Senior Egyptian Judge Commits Suicide Over Corruption Accusation

A senior Egyptian judge who doubled as secretary general of the council of state, an administrative court, Wael Shalabi, has hanged himself while in custody today, Monday, a day after his arrest in connection with an investigation into a corruption case.

His lawyer, Sayed el-Beheiry made this known today, Monday to AFP. He said that after questioning him, prosecutors ordered that he be detained for four days pending further investigation.

Shalabi’s arrest came days after the Administrative Control Authority responsible for tracking corruption in state institutions arrested the council of state’s chief procurement officer, Gamal el-Labban.

The public prosecutor’s office issued a gag order on publishing details of the case shortly after news broke about Shalabi’s death.

Beheiry said: “he faced a lot of pressure” during interrogation on Sunday when he “denied accusations that were directed at him. He went to the bathroom, attached his scarf to the water-heater and hung himself.

“This is negligence on their part because he was subject to psychological pressure.”

An autopsy showed that Shalabi had committed suicide even as an investigation has begun.

After Labban was arrested, Shalabi submitted his resignation to the council of state, and this was accepted on Saturday.

Prosecutors had also ordered Labban’s detention for four days pending an investigation.

It is rare for Egypt to investigate alleged corruption inside its judicial institutions.

Watchdog, Transparency International ranks Egypt as 88th out of 168 countries on its corruption perceptions index.

President Buhari Commences Payment Of Monthly N5,000 To Poorest Nigerians

Buhari 11Muhammadu Buhari administration has commenced the payment of N5, 000 monthly stipends to the poorest and the most vulnerable people in the country through the Conditional Cash Transfer (CCT) of its Social Investment Programmes (SIP).
A statement announcing the commencement of the scheme today by the senior special assistant to Vice President Yemi Osinbajo on media and publicity, Laolu Akande said that under the scheme, one million Nigerians would receive N5,000 monthly payments as a form of social safety net for the poorest and most vulnerable as budgeted for in the 2016 budget.
Akande said that in the first batch that commenced last week, nine states would be covered, and that many of the beneficiaries had received their first payments by Friday last week, December 30, 2016.
He said that funds for the commencement of the payments in four states were released last week to the Nigeria Inter-Bank Settlement System (NIBSS) – the platform that hosts and validates payments for all government’s social intervention programmes. Funds for another set of five states to complete the first batch of nine states would follow soon.
“Though the sequence for the payment of the money would be operationally managed by NIBSS, beneficiaries in Borno, Kwara and Bauchi States have started receiving the money. The other states in the first batch to commence the CCT payments are Cross Rivers, Niger, Kogi, Oyo, Ogun & Ekiti States.
“The nine pilot states were chosen because they have an existing Social Register that successfully identified the most vulnerable and poorest Nigerians through a tried and tested community based targeting (CBT) method working with the World Bank. However other states have already begun developing their Social Registers and would be included in subsequent phases of the CCT implementation.
“Beneficiaries of the Conditional Cash Transfer of the Federal Government would be mined from the Social Register, initially developed by 8 States through a direct engagement with the World Bank. Those states are featured in the first batch, with the added inclusion of Borno States where a validated list of IDPS were compiled in addition to the Social Register which is expected to go round the country.
“Working with the World Bank, the CBT process has now been adopted for developing the Social Register in the other States around the country, for transparency, objectivity and credibility in the selection of the poorest and most vulnerable beneficiaries for the programme.”
Akande said that the Federal Government will commence community mobilization for the creation of the Register in more States soon, to expand the scope and reach of the CCT across the country.
He said that Plateau, Jigawa, Adamawa, Anambra, Benue, Enugu, Katsina & Taraba  States have so far complied with the stipulated framework provided, and are set for the community based targeting method for the development of their Social Register within their jurisdictions.
“These States are to be followed by Delta, Gombe, Kaduna, Kano, Imo and Ogun States. Once the community mobilization, identification and selection processes are completed, the information garnered from the poorest households would be entered onto the Social Register in the states and the National Register at NIBSS, after which the cash transfers would be disbursed to the beneficiaries.
“All the funds approved for the Federal Government’s Social Investment Programmes, SIP, are domiciled with the Ministry of Budget and National Planning. In addition, the payment information and processes for all beneficiaries of the Federal Government’s SIP are hosted at NIBSS, as the Consolidated Beneficiary Register, to ensure and fortify efforts at authentication and verification, as well as for effective and efficient programme management.
“With the commencement of the CCT, the Buhari administration is now implementing four of the Federal Government’s SIP.” [myad]

Jammeh Clamps Down On Media, Shuts Down 2 Gambian Radio Stations

President Yahya Jammeh of Gambia has started clamping down on perceived opposition media organizations as he has ordered the closure of two radio stations: Teranga FM Radio and Hilltop Radio, based in Banjul.

