Senate Gives Federal Govt Marching Order On NYSC Overhaul

The Senate has asked the Federal Government to overhaul the National Youth Service Corps (NYSC) Scheme. It also asked the government to improve on medical facilities in all NYSC orientation camps across the country and deploy experienced medical personnel to the NYSC medical centres.

A motion of urgent public importance moved by the Chief Whip of the Senate, Olusola Adeyeye.(APC Centra) was supported by the Senate which mandated its Committee on Sports and Youth Development to conduct a thorough and comprehensive investigation into the circumstances surrounding the death of three corps members in Kano, Bayelsa and Zamfara recently.

Moving the motion, Adeyeye drew the attention of the Senate to the unfortunate death of three corps members, including Miss Ifedolapo Oladepo, from his senatorial district.

He lamented that death of corps members had become a recurrent development in the NYSC orientation camps across the country.

The Senator also expressed deep concern that experienced medical personnel were not in existence in the orientation camps, adding that inexperienced medical doctors undergoing national service were usually engaged to attend to the medical needs of corps members.

The lawmaker further expressed concern that an orientation camp that housed over 300,000 corps members could not boast of modern facilities to cater for the needs of corps members.

He decried a situation where by NYSC officials were not living up to their responsibilities, adding that the development had exposed the corps members to all manner of dangers.

“The Senate notes with sadness the death of three Corps members: Miss Ifedolapo Amoke Oladepo who died in Kano NYSC Orientation Camp and Miss Elechi Chinyerem, who died in Bayelsa Orientation Camp both on Tuesday, Nov.29.

“Also, Ukeme died in Zamfara Orientation Camp on Thursday, December1. We are deeply worried that the death of these corps members is becoming a recurrent decimal in almost all NYSC camps across the country.

“We are further concerned that NYSC officials are not up and doing in their official duties as they expose these Corps members to all manner of dangers.”

The National Chairman of the All Progressives Congress (APC), John Odigie-Oyegun, has encouraged supporters of the party to retaliate to whatever action directed at them from opposing political parties.

Addressing supporters today, Thursday, at the party’s political rally in Port Harcourt, Rivers State, Ogun said: “if they slap you, slap them back, If they push you, push them back.”

Oyegun, who said that the party is on a recovery mission in the state said: “I am very pleased with the turnout here today. It shows you are truly ready. As you can see, we came in force. The whole federal might is here. You have the governors of this nation here today.

“We are sending one message, and that message is clear. It is that we respect you the people of Rivers state. We respect the courage of our members in this state. We want to let you know that we have heard your cry; we have seen your anguish; enough is enough. This is the beginning of a rescue mission.

“I was here during the time of our beautiful governor, Rotimi Amaechi. He drove me round Port Harcourt; we strolled in the city, but can you do so today? We now have a blood-thirsty regime in Rivers state.

“I am glad with what I am hearing here today; very glad. If they push you, push them back. If they slap you, slap them back.

“We cannot allow them. The APC came on a rescue mission, unfortunately they are fighting back, the same way they have always done. Are you going to allow them? It is within your powers to return the members of the house of assembly.

Commission Releases 2442 Code For Nigerians Wanting To Exit Unsolicited GSM Messages

The Nigerian Communication Commission (NCC), has released 2442 short code for Nigerians who want to exit unsolicited messages from the telecommunication operators and control the type of messages they want to receive.

The Executive Vice-Chairman of NCC, Umar Danbatta, who spoke at the 79th Telecom Consumers Parliament in Abuja, said that the short code would go a long way to give consumers the right to choose the messages they wanted to receive.

According to him, following the barrage of complaints on the menace of unsolicited messages, the commission swayed into action by mandating the activation of 2442 short code.

“The code will enable consumers to control the type of messages they receive. I am glad that it has come into effect and I urge all consumers to take advantage of this new regime by sending “stop to 2442’’ to avoid unsolicited messages, he said.

Danbatta said the commission is aware that for the initiative to succeed, there is need for massive public enlightenment by both regulator and the operating companies, saying:“It is in this regard that the theme of today’s parliament becomes relevant.

“The objective is to place the issue on the front burner of our discourse until unsolicited messages become a thing of the past.”

Danbatta said that the issue of consumer’s protection was very paramount to the commission, adding that consumers were kings in the market place.

