Don’t Treat Drug Addicts As Criminals, But As Patients, Expert Warns, At Blue Print Seminar

drug-addictsMedical Director of the Federal Neuro Psychiatric Hospital in Kaduna, Dr. T. L Sheikh has cautioned against treating drug addicts as criminals. He said that drug addicts are actually sick and need medical attention rather than being clamped in detention.
Dr. Sheikh was one of the resource persons that delivered technical papers today, Thursday in Abuja, at a Seminar on Drug Indiscipline that was organized by the Blue Print Newspaper, in collaboration with the Federal Ministry of Health.
The Neuro Psychiatric expert made it clear that substance abuse in itself cannot be regarded as a crime, but that its bye-product which include the real criminal activities, is what makes the difference.
According to him, conventional drugs are not only the ones that are often abused, saying that substances such as common coffee, gum, petrol, tobacco, alcohol are at one time or the other abused by people without knowing it.
“Substances, including drugs would give those who consume them or abuse them false sense of what they are not. That is why they need to be taken to hospitals to attention instead of treating them as criminals.”
He lamented that Nigeria has gradually graduated from being a transit country to consumption nation in regard to all types of dangerous drugs, including narcotics.
Dr. Sheikh appealed to the government and media organizations to rise up and wage serious war against drug abuse before it threw the country into unimaginable human resource crisis.
Declaring the one-day Seminar open, the minister of Health, Professor Isaac Adewole assured that the federal government is making efforts at all levels to promote rational use of drugs through the implementation of various strategies identified in the National Drug Policy for ensuring national drug use.
“These include publication and review of Essential Medicines List, National Standard Treatment Guidelines, Strengthening of regulatory bodies that are involved in the promotion and use of medicines in the country. Federal Ministry of Health is currently developing the National Prescription Policy which will ensure appropriate prescribing and dispensing that are vital to rational use of medicines.”
Professor Adewole also assured that his ministry is addressing the uncoordinated drug distribution system in Nigeria by developing the National Drug Distribution Guidelines which is envisaged to eliminate fake, substandard, spurious ans unwholesome drugs in Nigeria.
The Chairman, Chief Executive Officer of the Blue Print Newspaper, Alhaji Mohammed Idris promised to institutionalize the Seminar as an annual event as a way of providing a platform for enlightenment of the public.

In a condolence message to the government and people of the State of Israel, said that the visionary leadership of the two-term Prime Minister and President of Israel will continue to resonate in the long search for peace in the region.
The Nigerian leader also acknowledged Prese’s voice of wisdom and unparalleled experience of diplomacy in the Middle East.
Buhari said that as a winner of the Nobel Peace Prize in 1994 alongside Yitzhak Rabin and Yasser Arafat, the statesmanship and patriotism displayed by Peres in signing the Oslo Accord, the subsequent treaties for a two-state solution, was most quintessential, and should be followed through so that the younger generations will inherit peace and harmony.
The President who took a look at the towering national and global records of the late Israeli statesman, said that Peres served firmly, faithfully and dutifully in building a modern Israeli state.
“And also, he rose to the occasion when the world desperately needed a heart of love, magnanimity and understanding to heal the wounds of hostility in the region.”
Buhari therefore aligned with the global community and world leaders to mourn ex President Peres, saying: “I join the world in celebrating the warm memory of gentleness, goodness and kindness that Peres leaves behind for other leaders to emulate in serving their country and working for humanity.”

I And Buhari Would Be Mad If Our Aim In Government Is To Make Money – Osinbajo

Buhari and Osinbajo specialVice President Yemi Osinbajo has said that it would be a misnomer and an act of madness if what he and President Muhammadu Buhari are in government for is to make money.
“It is madness for anybody in our position to be looking for money. God put people in a position of authority for them to be able to do something for their people.
“I think if any Nigerian gets the chance to be president of the country, there is nothing he/she is looking for anymore except that while there, you improve the lot of the people.”
The Vice President spoke today, Thursday when he received a delegation of Christian Ministers Welfare Initiative also known as the Pastors’ Forum, Taraba State, at the Presidential Villa, Abuja.
Osinbajo sworn that President Buhari’s dream is to make sure Nigeria is great again and that he has no other objective other than seeing this dream come true.
“This morning, I had a meeting with the President and he repeated to me twice, he said ‘at my age there is only one thing I am looking for, I want to see a great Nigeria.’ He has no other objective and I feel very inspired by that,” Prof Osinbajo stated.
Linking the economic situation to corruption and official graft, the Vice President said: “no economy can tolerate the level of corruption seen in Nigeria without the consequence. Nigerian lives were being lost and yet people cannot account for $15 billion meant for purchase of security equipment to fight the insurgents.”
The Vice President also explained how the factor of vandalisation of oil installations is contributory to the recession, saying that Nigeria has lost several millions of barrels of crude oil due to the activities of the militants in the Niger Delta.
According to him, by early 2016 the country was producing 5,000MW of power for the first time, but by February 2016 the Focados terminal  was destroyed by militants and 40 per cent  of the gas used to fire the power plants were lost and the country was down to 2,500MW of power.
Professor Osinbajo said that at the time the militants started blowing up oil and gas installations, the amnesty stipend were still being paid. “Nothing changed, the only reason is that we  are investigating people who have stolen money.”
He said that the country is losing one million barrels of oil a day and 60percent of the country’s revenues, adding that there is nowhere such amount of revenue is lost without going into  some  economic challenge like a recession.
While expressing optimism that the country will come out of the recession, the Vice President said: “there is no question at all, God has a reason for bringing us in at this time and God helping us we will see a change in this country.”
Vice President Osinbajo asked the Church and all religious leaders to stand up against corruption, stressing that if this government is doing the right thing by fighting corruption, the Church should support it.
Earlier, the Chairman of the delegation, Rev, Godwin Nyiekule said that the delegation was in the State House to pledge their support to the Buhari Administration for its forthrightness and fight against corruption.
“We are happy with the government for the war against corruption crusade,” he said.
Rev Nyiekule said that the Christian Ministers Welfare Initiative is a non-partisan group but supports good persons who want to participate in government, adding that the federal government should come to the assistance of those churches whose premises are being used as IDP camps. [myad]

