Arms Procurement Scandal: Osinbajo Blames Elites Of Betrayal

Osinbajo at ECOWAS AU

The Vice President, Professor Yemi Osinbajo has blamed the Nigerian elites for the arms procurement scandal that has rocked the country, starting from the past administration. According to his verdict: “the elites have so far failed the nation.”

Vice President Osinbajo spoke today while delivering a paper at the National Defence College, Abuja, for Course 24 participants titled `”The Economic Dimensions of National Security: The Nigerian Experience.”
He regretted that the grand corruption, rent-seeking, promotion of ethnic and religious differences for personal gains appear to have been the prevailing behavior of the elite.

He wondered how one could explain the diversion of funds meant for arms procurement to fight insurgency to private pockets as well as why the actors failed to bother that their avarice and greed led to loss of lives of ill equipped federal troops.
The Vice President said that the solution is on the revitalization and revival of the nation’s defence industries as well as linkages to the economy, saying that the country should reduce dependence on other nations as well as learn from the experiences of some.
“We should not allow situation to arise again in which we as a nation are unable to source the arms, even the most basic arms, with which to prosecute a war.
“For our nation to survive we must insist that the Nigerian elite accepts its responsibility to make the sacrifice necessary. We must ensure that there are consequences for corruption; that we insist on integrity in the conduct of public and private business.

“We must resist the urge to divide our nation along ethnic of religious lines and we must hold ourselves accountable for the future of our nation. We must choose the path of discipline and honour.”
Osinbajo identified key aspects of the economic dimension of national security as the use of economic policy to foster national cohesion as well as foster national economic development and stability.
“We will continue to have challenges to national security if our citizens do not have a common commitment to the national interest.  If significant sectors of our society feel marginalized or that their interests are not being properly catered for then we can expect threats to national security arising from divisive tendencies. In such circumstances, economic disaffection could emerge in various forms including class tensions, ethnic and religious divisions and low-level insurgencies.”
According to him, government in such circumstances should use economic policies to build a fair and equitable society by tackling poverty, inequality and providing jobs and economic opportunities.
Osinbajo said the Muhammadu Buhari administration is set to achieve the objectives by the provision of several social security nets worth more than half a trillion naira in the 2016 budget and measures for employment of 500,000 teachers.

He decried the manner in which the previous budgets of the country were formulated to the exclusion of the interests of the poor and the vulnerable.

He noted that while the bulk of the 2016 budget would take care of infrastructure, the single most important aspect is that the budget is giving social investment incentives in the form of direct employment. [myad]

Buhari “Smells Rat” In Chibok Girls Abduction, Orders Investigation

Buhari meets Chibok Girls parentsPresident Muhammadu Buhari has ordered an investigation into the abduction of the 219 female students of the Government Girls Secondary School, Chibok in Borno State on April 14 2014.

A statement by the senior special assistant to the President on media and publicity, Mallam Garba Shehu today said that the panel to investigate the incident will soon be named by the National Security Adviser (NSA), retired General Babagana Munguno.

Garba Shehu said that the investigation will seek to, among other things, unravel the remote and immediate circumstances leading the kidnap of the girls by Boko Haram terrorists as well the other events, actions and inactions that followed the incident.

“This came to light just as the President, in Abuja, assured parents of the Chibok girls that  he has been doing his best and will continue to do everything possible to rescue them and re-unite them with their families.

“Speaking at a meeting attended by some parents of the abducted girls, representatives of the Chibok community and members of the Bring Back Our Girls movement at the Conference Hall of the State House, President Buhari said that he remained fully committed to his pledge to do all within his powers to save the girls.

“I assure you that I go to bed and wake up every day with  the Chibok girls on my mind.

“The unfortunate incident happened before this government came into being.

“What have we done since we assumed office? We re-organized the military, removed all the service chiefs and ordered the succeeding service chiefs to deal decisively with the Boko Haram insurgency.