The closure came amidst an escalating political crisis caused by President Jammeh’s refusal to accept his election defeat by the opposition candidate Adama Barrow on December 1st.

Teranga FM and Hilltop Radio were closed today, Sunday, said Emil Touray, head of the Gambia Press Union. Teranga’s headquarters were shut down by a police officer and four members of the National Intelligence Agency, he said.

A government spokesman said he could not confirm the closures even as Touray said that he had no further details.

It was not immediately clear why the two stations were targeted by Jammeh, under whose 22-year authoritarian rule the media has come under regular attack, rights campaigners say.

Teranga FM, popular for its review of newspapers in the Wolof and Mandinka languages, has been closed four times in recent years.

The station’s Managing Director, Alagie Ceesay was arrested in July, 2015, and charged with sedition. He was hospitalized twice in early 2016 while still in detention, Amnesty International said, and later fled to neighbouring Senegal.

Touray described the closure of the radio stations as is “a slap in the face of the country’s democratic process. People will not have access to information in this critical period of our history.”

Jammeh, who seized power in a 1994 coup, initially conceded defeat to  Barrow but later called for fresh elections, thereby drawing condemnation from local opponents and foreign powers.

His refusal to step hand over power later this month has opened up the possibility of a military intervention by West African forces after the ECOWAS body said it was putting military forces on alert. Jammeh called that a “declaration of war,”

Barrow’s election victory was seen as a surprising triumph for democracy in Gambia, which gained independence from Britain in 1965 but has since had only two presidents.

30-Year-Old Man Marries 2 Women Same Day

A 30-year-old man, Isyaka Dahiru, has married two women, Khadijat and Rashida, at the same time in Nasarawa State, bringing the number of his wives to three.

The marriage took place on New Year eve.

Dahiru, a graduate of Accountancy from the state Federal Polytech wrote on his Facebook wall: “The family of late Mallam Dahiru Ahmed invites the general public to the wedding fatiha of his son Isyaka Dahiru (Smiling Judge) and Khadijat and Rashida, which is scheduled to take place on 31/12/2016 at Muhd Adi residence behind RCM School Doma, off Ruttu Road by 10am.”

The second wedding took place an hour later at Sakora Dakashi Street off Lafia Road, while reception followed immediately at the groom’s residence along Lafia Road in Doma Local Government Area. [myad]

Nigeria Initiates Investors’ Match-Making Platform In 119 Foreign Missions

Nigeria is set to establish a match-making data base for international business inter-connectivity and stress-free investments. The 119 Nigeria missions would serve as one-stop shops to spur investments through information sharing and elimination of bottlenecks.

Foreign Affairs minister, Geoffrey Onyeama, told the News Agency of Nigeria (NAN) in Abuja that the initiative would enable Nigeria’s products and investors to access the world market easily.

It would also enable foreign investors have unfettered access to informed and genuine information concerning business opportunities in Nigeria.

The minister explained that the scheme is to be implemented through a matching-making data base aimed at promoting exports and enhancing nation’s Foreign Direct Investment (FDI).

According to Onyeama, the design is an economic diplomacy which is a framework to address the severe economic challenges facing Nigeria.

He said that Nigeria has representations in 119 countries and the ministry could leverage on the advantage to deliver concrete economic benefit to the nation.

“It is a pet project. It is a matching making data base, for our Foreign Direct Investment (FDI) and export promotion.

“So this data base will essentially enable any Nigerian business to upload to our data base that could be managed from Foreign and affairs together with the ministry of trade and investment,” he said.

He said all the information needed about what they want to export and investment types would be readily available in all the119 countries where Nigeria has presence.

“I felt that when we have presence in 119 countries it is fantastic advantage to push Nigerian products and businesses in 119 countries. So we would like to present a one stop shop to export Nigeria goods.

“And that whenever any business is uploaded in each of their countries they have to seek for partners and match that business person with a partner in that country to put in places a business agreement.”

He said that any foreigner who wants to get involve in business in Nigeria not knowing the country should upload on the data base, saying that such people can access all the information about what they might want to deal in and we together with ministry of trade we match them with Nigerian businesses.

He said that the scheme would also save Nigerian businessmen from going through all kinds of bottlenecks and paying all kinds of fees in foreign countries.