You Deserved The Victory, Buhari Tells Oshiomhole: Rivers APC Also Hails The Victory

Obaseki campaignPresident Muhammadu Buhari has congratulated the government and people of Edo State on the successful conclusion of the gubernatorial election, and the victory of the All Progressives Congress (APC) candidate, Godwin Obaseki at the polls.
In a telephone call to Governor Adams Oshomole today, Thursday, President Buhari commended the well-articulated campaign programme of the APC in the state, the doggedness of governor Oshiomhole and the governor-elect as well as party members in going round the state to reach the people with records of good governance over the years and a promise of continuity.
According to the President, the outcome of the election clearly reflected the mood of the people to sustain the pedigree of responsiveness, forthrightness and diligence that Governor Oshomole brought into the service of his people.
‘‘The victory is good for democracy, for Nigeria and the people of Edo State,” he said.
President Buhari said that the victory was well-deserved as the campaign train, which he joined, worked hard to sell its people-centered manifesto.
The President also applauded the conduct of the Independent National Electoral Commission, security agencies, corps members and electorate in ensuring a peaceful election.
This was even as the Rivers State chapter of the APC hailed the people of Edo State for their wisdom in voting convincingly for Obaseki in the Wednesday’s governorship election in the state.
The party congratulated Governor-Elect Obaseki and Edo State APC for such their victory, saying: “there is no doubt that Edo people have made the right choice because Mr. Godwin Obaseki is the best man for the job. He is tested and trusted and will continue the good work which the APC Government in Edo under the watch of His Excellency, Comrade Governor Adams Oshiomhole, has done in the past almost eight years. We urge the incoming Obaseki Administration to toe the developmental vision of the Comrade Governor and provide the good people of Edo State the type of governance they deserve to continue to enjoy.”
In a statement the Rivers APC Chairman, Dr. Davies Ibiamu Ikanya said: “INEC, the security agencies, the Edo State Government and the great people of Edo State have proven that with commitment and proper planning, we can make our country great and even export our brand of democracy to other African countries.
“We are so pleased with the functionality of the Card Readers’ machines and believe that the National Assembly should set in motion the machinery for a law formally approving electronic voting for future elections in all parts of the country.” [myad]

