Greatest Asset Nigeria Has Over Other Nations Is Human Resource – Tinubu Boasts In Germany

President Bola Tinubu has boasted in far away Berlin, Germany, that beyond Nigeria’s natural resources, the people of Nigeria, who are highly educated, highly skilled, and naturally industrious are the primary asset and advantage the country over other nations in the global race for new investments.
Tinubu told international investors today, November 20, at a panel discussion titled, “Fostering local value chains and investments in Africa – The role of the German private sector” at the G20 Compact with Africa Economic Conference, hosted by German Chancellor Olaf Scholz, that while promoting the rule of law is crucial for attracting foreign investments, Nigeria’s energetic youth population and well-educated populace represent the greatest incentive provided to investors toward the mutually-beneficial replication of China’s economic resurgence.
“We are dogged in our pursuit of natural gas development today, in tandem with hydrogen production for tomorrow. The world knows Nigeria as a leader in the energy sector. Our vast gas deposits and business-friendly environment make us an attractive investment destination.
“But we are going a step further now. We are creating fiscal responsibility and tax reforms as we reform our financial institutions to expeditiously accommodate foreign investments.
”We are eager and ready to partner with you. We have the youngest, largest, and most vibrant youth population in Africa.
“Equally, we have every ingredient required in the making of a modern economy: a well-educated population, a massive market, and the political will to bring it all together under my leadership.
“Africa has moved beyond the false past notions of business disincentivization and poor adherence to the rule of law.
“We now fully recognize the nexus between the inflow of investor money and the sanctity of contracts. We want to partner on the basis of who we are and what we do, rather than on the basis of long-held misconception.”
President Tinubu briefed the summit of the country’s intentional move toward developing labour-intensive sectors of the Nigerian economy for massive job creation as well as a new emphasis on technological progress and new opportunities in Nigeria’s rapidly expanding information and communications technology space.
The President assured potential investors that Nigeria has moved beyond restrictive policies, and today, capital can be moved in and out of the country freely, providing flexibility for investors.
“Nigeria has consolidated on its democracy with several consecutive handovers of power.
“There is stability and predictability in the socio-political development of our country, which provides a conducive atmosphere for business operations and investment.
“Your money is safe. Since I assumed office in May 2023, we have embarked on transformative changes, removing all obstacles hindering businesses. “We are reforming the economy based on the principle and philosophy of good governance,” the President confidently affirmed.
He asked German automobile firms to establish manufacturing plants in Nigeria, even as he invited German businesses to take advantage of investment opportunities in multiple sectors following the successful visit of the German Chancellor to Nigeria in October.
Earlier, German Chancellor, Olaf Scholz looked at the dynamic and evolving nature of economic relations between the developed and developing nations of the world and said that he is he positioning Germany to enhance partnership with Nigeria and Africa on a mutually-beneficial basis.
“To be clear, this is not about traditional development aid with donor-recipient schemes. Instead, we now focus on investments that yield benefits for both parties. In Germany, as we strive for climate neutrality by 2045, we anticipate a substantial demand for green hydrogen, a considerable portion of which we plan to import, including from Africa.
“Many African countries possess larger potentials for renewable energy and competitive hydrogen production than we do. I am convinced that there are fantastic opportunities for expanding cooperation between German and African companies in this context.
“I highlighted this during my visit to Nigeria, where we already operate a hydrogen office and aspire to be a partner in the ambitious expansion of renewable energies.”
Other panelists at the discussion were the German Federal Chancellor, Olaf Scholz; President Alassane Ouattara of Côte d’Ivoire; Prime Minister Aziz Akhannouch of Morocco; President Macky Sall of Senegal; Sabine Dall’Omo, Chairperson of Afrika-Verein (German-African Business Association); and CEO of Sub-Saharan Africa, Siemens AG.

