Conference Of Nigerian Peoples Parties Wants EFCC Scrapped

The umbrella body of all registered political parties and political associations, known as Conference of the Nigerian Political Parties (CNPP) has asked that the Economic and Financial Crime Commission (EFCC) be scrapped as it had outlived its usefulness.

A statement signed by its National Chairman, Alhaji Balarabe Musa and Secretary General, Chief Willy Ezugwu claimed that EFCC as the anti corruption agency, has become den of corruption, saying: “recent developments have shown that the EFCC as an anti-corruption institution, has been fingered in shoddy activities, which the commission is yet to provide satisfactory answers to.

“For us in the CNPP, the EFCC as presently established and constituted has outlived its usefulness. A situation where the EFCC is being accused of looting recovered looted funds is not only a dent on the anti-corruption agency but also a clog in wheels of the anti-graft efforts of President Buhari administration.

“No matter the sincerity of any President of Nigeria in the fight against corruption, if the head of the EFCC is rotten, there is nothing he or she can do to succeed.

“The CNPP strongly urges the Senate to be mindful of the antics of persons wishing to be immuned from corruption, who are working to ensure that its effort to strengthen the war against corruption by the Muhammadu Buhari administration, which its rejection of Mr. Ibrahim Magu as Chairman of the Economic and Financial Crimes Commission (EFCC) represents.

“The CNPP has observed that these enemies of Nigeria will stop at nothing to have their way, to the extent that they are now trying to manipulate the Department of State Service (DSS) to rewrite its security report that indicted Mr. Ibrahim Magu. This must not be allowed by all well meaning Nigerians, who wish this country well as the Senate’s rejection of Mr. Magu is in order.

“We wonder why a security report on Mr. Magu should be disputed why security report that indicted Justices of the Supreme Court and some other Judges should be relied upon.

“Does it not speak of double standard? Or are there spanners
within the anti-corruption system working to undermine the anti-graft war?

“We warn the DSS not to allow itself to be used by corrupt politicians and corrupt officials of the EFCC, who are putting pressure on the Service to change its security report on Mr. Magu.

“We therefore refer the Senate to an independent investigation by Dr. George Uboh, which detailed the rot in the EFCC since inception. The efforts by the young man to get the eyes of the Federal Government opened on the extent of looting of recovered loots by some EFCC leadership since inception is yet to yield result.

“The Dr. Uboh’s findings and documents in his possession, which the CNPP has seen, will help the Senate a lot in further legislative work on anti-corruption war in Nigeria.

“It is time for the Senate to scrap the EFCC by repealing its establishment Act as the agency has become a den of corruption. If need be, a new anti-graft agency should be established with its members appointed by stakeholders outside the Executive arm of government if we must win the war against corruption in Nigeria.

“If the Senate is now the hope of rescuing the country from those who want to hijack the anti corruption war with the hope of continuing the looting of recovered loots by under-declaring how much they actually recovered from the looters. This has been going on for years and must be stopped.” [myad]

Federal Govt To Nigerians: Expose Corruption And Get Paid, Policy In The Offing

The Federal Government has designed a formula for rewarding any Nigerian that exposes corruption in any form, known as whistleblower.

According to the minister of finance, Kemi Adeosun, who dropped this hint on Wednesday shortly after the weekly Federal Executive Council (FEC) meeting at the Aso Presidential Villa, said that the policy is aimed at protecting whistleblowers, adding that five percent of the recovered loot from corrupt public servants would be offered to such Nigerians.

The minister said that the Policy will provide whistleblowing mechanisms and a reward mechanism. She added that it is not only targeted at public servants but also private sector workers.

The Policy is also targeted at strengthening the government’s anti-corruption fight.

The whistleblowing policy is also designed to check fraud in both public and private sectors.

Adeosun said that the policy is to encourage anyone with information about a violation, misconduct or improper activity that impacts negatively on Nigerians and government to report it.

She said that the policy is aimed at:

  1. increasing exposure of financial or financial related crimes;
  2. supporting the fight against financial crimes and corruption;

iii. improving level of public confidence in public entities;

  1. enhancing transparency and accountability in the management of public funds;
  2. improving Nigeria’s Open Government Ranking and Ease of Doing Business Indicators; and,
  3. recovering public funds that can be deployed to finance Nigeria’s infrastructure deficit.

