Women Group Jubilate As Kenyan Government Legalises Polygamy

The Federation of Women Lawyers, a powerful women’s rights group, have applauded the Kenyan Government for legalising Polygamy in the country.
The new law makes it legal for a man to marry as many women as he wants.
President Uhuru Kenyatta signed the polygamy measure into law today, October 29, formally recognizing what has long been a cultural practice in the nation.
Parliament passed the bill in March despite protests from female lawmakers who angrily stormed out of the late-night session at the time.
The bill initially allowed the first wife the right to veto the husband’s choice of additional spouses. Male members of parliament successfully pushed to get that clause dropped.
“Marriage is the voluntary union of a man and a woman whether in a monogamous or polygamous union,” Kenyatta said in a statement.
“The Marriage Act 2014 defines various types of marriages including monogamous, polygamous, customary, Christian, Islamic and Hindu marriages.”
The law legalizes polygamous unions, but does not provide an official limit on the number of wives a man can have.
Polygamy already is a common fixture among many cultures in Kenya and in some other African countries.
The bill, the group said, is long overdue because polygamous unions were previously not regarded as equal to regular marriages.
“We are happy with the law because finally all marriages are being treated equally,” said Christine Ochieng, executive director of the nation’s Federation of Women Lawyers.
“All marriages will be issued with marriage certificates, including customary marriages. Before this, customary marriages were treated as inferior with no marriage certificates. This opened up suffering for the women because they could not legally prove they were married to a particular man. ”
First wife has no say
However, she said, the first wife should have a say in picking her husband’s co-wives.
“What we are not happy about is that now a man can marry another wife or wives without the consent of the first wife. That section of the law is potentially open to abuse because a man can secretly marry other wives because he doesn’t need his wife’s consent to marry.”
But Jane Kimani, a Nairobi resident, said the bill is archaic and has no place in modern society.
“Polygamous marriages should not even be an issue today,” she said. “Kenya is moving backward instead of changing with the times.”

Army Chief Appoints, Redeploys 9 Generals

CHIEF OF ARMY STAFF LT GEN TY BURATAI

The Chief of Army Staff, Lt. General Tukur Buratai has approved the redeployment and appointment of five Major Generals and four Brigadier Generals to new formations nationwide.
The Acting Director of Army Public Relations, Colonel Sagir Musa, in a statement in Abuja today, October 29, said the posting was a routine exercise to reinvigorate the system for greater professional efficiency.
Giving details of the new appointments and postings, Musa said Maj.-Gen F.O Agugo, the erstwhile Chief of Army Transformation and Innovation had been appointed the General Officer Commanding 6 Division Port Harcourt.
He said that Maj.-Gen. Jamil Sarham, the former General Officer Commanding 6 Division had been appointed the Commandant Nigerian Defence Academy Kaduna.
“Maj.-Gen. C.O Ude was redeployed from Headquarters Multinational Joint Task Force Ndjamena, Chad to Nigerian Army Resource Centre, Abuja and appointed Director Nigerian Army Consult.
“Others include; Maj.-Gen I.M Yusuf from Nigerian Army Resource Centre, Abuja to Headquarters Multinational Joint Task Force Ndajamena, Chad as Commander.
“Maj.-Gen. E.N Njoku has been redeployed from Defence Headquarters to Army Headquarters Department of Transformation and Innovation as the Chief of Transformation and Innovation (Army),” he said.
He also said Brig.-Gen. E.J Amadasun from Headquarters Nigerian Army Corps of Artillery Kontagora, has been moved to 35 Brigade Abeokuta as Commander.
Musa added that Brig.-Gen. A.M Adetayo had been moved from Department of Army Transformation and appointed as the Chief of Staff Nigerian Army Corps of Artillery.
“Brig.-Gen. L.M Zakari was posted from Defence Headquarters Abuja to Nigerian Army Institute of Science, Education and Technology, Ilorin, as Acting Commandant.
“Brig.-Gen. E.E. Ekpenyong is posted from Nigerian Army Ordnance School, Ojo, Lagos to Headquarters Nigerian Army Ordnance Corps Yaba, Lagos as Director of Land Service Ammunition.
“The Chief of Army Staff, Buratai has charged them to take their new responsibilities seriously and discharge all duties professionally with utmost loyalty to service and the nation. All the appointments take immediate effect.”