“In spite of the terrible economic condition we found ourselves in, we tried to get some resources to give to the military to reorganize and  equip, retrain, deploy more troops and move more forcefully against Boko Haram.

“And you all know the progress we have made. When we came in Boko Haram was in Adamawa, Yobe and Borno. Boko Haram has now been reduced to areas around Lake Chad.

“Securing the Chibok girls is my responsibility. The service chiefs and heads of our security agencies will tell you that in spite of the dire financial straits that we  found the country in, I continue to do my best to support their efforts in that regard.

“This is a Nigeria where we were exporting average of two million barrels per day at over 140 dollars per barrel. Now it is down to about 27 to 30 dollars.

“You have been reading in the press how they took public funds, our funds, your funds and shared it, instead of buying weapons. That was the kind of leadership I succeeded. That was the kind of economy I inherited.

“God knows I have done my best and I will continue to do my best,” President Buhari said.

The President was accompanied by the Minister of Defence, Mansur Mohammed Dan Ali, Minister of Women Affairs, Hajiya Aisha Alhassan, Chief of Defence Staff, Gen Gabriel Olonisakin, Chief of Army Staff, Lt.-Gen Tukur Buratai and the National Security Adviser, Major General Babagana Monguno (rtd).

In his remarks, the Chief of Defence staff told the meeting that in the last three months the military has liberated more than 3000 people kidnapped by Boko Haram in the North eastern part of the country.

He said that the military had the ability to  rescue the Chibok girls, but added that “intelligence is delicate and we don’t want to do anything to jeopardize the lives of the girls.”  [myad]

