Top Nigeria Police Officers Go For Refresher Course In Lagos

Top police officers holding strategic positions in Nigeria are undergoing special refresher course in Lagos, obviously to prepare them for the complex nature in today’s  crime control.

The officers include all Commissioners of Police, Assistant Inspectors General of Police, and Deputy Inspectors General of Police.

The Inspector General of Police (IGP), Mohammed Adamu, who declared the course open today, October 29, said that the course is meant to take a holistic evaluation of the current internal security threats and crime dynamics in the country, identify factors engendering crimes, and project into the future.

“This is with a view to identifying human capacity requirements for addressing current and emerging threats to our internal security and evolving pathways towards addressing such.”

He said that the programme is also expected to avail participating Police Officers of the opportunity to draw on the expertise of seasoned facilitators and the rich professional knowledge of the array of police officers here gathered. We shall also leverage on the network to be established towards enhancing peer-review towards engendering a broader understanding of our mandate and enhance our operational capacity.

The Inspector General, noted that there is a strong correlation between personnel capacity and organizational performance, adding that this fact is more evident in the Nigeria Police Force, given the increasingly complex and dynamic nature of crime that the officers grapple with daily.

He also looked at the risks they are regularly exposed to, and their obligation to perform their  duties within the dictates of the law.

“The inter-mix of these requires the constant acquisition of professional knowledge by all police personnel, particularly, those at strategic management level. This is with a view to acquiring the capacity to dissect threats, appreciate complex security and crime situations, and take decisions, at times in split seconds, towards neutralising such threats or resolving identified crimes.”

The police boss stressed that the idea of the Retreat is “in furtherance to our policing vision which emphasizes capacity building as a pathway to enhancing effective police service delivery in the country. We firmly believe that with the constant engagement of strategic managers and consistent training and retraining of personnel of the Force across all ranks, the expectation of the Federal Government and indeed, the nation at large for a Police Force that is knowledge-driven, rule of law-guided, community-oriented, technology-compliant, and intelligence-led shall be achieved.

“Through a professional forum of this nature, the personnel of the Nigeria Police shall be expected to acquire a high-level of professionalism and competence required to neutralize any threat to our national security and give meaning to the Constitutional provision that ‘the security and welfare of the people shall be the primary purpose of government’.”

The police boss reassured Nigerians of the determination and clear vision to evolve a new Police Force for the nation, and to explore all available strategies in guaranteeing their security and safety.

“This is our Mandate. It is, therefore, our obligation to attain it. We, however, solicit the continued support of the citizens in the process.”

Women Lawyers Ask Victims Of Sexual Harassment In Universities To Speak Out

The Federation of Women Lawyers (FIDA), Kaduna State Chapter, has asked female victims of sexual abuse in universities and other tertiary institutions to speak out in order to put a stop to the ugly trend.
The association said that it will give legal cover to the victims and ensure that lecturers sexually exploiting and molesting their students are prosecuted and jailed.
The chairperson of the association, Mrs. Zainab Atoba, in an interview stressed the need for the victims to name lecturers and others.
”Our call is for all the student who have this kind of problem to come and speak out. If they don’t speak out we won’t be able to know what is happening for us to even come in to intervene on their behalf.
“We as FIDA our primary responsibility is protection, preservation and promotions of right of women and children where issue of sexual harassment occurs.
“If it is not brought to our notice there is no way we will know and for us to come out and carry out our function.”
According to her, FIDA has been carrying out a lot of sensitization, especially on issues of rape defilement, sexual harassment and abuses of all kind whether to women, the girl child or boys.
”So if these kind of things are happening and it’s not unveiling we wont be able to do anything,” she said.
Zainab Atoba said that the issue of sex for marks in higher institutions of learning is very disturbing and has been going on for quite sometimes.
“We are vehemently in opposition to this kind of issue happening in all the higher institutions.
“Even in secondary schools we have incidences of teachers trying to sexually abuse students, to sleep with them so as pass exams.
“It has been happening for a very long time and we are happy that students are now coming out to mention it to the hearing of everybody.
“Before now, students are afraid to voice out what was happing to them. We have a case of a professor that is in prison now for rape of a student in his office.”
According to her, FIDA is working with various groups tracking cases of all form of violence and abuse against girls and boys in the state.
On the ongoing investigation of a lecturer at Kaduna State University, accused of sexually exploiting his students, Atoba said FIDA would keep tabs on the outcome and ensure justice is done to the victims.