Central Bank Moves To Revive Textile Sector, Involves Armed Forces, Others

The Central Bank of Nigeria (CBN) has made a move towards reviving textile industry in Nigeria by facilitating the signing of two memoranda of understanding (MOU) among stakeholders in the Cotton, Textiles and Garments (CTG) sector.
A statement from the apex bank today, October 29, said that the signing of MoU was a major move towards complying with the Executive Order 003, which directs all Ministries, Departments and Agencies (MDAs) to grant preference to local content in their procurement of goods and services.
The statement said that the first MoU was between the National Cotton Association of Nigeria (NACOTAN) and Ginning Companies, to guarantee steady off-take and processing of cotton lint and cotton seeds; while the second was between the Nigerian Textile Manufacturers Association and the Armed Forces of Nigeria, Nigeria Police, Paramilitary Institutions and National Youth Service Corps to facilitate long-term contracts with Textile and Garment companies to manufacture uniforms in Nigeria for  use by various arms of  Nigeria’s uniform services.
It quoted the CBN governor,  Godwin Emefiele as saying at the ceremony held at the Bank’s Head Office in Abuja, as having expressed satisfaction that all stakeholders had keyed into the vision of President Buhari to grow and develop Nigeria’s agricultural sector and the wider economy.
The governor recounted efforts made by the CBN, in collaboration with other agencies and advised participants to collaborate closely in ensuring the patronage of local textile and garment factories in procurement of uniforms.
He gave assurance that the CBN would work with the security agencies alongside concerned textile and garment factories “to ensure that the finished products as well as wastes are treated as currency -with highest level of security until they are delivered to the right clients or disposed accordingly.”
Emefiele expressed confidence that the signing of the MOU would resuscitate the CTG sector as well as support the Bank’s efforts at creating jobs for many Nigerians.
The ceremony attracted four State Governors of Kaduna, Cross River, Gombe and Katsina state; two ministers and Service Chiefs as well as Heads of Uniformed Services and labour leaders.
The programme manifested after almost two years of painstaking activities and consultations with key stakeholders in the CTG value chain.
In their various remarks, the Governors of Cross River State, Prof. Ben Ayade and his Gombe State counterpart, Alhaji Muhammad Inuwa Yahaya as well as the Deputy Governor of Katsina State, Mannir Yakubu, concurred in describing the CBN initiative as a revolution, which should be supported by all to ensure the country achieved the objective of completely resuscitating the CTG sector.
Also speaking, the Minister of Interior, Rauf Aregbesola stressed the need for all Nigerians to support every move aimed at conserving foreign exchange for the country, for the overall good of the economy.

Top Nigeria Police Officers Go For Refresher Course In Lagos

Top police officers holding strategic positions in Nigeria are undergoing special refresher course in Lagos, obviously to prepare them for the complex nature in today’s  crime control.

The officers include all Commissioners of Police, Assistant Inspectors General of Police, and Deputy Inspectors General of Police.

The Inspector General of Police (IGP), Mohammed Adamu, who declared the course open today, October 29, said that the course is meant to take a holistic evaluation of the current internal security threats and crime dynamics in the country, identify factors engendering crimes, and project into the future.

“This is with a view to identifying human capacity requirements for addressing current and emerging threats to our internal security and evolving pathways towards addressing such.”

He said that the programme is also expected to avail participating Police Officers of the opportunity to draw on the expertise of seasoned facilitators and the rich professional knowledge of the array of police officers here gathered. We shall also leverage on the network to be established towards enhancing peer-review towards engendering a broader understanding of our mandate and enhance our operational capacity.

The Inspector General, noted that there is a strong correlation between personnel capacity and organizational performance, adding that this fact is more evident in the Nigeria Police Force, given the increasingly complex and dynamic nature of crime that the officers grapple with daily.

He also looked at the risks they are regularly exposed to, and their obligation to perform their  duties within the dictates of the law.

“The inter-mix of these requires the constant acquisition of professional knowledge by all police personnel, particularly, those at strategic management level. This is with a view to acquiring the capacity to dissect threats, appreciate complex security and crime situations, and take decisions, at times in split seconds, towards neutralising such threats or resolving identified crimes.”

The police boss stressed that the idea of the Retreat is “in furtherance to our policing vision which emphasizes capacity building as a pathway to enhancing effective police service delivery in the country. We firmly believe that with the constant engagement of strategic managers and consistent training and retraining of personnel of the Force across all ranks, the expectation of the Federal Government and indeed, the nation at large for a Police Force that is knowledge-driven, rule of law-guided, community-oriented, technology-compliant, and intelligence-led shall be achieved.

“Through a professional forum of this nature, the personnel of the Nigeria Police shall be expected to acquire a high-level of professionalism and competence required to neutralize any threat to our national security and give meaning to the Constitutional provision that ‘the security and welfare of the people shall be the primary purpose of government’.”

