons in SSS detention who should be set free, including Colonel Sambo Dasuki, El Zakzaky and his wife. To that list should be added James Abiri and all victims of political persecution.  Seiyefa needs not wait a day longer, and he must resist the temptation to tell us what we want to hear in order to gain some legitimacy.

But the full audit that I call for is not something to be handled by either the police or the EFCC. The EFCC is obviously claiming a moral victory over Lawal or so it seems. But the EFCC has its own issues. For example, shutting down the accounts of Benue and Akwa Ibom states was a coup against autonomous components of the country, clearly in violation of Section 14 of the Nigerian Constitution. Why the coincidence that this happened shortly after APC members in Benue state defected to the Peoples Democratic party?  This in itself calls for an investigation. The Acting President must not cherry-pick. The higher loyalty must be to God, conscience, and the people because those in charge today will, tomorrow, also become yesterday’s men, and what they sow today is what they will reap tomorrow, most certainly.

The audit cannot also be assigned to the Inspector-General of Police who obviously has been gloating over Daura’s fate, and has been acting in a holier-than-thou manner. As they say on the streets, Ibrahim Idris should go and sit down! He lacks both the moral and technical integrity to sit in judgement over Daura. There is nothing that Daura has done that he himself is not guilty of. In the course of work, he has also in various ways, undermined the integrity of the National Assembly and at the state level, he should answer these questions: what role did his men play in the Ekiti election? And were his men not reported to have provided protection for the eight members of the Benue State House of Assembly who just recently wanted to impeach the Governor, Samuel Ortom, illegally? He says the Police have investigated and interrogated Lawal Daura and he has submitted an Interim Report to the Acting President, Professor Osinbajo. I find his interim report inadequate and shoddy.

I am embarrassed that Professor Osinbajo actually accepted the Report and intends to pay attention to it. He should have “transmissioned” it back immediately to the “olodo rapata” that wrote it, and ask that all the grammatical errors in it be corrected and a clean copy be “transmissioned” back to him. The office of the Inspector-General of Police is a very important office.  And yet a report comes from that office, signed and circulated in the public domain and it contains such grammatical monsters as “weep up sentiment”; “did conspired”, “on a claimed of”, “used…conspired, “hoods and marks”; took strategic location of”; experts or specialist.” I am shocked that the Inspector-General of Police appended his signature to this document… but come to think of it, I worry too much, the man himself probably doesn’t know better. They don’t speak English in this government. They just play with power, guns and bullets.

I insist that Dauragate is not so much about the man and his foibles, rather it is a metaphor for something far deeper which must be isolated, contained, cauterized and disallowed from cancer-like mestasization – in order to save Nigeria. The gangrene eating at the heart of everything, and the thing that hangs around the neck of this government are so easily decipherable, no one will need the services of a marabout to know what to do.

It is up to President Buhari to identify those who have constituted themselves into a “government within (his) government” making him look weak and distracted, acting in defiance of or without regard for his authority; I mean all those formal and informal power brokers who seem to be busy making enemies for him and ridiculing him in the eyes of the world. These are persons Nigerians will forget as soon as they are out of power and relevance. But they will remember Muhammadu Buhari and the mandate they gave him in 2015 – and what he did with it.   I urge President Buhari to cut short his trip to London and come back home to put an end to this disturbing drift. This is not the right time to remain on vacation.

I Will Step Down For Aspirant With Better Pedigree – PDP’s Dankwambo

A Presidential Aspirant on the platform of the opposition Peoples (PDP), Ibrahim Dankwambo has said that he will step down for any of the aspirants in the party that has better pedigree and leadership credentials than him.

Dankwambo who addressed leaders and members of the PDP in Abeokuta, the Ogun State capital after a closed door meeting with former President Olusegun Obasanjo, promised to “willingly” support such aspirant for the 2019 elections.

