33 Year Old Coronavirus Patient Gives Birth To A Baby In Lagos Hospital

A 33-year-old coronavirus patient has given birth to a new baby boy at the Lagos University Teaching Hospital (LUTH), Idi-Araba today, May 15.

Chairman of the Medical Advisory Committee, LUTH, Professor Wasiu Adeyemo, in a statement, said that both mother and son are doing well, saying: “LUTH delivers a third patient (33-year-old) with COVID-19 of a baby boy.

“A team of LUTH doctors, anaesthetists and nurses helped the woman in the delivery of a baby boy (3kg).

“The baby was delivered via a caesarian section on Thursday, 14th May 2020. The mother and baby are doing well.

“We celebrate our committed frontline staff for this achievement.

“We also appreciate the support of the Federal Government, Lagos State Government and Nigeria Centre for Disease Control.”

Federal, States, Local Governments Share N606.196 Billion Revenue For April

Federal, States and Local Government Areas in Nigeria have shared a total sum of N606.196 billion revenue for the month of April.

According to a statement from the Ministry of Finance, Budget and National Planning today, May 15, the figure is lower than N780.926 billion shared in March.

The announcement which came shortly after the virtual meeting of the Federation Accounts Allocation Committee (FAAC) in Abuja, showed that the oil-producing states got N32.895 billion as derivation (13% Mineral Revenue).

Value Added Tax (VAT), exchange gain, solid mineral revenue, excess bank charges and excess oil revenue, the Federal Government received N169.831 billion, the States received N86.140 billion, Local Government councils got N66.411 billion from the amount.

This was even as N15.134 billion was allocated to cost of collection/refund for the Federal Inland Revenue Service (FIRS), North East Development Commission and transfer to excess oil revenue.

The communiqué showed that the Gross Revenue available from the Value Added Tax (VAT) for April 2020 was N94.495 billion as against the N120.268 billion shared in the month of March 2020. This resulted in a decrease of N25.772 billion.

The distribution is as follows: Federal Government got N13.182 billion, the States received N43.941 billion, Local Government Councils got N30.758 billion.

The distributed Statutory Revenue of N370.411billion received for the month was lower than the N597.676 billion received for the previous month by N227.265 billion.

The communiqué also revealed that Petroleum Profit Tax (PPT), Companies Income Tax (CIT), Import and Export Duties, Oil and Value Added Tax (VAT), all recorded decreases.

The total revenue distributable for the current month (including the cost of collection to the Nigeria Customs Service (NCS), Department of Petroleum Resources (DPR) and the Federal Inland Revenue Service (FIRS) according to the committee is N606.196 billion.

Boko Haram, ISWAP Terrorists Abandon Wives, Children On Battlefield In Borno

Reports reaching us at Greenbarge Reporters indicate that Boko Haram and Islamic State of West African Province ( ISWAP) fighters have abandoned their wives and children on the battlefield as Nigeria’s soldiers intensify onslaught against them.

The Coordinator of Defence Media Operations, Major General John Enenche Armed confirmed that 72 family members of the insurgents, including 33 women and 39 children were dropped at the entrance of Ngala town in Ngala Local Government Area of Borno State. The women and children are currently in the custody of troops.

According to him, another batch of 11 ISWAP fighters have also surrendered to the troops of Operation Lafiya Dole in Adamawa State, adding that the repentant terrorists are undergoing profiling.

“The number of surrendered BHT/ISWAP fighters is an indication of the heat of our operational activities on the terrorists due to the renewed impetus in the theatre to end the criminality. There are indications that more terrorists are willing to surrender.

“So far, 280 clients have successfully undergone the programme and reintegrated into the society, 25 of this number were repatriated to Niger Republic. Presently, 603 clients are due to pass out in June 2020.

“Other fighters are hereby encouraged to come out of the bush/hideouts to surrender. The military High Command is using this medium to request parents, traditional rulers, community, opinion and religious leaders to urge their wards and children not to succumb to inducements by the BHT/ISWAP for recruitment into their fold because the temporarily surviving.”