Importance Of Legislative Compliance In Good Governance, By Edward Usoro

In any democratic society, adherence to legislative compliance is crucial for a smooth and efficient functioning of the government. Democracy thrives on the idea of complementarity among the three arms of government for effective delivery of good governance.
This article explores the importance of legislative compliance by the executive arm of government and its impact on governance, accountability, and the overall well-being of the society.
In Nigeria, like in other democracies, while the legislature makes laws, the executive is responsible for implementing them. The flouting of those laws and policies attracts punishments pronounced by the judiciary. By implication, the three arms are expected to work in complimentary roles to stabilize the society.for the good of all.
However, if the legislature makes laws and the executive refuses to play a pivotal role in ensuring that those laws are followed and enforced, the outcome will be a society of anarchy. That was the concern that recently made the chairman of the National Assembly and Senate President, Senator Godswill Akpabio, to urge the executive to be more responsive to legislative issues.
Akpabio’s message was not an indictment of the entire executive arm, but a clarion call to those wont to be sluggish and less concerned about the general issue of governance. It was a subtle warning to those who believe in “business as usual” approach, not minding if the “usual” lacks a utilitarian flavour.
As he decried the attitude of some heads of Ministries, Departments and Agencies (MDAs), often in the habit of snubbing the summons of the Committees of the National Assembly as well as the laws and resolutions of the legislature, Akpabio signalled his commitment to help change the narrative of governance for the better.
As said earlier, legislative compliance, particularly in implementation by the executive, guarantees governance and rule of law. Clearly, when the laws enacted by the legislature are effectively implemented, they provide a framework for governance and stability. By adhering to legislative requirements, the executive arm helps maintain order and justice within the society, fostering an environment where citizens can trust in the fairness and impartiality of government actions.
Moreover, complying with legislative outputs promote accountability and transparency. It has been argued by political experts that when the government complies with legislation, it becomes easier for the citizens and relevant oversight bodies to monitor and evaluate the actions of the executive. This accountability fosters a sense of trust and confidence in the government’s ability to act in the best interests of the people. By complying with legislative requirements, the executive arm demonstrates its commitment to transparency, allowing citizens to have a clear understanding of government decisions and policies.
Also, legislative compliance by the executive arm also helps in curbing corruption and preventing abuse of power. This is where the principle of Seperations of Power becomes relevant in a democracy. When the executive follows the laws and regulations set by the legislative branch, it reduces the chances of unauthorized actions that may harm the public interest or violate individual rights.
It does appear that Akpabio did not only have his eyes on transparency and accountability, but also on justice and protection of human rights. For Plato, justice consists in everyone doing his due. He does not see justice as mere strength, but a harmonious one. Justice is not the right of the stronger but the effective harmony of the whole. All moral conceptions revolve about the good of the whole – individual as well as social. Applying this to Akpabio’s appeal to the executive for legislative compliance, it is clear that he aimed at ensuring a harmonious government for the benefit of the masses.
It is in a society, as aforepictured, that protection of human rights and justice can be effectively ensured. It is common expectation that laws enacted by the legislature often aim to protect individual liberties, and promote equity and social justice. The manifestation of the above expectations becomes easy when the executive complies with the laws, thus contributing to the protection of human rights and equitable treatment of all. On the reverse, non-compliance can lead to violations of constitutional rights, making the executive arm accountable for any potential harm caused by disregarding legislation.
There is also the issue of effective policy implementation. Policies and programs designed to meet societal needs cannot be effective, if they are not executed in accordance with the law. By understanding and adhering to legislative outputs, the executive arm can ensure that policies are implemented effectively, efficiently, and in a manner consistent with the intended goals. Compliance allows for meticulous planning, proper allocation of resources, and overall enhanced policy outcomes.
Legislative compliance by the executive arm of government is of paramount importance for the successful functioning of a democratic society. It promotes governance, accountability, transparency, and the protection of human rights. By adhering to legislative requirements, the executive arm ensures the effective implementation of policies, leading to favorable outcomes for the society as a whole. Consequently, fostering a culture of legislative compliance within the executive arm is vital for maintaining the rule of law and ensuring a just and fair society.
In summary, legislative compliance is crucial for the successful functioning of a democratic society. It upholds the rule of law, promotes accountability and transparency, prevents corruption, and ensures the protection of human rights. By adhering to legislative requirements, the executive arm plays a vital role in maintaining a just and fair society for its citizens.