Open Letter To Minister Of Youth And Sports, By Fenny J. Fwa

Sports minister SolomonPermit me to convey my belated warmest congratulations on your well deserved appointment as the minister of Youth and sports.  I’m saying well deserved in every sense of the word because you have been a social activist whose views on the less privileged are well known. Before Boko Haram became monstrous, you have always advocated the modified version of former President Olusegun Obasanjo stick and carrot approach that is that the insurgency can only be conquered through dialogue and persuasion. I also had the rare privileged of traveling by air from Abuja to Yola where we had intensive conversation on the problems bedeviling the nation. I was highly impressed with your passion for this country. It is with these in mind that I’m pretty sure that PMB took the right decision in making you a minister of federal republic of Nigeria and capping it with assigning an appropriate portfolio of Youth and sports.
I have waited patiently to listen to your template for this very important assignments bestowed on you, but to no avail. This is further compounded by the scanty policy thrust of the All Progressives Congress on youth development as contained in their manifesto. The manifesto simply said it would create 20,000 jobs per state. For those with SSCE, they will participate in technology and vocational training. It will also pay unemployed youth a stipend of N5000 per month.
As far as I’m concerned, the task before you is most daunting and challenging and therefore requires a lot of mental, human and material resources to accomplish. The gloomy situation is captured thus: 70 million of the about 170 million population of Nigeria is youth. Eighty per cent of the youth are unemployed, according to the Central Bank of Nigeria. This population is the energy room of the country and therefore their effective utilization will bring about monumental economic transformation while failure will bring about all kinds of social vices such as armed robbery, drug addiction and trafficking, kidnapping, militancy, prostitution, cultism, ritual killings and insurgency. All the vices mentioned are heavily imbedded in our social life today and these have aided immensely to socio- economic stagnation we are witnessing today
Sir it will not be out of place to urge you to work assiduously to address these myriad of problems of the youth. This is why I said your job is most challenging and requires all the brains, the energy and resources you can muster in order to give the youth a new lease of life in particular and the nation at large.
My modest contribution to your job at hand is to request you to work hand in hand with ministry of labour and productivity, which is solely responsible for job creation, to   immediately create an agency for Youth empowerment programme. Alternatively you will liaise with ministry of labour to revive the National directorate of Employment The agency will be saddled with the responsibility of collating the statistic of all unemployed youth state by state with their qualification and thereafter Liaise with job creating ministries such as ministries of works, power, Housing, Agriculture and solid minerals to give these youth appropriate jobs. For instance you can put up a policy that any firm that secures a multi billion Naira contract must employ a minimum of 100 graduates in the relevant fields. On the issue of the policy of party to pay a stipend of 5000 to unemployed youth, all hands must be on deck to work out the modalities for its execution. Most importantly, the funding which may involve raising taxes from companies, international donor agencies and of course the sum of N 500b set aside by the federal government for job creation in the proposed 2016 budget. I’m not opposed to paying certain stipend for the unemployed, but I doubt if the money set aside would Carter for millions of the unemployed which may run into trillions of Naira. To avoid failure in the execution of the project due to shortage of funds, I humbly submit the money so earmarked rather than pay stipends which may not reach all should rather be Channeled towards empowering them by giving out loans after analyzing their business proposals which shall be given mostly by buying plants, equipment and materials with minimum amount in cash. Other measures should be pursued to ensure that our youth are gainfully employed to keep them of the street for the avoidance being involved in heinous crimes.
One of the most productive sectors in any nation development is sports. Sports bring about the physical and mental development of human beings. This informs the reason why developed nations pay a lot of attention to sport development which has contributed to having  a productive work force that have performed social, economic and political miracles. It’s in this context that i read the APC manifesto from cover to cover to see if there is policy direction for sports but I found none. Sir you have not helped matters by keeping mute on the main policy thrust of your ministry as it concerns sports almost 2 month after being sworn in. Of course you have been emphasizing grassroots development of sports. May be when you finish the ongoing facilities tour you will unfold your blue print on sports development.
Whenever you are ready to unfold your programmes, you may incorporate some of these few synopses that may assist in trying to fashion out desirable policies for our sports development.
All hands must be on deck to develop our sports infrastructures to bring them to world standard. National sports festival and school sports must be revived. Training of our sports managers must be top priority. This will enable them impart the requisite knowledge to our sports men and women in order to excel. Good sports facilities go along in improve the performance of our athletes. Consequently I enjoined you to introduce council on sports where all commissioners of sports in the 36 states of the federation will be members. It will be a forum for the formulation of policies on grass roots development of sports. All states should be encouraged to build Olympic size stadia in the capitals, while the local governments will in conjunction with state governments build mini standard stadia in all the local government areas.