Eneche said that on 11 May 2020, eleven ISWAP fighters surrendered to troops of Operation LAFIYA DOLE in Adamawa State, adding that the repentant insurgents are being profiled for further action.

“This number of surrendered BHT/ISWAP fighters is an indication of the heat of our operational activities on the terrorists due to the renewed impetus in the theatre to end the criminality.

“There are indications that more terrorists are willing to surrender. One of such moves, was the dropping off of 72 family members of BHTs/ISWAP at the entrance of Ngala town in Ngala Local Government Area of Borno State on 10 May 2020 around 8.30pm, comprising 33 women and 39 children. All of them are in custody of troops for further action. It would be recalled that the De-radicalization, Rehabilitation and Reintegration programme for ex-fighters under Operation SAFE CORRIDOR has recorded tremendous success.

“So far, 280 clients have successfully undergone the programme and reintegrated into the society, 25 of this number were repatriated to Niger Republic.

“Presently, 603 clients are due to pass out in June 2020. Other fighters are hereby encouraged to come out of the bush/hideouts to surrender. “Meanwhile, on 9 May 2020 troops of Operation LAFIYA DOLE at Uvaha High Ground Area in Limankara, Gwoza Local Government Area of Borno State neutralized 3 suicide bombers attempting to infiltrate the defence location. Similarity, troops of 144 Battalion, 82 Division task Force Battalion, 26 Task Force Brigade and 271 Task Force Tank Battalion neutralized 18 Boko Haram Terrorists within the past one week. These operations took place at Gamboru Ngala, Firgi Mubi – Kamale Road in Michika Local Government Area of Adamawa State as well as Ngoshe near the Nigeria – Cameroon border. A total of 72 persons were also rescued from the Boko Haram Terrorists.

“Also, on 9 May 2020, troops of 121 Task Force Battalion, at Pulka – Ngurosoye, near Bama town repelled BHT ambush and killed 20 terrorists, while on escort duty. Equally, on 13 May 2020, Operation LAFIYA DOLE troops killed 9 BHTs in an ambush at Mainok – Jakana axis in Kaga Local Government Area of Borno State. Two gun trucks mounted with anti aircraft gun were captured. In all 61 BHT/ISWAP criminals were neutralized in the Theatre, aside from those that escaped with gunshot wounds with narrow chances of survival.

“In a swift operation within this period, gallant Troop of Army Super Camp Mallam Fatori, on 11 May 2020, conducted a clearance operation to Tumbun Fulani in Abadam Local Government Area of Borno State. Several terrorists were killed while their vehicles and logistics bases were destroyed.”

2020 Budget: Atiku Wants ₦27 Billion For Renovation Of National Assembly Scrapped

A former Nigeria Vice President, Atiku Abubakar has suggested several measures towards cutting off wastes in the 2020 federal government’s budget, one of which is the scrapping of ₦27 billion budget for the renovation of the National Assembly.

In a statement today, May 14, reacting to the 0.6 percent reduction in the budget by the federal government in response to the effect of coronavirus pandemic on economy, Atiku stressed that such minor reduction did not take the global realities into account.

According to him, the best way out of this economic quagmire is to reduce the expenditure, arguing that the 0.6 percent reduction “is only window dressing.”

Atiku, who, on the platform of opposition Peoples Democratic Party, lost 2019 Presidential election to President Muhammadu Buhari, recalled that Saudi Arabia, a nation with a much stronger production capacity than Nigeria’s  and with a larger global market share, as well as foreign reserves that is 12 times ours, has slashed her budget by almost 30 percent, the same thing by other oil economies.

“Nigeria cannot make up for the loss of expected revenue by taking out more loans and issuing out more bonds. Debt will be the death of our economy and bonds will put our people in bondage.

“Realistically slash the budget. Every pork barrel has to go. The billions budgeted for the travels and feeding of the President and Vice President has to be reduced. The ₦27 billion budget for the renovation of the National Assembly has to go. The massive budget to run both the Presidency and the Legislature has to be downsized. The budget for purchasing luxury cars for the President, his vice, and other political office holders must be jettisoned. Leave the salaries of civil servants alone, but reduce the salaries of political appointees. Sell 8 or 9 of the jets in the Presidential Air Fleet.

