Don’t Implement Feb.10 Deadline On Old Naira Notes, Supreme Court Orders CBN: Tinubu Hails

The Supreme Court of Nigeria has restrained the Federal Government of Nigeria from implementing the February 10 Deadline set for 200, 500 and 1000 naira notes, as legal tenders.
The court held that the Federal Government of Nigeria, the apex Bank and the commercial banks must not continue with the deadline pending the determination of a notice in respect of the issue on 15 February.
As a result of the ruling, the old naira note will continue to be legal tenders in Nigeria.
The CBN had on 26 October, 2022, announced its plan to redesign the three banknotes.
President Muhammadu Buhari subsequently unveiled the redesigned N200, N500, and N1,000 notes on November 23, 2022, while the apex bank fixed a January 31 deadline for the validity of the old notes.
The CBN also pegged its weekly cash withdrawal limits to N500,000 for individuals and N5m for corporate firms.
With cries by many Nigerians, the apex bank extended the deadline from January 31 to February 10, saying it got the approval of the President.
On Friday, President Buhari, after a meeting with some APC Governors, asked for seven days to make a major decision on the policy.
Meanwhile, the Presidential candidate of the ruling All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu has commended Governors of the 36 States for rising us to save the poor masses from the difficulties brought about by the cash swap by the CBN.
In a statement today, February 8, the spokesman of the APC’s Presidential Campaign Council, Bayo Onanuga quoted Asiwaju Tinubu as commending the Governors for standing on the side of the Nigerian people over the Central Bank new Naira and cashless policies that have subjected the masses to pains.
According to Asiwaju Tinubu, the Governors, especially the APC Governors who instituted the suit against the CBN and Federal Government at the Supreme Court acted well on behalf of the hapless Nigerians who have been made to bear the brunt of Naira redesign policy that has been poorly implemented.
The law suit was brought before the Supreme Court by the governments of Zamfara, Kogi and Kaduna States.
The Court gave an interim injunction against the CBN and Federal Government, allowing the old N200, N500 and N1000 to remain legal tender beyond February 10 deadline until the case is fully disposed.
Following the apex court ruling, Asiwaju Tinubu noted that the governors have saved the country from a needless political and economic crises and miseries which have clearly become the unintended consequences of the monetary policy of the apex bank.
Asiwaju Tinubu noted that the Supreme Court ruling coincided with the advisory of the International Monetary Fund urging for the extension of the deadline for the swap of the old naira notes, going by the problems being experienced across the country in getting the new notes.
“I want to salute the courage of our Governors and most especially the Progressives Governors in APC who acted to save our country from avoidable and dangerous political crises and social unrest which the Central Bank policy on new Naira notes has brought on our country.
“Our country was dangerously careering toward anarchy and political and economic shutdown. But with the Supreme Court interim ruling our country has been pulled back from the precipice. We thank our Supreme Court Justices for ruling wisely on the side of the people who have been subjected to undue agony and pains since this policy was announced.
“The Federal Government and relevant stakeholders can now sit down and work out better framework on how to proceed with the new policy without causing any social and economic disruption and inconvenience to our people. We have examples of other countries that have successfully and seamlessly changed their currencies to learn from.
“Those countries give a long time, at least 12 months to effect the currency change. They do not engage in CBN-like Fire Brigade approach.
“We have seen how a good policy can be poorly implemented to cause unintended problems for the people who should be the beneficiaries. While lessons have been learnt, we must now move on as a country and people with a Renewed Hope for a better tomorrow.
“The sole aim of my running to be the president of our country is to make life better and more abundant for our people and this is an ideal for which I will remain eternally committed to.”
Asiwaju Tinubu called on the CBN to ensure that the Supreme Court ruling is effectively executed by taking all necessary steps to ensure sufficient availability of Naira notes (whether old or new) and properly sensitising the public on the ruling and the consequent validity of old Naira.”