The most critical sport that will not only enrich our sports men and women, but contribute to our economic growth is football which has been neglected for long
In this world of maximizing your potentials to enrich your country, it has become desirable to harness our partially tapped potentials in football for getting maximum results . Sir it will interest you to know that despite our in efficient football management, Nigeria is the fifth exporter of football with 598 of footballers plying abroad. We can reach the number of Brazil the highest in the world with 1784. With this number of players, Brazilian players inject billions of dollars in to the economy when they repatriate the millions of dollars they make in playing football. In 2014, Indian work force abroad sent $70b home i.e. more three times our annual budget of about N4 trillion. Nigeria is not doing badly in that regard as our work force abroad sent $21bn as at 2014. With appropriate measures put in place, our players will add some billions in funds being repatriated abroad.
There is also the substandard nature of our league. From the bad pitches to poor officiating and also poor remuneration of our players, Government cannot raise the standard of our league, but can create enabling environment. Consequently sir as minister of sports, you can mobilize the private sector to not only own football teams but develop the facilities and pay players handsomely in order to make the league attractive. You must reach out to people like Aliko Dangote and Mike Adenuga, big conglomerates such as MTN, Airtel, oil companies to come together and invest in our football league that will assure those profits in the long run. If Egypt and Tunisia in Africa can run profitable leagues that are not as rich as us, I don’t know why ours should be different. The management of our football by nits wits that are not experienced and competent to handle such an important responsibility have added to our football woes. These are people that are irredeemably corrupt as they have been mismanaging grants released to them by CAF and FIFA. In 2014, FIFA remitted a grant of $12.1m. Honourable Minister sir please examine the books of NFF and find out what they have been utilizing the funds allocated for football development.
Honourable minister sir, one of the most backward and analogue football policy of CAF is organizing  AFCON in January when major football leagues are in their peak on the pretext that organizing the competition  in June when must African countries are wet will affect the performance of the players. How can a body that is there to create solutions to problems will be so dumb and resign to nature. Sir you are aware that the 2010 World Cup was hosted by South Africa. Is SA in Europe or moon? Don’t European countries play football in winter when there is plenty of rain and snow? The entire North Africa is without a millimeter of rain in June. How do you expect players to play a maximum of seven matches in six weeks and expect them to come to their clubs and play well. This affected Yahya Toure in 2013/ 2014 season.  when he went away Man city suffered and when he came back he was fatigue and couldn’t play well. This partly contributed in the failure of Man city to defend the league title they won in the previous season. If today AFCON is held, man city will be without the services of two of their strikers i.e. Bonny and Iheanacho and the club will be left with only Aguero who is always prone to injury. Yahya Toure the Engine room of man city will also be off. Similarly Watford will be without Odion Ighalo who has scored more than half of the goals scored by the club if he plays for Nigeria. Sir this policy of CAF is scaring clubs from signing African players thus depriving them of legitimate source of livelihood that has changed the economic landscape of Africa ridden by poverty. You can champion the change of this policy by organizing our AFCON competition in June just as  it is being practiced in all other continents. You can do this by organizing other ministers of sports in Africa and ex internationals such as Samuel Eto, Didier Drogba, JJ Okocha, Kanu Nkwanko etc to put pressure on CAF to change this policy high lighting the points raised. All that is required is to ensure that the countries that will host future tournament are to ensure that appropriate technology are applied in the respective stadium to drain water from the pitches  as a result of heavy rainfall. If such countries don’t have the wherewithal, they can be assisted by money raised in previous competition. After all CAF posted a profit of $43b profit in the 2013 competition. To cut down financial burden of hosting countries, two countries can core host the tournament. This was done in 2000 when Nigeria and Ghana co hosted the tournament. Similarly Gabon and Equatorial Guinea co hosted in 2012.  Sir please give this matter the utmost importance it deserves.
Finally sir you need a consortium of sports administrators and practitioners to assist you to formulate sports policies and programes that will assist you in the onerous responsibilities bestowed on you. Few examples of such people suffice. Patrick Ekeji (former Eagle player and former Director of sports), Amos Adamu (former sports administrator and CAF Executive), (Sani Toro, arguably the best secretary of FA ever produced over the years), Victor Ikpeba, a former Eagle player and football commentator), Chioma Ajouma (Olympic gold medalist in high jump), Segun Odegbami (a prolific goal scorer when he played for the country and football commentator) etc.
This is therefore a clarion call on my amiable and patriotic minister to do the needful by putting in place appropriate policies that will transform our youth in a monstrous work force which will bring about quantum leap in the quest for accelerated economic growth. All hands must therefore be on deck to also give our sports a new lease of life with the attendant benefits accruable in such a very productive venture.