“Any budget slash that is less than 25% will not be in the interest of Nigeria. And beyond a budget slash, Nigeria needs a budget realignment, to redirect expenditure away from running a massive bureaucracy, into social development sectors like education, infrastructure, and above all, healthcare. We must invest in the goose that lays the golden egg – the Nigerian people.

“These are the types of sacrifices that we need in a time of crisis. We do not need empty gestures that will lead to empty treasuries.

“In times of austerity, no nation, not the least a mono product economy, such as ours, should be living in luxury at a leadership level.”

OPC Donates N3 Million To South West States, Kwara, Kogi Over Coronavirus

The Oodua Peoples Congress (OPC), has donated N3 million for food and procurements of essential items to patients of the deadly coronavirus disease across the six states of the South West as well as Kwara and Kogi States in North Central.

The Aare Onakakanfo of Yorubaland, Iba Gani Abiodun Ige Adams, who is also the National Coordinator of the group, said the palliative was aimed at assisting the governments in ensuring better treatment for all the patients that have been receiving treatments at the various isolation centres across the states.
Gani Adams said that the measure had become necessary following the intervention and initial efforts of members of Oodua Progressive Union, the sister organization of the OPC in the Diaspora, that donated funds and food items during the first phase of the palliative.
He expressed concern over the rise in the figures of cases of infection across the world, with specific focus on Nigeria, adding that despite all efforts being made, cases of infections keep on rising by the day.
He urged the government at all levels to look inward by using traditional remedy to curtail the spread of the deadly disease as it was done in Madagascar.
The Yoruba leader said that the second phase of the palliative was done with the intention to keep faith with the ideology of the group, saying it was the best way to extend the group’s hands of generosity to the victims of the deadly disease in the South West and beyond
“It all began when members of OPU across all the 87 countries in the world contributed over N5 million for palliative for victims of COVID-19.
“That gesture came at a time when the lockdown was at its peak.
“The funds were meant for the procurement of essential items such as food items and other necessities for the patients that have been receiving treatments at the isolation centres across the six states of the South West and Kwara and Kogi States.
“So, the feedback we got from the first phase of the palliative was remarkable and it was the success that led to the second phase, with the OPC contributing voluntarily across board to make the sacrifice.”
Aare Adams explained that the group had earlier inaugurated the COVID-19 Palliative Committee that sees to the distribution of the funds for the procurement of other essential items.
“The intention is to extend our hands of generosity to patients of COVID-19 that are mostly affected.
“We noticed also that in the wake of this global pandemic, the Nigerian economy and that of the entire world has been stagnant, leading to the idea of putting in place various palliative measures extended mostly to victims as well as the vulnerable citizens in our country in order to cushion the effect of the ‘stay-at-home’ order of the Federal and State Governments.
“Besides, each of our members made the contributions as sacrifice for our people and also for our race at this difficult moment.
“It is not as if we are rich.
“We did it for posterity and that is the reason for raising the funds for the palliative.
“We are all aware of the present situation in the country, so for a socio-cultural group and a non-governmental organisation like the OPC to have contributed that huge amount of money for food and for the procurement of other essential items for victims of COVID-19 at this trying period, I think our group has demonstrated a strong desire to impact the lives of our people and also cater to the needs of all our brothers and sisters in Nigeria, especially in the South West, Kwara and Kogi States.”

Buhari Jubilates As Emir Of His Daura Is Descharged From Hospital Healthy

President Muhammadu Buhari is delighted at the news of the recovery and discharge from hospital of the Emir of Daura, his country homes, Umar Faruk Umar.

The President, in a statement today, May 14 by his senior special assistant on media and publicity, Malam Garba Shehu, said: ”I am happy to hear of your heart-touching experiences, successful treatment and discharge from hospital after ten days, a part of which was spent in intensive care.

