Democracy Is Still Work-In-Progress Even In Developed World – Osinbajo

Vice President, Yemi Osinbajo

Vice President has said that democracy is still a work-in-progress even in developed world, which he said is the biggest lesson of recent years.

“There is no question, that democracy and democratization are challenged everywhere, even in the oldest democracies, democracy is still a work-in-progress. That is one of the biggest lessons of recent years, as elections and referendums throw up new and unprecedented scenarios across the world.

“The narrowness of the Brexit vote, and the way it has subsequently divided the United Kingdom, and the electoral rise of populist right wing and even extremist tendencies, are all examples of the grave threats to democracy.

“Indeed, recently the Economist Intelligence Unit (EIU), which publishes an annual democracy Index, the 2017 Index “records the worst decline in global democracy in years. Not a single region recorded an improvement in its average score since 2016, as countless countries grapple with increasingly divided electorates.”  It is clear that democracy is in somewhat, a turbulent trajectory.”

Professor Osinbajo, who spoke today, Thursday, in Abuja, at the inaugural flagship lecture of the Kuka Centre, noted that for Africa, challenges to democracy pose a graver threat because of a historical failure to invest sufficiently in nation building and state building. Many of the ethnic and other parochial tensions that have tended to create insecurity and outright conflict time and time again are on account of failure to deliberately undertake nation – building efforts.

In the lecture, with theme: “How To Make Democracy Work For Africa,” noted that the elite appeared to prefer the status quo which sets the lowest possible bar for political advancement that is identity politics, as regard where does a person come from or to which religion does a person belong.

“And it is through that paradigm that most issues are analyzed. So the real issues that concern our people are often diminished – good governance, jobs for a growing population of young people, poverty alleviation, peace and security, etc. Those are never properly analyzed, or even allowed to take their prominence in public debates especially in debates leading to elections.

“So the forging of a national identity and purpose, built around agreed values and principles, is crucial for engendering commitment to national goals and sustaining peace and security.”

On state building, Vice President Osinbajo said that it depended on the capacity to which government is able to deliver on the rule of law, law and order, good governance and social goods, adding that it is clear that extreme inequality, weak systems of justice, absence of the rule of law, lack of state capacity to maintain law and order, put nations constantly under a real threat.

“That is the African story, democracy yes, elections yes, but the question of state building and the capacity of the state to deliver on its most important role which is security and ensuring justice and the rule of law, is often threatened because we simply have not invested enough in the institutions that make this possible.

“So in ensuring security, problems of weak policing are some of the issues we experience. Also, the perception of the people on the efficiency and fairness of the justice system is affected by the slow pace of trials and the manipulation of the systems by those who can afford superior legal representation.

“So you find that we have an anti- corruption war but questions remain as to how many people have been convicted? But the system can easily be manipulated because you put people on trial, but the trials can go on forever; we have a system that enables people to employ dilatory tactics. We need to strengthen the systems that people can rely and trust.”

Professor Osinbajo said that the solution is the modern State, “to wit a merit-driven bureaucracy, a strong law and order architecture, the rule of law, and an adjudicatory system that is well resourced and immune to manipulation.”

Osinbajo then quoted the tweets of President Akufo-Addo’s which he said he found particularly instructive to the development, “especially of our thinking about where Africa should be headed in the next few years.

“I quote: “It is time for Africa to come of age and hold its rightful place on the world stage. This Africa will be neither victim nor a pawn. This Africa will be honest to itself and to the World.”

“I must say that I agree entirely with that – the African leadership elite have run out of excuses, we can no longer go on with the African exceptionalism which we have seen and heard time and time again, that it is a different rule for Africa or different rules apply to Africa, no that is not true!

“The truth is just as President Akufo- Addo said, we can no longer hide under the excuses of being victims or pawns in the world order. The people of our nations expect us to deliver on the important promises that politicians make which is delivering social goods, ensuring our ever growing youth population gets jobs, ensuring there is rule of law and security.

“These are issues that remain prominent in Africa.” [myad]

2019: There’s No Alternative To Buhari – SGF, Boss Mustapha

Boss Mustapha

The Secretary to the Government of the Federation (SGF), Boss Mustapha, has made it clear that there can be no alternative to President Muhammadu Buhari in the 2019 Presidential election and swore that he will seek re-election for his second term of another four years.