NCC Boss, Dr. Maida, Calls For Industrial Collaboration To Ensure Quality Service In Telecom Sector

The Executive Vice Chairman/Chief Executive Officer of the Nigerian Communications Commission (NCC), Dr. Aminu Maida has called for industry collaboration to ensure quality service in the telecommunications sector.
Dr. Maida, who spoke in Lagos at an interactive session with chief executive officers in the industry, assured of collaborations within the industry and commitment to transparency in the telecom ecosystem.
He told the industry chieftains to appreciate that they have a very important role to play in an industry to consolidate on the achievements already recorded in the sector, which is an enabler of Nigeria’s digital economy.
The NCC boss noted that the expectations of telecom consumers are very high.
“People actually expect telecom services to work. I don’t think they really appreciate what it takes to deliver these services. So, it has come to a stage they just see telecom service as utility like water and electricity. Like a social service, it needs to work. We need to really come together in the industry and deliver value to the customer.”
He also spoke about compliance to industry regulations and standards, saying: “when it comes to compliance, this is an area where we are going to be placing a lot more focus, and things are going to be a lot more urgent. I am not going to be asking for compliance after the fact. That is going to be a very key area of focus for me.
“So, we owe it to ourselves to benchmark ourselves against the best, not against other sectors. We have to just take ourselves as setting the benchmark for every person else. So, let people compare and say we have to be as good as telecom.”
On broadband, Dr. Maida said that the Commission has a very short time to do so much.
“A lot has been done with the Infrastructure Company (InfraCo) licensing. We just have to re-imagine, look at it again, and see whether that is the right approach and re-imagine how we approach it. We now need to start getting into the states, and perhaps we might need to sit down and see how we can do that differently. Again, on the broadband issue, we need to increase the investment.”
The new NCC boss said that he considered operating entities as a very crucial segment of the national telecom development, hence his desire to hear directly from industry CEOs about the issues, challenges, and opportunities.
“We also have to be clear that this is not just a conversation about you representing your shareholders. This is a conversation about Nigeria. This is a conversation about moving Nigeria forward. So, your shareholders are one part of your stakeholders, but Nigerians are also another critical, in fact, your most important stakeholders. So, this conversation is going to be about you having your shareholders, but you also have Nigerians to whom you will have to deliver services.”
The CEOs, who expressed delight at the consultative approach of the EVC, promised to work closely in support of Maida’s mandate.
President of the Association of Telecommunications Companies of Nigeria (ATCON), Tony Emoekpere, said that the industry is reassured by the steps that Maida has taken in convening the interactive session.
“We are really encouraged that your first action is to meet with us here at this interactive session.
“What you have done to invite us here to hear what we have to say is the right step.”
Chairman, Association of Licensed Telecoms Operators of Nigeria (ALTON), Gbenga Adebayo, commended the interactive session for providing a platform for discussing the issues in the industry.
He said that the approach of the new boss of the NCC is very promising.

Yahaya Bello: Leadership, Strategy, Victory! By Dr Yakubu Ozohu-Suleiman

First, they ignore you. Second, they laugh at you. Third, they fight you. Fourth, you win! I love this statement by Indhira Ghandi. You know, when Yahaya Bello wanted to contest as the Governor of Kogi state in 2015, the enemies didn’t think he was anything serious. When he emerged second in APC primaries, they laughed at him with drops of hot shit on their pants. When God chose him, they fought him, like seriously. After that, he won!

I recall my conversation with a caller a few years ago after I published a newspaper article titled “what if God chose Yahaya Bello again?”. The caller asked me: why do you think that God may choose Yahaya Bello for a second tenure? Was God the one who chose him in the first place? I was surprised at the caller’s intellectual, or perhaps, spiritual glaucoma, which made him unable to see the divinity of the decision that rendered the best constitutional lawyers incompetent against Yahaya Bello! Anyway, I do not intend to waste your time on this past, but as it turned out, God chose Yahaya Bello again in 2019, thus proving that his emergence the first time was the supreme plan from His Throne of Providence.

Over the last eight years, Yahaya Bello leadership has been trailed by challenging cabinet mischief and opposition struggles against him by individuals and groups he has helped the most. They say, such is politics. I say, such is not politics. Such is rather the social accident associated with being good to people. Please do not get me wrong. I do not mean to say that you should not be, or stop being, good to people. Surely, the good end is for those who are good to people, as has been exemplified with Yahaya Bello in the victory of Usman Ododo.