”Given the times we are in, we were all worried about you during that period. I am very pleased that you came out healthy.”

The President applauded the dedicated and hardworking hospital staff of the Federal Medical Centre Katsina and other frontline medical and health workers, serving various patients in several hospitals across the country.

”The country is fortunate to have such a dedicated medical workforce,” the President said, adding that his administration will continue to take all necessary measures within means to boost their morale.”

Buhari Looks Beyond Coronavirus Era, Vows To Tackle Nigeria’s Weak Health Systems, Amongst Others

President Muhammadu Buhari is already putting measures in place to handle Nigeria’s socio economic challenges long after the coronavirus would have been eliminated.

This is coming against the background of the global anxiety on what the future holds for humanity post coronavirus pandemic era, particularly in respect of the economy, healthcare, job security, and general wellbeing.
A statement today, May 14 by the special adviser to the President on media and publicity, Femi Adesina, said: “plans are afoot to tackle weak health systems and infrastructure through establishment of standard laboratories, intensive care units, and isolation centres in all states of the Federation. 

“The health infrastructure will eventually be recalibrated for the good of the people, and in readiness for future emergencies.

“The statement said that as long term measure, emphasis will be placed on integrating local content in proven researches in cure, and production of materials in the heath sector.

It said that there is a Fiscal Sustainability Plan to complement the suite of monetary and banking interventions as recently announced by the Central Bank of Nigeria.

Other measures, the statement said, including a mass agricultural programme to be put in place, major rural road construction programme, mass housing programme, large scale installation of residential solar systems, utilizing mainly local materials and expansion of the Social Investment Programme.

“The 2020-2022 Medium Term Expenditure Framework and the Budget 2020 assumptions and targets have already been revised.
“Time-sensitive expenditures are to be prioritized over less critical spending.
“Extant financial controls are to be strengthened to detect, eliminate and sanction instances of waste, funds misappropriation and corruption.

“The statement said that an economic team, headed by the Minister of Finance, Budget and National Planning has been set up to examine the impact of coronavirus on the economy.It added that economic Sustainability Committee headed by the Vice President to define a post-coronavirus economy for Nigeria.
“Task force set up on free movement of farm produce headed by the Minister of Agriculture and Rural Development.”

Nigerian Soldiers Subdue Boko Haram Fighters, Kill 9, Capture War Arsenal

Nigerian soldiers of Sector 1, Operation LAFIYA DOLE have successfully staged an ambush at identified Boko Haram terrorists crossing point at Mainok-Jakana axis in kaga local government area of Borno State at about 6.30 today, May 13.

Report reaching us from the battle field said that nine Boko Haram fighters were killed in the encounter even as two gun trucks mounted with anti aircraft guns belonging to the terrorists were captured as exploitation is ongoing by the troops.

Confirming the development a few hours ago, the acting Director of the Nigerian Army Public Relations, Colonel Sagir Musa said that two soldiers were slightly wounded in the encounter, adding: “the situation in the area has been normalized.”

How NAHCON Was Saved From Oronsaye Report Hammer, By Ibrahim Muhamme

Contrary to some media reports, the National Hajj Commission of Nigeria (NAHCON), will not be scrapped along with the National Christian Pilgrims Commission (NCPC), because the Federal government had rejected such recommendations through a white paper.

Following the recommendation for the scrapping of the two commissions by the Steven Oronsaye committee, a White Paper drafting committee was set up by the government of President Goodluck Jonathan under the chairman of then Attorney General and Minister of Justice Mohammed Bello Adoke.
The Oronsanye committee had recommended that both the National Hajj Commission of Nigeria and the Nigerian Christian Pilgrims Commission be abolished and their functions transferred to a department under the Ministry of Foreign Affairs; and that the enabling laws of the two Commissions be repealed accordingly.
However, NAHCON survival was due to the collective efforts of the followings: Mallam Musa Muhammed Bello, the Minister of FCT and the pioneer Chairman of NAHCON, John-Kennedy Opara the pioneer Executive Secretary of Christian Pilgrims Commission and Barr Abdullahi Mukhtar Muhammed, mon, the immediate past Chairman of NAHCON. Their strong and logical presentations both formal and informal resulted in the rejection of the report as contained in the white paper.
Nonetheless, the Oronsanye report had noted three recommendations which are: 1) that the federal government restricts itself to the provision of consular services and vaccine for Pilgrims 2) That the Government stop granting concessionary foreign exchange rate to pilgrims 3) that the Federal Government stops sponsoring pilgrims and pilgrimages..4) That Pilgrims be encouraged to save for their individual religious obligations,

