House Of Reps Want Price Of Fuel Reduced To N70 Per Litre

fulata-reps-member

The House of Representatives has asked the Petroleum Products Prices Regulatory Agency (PPPRA) to review the current price template for Premium Motor Spirit with a view to reducing the price to N70.
This followed the adoption of a motion sponsored by Abubakar Fulata titled: “Urgent Need to Review the Petroleum Price Template.”
Moving the motion, Fulata expressed dismay over the circulating rumour of a possible hike in the price of petrol in the country.
Although the rumour was denied by the Federal Ministry of Petroleum Resources, Fulata said that it was coming at a time when the nation is going through difficult times.
According to him, the hard times are occasioned by dwindling revenues, high inflation rate, unemployment and general fall in the standard of living of many Nigerians.
The lawmaker said that the current template for the price of PMS could be reviewed downwards without affecting the profit margin of marketers and transporters.
The review would also contribute to reducing the current inflationary trend in the economy.
Fulata said: “I am aware that the current cost of freighting PMS stands at N109.1, Lightening expenses N4.56, Nigeria Ports Authority charges N0.84, NIMASA charges N0.22, Financing N2.51 and Jetty put charges at N0.60.
“Storage charges N2.00, retailers margin N6.00, transport allowance N3.36, dealers margin N2.36, bridging fund N6.20 and marine transport average put at N0.15 bringing the total cost to N137.81.”
Fulata informed the House that the landing cost of PMS remained at N119.74, while the distribution cost and margins of marketers stood at N18.37.
“Thus, the total of both the landing and distribution costs is N138.11, while marketers are allowed to sell the product within the range of N140 and N145 per litre.”
Fulata said that over 90 per cent of the current price of PMS in the country is accounted for by transport related charges at N124.34 out of N138.11.
According to him, foreign vessels charge higher for lifting the PMS because Nigerian carriers, which were supposed to lift 50 per cent of the products, lack the capacity to do so.
He faulted the NPA’s inability to dredge the ports despite collecting N0.84 for every litre of petrol, thereby costing Nigerian users the sum of N4.56 for every litre of petrol they buy.
“Bridging is supposed to be an annual event only when refineries are carrying out their turn around maintenance, which should not exceed three months.
“However, due to the fact that pipelines linking the various depots have been vandalised or in a state of disrepair, bridging has remained a permanent feature of the oil industry in Nigeria.’’
He said that if the pipelines linking the various depots and refineries could be fixed and secured, the bridging fund could be reduced to N2.00 per litre instead of the current N6.20.
Fulata said: “Also a realistic template would bring down the price of petrol to N70.04.”
The House therefore urged the NPA to dredge all harbours within a period of one year to enable ships dock in them.
The House also set up an ad-hoc committee to interface with the Federal Ministry of Petroleum Resources on the review of the price of PMS and such related matters and report back within weeks for further legislative action. [myad]

Nigeria Joins African Union Campaign to End Child Marriage

Nigeria’s Vice President, Yemi Osinbajo officially launched a nation-wide Campaign to End Child Marriage at a ceremony in Abuja today, Tueday, making Nigeria the 16th country to join the African Union Campaign.

The occasion was held during the globally-marked 16 days of Activism against Gender-based violence.

The Federal Ministry of Women Affairs and Social Development, together with partners UNFPA, the United Nations Population Fund (UNICEF) and Save the Children, developed the Campaign in line with the Sustainable Development Goals that Nigeria has committed to achieve by 2030. One of the targets in these Goals calls for the elimination of all forms of harmful practices, including child marriage.

The ministry also launched the National Strategy to end child marriage, developed as a guideline to raise awareness about and address the harmful impact of child marriage. The report advocates for policies and actions that protect girls’ human rights and remove barriers to law enforcement.

Minister of Women and Social Development, Senator Aisha Jummai Alhassan, said: “child marriage threatens girls’ lives and health, and it limits their full potential.

“The campaign launched today is a call to action. It is an attempt to save the lives of adolescent girls pressed into marriage too early, many of whom become pregnant and are at a higher risk of complications in pregnancy or childbirth”

The UNICEF Nigeria Representative, on behalf of the United Nations in Nigeria, Mohamed Fall, said: “these complications are a leading cause of death among adolescents girls in countries like Nigeria; a cause of death that is unnecessary and unacceptable.”

Early marriage and childbirth can be extremely harmful for girls. Girls under 18 are more likely to suffer from fistula, to die in childbirth and to give birth to stillborn babies. Children born to child mothers are more likely to suffer from stunting and wasting.

Child marriage varies with a girl’s education and the economic status of her family. Adolescent girls with no education tend to marry at an average of about 15 years, while age of marriage increase to 18 for girls with primary education. Average age of marriage for women with secondary education rises to about 21, when women are physically and emotionally better equipped for marriage and childbirth. Likewise, girls from the poorest households on average marry at age of 15, while girls from the wealthiest households marry at an average age of 23.