ICPC Arrests Bank Managers In Abuja For Hiding N258 Million New Notes

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has confirmed the arrest of bank managers who were discovered to be hiding N258 million in the bank in Abuja.

The ICPC made the arrest as part of efforts to get the institutions to comply with the Central Bank of Nigeria (CBN) directive on the distribution of redesigned naira notes.

A statement from the ICPC said that the Regional and Service managers who were allegedly involved were arrested and granted administrative bail while the probe continues.

It said that after the official’s arrest, the machine was adjusted and started dispensing N5,000 to non-customers and N10,000 to customers.

The anti graft monitoring team visited the bank and discovered new notes, which is said to be the remnant of the amount the CBN earlier released to the bank for onward distribution.

The statement said that preliminary investigation revealed that only N5million each was distributed to various branches.

The ICPC also arrested the Head of Operations at a bank in Mararaba in Nasarawa State for frustrating customers seeking new notes.

A team noticed that the Automated Teller Machines (ATMs) at the branch were not dispensing cash to its customers; others could only access N1,000.

The statement said that a bank security guard on 3rd Avenue in Gwarinpa, Abdulkareem Shaibu was caught with five ATM cards used to withdraw money for unknown persons.

Ali Adam and Shafiu Umar were similarly nabbed at 1st Avenue in Gwarinpa while selling denominations of the naira.

NNPCL Embarks On Direct Supply To Fuel Marketers To Ease Scarcity

The Nigerian National Petroleum Company Limited (NNPCL) has commenced direct allocation of petrol to marketers under the canopy of Independent Petroleum Marketers Association of Nigeria (IPMAN), to ease scarcity.

The President of IPMAN, Chinedu Okoronkwo, who made this known yesterday, Fenbruary 7, said the order was issued after a closed-door meeting of both parties.

It was agreed that IPMAN members should load petrol at NIPCO, MRS and other assigned depots.

The marketers were however encouraged to upgrade their POS to G4 or G5 for payment efficiency.

“Members without POS are also advised to acquire it for efficiency,” Okoronkwo told NAN in Lagos.

Okonkwo advised IPMAN divisions across the nation to open up their stations and start selling.

Minister Revokes Allocation Of Collapsed Building In Gwarimp

Minister of the Federal Capital Territory (FCT), Muhammad Musa Bello has officially revoked the allocation of land housing the collapsed building in Gwarimpa area of the municipality.

The minister, together with the leadership of the Federal Housing Authority met yesterday, February 7, and apologized to the victims of the collapsed building and families of those who lost loved ones in it.

A statement by the Director of press, office of the minister, Anthony Ogunleye and FHA spokes man, Kenneth Chigelu, said that a technical team to look into the report prepared by the FHA on the circumstances surrounding the collapse of a three story building at 6th Avenue Gwarimpa, on Friday, 3rd February, 2023, has been set up.

“This was one of the decisions reached at a meeting between top officials of the FCTA and the FHA where the report was presented to the FCT Minister, Malam Muhammad Musa Bello by the Chairman of the FHA, Senator Lawal Shuaibu on Monday, 6th February, 2023.

“The FCT Minister and the FHA Chairman both regretted the loss of lives and commiserated with the families of the deceased while directing that a compensation plan be prepared for them.

“The meeting resolved that the investigation by the technical  team is also aimed at strengthening the internal working mechanism of both agencies and that all those found culpable in the building collapse will face appropriate punishment commiserate with the crime committed.

“The FCT Minister announced that in line with FCTA policy, the allocation of the collapsed building be revoked.”

The statement said that the meeting also commended the various agencies involved in the rescue efforts that saved 21 lives even as it emphasized the need for cases of contraventions to go beyond mere issuance of “stop work” notices.

“Both organisations resolved to work very closely together to prevent any future occurrence.”

We’re Ready To Support You In Any Way Possible, Buhari Assures Turkey Over Earthquake

President Muhammadu Buhari has assured governments and people of Turkey and Syria, that Nigeria is ready to support them in any possible way over the devastating earthquake in the southern Turkish city of Gaziantep that claimed many lives.