A telecom consultant with NCC, Ayoola Oke, called on operators to ensure full compliance with the 2442 short code, adding that one major challenge of the policy is lack of awareness, hence the need for both the regulators and the telecom operators to be involved in massive publicity.

He called for effective complaint management by the operators and network management to block spam and screen out malicious mails. [myad]

Senate May Confirm EFCC Boss, Magu, On December 15

The Senate may confirm the appointment of the Acting chairman of the Economic and Financial Crime Commission (EFCC), Ibrahim Magu on December 5 this year. It rescheduled the screening and confirmation of Magu, to that day.

The Deputy Leader of the Senate, Bala N’allah, who spoke to news men on the issue today, Thursday, said that the postponement of the exercise from December 8 to 15 became necessary to allow for a full house to convene.

According to him, lawmakers who traveled out of Abuja for official assignments requested the postponement pending their arrival to enable them participate in the confirmation process.

“The Senate is normally guided by the time frame of the work. We agreed that today will be the confirmation of the EFCC Acting Chairman, Ibrahim Magu. But we received a lot of calls from senators who are away, who want to participate.

“When we looked at the demand and the number we felt it will be wrong for us to proceed, disregarding those calls.

“We decided to fix it for Tuesday but we were not sure if the President will declare Tuesday as Public Holiday, so we agreed to fix it for Thursday.

“We have since written an official letter to the acting chairman fixing Thursday as the day for the confirmation hearing of his appointment.”

On why Magu’s confirmation had lingered for more than five months, N’allah said the senate had other matters of priority to attend to.

“Anybody who is familiar with the normal procedure of governance would have known that there are certain procedures that need to be taken for candidates to be confirmed. Whatever we do is always subject to interpretation but what is important is that a date has been fixed.”

The Presidency had in July, written to the Senate seeking the screening and confirmation of Magu as substantive chairman of the commission.

President Muhammadu Buhari appointed Magu as acting chairman of the EFCC after the removal of Ibrahim Lamorde on November 9, 2015.

Before his appointment, Magu was the Head of Economic Governance Unit of the commission.

If confirmed, Magu will be the fourth head of the anti-graft agency, after Nuhu Ribadu, Farida Waziri and Ibrahim Lamorde.

We Reject Kaduna White Paper That Declared Us Insurgents, Shiite Members Protest

The Islamic Movement in Nigeria (IMN), popularly called Shiítes have rejected in its entirety, the contents of the Kaduna State White paper in which the state government tagged the body as insurgents.

“We reject the said White paper for the following reasons:

  1. The Kaduna State Government released the Report of its Judicial Commission of Inquiry into what it called the “clashes” between the Islamic Movement in Nigeria and the Nigerian Army in Zaria, Kaduna State between Saturday 12th and Monday 14th December, 2015 on the 5th day of December, 2016 and backdated the said report to the month of August 2016. This is to give retroactive justification to its hostile actions against the Islamic Movement in Nigeria since the 12th day of December 2015.
  2. On the 7th day of October, 2016 the Kaduna State Government without releasing the White Paper on the report of the said Judicial Commission of Inquiry purportedly banned the Islamic Movement in Nigeria relying on the same report of the Judicial Commission of Inquiry which it set up in January 2016 and whose report it released on the 5th day of December 2016.
  3. The Islamic Movement in Nigeria rejected the composition of the Judicial Commission of Inquiry, its terms of reference and the refusal of the Commission to compel the Department of State Services (DSS) to release our leader to represent the Islamic Movement in Nigeria and to attend the sittings of the Commission and consequently boycotted the sittings of the Judicial Commission of Inquiry.
  4. The purported release of the White Paper is a belated and malicious response to the Judgment of the Federal High Court, Abuja delivered on Friday, the 2nd day of December 2016 wherein the Hon. Justice Gabriel Kolawole of the Federal High Court, Abuja ordered the release of our leader Sheikh Ibraheem Zakzaky within a period of 45 days from the date of judgment, the building of a new house for him and his family and the payment of N50million compensation for the unconstitutional and illegal detention of his wife and himself since the 14th day of December 2016.
  5. The Islamic Movement in Nigeria is fully aware of and abreast of the State sponsored demonstrations against the judgment of the Federal High Court, Abuja delivered on the 2nd day of December 2016 and regards the sponsors of the demonstrations as purveyors of anarchy and violence.
  6. It is clear to us that the Governor of Kaduna State is a threat to national security and the peace and stability of Kaduna State and Nigeria. Thus, the National Assembly, the Nigerian people and the International Community must call him to order before he succeeds in leading Kaduna State and albeit Nigeria into an avoidable religious crisis and conflict.
  7. We are convinced that the Governor of Kaduna State is bent on creating an atmosphere of fear, anxiety and violence in Kaduna State for reasons that are unclear through his messianic approach to governance.
  8. It is also clear to us that the Governor of Kaduna State is angry that the Federal High Court Abuja did not order the indefinite detention of the leader of the Islamic Movement in Nigeria and his wife and it is also clear that he is angry that his Judicial Commission of inquiry did not strictly follow the script given to them by returning completely the pre-determined conclusion and verdict.
  9. We are convinced that the Chairman and some members of the Judicial Commission of Inquiry will be regretting their participation in a Commission that was programed to work from a predetermined conclusion but which found itself overwhelmed by the evidence of state sponsored genocide against the members of the Islamic Movement in Nigeria.
  10. From our preliminary analysis of the so called retroactive White Paper, the Kaduna State Government rejected 99% of the Core recommendations of the Judicial Commission of Inquiry and only accepted the ones that suggested the unconstitutional restriction of the activities of the Islamic Movement in Nigeria and the continuation of hostile activities towards its properties.”
    In a statement today, Thursday, the IMN regretted that the Kaduna State Government had decided to ignore the recommendations of the Judicial Commission of Inquiry even in relation to matters that are not within its constitutional and legal competence.

“It is also unfortunate that the Kaduna State Government, without any shred of evidence and in contemptuous disregard of the constitution and Nigeria’s international obligations rejected some of the core findings and conclusions of the Judicial Commission of Inquiry.

“This becomes more shameful as the Kaduna State Government handpicked the members of the Judicial Commission of Inquiry. The Government appointed two Senior Advocates of Nigeria as Counsel to the Commission and the Kaduna State Government was represented by a private Legal Practitioner throughout the sitting of the Commission. Top officials of the Kaduna State Government also gave evidence during the sittings of the Commission.

“The Kaduna State Government had the opportunity to present whatever evidence it had during the sitting of the Judicial Commission but has sought through the White Paper to smuggle in some of its predetermined conclusions that the Judicial Commission of Inquiry forgot to include in its findings and recommendations.

“It is scandalous that the Kaduna State Government in its messianic approach to governance rejected the findings of the Judicial Commission of Inquiry that found as a fact that there was no evidence of any form of delegation of authority to any of the officers that carried out the genocide in Zaria when it claimed the existence of a subsisting internal security arrangement in Kaduna State.

“It is shameful that a government elected on the basis of the rule of law and due process will without any iota of evidence insist that the leaders and the members of the Islamic Movement in Nigeria should be held to account for non-existent crimes committed in the last 30 years when no concrete evidence was presented to the so called judicial commission of inquiry to authenticate the so called crimes.

“While the Kaduna State Government allegedly declared the Islamic Movement in Nigeria as an ‘unlawful society’ on the basis of the recommendations of the Judicial Commission of Inquiry, it forgot that it had not issued a White Paper on same, and this is why in paragraph 8.4.3 of the said White Paper, it stated that “Government Notes the recommendation but observes that the IMN has been declared as an unlawful society under Section 97 Á’&’B’ of the Penal Code of Kaduna State.

“It is even more scandalous that the so called refusal of the Islamic Movement in Nigeria to recognize the legitimacy of the Nigerian government was derived from a commissioned paper by the Judicial Commission of Inquiry. It baffles the Islamic Movement in Nigeria that a Justice of the Court of Appeal will rely on a commissioned paper to arrive at such weighty conclusion on the so called rejection by the Islamic Movement in Nigeria to accept the legitimacy of the Nigerian Government. The said findings and its acceptance by the Kaduna State Government flies in the face of the available evidence and facts and shows that it is the government that has refused to accord the members of the Islamic Movement in Nigeria their constitutional rights as citizens of the Federal Republic of Nigeria.