With 49 per cent of Nigerian women married under the age of 18, according to latest figures from 2013, Nigeria has the world’s highest number of child brides. [myad]

Mischief Makers Can’t separate Me And Tinubu, President Buhari Vows

The President, who in a statement today by his senior special assistant on media and publicity, Malam Garba Shehu, dismissed rumours that he and the APC leadership are at odds with Tinubu, adding that such rumours are unfounded and mischievous.
The President said that he was highly embarrassed by such “suggestions” as he had been in regular contacts with Tinubu before, during and after the Ondo gubernatorial election.
He said that any suggestion that he and the party machinery are working to destroy Tinubu has no foundation in truth or any credibility.
Buhari said that he was impressed by Tinubu’s assurance not to work against the party in Ondo state and he honoured his words, saying that he regards Tinubu as a priceless political asset to the All Progressives Congress (APC) whose immeasurable contributions to the development and progress of the party are known to all.
He advised rumour mongers to stop spreading the seeds of discord and animosity between his and Tinubu or the party, adding that he is proud of the Jagaba and his pivotal role in the party and the movement.
President Buhari commended Tinubu’s spirit of comradeship in promptly congratulating Rotimi Akeredolu who was elected Governor.
The President said that at a time his administration is preoccupied with governance issues, rumours of divisions and alleged scheming within the party are counterproductive to internal unity and cohesion in APC.
He appealed to APC members and supporters to ignore rumours that could harm the party unity. [myad]

Help, EFCC Is Coming To Embarrass Me, Ex House Of Reps Speaker, Nwuche Cries Out

chibudom-nwucheFormer Nigerian House of Representatives’ Deputy Speaker, Chibudom Nwuche has raised an alarm that the operatives of the Economic and Financial Crime Commission (EFCC) have concluded plan to embarrass him by laying siege on his Abuja residence, portraying him as a criminal.
Nwuche said that EFCC operatives had in a Gestapo style, invaded his Abuja residence while he was out, and are still laying siege on it, ostensibly to arrest him for a yet unknown reason.
He said in a statement that the manner EFCC operatives invaded his house was a sign of the commission’s disregard for due process.
He said that he had never declined the commission’s invitation to warrant this manner of approach.
According to the politician, he can hear the voice of Jacob though it was the hairy hands of Esau, in his travails, stressing that a particular minister from his zone may have engineered it.
He said that the only time he had to face the EFCC was when an NGO he chairs had an issue, which is currently before the court of law, otherwise, he has never been a corrupt person even when he held public office.
Nwuche’s personal residence in Maitama has been under armed siege by operatives of the EFCC since 2pm on Monday.
Operatives involved in the operation said, they were not there to force him to do anything, but to ask him a few questions in an investigation which links him with an unwholesome activity. [myad]

740 Nigerian Public Institutions Have Not Complied With Freedom Of Information Act – Report

Malami Abubakar

Facts have emerged to show that over 740 Ministries, Departments and Agencies (MDAs) out of the over 800 of them in Nigeria have not been complying with the provisions of the Freedom of Information (FOI) Act since it was signed into law in 2011.
According to a Director in the Federal Ministry of Justice, Benjamin O. Okolo, the lack lustre attitude of the government’s institutions towards the implementation of the provisions of the Act has been impeding the anti corruption war now in progress.
Okolo spoke today, Monday, at the commencement of a 2-day Round-Table talk, organized in Abuja by the Media Initiative against Injustice, Violence and Corruption (MIIVOC), in collaboration with the Freedom of Information Coalition-Nigeria, with support from Justice For All (DFID).
The Round Table, which was attended by various Civil society organizations (CSOs), media executives, top level judicial officers and other stakeholders, was aimed at increasing citizens’ usage of the Act.
Okolo regretted that many Nigerians are still not aware of the operation of FOI Act, over five years after it was signed into law by ex President Goodluck Jonathan.
He said that if Nigerians have been active in the use of the Act, the corruption war which the government of Muhammadu Buhari has waged, would have achieved much more than it has now.
He asked the Civil Society Organizations and other stakeholders to engage more vigorously in the campaign for the proper application of the Act, to fast-track good governance, that is borne out of corruption-free society.
Also in his paper at the Round Table, titled: “The implications of the FOI Act to Nigeria’s Anti-graft War, the Chairman of the Board of Governors, Freedom of Information Coalition, Nigeria, Dr. Walter Duru lamented the low level of understanding of the Act by Nigerians, some of who are supposed to be well knowledgeable.
Dr. Duru recalled that the FOI Act was signed into law on May 28 2011, after the longest legislative debate in the history of Nigeria. The law was passed to enable the public to access information from government and its institutions, in order to ensure transparency and accountability.
He said that the Act aims at making public records and information more freely available as well as enables citizens to hold the government accountable in the event of the misappropriation of public funds or failure to deliver public services.
“It also seeks to protect serving public officers against any adverse consequences from the disclosure of certain kinds of official information, and to establish procedures for the achievement of these purposes.
“Available statistics show that there is an extremely low usage of the Act in Nigeria by the citizens, especially, Media and Civil Society practitioners.”