I will restrict myself to the recommendations that refer to NAHCON and also x-ray the rejected recommendation that prescribed the dangerous pill of scrapping NAHCON and transferring its function to a department in the foreign affairs ministry.

The first part of this piece will address issue of federal government restricts itself to the provision of consular services and vaccine for Pilgrims; and the suggestions  that the Government stop granting concessionary foreign exchange rate to pilgrims. The second part will analyse issue of government sponsoring pilgrims and suggestion that NAHCON be scrapped.

Here are my observations on the reports and why I humbly posit that those recommendations which could have resulted in the disbandment of NAHCON shouldn’t have been tabled in the first place.
First, the committee recommends that the federal the government restricts itself to the provision of consular services and vaccine for Pilgrims.
This recommendation is somewhat watery because every citizen of Nigeria travelling outside the country is provided with consular services and internationally accepted vaccines. It is not a special favour accorded to Hajj or Umrah Pilgrims; rather a basic government responsibility to her citizens. Even at that, Nigerian Hajj or Umrah pilgrims pay for their yellow cards as part of medical travel documents. So, what is extraordinary in the provision of consular services or vaccines for pilgrims that could have necessitated the Oronsaye committee to sight this as a basis of their recommendations to government to wind up NAHCON?

2) The committee recommended the stoppage of granting concessionary exchange rate to pilgrims.
Unknown to many, the administration of former President Olusegun Obasanjo commenced the withdrawal of concessionary rate and it was billed to end in 2015.
On coming to power in 2015, the administration of President Buhari was advised against executing the final punch of total withdrawal of concessionary exchange rate to pilgrimage.
In the alternative, President Buhari directed that people should be sensitised that the government cannot continue to grant concessionary exchange rate to pilgrims.  Sensitization programme and town hall meetings were organised in geo-political zones and States.
However, President Buhari position becomes more unsettled due to mind-boggling amount of money being expended on the concessionary exchange rate and pressure from local and international economists who argued that “the government cannot be granting a concession to religious bodies and ignore business enterprises. Also, an Anambra based Lawyer Nwafili Okwuosa Esq had in November 2017 filed court processes in court challenging the continued sponsorship of Muslim pilgrims by the federal government. The case filed at the Awka division of the Federal High Court has then had the federal government and the National Hajj Commission of Nigeria as the defendants.
The bubble finally burst in 2017 when the government withdrew the concessionary exchange rate and Hajj fare rose to 1.5 million naira.
A brief analysis of exchange rate between 2003 when the Federal Government is still granting concession on the exchange rate and 2017 when the Federal Government finally withdrew will support my argument.
In 2003, the exchange rate was N128 to a dollar; in 2004 it was N128 to a dollar, in 2005, N128 to a dollar, in 2006 it was given to pilgrims at N120, in 2007 it remained at N120 and in 2008 it went for N145.
During 2009 Hajj it returned to N135 to a dollar; in 2010 it exchanged for N135 to a dollar. Then in 2011, it remained the same at 135 to a dollar. In 2012 it was N145 to a dollar and in 2013 pilgrims accessed the dollar at N146.
During 2014 Hajj, it was N150 to a dollar and Hajj 2016 was the last year that pilgrims enjoyed concessionary exchange rate at N197 to a dollar. After the federal government ceased giving concession on the exchange rate in 2017, the exchange rate rose to N305 to a dollar.
It should be noted that 98% of hajj cost components are in dollars. In 2013, the total cost of the hajj dollar component is $4,234 and the exchange rate was N146 to a dollar. In 2014, it was $4,451 at the exchange rate of 150. In 2015, the dollars in hajj fare is $4,671 at an exchange rate of 160. In 2016, the dollar component is $5,026 at the exchange rate of 197.