In a statement today, February 6, by a Presidential spokesman, Femi Adesina, President Buhari emphasized that Nigeria is ready to offer its full support in any way possible.

He prayed for those who lost their lives, wished those who were injured a speedy recovery and assured that the prayers and thoughts of Nigerians are with the many who were affected by the severe disaster and its aftershocks.

Meanwhile, Turkish authorities confirmed the death of 1,541 persons with over 810 reported in Syria, after powerful earthquakes brought thousands of buildings down in both countries.

A powerful, 7.8 magnitude earthquake rocked wide swaths of Turkey and neighboring Syria on Monday, killing more than 2,300 people and injuring thousands more as it toppled hundreds of buildings and trapped residents under mounds of rubble or pancaked floors.

Authorities feared the death toll would rise further as rescuers searched through tangles of metal and concrete for survivors in a region beset by more than a decade of Syria’s civil war and a refugee crisis.

Residents jolted out of sleep by the pre-dawn quake rushed outside in the rain and snow to escape falling debris, while those who were trapped cried for help. Major aftershocks, including one nearly as strong as the initial quake, continued to rattle the region.

“I don’t have the strength anymore,” one survivor could be heard calling out from beneath the rubble in the Turkish city of Adana, as rescue workers tried to reach him, said a resident, journalism student Muhammet Fatih Yavuz. He said three buildings near his home were toppled.

The quake, which was centered on Turkey’s southeastern province of Kahramanmaras, sent residents of Damascus rushing into the street and was felt as far away as Cairo and Beirut.

“Because the debris removal efforts are continuing in many buildings in the earthquake zone, we do not know how high the number of dead and injured will rise,” Turkish President Recep Tayyip Erdogan said.

The quake piled more misery on a region that has seen tremendous suffering over the past decade. On the Syrian side, the area affected is divided between government-held territory and the country’s last opposition-held enclave, which is surrounded by Russian-backed government forces. Turkey, meanwhile, is home to millions of refugees from the civil war.

In the rebel-held enclave, hundreds of families remained trapped in rubble, the opposition emergency organization, called the White Helmets, said in a statement. The area is packed with some 4 million people displaced from other parts of the country by the war. Many of them live in buildings that are already wrecked from past bombardments.

Strained health facilities and hospitals quickly filled with injured, rescue workers said. Others had to be emptied, including a maternity hospital, according to the SAMS medical organization.

The region sits on top of major fault lines and is frequently shaken by earthquakes. Some 18,000 were killed in similarly powerful earthquakes that hit northwest Turkey in 1999.

The U.S. Geological Survey measured Monday’s pre-dawn quake at 7.8, with a depth of 18 kilometers (11 miles). Hours later, a 7.5 magnitude one struck more than 100 kilometers (60 miles) away.

The second jolt in the afternoon caused a multistory apartment to topple face-forward onto the street in the Turkish city of Sanliurfa, smashing into rubble and raising a cloud of dust as bystanders screamed, according to video of the scene.

Orhan Tatar, an official from Turkey’s disaster management agency, said it was a new earthquake, but Yaareb Altaweel, a seismologist with the USGS, said it was considered an aftershock because it took place on the same fault line as the first.

Thousands of buildings were reported collapsed in a wide area extending from Syria’s cities of Aleppo and Hama to Turkey’s Diyarbakir, more than 330 kilometers (200 miles) to the northeast. A hospital came down in the Mediterranean coastal city of Iskenderun, but casualties were not immediately known, Turkish Vice President Fuat Oktay said.

Such severe damage typically leads to a significant death toll, but bitterly cold temperatures could make matters even worse, reducing the timeframe that rescuers have to save trapped survivors, said Dr. Steven Godby, an expert in natural hazards at Nottingham Trent University. He added that the difficulty of working in areas beset by civil war would only complicate rescue efforts.