According to her, information that can be submitted include:

  1. mismanagement or misappropriation of public funds and assets (e.g. properties and vehicles);
  2. financial malpractice or fraud;
  3. collecting/ soliciting bribes;
  4. corruption; diversion of revenues;
  5. fraudulent and unapproved payments;
  6. splitting of contracts;
  7. procurement fraud (kickbacks and over-invoicing etc.)

She defined a whistle-blower as any person who voluntarily discloses information in good faith about a possible misconduct or violation that has occurred, is ongoing, or is about to occur.

The minister said that there is a secure online portal where information could be submitted, adding: “if you have already submitted your information, you can also check the status of your report on the portal.”

She said that the policy does not apply to personal matters concerning private contracts or agreements, adding that whistleblowers could submit their information through the online portal by e-mail or by phone.

On whether a whistleblower is entitled to a financial reward, she responded: “it depends.

“If there is a voluntary return of stolen or concealed public funds or assets on the account of the information provided, the whistleblower may be entitled to anywhere between 2.5% (minimum) and 5.0% (maximum) of the total amount recovered.

“You must have provided the government with information it does not already have and could not otherwise obtain from any other publicly available source to the Government.”

Asked if there is protection from false or malicious claims, she said: “yes. A first level review will always be carried out to determine credibility and sufficiency of information received.

“If you report false or misleading information, it will be referred to the enforcement agents for investigation and possible prosecution.”

Adeosun said that government will set up a website and provide a phone number and email for people to use and assured that anonymity will be guaranteed.

The minister said that the new policy was developed by her ministry and that of Justice, saying that it would be presented to the National Assembly for debate and approval. [myad]

A former Vice-Chancellor of the Federal University of Agriculture, Makurdi and also the pioneer and immediate past Vice-Chancellor of the Federal University, Dutsin-Ma, Katsina State, Professor James Professor James Ortese Ayatse, has emerged as Tor Tiv (paramount traditional ruler) of Tiv land in Benue state.

This came as even President Muhammadu Buhari congratulated him for clinching the coveted traditional rulership, which he said was an affirmation of his strength of character, integrity, and moral authority.

The President, who commended the new ruler for being upright over the years as a lecturer, erudite scholar and administrator, advised his subjects to rally round the new monarch to make his reign as Tor Tiv the fifth, a resounding success.

Buhari asked the paramount ruler to use his revered office as a veritable platform for conflict prevention, peace building and development in the grassroots.

He commended the transparent process that led to the emergence of the royal father after the demise of his predecessor, Alfred Akawe Torkula, Tor Tiv IV, last year, even as he wished the new monarch well as he prepares to ascend the throne of his ancestors.

President Buhari gave assurance that his administration will continue to recognize traditional institutions as key partners in progress in finding lasting solutions to sensitive issues in the country. [myad]

Medical personnel, Patients Flee Hospital As Lassa Fever Kills 2

Activities at the Federal Medical Centre,  Idi-Aba,  Abeokuta, on Tuesday, were paralyzed as medical personnel and patients deserted the hospital after Lassa Fever claimed two lives in the hospital.

The victims were an assistant nursing officer, Abolanle Adesuyi and a serving Youth Corps member, whose identity could not be ascertained as of the time of filing this report.

The resurgence of the viral disease, known as Lassa Hemorrhagic fever, came barely four months after the state government declared the state Lassa fever free.

The late corps member was said to be a patient who had been down with the viral disease and had been admitted into the FMC, Abeokuta.

Adesuyi was said to have attended to the corps member, from whom she contacted the virus.

Apparently startled by the death of the two, the hospital management carried out a test at the University College Hospital, Ibadan to determine the cause of death.

The result received on Tuesday confirmed that the victims died of Lassa Fever.

Many medical personnel in the department deserted the place immediately the news of the cause of the death of the the assistant nursing officer was received at the hospital.

Some patients in the hospital, were also said to have pleaded to be discharged.

A doctor and a nurse were reportedly being monitored currently at the intensive care unit of the hospital over the virus.