“We feel it that way because we have a lot bottlenecks in a lot of Nigerian businessmen trying to do business outside the country, so many bottlenecks. So if we can provide them a very simple access what we call it is market access.

“We have the markets in all these countries, so that our business people and traders have the world at their finger-tips,” he said.

Onyeama said that his ministry was also looking at how to utilise the same method to attract Foreign Direct Investment (FDI) into Nigeria.

He said that Nigerians in the Diaspora would also be able to utilise the data base to search for partners in Nigeria and other countries.

Skye Bank Confirms Giving N1.8 Billion For Purchase Of Over 40 Vehicles Seized By EFCC

EFCC 2Fresh facts have emerged to show that the more than 40 vehicles allegedly recovered from Mr. Goodknows Igali, a former federal permanent secretary, by the Economic and Financial Crimes Commission (EFCC) were actually purchased with a loan of N1.8 billion, obtained on November 20, 2014 from Skye Bank Plc.
The loan was obtained for the purchase of the ‘luxury vehicles meant for use by ‘VIP’ with an extended repayment plans, beginning from December 2016.
Sources at the Sky Bank Plc confirmed that the vehicles were purchased with the loan as part of the transportation plans for the 2014/15 Jonathan/Sambo electioneering campaigns.
From the documents cited at the headquarters of the bank, in Lagos, it was learnt that Skye Bank released the loan in five tranches in line with the time invoices were produced by the suppliers.
The sources said that some of the vehicles that came into the campaign pool were donations or were purchased with party funds and that they have already been distributed or returned to the owners while the seized vehicles were being kept in Abuja in the custody of the former PS that facilitated the loan.
It was learn that the vehicles were being positioned to be sold and proceeds committed to the repayment of the loan.
A senior manager at Skye Bank who confirmed the loan said that the bank had in statements made to EFCC September 2016, supplied all the evidences concerning the transactions to the anti-graft agency.
The manager who preferred to remain anonymous, said that no default has been recorded since the repayment was billed to start December 2016, “had EFCC not taken interest in the transactions.”
A high ranking member of the People’s Democratic party (PDP), High chief Abel Odoko, wondered why EFCC would go into “sensational media trial on a matter that was concluded many months ago.”
The chieftain who claimed to be very conversant with the case, debunked the claim that the sum of N1.5 billion with which the vehicles were acquired was allegedly sourced from the diverted N27 billion insurance premium of deceased workers of Power Holding Company of Nigeria (PHCN).
“First, it is not true that the former permanent secretary took 40 government SUVs for himself. After 24 hours, its 45 or 47 and he bought them for Jonathan/Sambo Campaign. First, vehicle were parked in his house, now they are parked in a yard. If investigators are credible, why so much “confidential sources ” leaking out so much? Why the sudden massive media hype if it’s not sponsored witch-hunting? Why always dragging in the name of GEJ into everything negative?”
He wondered why despite the disclosure by the bank, from which the loan was taken, the government is silent on the transactions.
“Why are government officials silent on the fact that a loan was obtained and rather quoting other sources? Is the intention to scandalise specific  people for whatever reasons and achieve cheap political objectives? Is it professional  practice in investigations of this type to be releasing findings in bits without conclusions? Why has the minister of information suddenly become spokesman for EFCC?.”
According to him, EFCC came into the matter only after it discovered that Baseworth Insurance Brokers, a company the anti-graft agency had been investigating, had also contributed N300 Million to the said loan which was co-ordinated by Skye bank.
“It was only then that the agency insisted on recovering the money by taking possession of the vehicles to which no one objected.”
He said that this was the settlement reached with the anti-graft agency about four months ago but “only for contrived stories scandalizing our party and former President Goodluck Jonathan and people close to him to resurface in the media, days before the new year.”
He said that the claim of a pending trial of ex-permanent secretary, Igali was borne out of mischief.
“It does not arise because it has been clearly established that the vehicles were purchased with a bank loan. If EFCC is investigating any other matter, our party is not against it as long as due process and fairness are followed. The PDP as a party, is not against President Buhari’s fight against corruption war. The PDP government believes in curtailing the scourge of corruption in the country that is why the government established the ICPC and the EFCC.
“We are fully in support of the anti-corruption war but it must be done in line with the principle of equity, without victimization.” [myad]