“It is shameful that the Kaduna State Government would label the Islamic Movement in Nigeria an ‘insurgent’ group when they have not taken up arms against the country even in the face of extreme provocation and persecution by the government. It is also not surprising that the Kaduna State Government will label the Islamic Movement in Nigeria an insurgent group that must be demonized as it needs to fight the Movement to shore up its non-performance in terms of governance. It is clear that the IMN is the victim in the operations carried out by the Military and reinforced by the Kaduna State Government.

“It is also scandalous that the Kaduna State Government adopted the attitude of muted trumpet and turned a blind eye to the finding by its own Judicial Commission of Inquiry that reported that the widely held belief that the Islamic Movement was stockpiling weapons was not substantiated. It is reprehensible that the Kaduna State Government rejected the recommendation of its Judicial Commission of Inquiry that directed that all future cordon and search operations must be filmed for purposes of transparency. It is clear that the government is still bent on using the instrumentality of the military to carry out unconstitutional and illegal hostile acts against the members of the Islamic Movement in Nigeria.

“The Islamic Movement in Nigeria is aware of the fact that the Kaduna State Government is engaged in cover up of the atrocities committed in Zaria between the 12th and 14th of December 2015. While the Government wasted no time in arresting and prosecuting over 300 members of the IMN for various alleged ‘offences’ including culpable homicide punishable with death, it claimed in its White Paper that it will conduct further investigation to determine the culpability of members of the armed forces that engaged in genocide in Zaria, and that they will first face a secret Court Martial before the Kaduna State Government will make up its mind on whether to prosecute them. We dare say that the names of all the officers that authorized the genocide in Zaria are with the Kaduna State Government and the issue of conducting further investigation is tales by moonlight.

“While the Judicial Commission of Inquiry found as a fact that the Military did not observe the rules of engagement in the killing of the members of the Islamic Movement in Nigeria, the Kaduna State Government went into an unnecessary monologue to exonerate the army and affirm that the Army observed the rules of engagement. This is against the fact that the Nigerian Army and its officers were represented by a Senior Counsel throughout the sittings of the Commission.

“The Islamic Movement in Nigeria is not surprised that the Kaduna State Government labeled the Islamic Movement in Nigeria an insurgent group. This is because the Kaduna State Government must demonize the Movement to shore up its non performance in terms of governance. It is clear that the IMN is the victim in the operations carried out by the Military and reinforced by the Kaduna State Government.

“The Judicial Commission of Inquiry found as a fact that the Kaduna State Government breached extant laws and Islamic Injunctions in burying the 347 members of the Islamic Movement in Nigeria in a mass grave and yet the Kaduna State Government without showing any form of remorse sought to justify the said burial. It is clear that the Kaduna State Government was an active participant in the events in Zaria and this is further reinforced in its hostile activities against structures of the Islamic Movement in Nigeria since then.

“The Islamic Movement in Nigeria regards it as a hostile act the quick acceptance by the Kaduna State Government for the prosecution of the leader of the Islamic Movement in Nigeria for alleged acts committed in the last 30 years. The leader of the Movement is a law abiding citizen, who was previously commended by past administrations in Kaduna State for his peaceful disposition to conflicts and issues of governance. The current government has held him in captivity for one year now without charges. While the Kaduna State Government quickly accepted this recommendation, it buried its head in the mud in accepting the recommendation for the prosecution of those that murdered innocent members of the Islamic Movement in Nigeria. By rushing out with a White Paper a few days after the judgment of the Federal High Court, Abuja shows clearly that the Kaduna State Government is afraid that it will be held to account for the atrocities committed against members of the Islamic Movement in Nigeria.

“While the Kaduna State Governments Judicial Commission of Inquiry found as a fact that “the demolitions by the State officials of the Gyallesu residence of Sheikh Zakzaky, the Hussainiyya Shrine, the facilities at Dambo Darul Rahma do not appear to be wholly conducted after following due process. The demolition of the premises at the Jushi cemetery where Sheikh Zakzaky’s mother and sister were buried and the destruction of the Fudiyya did not appear to be justified” yet the Kaduna State Government shamefully rejected this on the ground that the debris at the H u s s a i n i y y ah Baqiyatullah, the residence of Sheikh Ibraheem El-Zakzaky (Leader of IMN) were removed on grounds of public health and safety.  They shamelessly kept mute on demolition of the premises at the Jushi cemetery where Sheikh Zakzaky’s mother and sister were buried and the destruction of the Fudiyyah Islamic centre, where there was no debris at all.