When contacted, the Public Relations Officer of the hospital,  Segun Orisajo, confirmed that the FMC, Abeokuta, lost an assistant chief nursing officer, Bolanle Adesuyi to the virus.

He said when the virus broke out in the hospital, the hospital management placed Adesuyi  and two other members of staff  under surveillance.

He said, “Officers of the state Ministry of Health have embarked on a contact tracing exercise to ascertain the number of people that could have also contacted the disease.

INEC Boss Adjudges Nigeria’s Presidential Democracy As Second Largest In The World

inec-chair-yakubuChairman of the Independent National Electoral Commission (INEC), Professor Mahmood Yakubu, has adjudged the Nigeria’s Presidential Democracy as second largest in the world.
He said: “we have the largest biometric voter register in the whole of Africa and one of the largest in the world. We have about 70 million registered voters. Our own presidential democracy is only second to the United States in terms of size.”
Professor Yakubu spoke on Tuesday when he received in audience in Abuja, a delegation of the Cameroonian Election Management Body, Elections Cameroon (ELECAM), led by an Assistant Director in the Commission, Mewoand Hugues Erick.
The chairman of the Nigerian electoral body expressed pride that INEC had played host to a number of Election Management Bodies from other countries in the last one year, which is an indication that Nigeria’s electoral system and processes are being appreciated internationally.
assured his Cameroonian counterpart: “we will be very happy therefore to share our experiences in terms of voter registration, the cleaning up of the voter registry and the deployment of the biometric voter register.”
He explained that in 2015, INEC went completely electronic by deploying an electronic register with electronic voter cards which were compatible with the Smart Card Reader (SCR). These, he said, added value to the integrity of the process.
“Be rest assured that you have a friend and partner in INEC, we will support ELECAM in the interest of democracy across our continent. We will continue to work towards strengthening our democracy but our democracy should also be of help to democracies everywhere especially in our own continent.”
Earlier, the leader of the delegation, Mewoand Hugues Erick, said that they had come to share information and experience with INEC, especially in preparation for their country’s forthcoming Presidential Election in 2018.
He listed a few technical areas where INEC’s wealth of experience would be of immense help to Cameroon’s preparation for the conduct of its presidential election.
Erick requested for experience sharing in terms of Voter Registration, Distribution of Voter Cards, and Voter Education towards achieving maximum voter participation in the electoral process. [myad]

Russia Investigates Murder Of Its Ambassador In Turkey

About 20 experts from Russia’s security services and Foreign Ministry are to work with Turkish counterparts as part of a probe into the killing of Ambassador Andrey Karlov at an art gallery on Monday evening, according to Kremlin spokesperson Dmitry Peskov.

The assassin, identified as a Turkish law enforcement officer, shouted Islamist slogans and denounced Russia’s military support for the Syrian government in that country’s bloody civil war.

Following a memorial ceremony attended by Turkish government officials and the wife of Karlov at Ankara airport, the body of the ambassador was being returned to Russia.

Both countries have denounced the attack as a provocation intended to disrupt a rapprochement in bilateral relations.

“We will never allow our relations with Russia to be destroyed or damaged,’’ Turkish President Recep Tayyip Erdogan said in Istanbul.

Turkey and Russia support opposing sides in Syria and have been attempting to rebuild their relations in recent months after Turkish forces shot down a Russian warplane on the Turkish-Syrian border last year.

Russian Foreign Minister Sergei Lavrov and his Turkish counterpart Mevlut Cavusoglu met in Moscow on Tuesday for a series of talks to focus on the fight against terrorism, particularly in war-torn Syria and Iraq.

The talks, which included Iranian Foreign Minister Mohammad Javad Zarif, resulted in several agreements on anti-terrorism measures and the pursuit of peace in Syria, Russian state media reported.

Russia, Turkey and Iran have expressed hope that they can act as mediators between Syria’s government and opposition forces to bring peace to the country.

Cavusoglu said Turkish President Recep Tayyip Erdogan had accepted a recommendation from Russian President Vladimir Putin to establish the joint investigation into the attack.

Turkish officials plan to rename the Russian embassy’s street in Ankara in honour of the ambassador.

“His name will live on in Ankara and in our hearts,” Cavusoglu said.