The recent video which shows Yahaya Bello expressing disappointment with some members of his cabinet is a clear indication that the Governor has not only been fighting external enemies, but also, and more importantly, that he has been fighting internal enemies and saboteurs! For God’s sake, what experience could be worse than hosting your own enemies, trusting in them for advice, and laboring day and night for their wellbeing? From the Governor’s statements, it is apparent that he hasn’t just come to know about this fact. He knew it long ago, just as many observers knew that he was surrounded by sworn collaborative enemies of his!

However, as a matter of leadership principle, he chose to be patient about it until an appointed time. If anyone ask them “how did you become the enemies of someone who raised you from nothing to something?” They are sure to reply “we are not his enemies. We only saw in him an objectionable preference for someone else.” These words are common among people who are ungrateful and covetous.

Yahaya Bello had all along played the fool of a strategic and visionary leader by paying more attention to the needs of people outside his own tribal family and investing on individuals whom he thought were his ambassadors of good governance. He prioritize the unity of the people of Kogi state in his appointments, policies, and projects, and did the best that was possible under severe contestations to improve the overall wellbeing of the people! It is rare in Nigeria to find political leaders that will go outside the Aristocrats to raise the sons and daughters of commoners to positions of wealth and authority, but Yahaya Bello did that! After they were raised up and they became rich, they said Yahaya Bello disappointed them, and they started digging pits for him to fall into. Look at that!

If Yahaya Bello had will, he could have removed and wrecked them one after the other over the time, but he invoked patience on himself and allowed them to dwell in comfort while he kept his mind focused on ensuring that Ebira people do not miss the next democratic opportunity to lead the state. Tell me, who among you in Bello’s position would not have scattered the family with your kind of enemies therein? If the Ebira people have a formidable and reliable leader today, it is Yahaya Bello! I recognize this, and therefore would like to appeal to His Excellency to remember the saying of the Ebira ancestors that “oza oku ozi uda avi avi ni”. This means the bearing of a troubling headload is upon the elder or leader.

We know that you have everything it takes to deal with these guys, and you could have done so earlier than now, but your choice to be patient is a demonstration of your strength and obedience to the commandment of Allah Who put you in charge of us. I invite your Excellency to remain patient and defend this evil with good in the hope that those who have the heart that learns will come to know that patience, contentment, and loyalty are a virtue in politics.

I congratulate Alhaji Usman Ododo on his victory and pray for his guidance to deliver God’s purpose in leadership. God bless Yahaya Bello. God bless Kogi State. God bless Nigeria!

Court Sacks PDP’s Mutfwang As Plateau Governor, Gives It To APC

The Appeal Court in Abuja has sacked the Plateau State Governor on the platform of the People’s Democratic Party (PDP), Caleb Mutfwang.
In her ruling today, November 19, the lead Justice, Elfrieda Williams-Dawodu, ordered the Independent National Electoral Commission (INEC) to issue a Certificate of Return to the candidate of the All Progressive Congress (APC), Nentawe Goshwe.
Justice Williams-Dawodu set aside the judgment of the Tribunal which affirmed the election of Governor Mutfwang, describing it as highly incompetent.
According to the court, the decision of the tribunal to dismiss the petition filed by the APC and its candidate on the ground that the duo had no business meddling in the affairs of the PDP on which platform Mutfwang was elected is in breach of Section 177 of the 1999 Constitution as amended and Section 134 (C) of the Electoral Act.
The court also held that contrary to the decision of the tribunal that the issues contained in the petition filed by the appellants were pre-election matters, they were both pre-election and post-election matters and could not have been deemed status barred.
Citing section 177 of the Constitution, the panel noted that Mutfwang was not validly sponsored by the PDP during the election.
It held that the party violated the court order that a valid congress be conducted in the 17 local government areas of that state, by conducting congress in only five local government areas of the state, and as such is a nullity.
While dismissing the decision of Plateau State Election Petitions Tribunal, the court held that the issue of qualification is both a pre-election and a post-election matter contrary to the findings of the tribunal which held that the appellant lacked the locus to contest the validity of the respondent.
The court also noted that under section 134 of the Electoral Act, it is the sole right of a political party to sponsor its candidate having met the necessary requirements to do so.
While evoking section 136 of the Electoral Act, the court ordered INEC to retrieve the certificate of return issued to Governor Mutfwang and issue a fresh certificate of return to the Goshwe.