Tanko Yakasai Accuses Buhari Of Fighting Dasuki For Nothing

Tanko Yakasai“The Federal Government of Nigeria, led by President Muhammadu Buhari is only fighting Sambo Dasuki. Should the fight against corruption begin and end with Dasuki? Is he the only corrupt person?”

These were the questions posed by Tanko Yakasai, who himself, has been roped into the arms deal scandal, as he was alleged to have benefitted from the alleged sharing of the $2.1 Billion by Dasuki.

Yakasai, who is the chairman of the Northern Elders’ Council (NEC) accused President Buhari administration of open disdain for valid court orders relating to the former National Security Adviser (NSA), retired Colonel Sambo Dasuki and others that are being held. \

According to him, the anti-corruption efforts of President Buhari administration are a mere propaganda war.

Yakasai said that up till now, Buhari government has not even started the case against Dasuki in the court, adding that he was granted bail twice and they refused to let him go.

“This is not a fight against corruption. It is a propaganda fight. They even convinced people like Professor Wole Soyinka who now believes that there is a fight against corruption, but there is no such thing. Otherwise, how many people have they arrested?

“All the people that are arrested today are connected with Dasuki. No other person has been picked. What of the governors, ministers, top civil servants and local government officials? Can you fight one person and say you are fighting corruption?” he queried. [myad]

Adamawa Peacemakers Pay Sympathy Visit To Victims Of Yola Market Fire

Adamawa PeacemakersCommunity leaders in Adamawa state, under the aegis of the Adamawa Peace Initiative (API), a peace-building None Governmental Organization, in partnership with the American University of Nigeria (AUN), paid a sympathy visit to traders whose shops and wares were destroyed in the inferno that razed down major parts of Yola Town Market early in the New Year.

The ever-busy Gamzaki Market with traders from all over Nigeria, was virtually laid waste by the fire disaster. No life was lost but more than 875 shops and 1,000 traders were affected. Chairman of the Gamzaki Traders Association, Ibrahim Mohammed, who gave the figures, received the AUN-API delegation to the scene of the fire.

After touring the wreckage, the Adamawa Peacemakers, led by Vice Chairman Jika Gambo, and Stephen Mamza, Catholic Bishop of Yola, sympathized with the fire victims, asking the traders’ union to identify areas of need so that AUN-API can support them. Chairperson of AUN-API, Dr. Margee Ensign, who was away in Washington on official representation, had conveyed her sympathies to the traders through the delegation.

Alhaji Jika addressed the victims saying, “It was pertinent to see for ourselves and give the report of the incident to the main body for appropriate action. It is indeed a sad situation, but the most important thing is for us to ask God to avert this kind of situation in the future.”

Also receiving the AUN-API delegation, Chairman of Gamzaki Yola South Traders Association, Ali Kachallah, thanked the Peacemakers for uniting the different faith organizations in Adamawa State.

“I have been following your programs and your emphasis that Muslims and Christians are one… you can only tie a broom with one rope.” He described AUN-API as a common ground of “one voice and one heart towards each other.”

Taking cognizance of recent reports of fire outbreaks in three markets in Adamawa State, AlhajiKachallah called on public-spirited individuals, non-governmental organizations, and the government to rally support for the traders who have lost their goods and shops to market fire in order to cushion the unforeseen hardship.

AUN-API delegates prayed for the strength to carry on especially at a time like this when Nigeria is facing an economic meltdown. [myad]

Court Issues Warrant Of Arrest On Tompolo Over $175 Million Scam

TompoloA Nigerian court has issued a warrant of arrest on the former Niger Delta militant leader, Government Ekpemupolo on theft and money laundering charges amounting to a total of over $175 million.

“A warrant of arrest has been issued forthwith to compel his attendance in court,” judge Ibrahim Buba, sitting at the Federal High Court in Lagos, said today in response to a prosecution request.

Ekpemupolo, popularly known as “Tompolo” is one of the most high-profile former militant leaders of the Movement for the Emancipation of the Niger Delta (MEND). He commanded thousands of rebels who attacked oil and gas facilities in the oil-rich south, and kidnapped workers, in the 2000s until a government amnesty was introduced in 2009.

“Tompolo” was then awarded lucrative contracts to “provide certain services” to the Nigerian Maritime Administration and Safety Agency (NIMASA), prosecutor Festus Keyamo told AFP. It is known that many former militants were awarded government security contracts for oil and gas facilities, as well as pipelines.

Keyamo declined to give exact details of the contracts with NIMASA, whose mandate includes maritime security, arguing to do so would be prejudicial to the case. But he alleged: “The agreement was used as a front to steal money.” “Tompolo” is facing 14 counts of theft and money laundering between 2012 and last year totalling just over $175 million (161 million euros).