Budget Defence: Senate Queries Minister Fashola For Travelling Outside The Country

The Senate Committee on Sustainable Development Goals (SDGs) has queried the Minister of Works and Housing, Raji Fashola for traveling outside the country, contrary to the directive by President Muhammadu Buhari that no minister should travel during the budget defence.
Minister of State for Works and Housing, Abubakar Aliyu, had appeared before the senators today, October 28 to represent Fashola, telling the Committee, led by Senator Aishatu Dahiru Ahmed that Fashola was outside the country.
The senators, who simply sent Fashola’s representative away without listening to him, said that all the correspondences emanating from the Ministry to the Committee were personally signed by the substantive Minister.

We Need More Funding To Tackle Boko Haram, Others – Army Chief

The Chief of Army Staff, Lt. General Tukur Yusuf Buratai has said that the Nigerian Army needed more funding to execute the internal security operations, including the fight with Boko Haram insurgents.
General Buratai, who spoke through the General Officer commanding 6 Division of Nigerian Army, Major General Jamil Sarham today, October 28, in Uyo, capital of Akwa Ibom State, emphasized the need for the Federal Government to improve its funding to the military to meet with current challenges of curbing insurgency in the country.
According to him, the current funding is inadequate in view of the roles army is playing in internal security of the nation, adding that the Nigerian Army finance corps remained central to the performance and effectiveness of the army, both in operations and peace times.
In the keynote address on the 12th biennial training conference for the Nigeria Army Finance Corp, with the theme, “Expanding the roles of Nigerian Army in internal security operation: Funding Imperatives,” the Army Chief said that new strategies, including increasing capacity of troops in defense, logistics and intensified combat intelligence gathering towards wiping out the insurgents.
He said that army has started manufacturing military vehicles and equipment to boost operational capability and more recently the injection of the Super camp Concept, saying: “in order to mitigate the identified challenges, we have had to be innovative and inventive to devise new response strategies to combat the insurgents.
“Some of the strategies include increasing capacity of troops in defense, logistics and intensified combat intelligence gathering.
“We have also manufactured military vehicles and equipments to boost operational capability and more recently the injection of the Super camp Concept.”
He said despite some daunting challenges of operations, the army is gradually turning the tide against insurgents.
He commended the effort of the Army Chief Accounts and Budget with his team whom he noted carried out the role of Finance Corps effectively to ensure prudent management of resources to achieve value for money.
In his remarks, Governor Udom Emmanuel of Akwa Ibom, called on the private sector to assist in funding the operations of the Nigerian Army saying that government cannot do it alone
Emmanuel, who was represented by Mr Akan Okon, Commissioner for Economic Development and Ibom Deep Seaport, however, commended the army for its role in curbing insurgency, kidnapping, banditry and other security challenges confronting the nation.
Also, the Chief of Account and Budget (Army), Major General Adekola Bakare said that the theme was deliberately chosen to enunciate the challenges posed by inadequate funding of the army operations in spite of its expanding roles in internal security.
He said that the conference would afford participants the opportunity to conduct a detailed appraisal of the current policies and procedures towards repositioning the Corps to provide transparent and efficient services to the Nigerian Army.

States May Not Implement Same Minimum Wage As Federal Govt – Gov Forum

The Nigeria Governors’ Forum (NGF) has reached a consensus that state governments would have to negotiate with their individual workers on the implementation of the consequential increments of the N30,000 Minimum Wage Law.
The chairman of the forum and Governor of Ekiti State, Dr. Kayode Fayemi, who read the communique emanating from the Forum’s meeting to newsmen in Abuja today, October 28, said that though state governors agreed to the N30, 000 minimum wage, the Federal Executive Council (FEC) did not determine what happens in the states.
He said that each state had its State Executive Council, which is the highest decision making body at the state level, adding: “the forum as the representative body of the states keenly followed what happened in the negotiations that led to that template.
“As far as we are concerned, the best the forum can do is to stick with what has been agreed with the states. States are part of the tripartite negotiations. States agreed to that N30,000 minimum wage increase.
“States also know that there will be consequential adjustment but that will be determined by what happened on the state-by-state basis, because there are different number of workers and different issues at the state level.
“Every state has its own trade union joint negotiating committee and they will undertake this discussion with their state governments.
“The day after this agreement was reached with labour, it was on record that I was on a national television and made the position of the governors clear that for us, this was a national minimum wage increase, not a general minimum wage review.
“Yes, that may necessitate consequential increment, we have no doubt about that but that is a matter for the states to discuss with their workers.”

Jailbreak In Kogi: 200 Prisoners Involved As Building Collapses

No fewer than 200 prisoners took the advantage of the collapse of the corerectional centre at Koton Karf,,  in  Kogi local government of Kogi state escape today, October 28 in the  early morning downpour
A prison source however confirmed that 100 of the inmates have been rearrested, while unspecified number voluntarily returned.
The rain was said to have started at about 2 am and lasted till early morning, leading to massive flood that destroyed many houses.
The acting Chief Immam of Koton-Karfi central mosque, Saidu Suleiman, Nuhu said that the rain led to River Osugu overflowing its embankment and destroyed many houses.