Boko Haram Attack Security Details Of Yobe Gov Mai Buni, Kill Policeman

Suspected Boko Haram fighters reportedly ambushed the security team which was part of the convoy of Yobe State Governor, Mai Buni, killing one policeman and injuring six others along the Jakana-Mainok expressway in Borno State.
Reports said that the security team escorted the governor to Maiduguri for the 24th convocation ceremony of the University of Maiduguri (UNIMAID).
Buni stayed back in Maiduguri after the ceremony preparatory for another trip to Abuja for an official engagement.
His security team which returned to Yobe was attacked.
Confirming the attack, the governor’s spokesman, Mamman Mohammed said: “They fired some shots, but the security escorting the governor’s official vehicles back to Damaturu exchanged fire with them, but three policemen sustained injuries.”
He said that the security operatives repelled the attack and that those injured were responding to treatment.
It was gathered from a security source who was part of the convoy that the suspected Boko Haram terrorists targeted the governor and also had their eyes on some of the military and police weapons and ammunition in the convoy.

NBA Disowns New Osun State Acting Chief Judge

The Nigerian Bar Association (NBA), has said that it will not recognise Justice Olayinka Afolabi, the Acting Chief Judge appointed by Governor Ademola Adeleke.
In a statement yesterday, November 18, by its National Publicity Secretary, Akorede Lawal, the NBA condemned the removal of the Chief Judge of the State, Justice Adepele Ojo.
Akorede Lawal said that the NBA’s position was anchored on the constitutional doctrine of separation of powers and the independence of the judiciary.
“The tenure of a judicial officer cannot and should not be subject to the mood of politicians.”
The National Publicity Secretary said that the action of the governor has not only negated the principle of separation of powers but was also a clear disregard to a court order.
Hel said that the association unequivocally condemned the “unlawful” actions, adding that the provisions of the 1999 Constitution are not ambiguous as to the way and manner a Chief Judge of a state could be removed from office.
“The law has since been settled in Nganjiwa v FRN (2017) LPELR-43391 (CA) that any misconduct attached to the office and functions of a judicial officer must first be reported to and determined by the National Judicial Council (NJC).
“The Supreme Court in Elelu-Habeeb & Anor v AG Federation & Ors (2012) 12 NWLR (Pt 1318) 423 has clearly stated that the Chief Judge of a State cannot be removed under any guise including the infamous “step aside style” without recourse to the NJC.”
According to him, NBA is troubled that in going about its actions, Osun Government chose to ignore the lawful order of interim injunction granted by the National Industrial Court sitting in Ibadan.
“The interim injunction restrained the Governor of Osun from interfering with the office of the Chief Judge of Osun State.
“All decisions of court must be obeyed and complied with until they are set aside by a superior court of competent jurisdiction.”
Akorede Lawal said that the NBA would not recognise Justice Afolabi as acting Chief Judge of Osun.
The substantive Chief Judge was removed by Governor Adeleke over allegations of misconduct, abuse of power, corruption and disregard for rule of law.