Televisions stations in Turkey aired screens split into four or five, showing live coverage from rescue efforts in the worst-hit provinces. In the city of Kahramanmaras, rescuers pulled two children alive from the rubble, and one could be seen lying on a stretcher on the snowy ground.

Offers of help — from search-and-rescue teams to medical supplies and money — poured in from dozens of countries, as well as the European Union and NATO. The vast majority were for Turkey, with Russian and even an Israeli promise of help to the Syrian government, but it was not clear if any would go to the devastated rebel-held pocket in the northwest.

In Turkey, people trying to leave the quake-stricken regions caused traffic jams, hampering efforts of emergency teams. Mosques around the region were opened to provide shelter for people unable to return to damaged homes amid temperatures that hovered around freezing.

In Diyarbakir, hundreds of rescue workers and civilians formed lines across a mountain of wreckage, passing down broken concrete pieces, household belongings and other debris as they searched for trapped survivors while excavators dug through the rubble below.

In northwest Syria, the quake added new woes to the opposition-held enclave centered on the province of Idlib, which has been under siege for years, with frequent Russian and government airstrikes. The territory depends on a flow of aid from nearby Turkey for everything from food to medical supplies.

The opposition’s Syrian Civil Defense described the situation there as “disastrous.”

At a hospital in Idlib, Osama Abdel Hamid said most of his neighbors died. He said their shared four-story building collapsed just as he, his wife and three children ran toward the exit. A wooden door fell on them and acted as a shield.

“God gave me a new lease on life,” he said.

In the small Syrian rebel-held town of Azmarin in the mountains by the Turkish border, the bodies of several dead children, wrapped in blankets, were brought to a hospital.

The Directorate-General of Antiquities and Museums in Syria said the earthquake has caused some damage to the Crusader-built Marqab, or Watchtower Castle, on a hill overlooking the Mediterranean. Part of a tower and parts of some walls collapsed.

In Turkey, meanwhile, the quake damaged a historic castle perched atop a hill in the center of the provincial capital of Gaziantep, about 33 kilometers (20 miles) from the epicenter. Parts of the fortresses’ walls and watch towers were leveled and other parts heavily damaged, images from the city showed.

More than 1,500 people were killed in 10 Turkish provinces, with some 9,700 injured, according to Turkish authorities. The death toll in government-held areas of Syria climbed to over 460 people, with some 1,300 injured, according to the Health Ministry. In the country’s rebel-held northwest, groups that operate there said the death toll was at least 380, with many hundreds injured.

Huseyin Yayman, a legislator from Turkey’s Hatay province, said several of his family members were stuck under the rubble of their collapsed homes.

“There are so many other people who are also trapped,” he told HaberTurk television by telephone. “There are so many buildings that have been damaged. People are on the streets. It’s raining, it’s winter.”

OPC Washes Hands Off Planned Attacks On Non-Indigenes In Lagos, South-West

 
The Oodua People’s Congress (OPC) has disassociated itself from purported plan by some Yoruba self-determination groups to attack non-indigenes in Lagos and the South-West.

Reacting to today, February 6, to reports in the social media on the plan by the group to unleash such attack on non-indigenes, OPC President, Otunba Wasiu Afolabi Askari, asked the citizens to go about campaigns and voting without fear of harassment, intimidation and violence.

In a statement by Bunmi Fasehun, OPC General Secretary, Afolabi said: “Anyone caught planning to foment trouble or actually perpetrating violence should be treated as a criminal and should be handed over to the law-enforcement agencies for arrest and prosecution.

“We cherish the peace that we enjoy in the South-West today and we shall guard it jealously. OPC has contributed greatly to this peaceful environment and we will do nothing to jeopardise it. Whoever is planning electoral violence, whether he is a Yoruba man or not, will have OPC to contend with. OPC will not tolerate any plan, attempt or move aimed at intimidating voters or preventing anyone from freely expressing their democratic choice.

”Politics should not be a do-or-die affair. OPC will neither subscribe to do-or-die politics nor be used to implement the nefarious and evil plans of politicians.