However, in 2017, the dollar was reduced to $4, 725 but the exchange rate rose to 305. Consequently, the Hajj fare rose to N1.5 million naira in 2017. As such, the ongoing efforts to bring down the hajj fare without compromise the quality of services need the support of all stakeholders.
However, the process of hajj fare reduction started a long time ago but the impact could not be felt due to the cancellation of concessionary exchange rate.
If the exchange rate of 197 in 2016 was maintained in 2017, 2017 Hajj fare dollar components could have been less than 2016 dollar components by $300; and that means the 2017 hajj fare could have been less than 2016 hajj fare by N59, 100 with the same standard of service. This statistics were collated by HAJJ REPORTERS when NAHCON made presentation at the national assembly.
The bullet point here is that the increase of the 2017 hajj fare was, as a result, of federal government’s withdrawal from granting concession on the exchange rate to pilgrims which resulted in the increase of foreign exchange rate from N197 to N305 as repeatedly stated by previous NAHCON permanent and non permanent Commissioners at different fora.
Meanwhile, President Buhari administration brought many innovations in hajj among which is the cancel of national Amirul Hajj team to save costs. The national Amirul Hajj team budget is within the range of a million dollar during hajj even without specific role under the NAHCON Act.
Back to Oronsaye committee reports. Sensing the danger of continued reliance on the federal government to augment Hajj, the immediate past 3rd board led by Barr Abdullahi Mukhtar Muhammed began “operation self-reliance” to look inwards on how to generate revenue to fund Hajj operations. Activating of bHajj Saving Scheme, Hajj Training Institutes, and building of hotel-like structure and event centres across hajj camp are geared toward self-reliance.
NAHCON utilizes service charge from Hajj service providers without compromising on the quality of services rendered to Pilgrims to augment its financial base as provided for in the NAHCON establishment ACT.
Again, since 2014, financing of NAHCON’s off-shore budget by the federal government has been on the decline up till 2019.

In 2014, the Federal Government off- shore budget contribution was 69% while NAHCON contributed 31%. During 2015 Hajj, Federal government contribution went down to 68% while NAHCON sourced for 32%. In 2016, the Federal Government contributed 28% and NAHCON funded the operation with 72% contribution. In 2017, the Government’s share of off shore budget declined to 23% while NAHCON shouldered 77%. During 2018 Hajj, the off-shore budget was financed in the ratio of 22% by the Federal Government to 78% coming from NAHCON.

The yoke was finally broken in 2019 when federal government’s contributions stood at zero while NAHCON funded the entire Hajj operation (off-shore and on –shore) thereby detaching NAHCON from the clutches of government funding – the pillar in which Oronsaye report was erected.  These statistics was made public by previous NAHCON permanent and non permanent Commissioners at different fora.
When Hajj reforms started bearing fruits, NAHCON was able to fund 2019 Hajj and paid estacode to its staff.
In a nutshell, the 3rd board has killed Orosnaye committee and the religions aspect of national confab reports. More importantly, the Nigeria Supreme Council for Islamic Affairs had earlier urged Federal Government to hand over NAHCON to the body with a promise to makes NAHCON a self sustaining agency.

Thereafter, NAHCON was able to purchase a befitting permanent office and funded hajj operations thereby fulfilling the desire of Nigeria Supreme Council for Islamic Affairs.
Based on this analysis, it now clear that some of the policies embarked upon by the previous board that are not well understood by the public are actually meant to put NAHCON on a strong pillar and block any avenue that can make Federal Government to reconsider the Oronsaye report for implementation. The previous board members seem to be the Nostradamus of hajj – the men who saw the future of hajj administration in Nigeria. This is how NAHCON was able to stand on its feet thereby saving itself from the Oronsaye reports hammer.