Boss Mustapha, who spoke today, Thursday, at the Unity Fountain in Abuja, while addressing a rally organized by the Democratic Youth Congress, led by its National Chairman, Kassim Mohammed, regretted that those who are being paraded as presidential aspirants have nothing to offer.

“We do not have an alternative to President Muhammadu Buhari for now. I will present your entire message to him. I congratulate you for your support for President Muhammadu Buhari to run in 2019.”

The SGF, who was represented by the Senior Special Assistant to the President on Political Matters, Gideon Sammani, said that Buhari is widely known for his stance against corruption and indiscipline.

According to Boss, many people feared Buhari because of his uncompromising position on graft, adding that it is the corrupt individuals that are against the President for the reason that they may be brought to book.

“We all know that Buhari is transparent, honest. He has come with the change philosophy. He has lived for this, to bring change to this nation. Since his military days, he stood to fight corruption, indiscipline.

“Many people fear him because he does not compromise corruption and corrupt people are afraid that they will be brought to book. And those who have already looted the treasury of this nation are followed by the security agencies. By the grace of God Buhari will not relent in this fight.”

“He will continue; The politics of this nation is no more the politics of money or do-or-die politics. Anybody who wants to lead this nation must make sacrifices. Buhari has already transformed and changed the image of leadership and that of our leaders this country, both locally and internationally.”

The Convener of the rally said that his team is working for  Buhari to seek re-election in 2019, adding that they are working with over 15 state governors to actualize the goal.

MTN Pays N110 Billion To Nigeria Out Of N330 Billion Fine

The Nigerian Communications Commission (NCC), has confirmed that the mobile communication giant, the MTN Nigeria has paid a total of N110 billion out of the N330 billion imposed on it by the regulatory house, into the coffers of the federal government.

The Executive Vice Chairman of the NCC, Professor Umar Danbatta, made this known today, Thursday, at a workshop on Code of Corporate Governance, organized by the commission in Kano.

The NCC had on October 20, 2015, imposed a fine of N1.04 Trillion on MTN Nigeria for infraction of the provisions of the NCC (Registration of the telephone subscribers) Regulations, 2011; for failure to disconnect 5.1 million improperly registered lines within the prescribed deadline.

The fine was later reduced to N330 Billion, after negotiations and re-negotiations.

INEC Officers May Register Underage Voters If Faced With Danger – Director

Mr Oluwole Osaze-Uzzi

The Director of Publicity and Voter Education in the Independent National Electoral Commission (INEC),  Oluwole Osaze-Uzzi, has said that officials of the Commission may be forced to register underage voters when they are faced with danger to their lives in particular environment.

The Director, who spoke on an African Independent Television (AIT) programme, explained that most underage voters get into INEC’s database in instances where registration officers are threatened with death.

“I agree that it is the responsibility of the registration officer to do that (refuse to register underage persons), but there are times that circumstances are such that where there is present and clear danger that he risks being assaulted or being killed, I think it will be unreasonable to expect him not to succumb to the pressure. But we encourage them to report immediately they get out of that dangerous zone.

“Even to the untrained eye, that child doesn’t look more than 15, but in such circumstances, you cannot argue too much with them. The law says the registration officer is entitled to act on some kind of identification or birth certificate or proof of age.

“But very often, they are resisted, especially when there are lots of people there. They are challenged in a charged atmosphere and they are there without any protection. Many of them are there in strange communities which they don’t know anything about. So, there is undue pressure on them to register at this point.

“It is not a complex process, you display the voter register and people come there. That is in addition to the fact that the registration officer can refuse anybody registration. But we don’t expect people to risk their lives for what is essentially a simple patriotic service.

“But if they get away with that (getting registered) and the report is not taken, the second opportunity is when the register is displayed. The best opportunity is where higher officials physically look at each register as much as they can and those who are clearly not qualified are removed. So, it is a three-pronged process and there are different stages

“I think the law recognises that being a human endeavour, it may not be perfect and that is why it gives some kind of leeway such that when you weigh everything together, it is a reflection of what the people have chosen.

“If one per cent of the register has underage persons; will this affect the outcome? We agree that the register is the very foundation of every election and what we can do and what the media can do is that when we get these reports and we have a fair idea of where this issue is prevalent, we can look at the registers again, look at those who are clearly underage and try to weed them out and prevent them from exercising a franchise that does not belong to them legally.”