“In our midst are responsible businessmen and businesswomen graduates and artisans, as well as students of higher institutions and Muslim and Christian clergymen. Our organisation will not be used for political thuggery before, during or after the elections.”

The OPC leader dismissed allegations that some self-determination groups might be planning to unleash mayhem on certain ethnic groups who might vote against the ruling All Progressives Congress (APC), the OPC leader, saying: “the security agencies should do their job –hunt out such potential troublemakers and destroy such a plan.”

Afolabi called on Lagos and South-West politicians to learn from other parts of the country and the world where people are armed to get individuals into power only for such arms to be used to turn such places into enclaves of war and terrorism.

According to him, OPC is no stranger to democracy as its leaders emerged through the democratic process as laid down by the late Founder, Dr. Frederick Fasehun.

“OPC is a non-religious and non-political Yoruba socio-cultural organisation. Within the organisation, members belong to different political affiliations. It is their right and no one can dictate to them. OPC respects its members’ individual right to freedom of association and freedom of thought.

“Moreover, Yoruba people enjoy cordial and fraternal relations with all ethnic groups in the country –Hausa, Igbo, Ijaw, Edo, Tiv and others. We do business together and we have even intermarried. So how can we now attack our in-laws and business partners because of some individuals’ selfish political ambition?

“Hundreds of OPC members shed their blood to purchase this democracy that we enjoy today. We will never be part of destroying what we built with our own hands and the blood of our people.”

Afolabi recalled that the OPC’s Founder, also, formed the Coalition of Ethnic Nationalities of Nigeria (CENN) as an umbrella body and platform to promote unity and understanding among the country’s regions.

The OPC President warned politicians to desist from turning the elections into a battlefield.

“As has always been our prerogative, we shall be extending our hand of fellowship to security agencies to ensure the election is smooth and peaceful.” 

APC Turns Presidential Campaign Rally In Katsina Into Prayer, Mourning

The presidential campaign rally of the All Progressives Congress (APC) in Katsina State was largely turned into a prayer session and mourning over the recent murder of over 40 vigilantes in Bakori Local Government Area of the state by bandits.

A statement today, February 6, by Abdulaziz Abdulaziz from the Tinubu Media Office, said that apart from scaling down the number of participants at the rally, which had President Muhammadu Buhari in attendance, the event was conducted in a sober atmosphere at the Muhammadu Dikko Stadium.

He said that some party leaders, including the APC Presidential Candidate Asiwaju Bola Ahmed Tinubu; Katsina State Governor Aminu, Bello Masari and Chairman of Progressive Governors’ Forum and Kebbi State Governor Atiku Bagudu attended the prayer session.

He said that the leaders gave a thought to the fact as to whether to postpone the rally outright in view of the mournful atmosphere.

“We decided to go on because some people are already here and it will be disappointing for them to come without getting to see the President and Asiwaju. But we are here to condole with you. We will be back,” said Governor Bagudu.

President Buhari regretted that he inherited a poorly managed country and that his administration has done well in turning the fortunes of the country.

He condoled the people of Katsina over the banditry attack, urging them to remain courageous and hopeful in order to defeat terror.

Asiwaju Tinubu saluted those who summoned courage to attend the rally in spite of the sorrowful situation, as he expressed condolences to the government and people of Katsina State.

He assured the Katsina electorate of working hard to eliminate banditry in the state.

“We will definitely deal with them. They will not go scot-free. Whether they derive some moment of joy or satisfaction, we are saying we are courageous, we are strong, we believe in Allah and we will defeat them. They are evil. We will eliminate them.”

Tinubu charged participants not to allow what he called “Poverty Development Party” to come back to power. “No to PDP, no to evil, no to killers,” he chanted along with the crowd.

Katsina State Governor Masari had warned Nigerians not to trust PDP with power again.

“They had the opportunity. They didn’t do anything meaningful and now they want to deceive. Don’t fall for their sugar-coated words,” he said.