The police boss reassured Nigerians of the determination and clear vision to evolve a new Police Force for the nation, and to explore all available strategies in guaranteeing their security and safety.

“This is our Mandate. It is, therefore, our obligation to attain it. We, however, solicit the continued support of the citizens in the process.”

Women Lawyers Ask Victims Of Sexual Harassment In Universities To Speak Out

The Federation of Women Lawyers (FIDA), Kaduna State Chapter, has asked female victims of sexual abuse in universities and other tertiary institutions to speak out in order to put a stop to the ugly trend.
The association said that it will give legal cover to the victims and ensure that lecturers sexually exploiting and molesting their students are prosecuted and jailed.
The chairperson of the association, Mrs. Zainab Atoba, in an interview stressed the need for the victims to name lecturers and others.
”Our call is for all the student who have this kind of problem to come and speak out. If they don’t speak out we won’t be able to know what is happening for us to even come in to intervene on their behalf.
“We as FIDA our primary responsibility is protection, preservation and promotions of right of women and children where issue of sexual harassment occurs.
“If it is not brought to our notice there is no way we will know and for us to come out and carry out our function.”
According to her, FIDA has been carrying out a lot of sensitization, especially on issues of rape defilement, sexual harassment and abuses of all kind whether to women, the girl child or boys.
”So if these kind of things are happening and it’s not unveiling we wont be able to do anything,” she said.
Zainab Atoba said that the issue of sex for marks in higher institutions of learning is very disturbing and has been going on for quite sometimes.
“We are vehemently in opposition to this kind of issue happening in all the higher institutions.
“Even in secondary schools we have incidences of teachers trying to sexually abuse students, to sleep with them so as pass exams.
“It has been happening for a very long time and we are happy that students are now coming out to mention it to the hearing of everybody.
“Before now, students are afraid to voice out what was happing to them. We have a case of a professor that is in prison now for rape of a student in his office.”
According to her, FIDA is working with various groups tracking cases of all form of violence and abuse against girls and boys in the state.
On the ongoing investigation of a lecturer at Kaduna State University, accused of sexually exploiting his students, Atoba said FIDA would keep tabs on the outcome and ensure justice is done to the victims.

Budget Defence: Senate Queries Minister Fashola For Travelling Outside The Country

The Senate Committee on Sustainable Development Goals (SDGs) has queried the Minister of Works and Housing, Raji Fashola for traveling outside the country, contrary to the directive by President Muhammadu Buhari that no minister should travel during the budget defence.
Minister of State for Works and Housing, Abubakar Aliyu, had appeared before the senators today, October 28 to represent Fashola, telling the Committee, led by Senator Aishatu Dahiru Ahmed that Fashola was outside the country.
The senators, who simply sent Fashola’s representative away without listening to him, said that all the correspondences emanating from the Ministry to the Committee were personally signed by the substantive Minister.

We Need More Funding To Tackle Boko Haram, Others – Army Chief

The Chief of Army Staff, Lt. General Tukur Yusuf Buratai has said that the Nigerian Army needed more funding to execute the internal security operations, including the fight with Boko Haram insurgents.
General Buratai, who spoke through the General Officer commanding 6 Division of Nigerian Army, Major General Jamil Sarham today, October 28, in Uyo, capital of Akwa Ibom State, emphasized the need for the Federal Government to improve its funding to the military to meet with current challenges of curbing insurgency in the country.
According to him, the current funding is inadequate in view of the roles army is playing in internal security of the nation, adding that the Nigerian Army finance corps remained central to the performance and effectiveness of the army, both in operations and peace times.
In the keynote address on the 12th biennial training conference for the Nigeria Army Finance Corp, with the theme, “Expanding the roles of Nigerian Army in internal security operation: Funding Imperatives,” the Army Chief said that new strategies, including increasing capacity of troops in defense, logistics and intensified combat intelligence gathering towards wiping out the insurgents.
He said that army has started manufacturing military vehicles and equipment to boost operational capability and more recently the injection of the Super camp Concept, saying: “in order to mitigate the identified challenges, we have had to be innovative and inventive to devise new response strategies to combat the insurgents.
“Some of the strategies include increasing capacity of troops in defense, logistics and intensified combat intelligence gathering.
“We have also manufactured military vehicles and equipments to boost operational capability and more recently the injection of the Super camp Concept.”
He said despite some daunting challenges of operations, the army is gradually turning the tide against insurgents.
He commended the effort of the Army Chief Accounts and Budget with his team whom he noted carried out the role of Finance Corps effectively to ensure prudent management of resources to achieve value for money.
In his remarks, Governor Udom Emmanuel of Akwa Ibom, called on the private sector to assist in funding the operations of the Nigerian Army saying that government cannot do it alone
Emmanuel, who was represented by Mr Akan Okon, Commissioner for Economic Development and Ibom Deep Seaport, however, commended the army for its role in curbing insurgency, kidnapping, banditry and other security challenges confronting the nation.
Also, the Chief of Account and Budget (Army), Major General Adekola Bakare said that the theme was deliberately chosen to enunciate the challenges posed by inadequate funding of the army operations in spite of its expanding roles in internal security.
He said that the conference would afford participants the opportunity to conduct a detailed appraisal of the current policies and procedures towards repositioning the Corps to provide transparent and efficient services to the Nigerian Army.