Dr. Duru insisted that for the anti corruption war to succeed, it must be consistent with the operatives of the anti corruption agencies being honest and transparent. He added that if government officials know that questions would be asked about how they manage the public funds in their care, they would be careful not to divert such funds into their personal accounts.
Professor Des Wilson also delivered a lecture on: “FOI Act: Relevance challenges in the scheme of National Development.” [myad]

Akeredola Electoral Victory: Governor Miniko, PDP Sing Different Tunes

Ondo state governor, Dr. Olusegun Mimiko
Ondo state governor, Dr. Olusegun Mimiko

While the outgoing Ondo state Governor, Olusegun Mimiko, a chieftain of the Peoples Democratic Party (PDP) has sent a congratulatory message to Oluwarotimi Akeredolu, who was elected in the Saturday election as the next governor on the platform of the All Progressives Congress (APC), the PDP has rejected the result of the election.
This was even as a chieftain of the APC in Ogun State, Chief Tolu Odebiyi, has also congratulated Akeredolu on his emergence as the Governor-Elect of Ondo State.
In a statement by his Chief Press Secretary, Eni Akinsola, Governor Mimiko said: “It behoves on me as Governor of Ondo State to congratulate the Governor-elect, Mr. Rotimi Akeredolu (SAN) and wish him success in the challenging task of governing our dear state.
“It is incumbent upon me as Governor to facilitate smooth transition between my government and the incoming one. I will, to this end, provide the ambience for a smooth and seamless transition process.”
While promising to continue to provide leadership to the state until the takeover date, Mimiko expressed appreciation to the people of the state.
“I use this medium to express my sincere appreciation to all our citizens for the very peaceful manner in which they conducted themselves throughout the election period.
“I will not waiver in providing needed leadership to our dear state till the last day of my term.”
Mimiko called on the residents to strive to sustain the peace enjoyed in the state for the past seven years and promised to speak with the people as occasion demands “as my eight-year tenure inches to an end.”

But in a statement by the spokesperson of the PDP, Dayo Adeyeye, the party said that it has rejected the outcome of Saturday’s governorship election in Ondo State, and described the outcome of the election as a “charade and not the true reflection of the will of the people of Ondo State.”
The PDP accused the Independent National Electoral Commission (INEC) of having aided the APC to rig the election.
It alleged that INEC has now “graduated from inconclusive Elections as seen in Kogi, Bayelsa, Osun, FCT, Imo, Nasarawa and some other previous by-elections in the Country to ‘Advanced Election Rigging’, as in the case of Edo and Ondo States Gubernatorial Elections.
“It is common knowledge that the APC Agents openly bought votes of the electorates in the full glare of security operatives who did nothing to prevent such dastardly violation of the Electoral Law.
“It is not surprising that the electorates in Ondo state became so vulnerable to the corruptive influence of the APC because of the hash economic situation in the Country inflicted on Nigerians by the APC Administration which has indeed made all Nigerians virtually beggars in their own Country.”
Adeyeye said that PDP had persistently called for the postponement of the election before Saturday, for at least two weeks to enable the Party campaign and prepare properly for the election.
He said that the party’s request followed the setback orchestrated by “Justice Okon Abang and the charlatans in PDP who allowed themselves to be used by the APC to destroy our chances in the Ondo state election.
“The actions of INEC in collaboration with the APC led Administration left us no time to campaign and sell our Candidate and Party Manifesto to the electorates in Ondo State.
“Our persistent call for the postponement of the Election which was backed and supported by more than 20 other political parties were all rejected by INEC which were acting the script of the APC.
“It was a carefully planned and well-orchestrated strategy to rig the Election well in advance by preventing the PDP from planning and campaigning for the Election. The APC has hereby introduced a new formula of rigging Election in Nigeria.
“In view of the fact that the Election was blatantly manipulated from the beginning to the end to favour the APC, we vehemently reject the results of the November 26, 2016 Gubernatorial Election in Ondo State.”
The PDP scribe said that the Saturday’s election and all actions leading to it fell short of laid down principles guiding conduct of elections in Nigeria.
“We have instructed our Candidate and the Ondo State Chapter of our Party to proceed to the Tribunal to challenge the Outcome of the Election. We call on the Judiciary to redeem Nigeria’s image on this matter as we request for the total Cancellation of the Election in Ondo State.”
This was even as Chief Tolu Odebiyi, in a statement by his Media Office, said that Akeredolu’s emergence is a reflection of the abiding faith of Nigerians in the APC as the party capable of rescuing the country from the rot into which the Peoples Democratic Party has thrown it.
Odebiyi said that it was also a show of belief in the capacity of Akeredolu to take Ondo State to the Promised Land after several years in the hands of the opposition.
“This is a plus also for the leadership shown by President Muhammadu Buhari in piloting the affairs of the country.
“It indeed is a reflection of the belief of Nigerians in the capacity of the President and the APC to take the country out of the doldrums despite the attempts by the opposition to rubbish the good works being done to redeem the country.”
Odebiyi praised the leadership of the APC at the national level, adding: “it is equally pertinent to congratulate the governors elected on the platform of the APC in the South West, especially the Ogun State Governor, Senator Ibikunle Amosun, because their dedication to service and delivery of democratic dividends as seen by the people must have spurred the need for change as demanded for by the people of Ondo State with the election of Chief Akeredolu.” [myad]