“The Islamic Movement in Nigeria implores all well meaning Nigerians to call the Governor of Kaduna State to order. His sole mission is to engineer a justification for further hostile action against the Islamic Movement in Nigeria and its leaders.

“In the meantime, the Islamic Movement in Nigeria is in consultation with its Legal Team on the next line of action and will issue a fuller after completing these consultations.”

Owner Of The Controversial MMM Nigeria, Unmasked: He Is ‘Pastor’ Mbanefo

A Nigerian, who styles himself as Pastor Ernest Chigozie Mbanefo has been uncovered as the mastermind of the suspected Ponzi scheme known as MMM Nigeria.

According to an online report, Mbanefo is based in South Africa.

Nigerian Communications Week (NCW) said that Mbanefo registered the site MMM-Nigeria.net domain on June 7, 2016 at about 5 pm Nigerian time.

NCW, quoting Pageone report written as far back as September this year said that Mbanefo made a single year domain payment.  The domain will expire on June 7, 2017.

It was also revealed that MMM Nigeria is not part of MMM Global – a Russian company that was responsible for one of the world’s largest Ponzi schemes in the 1990s.

MMM Global was founded by Russian politician, Sergei Mavrodi, his brother Vyacheslav Mavrodi and Olga Melnikova.

The name of the company was taken from the first letters of the three founders’ surnames (MMM)

But like MMM Global, the Nigerian scheme is also a pyramid marketing scheme where an investor gets a 30 per cent return on investment.

Around the world, MMM is feared.

In January 2016, the Chinese government banned MMM on the grounds that it is a pyramid scheme, (Ponzi scheme), and it is not registered in the country and that and as a fraudulent scheme, it cannot be registered.

MMM recently crashed in Zimbabwe: Thousands of ‘Mavrodians’ in Zimbabwe were left in tears when the scheme crashed, losing tens of thousands of their lifetime savings.

To share news and information about MMM, Ernest also operates a subdomain ‘news.mmm-nigeria.net. The site praises him and projects him as the leader of the Ponzi Scheme in Nigeria.

“He is described as: MMM Nigeria Super Guider; Pastor Ernest Mbanefo, has been selflessly helping thousands of MMM Nigeria Participants whether or not they fall under his downline structure. The brain behind the MMM NIGERIA REVOLUTION operation has been working selflessly and tirelessly towards the education, information and proper guidance for the MMM Nigeria Community.’

In an online interview Friday, Mbanefo however denied owning the MMM franchise in Nigeria.

“I do not own MMM Nigeria. The original website of MMM Nigeria is nigeria.mmm.net. All I’ve done is to use my knowledge of web designing to launch mmm-nigeria.net,” Mbanefo told Concise News.

Asked what his affiliation with the Russian politician and brain behind MMM Global, Sergei Mavrodi, is, Mbanefo said he has never met Sergei Mavrodi before.

“I have never met Sergei Mavrodi before. Mavrodi does not even know about my activities in the MMM program,” Mbanefo told Concise News.

“I’m not recognized by Mavrodi, I am only a smart participant,” he added.

Buhari’s School Feeding Scheme Hits Anambra

The National Homegrown School Feeding scheme which was conceptualized by the government of President Muhammadu Buhari has reached Anambra state, with the feeding of primary school pupils.

Speaking today, Thursday, at the launching of the scheme in Awka, capital of  Anambra State, Mr. Dotun Adebayo who is the Special Assistant on Homegrown School Feeding Programme in the Office of the Vice President, said: “the pupils were excited and enjoyed the meals.”

According to him, the cooks in the three schools he visited with his team, served ‘Okpa’ a.k.a moin-moin, garnished with vegetables to the delight of the pupils who took the meals during their break time about noon.

The schools he visited with a team of federal and state officials were Community Primary School, Awka South, Central School Ameobi, and Central School in Nibo.