Police Arrest Drunk Pilot In Plane’s Cockpit Before It Took Off

CockpitCanadian police have arrested a 37 year old pilot, a Slovak national, Mr. Miroslav Gronych, having been found to be drunk, shortly before his plane took-off.
The pilot was already in the cockpit of the plane, which is part of the Sunwing budget airline, but was arrested when the police men were alerted. The plane later left Calgary for Cancun, Mexico, with a different pilot.
There were more than 100 people on board.
Airline staff noticed the pilot behaving strangely, and then he passed out. They alerted the authorities who invited the police that subsequently led him out of the plane’s cockpit.
Information available said that two hours after the arrest of the drunk pilot, he was examined and was found to have more than three times the legal limit of alcohol in his body.
He has now been charged with being in charge of an aircraft while being impaired.
Calgary police spokesman, Paul Stacey said: “It had all the potential for a disaster but I’ll tell you this much – the likelihood of a pilot on a major airline like this actually being able to take off when they’re impaired like that is pretty slim, because there’s a lot of checks and balances.
“There’s the other flight crew and there’s gate crew and they’re all about safety.
“So, I’m not surprised that he got caught before (the plane) left the terminal.”
Mr Stacey confirmed however, that the arrested pilot “won’t be flying anytime soon.”

Gov El-Rufai Begs God To Shame Apostles Of Violence And Division

In his New Year message to the people of Kaduna State, Governor El-Rudai said: “we invoke the blessings of the Almighty on all our people, that harmony will prevail in our land and that the apostles of violence and division will be shamed. We have high hopes for 2017; that it will be a year of peace and growth for our state, and our country, Nigeria.”
He said that his government achieved some progress in 2016, and admitted that “much more remains to accomplish. Through it all, we have confronted our difficulties with the same decisiveness that has produced results across sectors. We have imposed discipline on the finances of our state, increased IGR and ensured that we pass our budget well before a new calendar year.”
The governor said that amidst many successes which his government has achieved: “we have experienced security challenges in parts of Kaduna State. While we succeeded in degrading the ability and impunity of cattle rustlers and kidnappers in parts of Birnin Gwari, Giwa, Chikun and Igabi Local Governments, sporadic banditry remains and continues to disturb our citizens. We remain committed to bringing these concerns to an end.
“The years of lawlessness and impunity under the guise of religious conduct compelled the State Government to propose amendments to existing legislation that regulates the sometimes reckless conduct of some clerics. And in parts of Jema’a, Sanga, Kaura, Kauru and Zangon Katab Local Governments, communal unrest has emerged once  again that compelled us to take extraordinary security measures. We hope that these will be relaxed as soon as the security situation continues to improve.
“We regret and condemn the loss of lives and property, and the disruption of social order that have been sadly witnessed in those areas. We welcome the assistance of the Federal Government in deploying additional security assets to the area. Through all these, we have been guided by the responsibilities of our oath of office, rather than the media headlines or any pressing need to respond to irresponsible incitement and failure of collective leadership at community level.
“The human toll that our compatriots in parts of Kaduna State have been seized upon at various points as occasions for much irresponsible commentary and intense efforts to fan division by those care least about loss of lives and property. I wish to assure all the people of Kaduna State that we will continue to do our best to uphold security and to promote peace and harmony. That duty also imposes on us an obligation to vigorously enforce our laws, uphold the rule of law, punish hate speech and incitement.”
Governor El-Rufai called on the people in the state to march into 2017 together, upholding harmony and a common humanity and jointly pursuing those policies and programmes that can best enhance the progress and live chances of the people.
“Let us resist the urge to demonise the other or attribute the worst to people whose religion or language differs from ours.
“Let us keep hope alive and work together to make 2017 a better year for all. As we enter this year with cautious optimism, please be rest assured that the State Government will continue to put social justice, consultation and the primacy of public interest as the guiding principles of our governance strategy for the benefit of the majority of our citizens.” [myad]

I Can’t Reach Buhari For Advice Because Of Those Around Him, Rev Mbaka Complains

Rev. Fr. Ejike Mbaka of the Adoration Ministry in Enugu State has complained loudly that he and other men of God cannot reach President Muhammadu Buhari now for advice on how to run the economy because of those around him.

“We cannot reach him for advice because of the kind of people around him,” he said.

Rev Mbaka made this complain in Enugu on Saturday in his New Year message at the cross over service to 2017.

The cleric stressed the need for the President to consult Church leaders and eminent men of God
to advise him and tell him the truth about the economy.

“Though the President is trying on corruption and security, Nigerians are hungry; they want to see more changes. There is the need to assist businessmen and women in their businesses.”

Rev Mbaka who advised the President to appoint experts who would help him to revive the economy, regretted: “many Nigerians are suffering.” [myad]