Modern Wars Require Un-Manned Aerial Vehicle, Buhari Says; Launches ‘Tsaigumi’

unmanned aerial vehicle

President Muhammadu Buhari has launched Nigerian Air Force Unmanned Aerial Vehicle, known as ‘Taigumi with a warning that modern day wars require such weapon, aside from the conventional air weapons such as missiles, fighters and bombers.

He stressed that the world is witnessing an ever increasing surge in the employment of Unmanned Aerial Vehicles in military operations, adding that this is because while standard air weapons work against well-defined targets like conventional enemy forces or installations, “they are not as useful in today’s complex wars that are fought against adversaries who are often hidden amongst innocent populations or in locations similarly sensitive or difficult to strike by normal conventional means.”

President Buhari, in a speech before he inducted the vehicle in Kaduna, said that the Air Force Unmanned Aerial Vehicle, ‘TSAIGUMI’, is Nigeria’s first indigenously developed Unmanned Aerial Vehicle.

According to him, the significance of this accomplishment as a milestone of national technological development cannot be over-estimated.

“In this regard, I must commend the efforts of the current leadership of the Nigerian Air Force, notably the Chief of Air Staff who is performing his assignments wonderfully well.”

The President explained that the unmanned Aerial Vehicle can loiter and maintain an ‘‘unblinking stare’’ over a chosen area for hours. “Thanks to the ability to ‘‘watch and wait’’, its operator, often miles away, can provide a continuous stream of vital information on enemy activities and if the platform is weaponised, it patiently chooses the best moment to engage.

“Thus the employment of Unmanned Aerial Vehicle capabilities for Intelligence, Surveillance and Reconnaissance and where possible, strike operations significantly increases the chances of success while minimising unwanted collateral damage.”

President Buhari assured of his government determination, despite numerous challenges, to bring about the much-needed CHANGE that will lift Nigeria to its rightful place as a major economic and political force on the world stage.

He said that part of his government’s drive to achieve this goal is to enable enterprise and the improvement of the quality of life through massive improvement of national infrastructure.

“Accordingly, as I outlined in my New Year Day broadcast to the nation, this Administration has designed series of key projects to dramatically overhaul national infrastructure and overcome the deficit in that vital area.”

Buhari stressed that the role of the military as an enabler of national development cannot be overemphasized, as efforts would be futile if national security is not first guaranteed.

“In this regard, let me once more commend the gallant men and women of the Nigerian Armed Forces and other security agencies, for their tireless efforts towards defeating Boko Haram and all other threats to our nation’s security; thus ensuring that the government can proceed with its developmental activity without hindrance.”

The President commended the Nigerian Air Force leadership for the unprecedented feat it has attained on Research and Development.

“I am aware that the Air Force was the overall best in the recently concluded 2017 National Technology and Innovation Exposition under Research Institute category.

“Accordingly, its drive, determination and unwavering support brought about numerous significant innovations, not least of which is the TSAIGUMI which I am inducting today. It is indeed most gratifying that the Nigerian Air Force has gone a step further than simply acquiring them, to developing Unmanned Aerial Vehicle capabilities with indigenous technology. This outstanding accomplishment, which we are gathered today, holds promise of both military and economic benefit to the nation.

“From the military perspective, the added capacity for Intelligence, Surveillance and Reconnaissance provided by the TSAIGUMI will boost ongoing and future security operations. As this project moves into the next stage, which is mass production, it would create employment and possibly generate revenue as Nigeria’s first military export product.

“The attainment of this technological feat is an indication that there is indeed potential to similarly apply the same innovative mindset to addressing other areas of indigenous technological need. While I commend the Nigerian Air Force for this accomplishment, I enjoin you not to rest on this achievement but to strive harder in your Research and Development efforts for greater innovation. Be assured of this administration’s support towards the attainment of greater technological milestones for our nation.”

BREAKING: South African President, Jacob Zuma, Resigns

South Africa’s President, Jacob Zuma

The 75 year old South African President, Jacob Zuma has resigned. His resination today, Wednesday, brought to an end, his scandal-marred tenure and left the nation’s leadership in the hands of the ruling African National Congress’s new leader, Cyril Ramaphosa.