A statement by the senior special assistant to Vice President Yemi Osinbajo, Mr. Laolu Akande said that an estimated 76, 690 pupils in 1,050 schools would be served every day of school, adding that the feeding programme caters to pupils from primary one to three.

“Having met the stated requirements for Federal Government funding for the Homegrown School Feeding, a sum of N53, 687, 900 had been released directly to cooks for the kick-off of the school feeding programme in Anambra, to last till the end of the current school term.

“All the cooks were recruited from communities around the primary schools for the program, verified and trained to provide the catering service in the 21 LGAs in the State.

“Generally, the Homegrown School Feeding programme, which is one of the Social Investment plans of the Buhari presidency, is driven through community participation where residents in the community are engaged as cooks to provide feeding services. Also the programme leverages on the agricultural produce available within the communities.

“The Homegrown School Feeding programme of the Buhari administration will not only boost school enrollment and improve the nutritional status of the pupils, it would also stimulate local farming, while equally creating jobs including the 774 cooks now in gainful employment in Anambra State.

“While the 2016 Budget of Change made provision for funding of the feeding programme in 18 states, a total of 17 States have concluded the designing of the School feeding models through state-level multi-sectorial capacity building workshops, based on FG’s stipulated requirements. Those states will proceed in the planning and would soon get to the implementation stage.

“The 17 states are Anambra, Akwa Ibom, Ebonyi, Enugu, Sokoto, Kaduna, Borno, Zamfara, Ogun, Oyo, Osun, Benue, Plateau, Taraba, Delta, Abia and Bauchi. Estimated figures from 15 of these states put the numbers of pupils to be feed at over 3.4 million.

“Also the Federal Government has successfully conducted food safety and hygiene training for over 25,000 cooks in 9 states (out of the 17). According to the 2016 budget, provision was made for the feeding programme in 18 states of the federation.”

 

Lagos Set To Roll Out “Lake Rice’’ At N13, 000

The Lagos State Government is set to roll out what it called Lake Rice on December to the people in the state at the rate of N13, 000 per 50 kilogram for the Yuletide celebration.

Special Adviser to Governor Akinwumi Ambode on Food Security, Mr. Sanni Okanlawan, who spoke in Lagos during the Lagos Chamber of Commerce and Industry (LCCI) National Agriculture Stakeholders Summit, said that sales of the rice would be made at all the 57 Local Government Areas and Local Council Development Areas in the state to ensure proper distribution.

“Lake Rice is the acronym of both Lagos and Kebbi States joint product which will be out to the public on Dec. 15 at the rate of N13, 000 per 50kg bag as it is already subsidized by the government.

“To make it more available, the rice will be sold at the 57 LGAs and LCDAs for easy accessibility and to guard against unwanted persons diverting the product.

“The state government has put in place a committee that will ensure that Lagosians have the best Christmas celebration that is why we are offering the wholesome and well packaged rice.”

The special adviser said that the state had established a Department of Agribusiness, an Agriculture Trust Fund and Commodity Exchange Market to be set up soon. The government’s efforts were in alignment with the Federal Government’s diversification drive from a mono-economy to agriculture. [myad]

Nigerian Aviation Authority Gives Arik Air 48-Hour To Evacuate Passengers’ Baggage From Heathrow

The Nigerian Civil Aviation Authority (NCAA) has given the Arik Airline within which to ferry the backlog of all short landed baggage of its agitating passengers from Heathrow airport in London to Lagos. The baggage had been abandoned at the Heathrow Airport by the Airline since December 2nd, even as the passengers embarked on protest.

A statement by NCAA spokesman, Sam Adurogboye, also directed that all passengers with short landed baggage be offered care and compensation in line with part 19. 17. 2.1 (b) of the Regulation, and also in line with Nigerian Civil Aviation Regulations (NCARs) 2015, part 19.

The statement insisted that the Airline should forward to the NCCAA within 96 hours from the receipt of the letter from the authority, a compliance report including, but not limited, to the list of affected passengers, details of passengers handling.

The statement enjoined passengers to exercise restraint while dealing with such challenging issues in the airports. Flight delays are normal occurrences in aviation and rather than resort to violence, passengers are assured of the readiness of NCAA to continue to protect the rights and privileges of all stakeholders within the ambit of the law so as to ensure safety and security of the aviation industry.