He is one of 10 defendants, including a former head of NIMASA, in a 40-count case brought by Nigeria’s Economic and Financial Crimes Commission, which is spearheading President Muhammadu Buhari’s anti-corruption drive. Keyamo told the court earlier “Tompolo” avoided being summoned several times but he was eventually served by proxy on Wednesday at his known address in the southern city of Warri.

Judge Buba adjourned the case until February 8. The Niger Delta unrest from 2006 to 2009, wreaked havoc with oil production in Africa’s number one producer, forcing down output from some 2.6 million barrels a day to a low of about one million. About 30,000 former rebels fighting for a fairer share of oil revenue, were enrolled in the amnesty programme, exchanging their weapons for regular stipends to fund training and education. The programme is gradually being wound down. Double “Wahala” For Metuh: Court Dismisses His Case, Charged To Court

Metuh of PDPNational Publicity Secretary of the Peoples Democratic Party (PDP), Chief Olisa Metuh, has been hit by a court case instituted against him by the Economic and Financial Crimes Commission (EFCC) even as a Federal High Court Abuja dismissed his application seeking to abridge time for the hearing of his fundamental rights enforcement suit.
His lawyer, Ifedayo Adedipe (SAN), filed the suit to challenge the continuous detention of his client without a formal charge.
At the hearing of the suit, Adedipe made an oral application for abridge of time to expedite hearing of the substantive suit.
He said his client was arrested on January 5 and the EFCC has been holding him without the leave of Court.
Adedipe said Metuh’s rights are being violated without recourse to the extant provisions of the 1999 Constitution.
He urged the court to stand the case down till 2pm to allow EFCC file its reply.
The EFCC lawyer, Rotimi Jacobs (SAN), opposed the application.
Jacobs said: “My Lord, we are opposed to the ingenuity of the counsel to the applicant to deny us fair hearing.
“We were just served with the process this morning.
“So standing the matter down till 2pm as prayed will be most unfair.
“I urge the Court to dismiss such attempt and allow us the benefit of the five days allowed by the rules of the Court to file our response.”
In a short ruling, Justice Abang Okon held that the rules of the court do not allow for such benefit as requested by the applicant.
Okon said: “The substantive application for the enforcement of fundamental rights was filed by the applicant on January 8.
“The suit was assigned to this Court on January 12 and the respondent was served on January 13.
“We are always guided by the rules of the Court and, therefore, the respondent deserves the right to a mandatory five days within which to file response.
“In the light of this, the prayer for the abridgement of time in order to hear the substantive application today is hereby dismissed.
“The respondent is given up to January 19 to file response.
“The matter is hereby adjourned till January 20 for hearing.”
The judge, however, said the applicant’s prayer might have been considered if the respondent was not opposed to it.
Speaking to newsmen after the session, Jacobs said the EFCC has not violated the rights of Metuh and he would soon be arraigned.
Jacobs said: “Already, a formal charge has been filed against Metuh and he will soon be arraigned.
“On the backdrop of public criticisms, Metuh is held in detention up till now on the strength of a leave of Court.
“We believe in the rule of law and interplay of justice.”
On his part, Adedipe insisted that the EFCC is holding his client without the leave of Court.

Meanwhile the Metuh, who was picked up at his Abuja residence on January 5, was today, arraigned before Justice Okon Abang of the Court 10, Federal High Court (FHC), Abuja.

The PDP spokesman was arraigned by the EFCC for allegedly collecting about N400 million from the former National Security Adviser (NSA), retired Colonel Sambo Dasuki, from the money alleged to be part of the $2.1 billion arms procurement fund, a charge to which he pleaded not guilty.

Metuh had before his arrest, agreed that he collected an undisclosed sum of money from former President Goodluck Jonathan, in order to carry out some assignment  as the spokesperson for the then ruling PDP. [myad]