“The ANC should never be divided in my name,” Zuma said in a televised address to the nation today, Wednesday.

“I have therefore come to the decision to resign as the president of the republic with immediate effect.”

Zuma spoke after the ANC announced it would hold a parliamentary vote of no confidence in him on Thursday.

Calls for him to quit had grown since Ramaphosa replaced him as ANC leader in December, and his fate was sealed when the party’s National Executive Committee decided Monday to order him to step down.

Ramaphosa, who was served as deputy president since 2014, will become acting president and the National Assembly must choose a replacement for Zuma within 30 days.

Ramaphosa is likely to be elected in a permanent capacity on Friday and deliver the state-of the nation address the same day.

The keynote speech was postponed on February 6, two days before Zuma was due to deliver it, due to the turmoi within the ruling party.

In an interview with the state broadcaster earlier today, Wednesday, Zuma strongly criticized the ANC’s decision to remove him, calling it “unfair,” and said: “I think we are being plunged into a crisis that i think my comrades will not be able to handle.”

The resignation gives the 65 year old Ramaphosa more time to convince voters before elections next year that he’s committed to meeting his pledges to rebuild a battered economy and clamp down on the graft that critics say has become synonymous with the Zuma era.

While Zuma’s cabinet doesn’t have to resign, Ramaphosa will be able to hire and fire ministers as he sees fit.

With the national budget due to be presented to Parliament on Feb. 21, investors will be watching to see if he retains Malusi Gigaba as his finance minister.

Zuma has spent years fending off allegations that he took bribes from arms dealers and enabled members of the Gupta family, who are one of his son’s business partners, to influence cabinet appointments and loot billions of rand from state companies.

Gupta Raid

His resignation came just hours after the Hawks, a police investigative unit, raided the Gupta family’s Johannesburg residence. One of the Gupta brothers and four other suspects were arrested in connection with the alleged shifting of funds from a failed state-funded dairy project and are due to appear in court on Thursday, Johannesburg’s City Press newspaper reported.

“Zuma’s exit was almost inevitable once it emerged that the ANC was willing to remove him through a vote of no confidence, his former supporters deserted him and the Hawks showed their intent with raids on the Guptas,” said Mike Davies, the founder of political-advisory company Kigoda Consulting.

Growth has averaged just 1.6 percent a year since Zuma took office in 2009, undermined partly by a series of policy missteps and inappropriate appointments that rocked investor and business confidence.

Kwankwaso May Be Presidential Candidate Of Obasanjo’s Third-Force

Former Governor of Kano State and currently a serving Senator, Dr. Rabiu Musa Kwankwaso, is most likely to be floated  as the presidential candidate of the Olusegun Obasanjo-led coalition, the “Third Force” being planned to stop President Muhammadu Buhari from winning the 2019 Presidential election for second-term in office.

It was learnt that despite Obasanjo’s recent claim that he has no preferred candidate, the former president had, prior to the launch of his movement, consulted widely, particularly with General Ibrahim Babangida, General Abdulasami Abubabar and General Aliyu Gusau and ended up with Kwankwaso as the candidate who they believed has the popularity to challenge Buhari in the North West, especially in Kano, where Buhari has millions of die-hard supporters.

Information had it that already, Obasanjo and Babangida have been able to build a formidable coalition of former military leaders, with General T.Y. Danjuma joining the click despite being a sworn enemy of Obasanjo.

Also, Obasanjo has gotten Senate President, Bukola Saraki and House Speaker, Yakubu Dogara to commit to the Third Force.

Saraki and Dogara, alongside their supporters across the All Progressives Congress (APC) as well as minority Peoples Democratic Party (PDP) in the National Assembly will in the coming weeks, move in droves to the Third Force which is being scheduled to metamorphose into the Social Democratic Party (SDP), the political party that may be the new vehicle that Kwankwaso will ride on to challenge Buhari.

Sending the danger in the plot, President Buhari recently reached out to Asiwaju Bola Tinubu to help resolve issues that have fractionalized the party and pitched leaders against each other.

But Kwankwaso, who is also being wooed by the PDP, may be fighting the biggest battle of his political career as powerful forces in the APC in Kano led by the incumbent governor, Abdullahi Ganduje are hell bent on prematurely ending his political career.