Nigerian Immigration Services To Introduce 3 Categories Of Visa

The Nigerian Immigration Service (NIS) has announced the soon to be introduce three significant categories of visas as part of services visa reform.

The Comptroller General of Immigration (CGI), Mohammad Babandede , disclosed this in an interview with News Agency of Nigeria (NAN) in Benin.
Babandede said that the visa categories being considered were visa for tourists, visa for retirees outside the country who wish to retire in Nigeria and visa for incentive/investors.
“If you have money, genuine money, we are encouraging visitors who have intellectual capacity to assist in building capacity in Nigeria.
“If the visa is not going to break national security, good economy, we would encourage it to be delivered in a transparent way to cut corruption.
“We will ensure that Nigerians realise that there is reform based on the anti-corruption strategy of Mr President.”
The official told NAN that the 2019 Comptroller General of Immigration annual conference did a lot of group work towards achieving the various reforms in the Service within the shortest possible time.
He added that there were some quick wins that could be done immediately, noting that one of such was in the area of passport.
“As a quick win, we promised to make the prices of passport available to the public to see and read the price and pay for it.
“One of the quick wins we have done is to standardise the operations of the passport, we want Nigerians to know the process of getting passport and visa on the passport.
“So its not just the reforms, but what is in the reforms is for greater service delivery.
“The important thing is that in each reform we do, we consider national security.”
Babandede said that the current “Operation Swift Response” under the supervision of the office of the National Security Adviser was intended to tackle border insecurity.
He said that the present borders’ closure has helped Nigeria to curtail not just the people who enter, but also Nigerians who take the bush paths to travel without passports.
He disclosed that a month ago, the NIS records showed that not fewer than 11,000 persons have been prevented from travelling out through illegal means.
The CGI added that the service also deported persons who were not supposed to be in the country.

In Search Of More Foreign Investors: Buhari Heads To Saudi Arabia

President Muhammadu Buhari, in search for more foreign investors in the Nigerian economy, leaves for Riyadh, the Kingdom of Saudi Arabia, tomorrow, October 28 attend the third edition of the Future Investment Initiative (FII) organised by Saudi’s Public Investment Fund (PIF).
Under the theme, “What’s Next for Global Business?”
The event, which holds from October 29-31, will focus on three key pillars:  Sustainable Future, Technology for Good and Advanced Society.
The three-day event, according to a statement by the presidential spokesman, Garba Sushi, will be held under the patronage of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz of Saudi Arabia and chaired by Crown Prince Mohammed bin Salman bin Abdulaziz, deputy premier, chairman of the Council of Economic and Development Affairs and PIF.
The statement said that President Buhari will use the occasion to speak about the economic opportunities that abound in Nigeria, the effectiveness of his administration’s policies to improve the business environment, and invite investors to the country.
The statement recalled that the total value of capital inflow into Nigeria had increased from US$12 billion in the first half-year of 2018 to US$14 billion for the same period in 2019.
It said that the Nigerian delegation will leverage on the resources in Saudi’s PIF, which aims at becoming one of the largest and most impactful sovereign wealth funds in the world, to seek foreign investments in critical projects in the country’s oil and gas sector, particularly the Ajaokuta-Kaduna-Kano (AKK) gas Pipeline – the 614 km-long natural gas pipeline currently being developed by the Nigerian National Petroleum Corporation.
Nigerian officials will see also take advantage of the summit to accelerate discussions on the planned interest of the Saudi oil company, Aramco, to revamp Nigeria’s refineries and new investments in the oil and gas sector.
According to the organisers, the high-profile conference has proven to be a substantial international platform for expert-led debate among investors, innovators and governments as well as economic leaders, with the power to shape the future of global investment, since it was launched in 2017.
The conference is focused on utilizing investment to drive growth opportunities, enable innovation and disruptive technologies, and address global challenges.
More than 4,000 delegates from over 90 countries are expected to participate in the FII 2019, which will also host 12 workshops on different topics including cities, energy, climate, health, data, mobility, food, travel, sports, shopping and youth.

The statement said that after the investors’ conference in Riyadh, President Buhari will proceed to Makkah, accompanied by close personal aides, to perform the Umrah (lesser pilgrimage) before returning to Abuja.