The APC National Chairman, Senator Abdullahi Adamu and Director-General of the APC Presidential Campaign Council, Plateau State Governor Simon Lalong urged Katsina electorate to queue behind President Buhari to support the APC presidential candidate and other candidates.

Court In Kogi Orders Arrest, Remand Of EFCC Boss, Bawa, In Prison For Contempt

Kogi State High Court, presided over by Justice R.O. Ayoola, has ordered the arrest and remand in prison, of the Chairman of the Economic and Financial Crimes Commission (EFCC), Abdulrasheed Bawa, for allegedly disobeying a court order.

The judge specifically directed the Inspector-General of Police, Usman Baba in Lokoja, to arrest Bawa and remand him in Kuje prison, Abuja, for the next 14 days until he purges himself of the contempt of court.

The judgment followed the alleged disobeyance of the court ruling delivered on November 30, 2022, directing the EFCC boss to produce the applicant in the case, Ali Bello. Bello had taken Bawa to court for arresting and detaining him illegally after the court had ruled in his favour and also arraigning him for alleged money laundering.

The court refused EFCC’s applications for setting aside and stay of execution of the ruling for want of merit.

The Court had, in Form 49, Order IX, Rule 13, marked, “HCL/697M/2022” and titled, “Notice to Show Cause Why Order of Committal Should not be Made,” asked the EFCC Chairman to appear before it on January 18, 2022 to explain why he should not be jailed for flouting the order given on December 12, 2022 in a case filed by Ali Bello against the EFCC and Bawa, as the 1st and 2nd respondents, respectively.

The court ordered that the EFCC and Bawa be served the motion of notice together with Form 49 by substituted means.

The court had declared the arrest and detention of the applicant in the face of a subsisting court order made by a court of competent jurisdiction and without a warrant of arrest “or being informed of the offence for which he was arrested” as unlawful, unconstitutional, and in contravention of the personal liberty and dignity of human person guaranteed under Chapter IV of the Constitution of the Federal Republic of Nigeria 1999 (as amended).

In addition, the court had ordered the respondents to tender an apology to the applicant in a national newspaper and awarded N10 million compensation in his favour.

Peter Obi To Gov El-Rufai: Thank You For Calling Me Nollywood Actor; Actors Protest

The Presidential candidate of the Labour Party (LP), Peter Obi, has thanked the Kaduna State Governor, Nasir El-Rufai, for referring to him as a Nollywood actor.

El-Rufai had, while featuring on TVC’s Journalists’ Hangout yesterday, February 4, described the former governor of Anambra State as a Nollywood actor who was incapable of winning the elections and would score little per cent in the north.

And in an interview on Arise TV today, February 5, Peter Obi said that El-Rufai’s claim would enable him to intensify the means to woo more Nigerians, thereby increasing his percentage in the northern part of the country.

The LP flagbearer pointed out that Nollywood is part of the critical sector that needs development in Nigeria.

He expressed joy in being associated with the Nollywood industry and asked everyone to support him to ensure the good of their operation.

“I thank El-Rufai for what he said, at least he gave me some percentage, so I’m going to work around and improve those percentages. And he also recognized the fact that I’m an actor and I think what is holding the country from development is the ability to release those engines that will develop us.

“One of the most critical places I want to focus on is improving our entertainment industry which includes Nollywood, and now that I’m an acclaimed actor, am asking all those in the entertainment industry because I am one of them, to support me, so I can improve their operation.

“What more can you do when those in the industry recognize me as one of them? I want them to support me so that we can be able to ensure the good of their business pattern.”

This was even as the Actors Guild of Nigeria (AGN) demanded a retraction of the said statement and an apology from the Kaduna State governor, describing el-Rufai’s comment as an insult to the Nollywood group.

In a statement today, signed by the Guild’s Director of Communication, Kate Henshaw, AGN  said that the governor’s usage of an actor to make such examples in that context is unintelligent and arrogant.