States May Not Implement Same Minimum Wage As Federal Govt – Gov Forum

The Nigeria Governors’ Forum (NGF) has reached a consensus that state governments would have to negotiate with their individual workers on the implementation of the consequential increments of the N30,000 Minimum Wage Law.
The chairman of the forum and Governor of Ekiti State, Dr. Kayode Fayemi, who read the communique emanating from the Forum’s meeting to newsmen in Abuja today, October 28, said that though state governors agreed to the N30, 000 minimum wage, the Federal Executive Council (FEC) did not determine what happens in the states.
He said that each state had its State Executive Council, which is the highest decision making body at the state level, adding: “the forum as the representative body of the states keenly followed what happened in the negotiations that led to that template.
“As far as we are concerned, the best the forum can do is to stick with what has been agreed with the states. States are part of the tripartite negotiations. States agreed to that N30,000 minimum wage increase.
“States also know that there will be consequential adjustment but that will be determined by what happened on the state-by-state basis, because there are different number of workers and different issues at the state level.
“Every state has its own trade union joint negotiating committee and they will undertake this discussion with their state governments.
“The day after this agreement was reached with labour, it was on record that I was on a national television and made the position of the governors clear that for us, this was a national minimum wage increase, not a general minimum wage review.
“Yes, that may necessitate consequential increment, we have no doubt about that but that is a matter for the states to discuss with their workers.”

Jailbreak In Kogi: 200 Prisoners Involved As Building Collapses

No fewer than 200 prisoners took the advantage of the collapse of the corerectional centre at Koton Karf,,  in  Kogi local government of Kogi state escape today, October 28 in the  early morning downpour
A prison source however confirmed that 100 of the inmates have been rearrested, while unspecified number voluntarily returned.
The rain was said to have started at about 2 am and lasted till early morning, leading to massive flood that destroyed many houses.
The acting Chief Immam of Koton-Karfi central mosque, Saidu Suleiman, Nuhu said that the rain led to River Osugu overflowing its embankment and destroyed many houses.

Nigerian Immigration Services To Introduce 3 Categories Of Visa

The Nigerian Immigration Service (NIS) has announced the soon to be introduce three significant categories of visas as part of services visa reform.

The Comptroller General of Immigration (CGI), Mohammad Babandede , disclosed this in an interview with News Agency of Nigeria (NAN) in Benin.
Babandede said that the visa categories being considered were visa for tourists, visa for retirees outside the country who wish to retire in Nigeria and visa for incentive/investors.
“If you have money, genuine money, we are encouraging visitors who have intellectual capacity to assist in building capacity in Nigeria.
“If the visa is not going to break national security, good economy, we would encourage it to be delivered in a transparent way to cut corruption.
“We will ensure that Nigerians realise that there is reform based on the anti-corruption strategy of Mr President.”
The official told NAN that the 2019 Comptroller General of Immigration annual conference did a lot of group work towards achieving the various reforms in the Service within the shortest possible time.
He added that there were some quick wins that could be done immediately, noting that one of such was in the area of passport.
“As a quick win, we promised to make the prices of passport available to the public to see and read the price and pay for it.
“One of the quick wins we have done is to standardise the operations of the passport, we want Nigerians to know the process of getting passport and visa on the passport.
“So its not just the reforms, but what is in the reforms is for greater service delivery.
“The important thing is that in each reform we do, we consider national security.”
Babandede said that the current “Operation Swift Response” under the supervision of the office of the National Security Adviser was intended to tackle border insecurity.
He said that the present borders’ closure has helped Nigeria to curtail not just the people who enter, but also Nigerians who take the bush paths to travel without passports.
He disclosed that a month ago, the NIS records showed that not fewer than 11,000 persons have been prevented from travelling out through illegal means.
The CGI added that the service also deported persons who were not supposed to be in the country.