Embattled Kano Gov. Abba Yusuf, Fights To Finish; Heads To Supreme Court

Governor Abba Kabir Yusuf of Kano State keeps on fighting to retain the seat after he was removed by the Appeal Court. He now takes the case to the Supreme Court, the highest in the country.
The Governor, yesterday November 18, announced: “I hereby inform the people of Kano State and well-meaning Nigerians that based on consensus of our stakeholders, we have instructed our lawyers to appeal against the judgment at the Supreme Court.
“We are optimistic that the Supreme Court will set aside these miscarriages of justice by the Election Petition Tribunal and the Appeal Court.
“We are also optimistic that the Supreme Court will reaffirm our mandate given by the people of Kano State.”
In a statement by his media aide, Bature Dawakin-Tofa, Governor Abba Yusuf called on the people of Kano State to go about their legitimate businesses as government had taken necessary measures to ensure the security of their lives and properties as a cardinal responsibility.
He assured that the temporary setback would not deter his administration from its commitment to continue with its laudable projects and programmes to restore the lost glory of the state.
He said that he would instead roll out more initiatives to deliver dividends of democracy to citizens and residents of Kano State.
Abba Yusuf also called on people of the state and other well-meaning Nigerians to continue to pray for Kano for God’s mercy and protection to save the state from injustice and mischief makers.
The Court of Appeal in Abuja nullified Governor Abba Yusuf’s election on Friday in a unanimous ruling by the three-man panel on the ground that he was not a valid candidate in the March 18 gubernatorial election.
The court said that evidence presented by parties convincingly established that Abba was not a member of the New Nigeria Peoples Party (NNPP) at the time of the election.
It held that this made Abba Yusuf ineligible to contest the governorship election under the 1999 Constitution as amended, since he was not validly sponsored by the NNPP.
“A person must be a member of a political party before he can be sponsored for an election.
“Sponsorship without membership is like putting something on nothing,” Justice M. U. Adumeh, panel chairman said while delivering the judgment.
The appellate court consequently affirmed the earlier judgment of the Kano State Governorship Election Petition Tribunal, which nullified Abba Yusuf’s election.
In a virtual judgment read on September 20, the Election Petition Tribunal ousted Abba Yusuf from office and declared Nasiru Yusuf Gawuna of the All Progressive Congress (APC) as the winner of the election.
The tribunal, led by Justice Oluyemi Akintan-Osadebay, determined that certain ballot papers, pivotal in declaring Abba Yusuf as winner, lacked the necessary INEC signatures and stamps.
Consequently, 165,663 votes credited to the NNPP candidate were declared invalid.
After deducting the invalidated votes, Abba Yusuf, who was initially declared winner with 1,019,602 votes, had his tally reduced to 853,939 votes.
In the turn of events, his closest rival, Gawuna, the APC candidate, emerged as the new winner with 890,705 votes.

President Weah Accepts Defeat At Poll, Says Liberian People Have Spoken “And We Hear”

The President of Liberia, Dr. George Manneh Weah has accepted defeat by the opposition candidate in the November 14 run-off Presidential election in the country, saying that the people have spoken through their votes “and we have heard their voice.”
In a broadcast to the nation today in respect of the outcome of the election, President Weah asked the citizens to unite for the purpose of moving the country forward.
He said: “I stand before you tonight with a grateful heart, but with the utmost respect for the democratic process that has defined our nation.
“As your President and the leader of the Coalition for Democratic Change, I want to address you on the outcome of the run-off elections held on November 14, 2023.
“The results announced tonight, though not final, indicate that Ambassador Joseph N. Boakai is in a lead that we cannot surpass. “Therefore, a few minutes ago, I spoke with President-elect, Joseph N. Boakai to congratulate him on his victory.
“Tonight, as we acknowledge the results, let us also recognize that the true winners of these elections are the people of Liberia. Through your peaceful and orderly exercise of your constitutional right to vote, you have once again demonstrated your  commitment to the democratic principles that bind us together as a nation.”
President Weah said that under his leadership, these elections were organized with a promise to the Liberian people of fairness, peace, inclusiveness, transparency, and credibility.
“I am proud to say that  we have fulfilled that promise. The Liberian people have spoken, and we have heard their voice.”
He said that the closeness of the results reveals a deep division within the country, cautioning that As the country transit to a new administration, the citizens must be vigilant to the dangers of division, and must work together to find common ground.
According to him, now more than ever, unity is paramount for the love of Mama Liberia.
“To the members of the Mighty Coalition for Democratic Change, fellow partisans, CDCians, Weahcians, auxiliaries, first-time voters, campaign managers, and party leaders, I understand that this is not the outcome we desired.  Although we did not emerge victorious, your hard work and support have been the backbone of our campaign, and for that, I am deeply grateful.”
The President advised his party members and supporters to follow his example and accept the results of the elections, saying: “Go home tonight with the knowledge that our ideals and vision for Liberia remain strong. “We are a young movement, and our time will come again. “Tomorrow, resume your daily activities in a normal way, and come and join me at our party headquarters to reflect on our journey and plan for our return to political leadership in 2029.
“Tonight, the CDC has lost the election, but Liberia has won. This is a time for graciousness in defeat, a time to place our country above party, and patriotism above personal interest.
“I remain your President until the handover of power, and I will continue to work for the good of Liberia.
“Let us heal the divisions caused by the campaign and come together as One Nation and One United People.
“May God bless Liberia, and may we continue to strive for a brighter future together.”