“In PDP, many are qualified for this job, but the best must be presented by our party in 2019.”
He said however that for now, he is still the best and that he has “practicable solutions” to the problems confronting the country.
He said that he had, over the years, acquired experience as an Accountant-General of the Federation under three presidents, saying: “I served as the Accountant-General of the Federation under three presidents starting from Obasanjo in 2005.

“So, I understand the workings of government. I will appoint my cabinet the moment I am sworn-in as president because there is no time to waste.”

2019: Obasanjos, Defectors Cannot Stop Buhari – Tinubu

The National Leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, has said that thousands Olusegun Obasanjos and defectors from the party cannot stop President Muhammadu Buhari from winning the 2019 election for a second term.

Asiwaju Tinubu, who addressed party members at a stakeholders meeting of the Lagos State chapter, said that the President had acquitted himself as a leader so far in spite of the challenges of governance.

The APC leader condemned what he called the frequent attacks on Buhari-led administration by former President Olusegun Obasanjo, saying that the criticisms of Obasanjo are in bad faith.

He emphasized that Obasanjo and his fellow travelers cannot stop Nigerians from re-electing President Buhari, adding:  “our president, President Muhammadu Buhari has done well, he deserves another term, and we will support him to win because he is our man.

“Forget about Obasanjo’s letter and his frequent attacks on our president. He cannot stop the president because Nigerians would re-elect him. Obasanjo has spent his own time; he should leave Buhari alone and face his business because he cannot tell us who to vote for.

“He is part of some of the challenges we are facing in the country today, because he did not lay the right foundation when he was president.”

Tinubu said that the exit of some members from the APC would also not stop the re-election of President Buhari.

The APC chieftain said that the party is unshaken by the defections and that it is on course to recording victories in the 2019 election.

Tinubu, who is former governor of Lagos State, said that the results of the Kogi,Katsina and Bauchi bye elections, in which the APC was victorious, were a precursor to the pattern of the general elections.

“I congratulate the winners in the election and their victory is proof that our party is getting more popular by the day. Those who want to defect can defect, that is their problem. APC remains unshaken and these people will know the reality in the election.”

He commended the National Chairman of the party, Adams Oshiomole, saying that members are pleased with what he is doing in the party.

He said that the direct primary system is good for democracy, and that the party will adopt it to conduct its primaries.

Tinubu urged members to play by the rules in electing candidates at the primaries even as he advised them to mobilize others to obtain their Permanent Voter Cards as that was necessary for victory in 2019.

The National Chairman of the All Progressives Congress (APC), Adams Oshiomhole, has made it clear that no lawyer anywhere in the world can stop Bukola Saraki from being impeached as Senate President if he fails to resign honourably.

Oshiomhole, who spoke today, Tuesday, when he met with Senators and members of the House of Representatives elected on the platform of the APC, in Abuja said that Saraki, after his defection to the Peoples Democratic Party (PDP), is now a member of the minority in the Senate.

“Democracy teaches us that minority has the right to have their say but majority must have their way. So, if we have 56 senators and they have 49 senators, I insist that 49 senators cannot preside over the affairs of a House in which APC has 56 senators. And I ask them to tell us anywhere in the world where minority rules over majority.

“Often times, we take flights to Washington and other places to understudy the American presidential system of government. Once you lose majority, without further ado, you step down.

“Over and above all of these stories about illegal impeachment, let me restate that we cannot be subjected to minority rule in the Nigerian Senate and therefore, whether it is convenient for Distinguished Senator Saraki or not, the truth is whether by morality or by law or by convention, Saraki can only avoid impeachment by toeing the path of honour, step down so that APC can take over the leadership of the Senate.

“So, I want to repeat, Saraki as President of the Senate will be lawfully and democratically impeached. It will not be illegally done. It will be done according to law and tradition.