Nigeria Customs Intercept 102 Bags Of Imported Plastic Rice

The Federal Operations Unit (FOU), Ikeja, of the Nigeria Customs Service (NCS) has intercepted 102 bags of plastic rice branded “Beat Tomato Rice’’ with no date of manufacture.

The Customs Area Comptroller, Mohammed Haruna, who spoke to News Agency of Nigeria (NAN) on Tuesday in Lagos, said that the commodity was stored for distribution as Christmas gift to members of the public.

Mohammed Haruna said that officers of the unit intercepted the plastic rice along Ikeja area on Monday, and that a suspect was arrested in connection with the seizure.

“Before now, I thought it was a rumour that the plastic rice is all over the country but with this seizure, I have been totally convinced that such rice exists. We have done the preliminary analysis on the plastic rice. After boiling, it was sticky and only God knows what would have happened if people consumed it.

“I advise those economic saboteurs who see yuletide season as a peak period for nefarious acts to desist from such illegal business.

“The unit has decided other operational modalities that will make them run for their monies and count their losses.”

Mohammed Haruna appreciated well-meaning Nigerians who provided the service with prompt information that led to the discovery of the bags of plastic rice even as he advised the media to educate the public on the existence of plastic rice, which he said is no longer a rumour.

He assured the public that the distribution point of the particular plastic rice seized by the unit had been blocked with immediate effect, saying that investigation is still ongoing.

The controller said the unit would hand over the plastic rice to the National Agency for Food and Drug Administration and Control (NAFDAC) for proper investigation. [myad]

The wife of the President, Hajiya Aisha Buhari, has prayed that God would assist mothers in Nigeria to witness successful wedding of their daughters.

Aisha Buhari, on her Facebook page Tuesday, expressed gratitude to friends and well wishers who joined her in prayer during and after the wedding of her daughter, Zahra Muhammadu Buhari.
“On behalf of my family, I express my profound gratitude to friends and well wishers who joined me to celebrate the wedding of my daughter, Zahra.
“It is my prayer that God will make it possible for us to all witness same with our children, thank you and God bless us all.”
Zahra is the seventh child of President Buhari. She runs an NGO, ACE Charity Foundation, which primarily offers free medical care for people with sickle cell anemia.
Zahra’s husband, Ahmed Indimi also expressed his happiness and thanked friends and well wishers who took time to celebrate with them.
Dignitaries who attended the wedding included former Vice Presidents Atiku Abubakar and Namadi Sambo, Senate President Bukola Saraki and Chief Bisi Akande.
The dignitaries also included Governor Rauf Aregbesola of Osun Srare, Governor Nasir El- Rufai of Kaduna State, Governor Umaru Almakura of Nasarawa State, Governor Yahaya Bello of Kogi Srtate and Governor Aminu Masari of Sokoto States.

Fethullah Gulen Blames Murder Of Russian Ambassador On Increasing Insecurity In Turkey

gulen-fethullahA prominent citizen of Turkey, Fethullah Gulen has blamed the murder in Ankara yesterday, of the Russian Ambassador to Turkey, Andrey Karlov, on the increasing insecurity in the country.

He said that Turkish and international experts had repeatedly pointed out the deterioration of security and counter-terrorism efforts due to the Turkish government’s assigning hundreds of counter-terrorism police officers to unrelated posts, as well as the firing and imprisoning of many others since 2014.
In a statement sympathizing with the family of the assassinated envoy and the government of Russia, Gulen said that no terrorist act can be justified, regardless of its perpetrators and their stated purposes.

“It is the expectation of the Turkish people and the world that the government investigate the circumstances of this incident, identify those who aided the perpetrator and take the necessary precautions so that such an attack cannot be staged in the future.
“I send my deepest condolences to Ambassador Karlov’s family and to the Russian people for this tragic loss. I ask God the Most Compassionate to dry the roots of terrorism and lead the world to days of peace and tranquility.
“This despicable act of shooting an ambassador, who represents an entire nation, only exacerbates the Syrian conflict that has already taken too many lives and driven too many from their homelands, like adding fuel to a fire.
“I urge the Turkish and Russian governments, as well as the rest of the international community, to continue to work toward a peaceful resolution to the ongoing conflict in Syria. Our work to make the world a more peaceful place must continue unabated.” [myad]