Buhari To Golden Eaglets: I’m Proud Of You, Go For Gold

President Muhammadu Buhari has expressed happiness to the Golden Eaglets of Nigeria for making him and Nigerians proud over what he called the fantastic match they played last night (October 26) in the group opening match of FIFA World Cup Brazil 2019.
Nigeria Under-17 football team opened Brazil 2019 with a 4-2 win over Hungary, signaling their readiness to win the FIFA Championship for an unprecedented sixth time.
In a message to the team after the match, the  President commended the players for the determination to excel which they displayed throughout the match despite the brilliant performance of their opponents.
“It was a wonderful display that I am very proud of. You showed that there is nothing that cannot be achieved with determination and perseverance.
“I have followed your journey leading to your arrival in Brazil for the competition. I have equally noted your determination and confidence throughout your preparations.
“I have no doubt in my mind that you are determined to win the competition for an unparalleled sixth time.”
President Buhari assured them of his continuing personal support and that of Nigerians for the entire period of the tournament.
He advised the team to continue demonstrating the resilient spirit of the Nigerian, and bring the cup home, adding that he will personally be monitoring their progress in the tournament.
President Buhari also congratulated the handlers of the team, urging them to be sensitive to the needs of the youngsters in their burning desire to bring victory and honour to their fatherland.

Ray Ekpu Describes Nigeria’s Bloggers As Rumour Merchants, Cyberbullies

Former editor-in-chief of the defunct Newswatch magazine, Ray Ekpu, has described bloggers in Nigeria as rumour merchants, cyberbullies that have constituted themselves into what he called “a problem for truth.”
“We have the bloggers who seem to constitute a problem for truth. They speculate, exaggerate, distort, mislead, quote dishonest, misleading, unverified sources or no sources at all.”
Ray Ekpu who spoke in Uyo, Akwa Ibom state, during a programme for journalists called “Retool Houses” and organised by the Next Edition Centre for Investigative Journalism and Gender Advocacy, in partnership with Policy Alert, and the Nigeria Union of Journalists (NUJ), Akwa Ibom State Council, said the bloggers “are the smear campaigners, the lynch mobs, the rumour merchants, the cyberbullies, the anonymous tipsters, the trial judges by commentary, the purveyors of propaganda, the type that America’s Vice President Spirrow Agnew described as the ‘nattering nabobs of negativism”.
He made it clear that bloggers are not Journalists, explaining that journalism has a code of ethics to regulate the conduct of practitioners, as well as regulatory authorities such as the Nigerian Broadcasting Corporation and the Nigerian Press Council.
“So anyone of us who comes into Journalism must accept that he or she must practice the profession according to its professional canons and ethics.pla
“It does not matter whether we are print media, electronic media or online media Journalists. The rules of practice are the same and the obligations of truth-telling and the fair discharge of our responsibilities are the same.
“That means that in our reportage and commentary we must exhibit qualities that can lead to the truth and the fairness that can build a sane, stable, peaceful, inclusive, united and egalitarian society. Any report or commentary that is the opposite of that is in my opinion reckless.”
Ekpu said every story, in journalism, must meet the basic requirements of accuracy, completeness, and fairness, and that there must be correction once it is discovered a mistake has been made.
“It matters because if you do not correct the mistake it will lead to people being misinformed. Misinformation can lead to poor decisions, sometimes decisions that are detrimental to the peace and stability of our communities,” he said.
“Many respectable media organisations in the world go to great lengths to establish the accuracy of their stories. They have structures that enable stories that are slated for publication or broadcast to go through the eagle eyes of several experienced journalists before they get to the consuming public as news.
“In Newswatch we had what we called The Three Source Rule. If a major story did not come from a document that we had ascertained to be genuine we had to get a confirmation from three sources to convince ourselves of its factuality.
“An American magazine the New Yorker has seven checkers whose responsibility is to confirm the accuracy of the information it wants to publish. The Reader’s Digest has 20 checkers who do the same thing.
“Some years ago I was surprised to get a call from Readers’ Digest. The magazine wanted to confirm a quote they took from one of my articles which they wanted to use under their quotable quotes column.
“They went into that much trouble to get their quote right. If only they knew the kind of excitement I got from being quoted by Readers’ Digest, they would not have bothered that much. But of course they did so because they are consummate professionals. This happened many years ago when there were no mobile phones and communication with people in Nigeria was close to impossible.
“Now we have the benefit of advanced technology which has given us the cell phones. With a cell phone, we can do several things in our line of business. We can listen to the radio, we can record interviews and pictures, we can do telephone or online interviews. These immense advantages should help to improve the efficiency of our practice. On the contrary, we seem to have converted the phone and the internet into instruments for the spread of what has come to be known as fake news. Some call it junk news, or pseudo-news. This is what used to be known years ago as yellow journalism.”