“Those lawyers who have chosen to sit as judges, need to be reminded that lawyers are at best, officers of the court and do not constitute the court. So, when Saraki is lawfully and democratically impeached, they will be free to go to anywhere they want to go and canvass the legality or the illegality of the action. It is not in their place to pronounce with finality as if they constitute the judicial arm of government.”

Former governor of Jigawa State and Presidential aspirant of the Peoples Democratic Party (PDP), Alhaji Sule Lamido, has made it clear that the party has no intention to change its name to satisfy those seeking its membership because it is not a chameleon.

Sule Lamido, who spoke today, Tuesday in Minna, Niger State capital, while addressing delegates to next month national convention of the party, said that anyone that is not satisfied with the party’s present name should leave it.

“The PDP remains the only party with well- defined ideology. Between 1999 and now all the other political parties have changed their names in the quest to wrestle power from the PDP. Out of all political parties, only the PDP had retained its name.”

The former Jigawa State governor turned to the ruling All Progressives Congress (APC), whose leaders he said are now in a panic following series of defections by some bigwigs to the PDP.

“Defection occurred when there is injustice and impunity. The impunity and injustice made people to leave PDP then. Those who left are now coming back. When they left us, we were able to manage it; we were able to conduct ourselves in a very dignified way because we are leaders.

“What goes round comes around. It  is now time for the APC to experience same and they are panicking because they have no capacity. When we faced same in 2014, we were very cool, calm and collected and were able to lead the party despite our losses.”

Nigeria Now Has 91 Political Parties As INEC Registers 23 More

Nigeria now has 91 registered political parties, with the registration of 23 more parties by the Independent National Electoral Commission (INEC).

The commission, in a notice today, Tuesday, asked chairmen and secretaries of the newly registered parties to pick up their certificates at its headquarters in Abuja on Thursday.

This was even as INEC also extended the ongoing continuous voter registration (CVR) exercise by two weeks.

The commission had said it would suspend the exercise on August 17 until after the 2019 general election.

We Await Committee Reports Before Reconvening – Saraki, Dogara

The President of the Senate, Dr. Abubakar Bukola Saraki and the Speaker of the House of Representatives, have said that the National Assembly will reconvene only after receiving reports from the committees set up to look into the issues for deliberations at the plenary, especially the N242 billion

supplementary budget for the 2019 elections.

A statement, signed by their media aides, Yusuph Olaniyonu for Saraki and Turaki Hassan for Dogara, said that the 

leadership of the two chambers had met and agreed to reconvene to consider the proposal this week before which a meeting between the Joint Senate and House of Representatives Committees on Electoral Matters and officials of the INEC must have held on or before Monday August 13, 2018.

“The joint committees were also expected to meet with the joint Senate and House Committees on Appropriations, Loans and Debts on the Eurobond loan request after which two reports would have been ready for presentation in the two chambers.

However, no such meeting had taken place yet as a result of which both Senate and House of Representatives cannot reconvene as there is no report to consider.

“Until the Committees have a ready report for the consideration of the two chambers, it will be most irresponsible to recall members from recess especially those that may have travelled to Saudi Arabia for the Hajj.”

President Muhammadu had submitted the budget to make provisions for the Independent National Electoral Commission and security agencies, especially the Department of State Services, for the elections.

The Chairman of INEC, Professor Mahmood Yakubu, had after a meeting with Saraki, Dogara and other leaders of the National Assembly last week, raised expectations that the National Assembly will reconvene on Tuesday(today) when he said the budget may be considered within one week.

In the statement on their behalf by Olaniyonu and Hassan, on Tuesday, Saraki and Dogara said: “The Senate President, Dr. Abubakar Bukola Saraki and Speaker, House of Representatives, Rt. Hon. Yakubu Dogara, have directed that we inform all Senators, Honorable members and the public that a date has not been set for the reconvening of the Senate and the House of Representatives to consider the Independent National Electoral Commission (INEC) 2019 elections budget request forwarded by President Muhammadu Buhari on July 17, 2018.”