PDP Cries Out In Protest As INEC Declares Obaseki Of APC Edo Governor-Elect

The Peoples Democratic Party (PDP) has raised an alarm over electoral irregularities following the declaration, by the Independent National Electoral Commission (INEC) of the All Progressives Congress (APC) candidate, Godwin Obaseki as governor-elect for Edo state in the Wednesday election.
Obaseki, according to the final results from the election, polled a total of 319,483 votes to defeat the PDP candidate, Pastor Osagie Ize-Iyamu, who polled 253, 173 from 18 local governments.
According to the returning officer for the election, there are a total of 1, 900, 623 registered voters in the state, while 622, 039 voters were accredited to vote in the poll.
There were 582, 299 approved votes, while 30, 945 votes were declared invalid.  In all 613, 244 votes were cast in the poll, the returning officer announced in Benin City.
APC won in 13 LGAs while the PDP won in 5.
However, the PDP cried out shortly after the results were announced, saying that it rejected the results which it alleged were doctored in favour of the APC.
Below is a statement from the PDP:
“The PDP in Edo State, after carefully reviewing the events of yesterday September 28th, 2016, totally rejects the purported outcome of the voting exercise and the results announced by INEC.
“Firstly, we are in total amazement at the details of the results released by INEC because all of them are fake and not the figures announced at various units and as collated at various wards across the state. “The fake results announced by INEC are entirely a fabrication which do not reflect the true picture of what transpired during the election. However, we are not totally surprised because long before now, we had anticipated this and had also warned INEC, security agencies and alerted Edo people at various press conferences and statements, on this situation.
‎”Secondly, based on the results emanating from across the state, PDP won the election fair and square, and with a very comfortable margin. So it is with disgust that we have been receiving fake results which were never recorded in either the units or the ward collation centers.
“Our rejection of the results released by INEC so far is based on, but not limited to, the following
1. We know that a fair turnout of voters was recorded statewide because the weather was very clement and voters were enthusiastic. However, unknown to unsuspecting Edo electorate, INEC had long provided the serial numbers of all result sheets to Adams Oshiomole and his APC government, to print fresh result sheets. This is not a mere allegation. From the benefit of hindsight, the 18day period of postponement of the election was to provide enough time for the Governor and his government to print these result sheets and perfect the writing of fake results at the units and at all levels of collation. This scenario is further buttressed by the fact that on Monday September 26th, 2016, when election materials arrived from the CBN at INEC state office for inspection, agents of the political parties including the APC and PDP were given pre-typed copies of the serial numbers of all result sheets and the ballot papers. This was a clear security breach and an infringement on the credibility of the process, as these are sensitive materials, which should not have been sighted even by INEC officers.
2. Everything that has transpired had been carefully designed by the Adams Oshiomole led Edo State government and their cohorts in INEC. They perfected a scheme to void thousands of ballot papers, to enable them perpetrate their devices. It is widely recorded that over 88% of the voided ballots were PDP votes.
3. Postings of Commissioners of Police and and removal of officers from their units, even during the voting exercise, was a clear plot to destabilize the security apparatus in various LGAs and Senatorial districts. The same goes for the DSS personnel across the state.
4. Choice of collation from places they chose as well as the choice of the state returning officer, in the person of a close friend and associate of former Governors Fayemi and Niyi Adebayo of Ekiti State, who are top APC chieftains. They also prevented our agents in many cases from entering collation centers.
5. There are numerous accounts and records of Police harassment all over the state, designed to strike fear in the hearts of PDP members, using men of the CIB (Criminal Investigation Department), SARS, MOPOL 60 Command, DSS and other security agencies. Of particular concern is the atrocious gangsterism demonstrated in Etsako West, the home of the incumbent APC Governor and the deputy governor nominee, where many of our members and agents were assaulted, almost mortally, and some still being detained as we speak. Those still detained include Michael Etu, Gabriel Etu and Mohammed Sani. Also, a Honda Accord vehicle, with registration number FST 868 BC, belonging to one of our stalwarts was destroyed, and is still lying at the voting center. “There is also the widely reported and recorded case of collation center disruption in Oredo local government, by the notorious Osakpamwan Eriyo, who invaded the venue and released shots in the air, chasing away supporters and people, before making away with the results. This happened in the full glare of the Police, DSS, INEC and other security personnel. Interestingly, neither INEC nor the Police showed any concern or any resistance, even as we speak.
6. It is on record that the level of open financial inducements was unprecedented and indigent voters were being offered between N2,000 and N5,000 to cast their votes, and also forced to display their ballot prints. Numerous videos were posted on social media showing APC members handing out monies to voters, in the full glare of INEC and security officers.
7. Deliberate connivance with INEC staff to steal materials and results in various wards. We particularly take note of materials stolen at Ologbo, Ikpoba Okha, Nikorogha, Ovia South West, Urhonigbe in Orhionmwon, Udaba in Etsako Central, Opoji in Esan Central and many others.
To put it mildly, Edo 2016 has turned out to be a travesty of our democracy, and it is calamitous that in spite of all the atrocities committed by APC, nothing happened to thugs like Osakpamwan Eriyo who went to George Idah Primary school in Oredo Local government area, to snatch results in the full glare of the Police, SSS and INEC officials. Shooting, chasing and scaring away voters, and even international observers, is nothing short of a bastardisation of our hard earned democracy.
“A few days ago, we mentioned in a press statement, that Adams Oshiomole boasted openly, how he had prepared results already for the election, which will be announced, and PDP can go to court. It has been executed today, but the will of Edo people will never be subverted by Adams Oshiomole and his cohorts. We will do everything within the law to claim our mandate. In the words of Plato, the penalty we pay for refusing to participate in politics, and to exercise our right, is that we end up being governed and oppressed by evil men. This impunity must end in Edo State!”

Dangote Cement Plants To Revert To Use Of Coal Before End Of 2016 – Aliko Announces

Aliko-DangotePresident of the Dangote Group, Alhaji Aliko Dangote has announced that before the end of this year, the Dangote Cement plants in Obajana, Kogi state, will revert to the use of coal as power.
Dangote, who spoke today, Thursday at the 44th Annual General Meeting of the Manufacturers Association of Nigeria (MAN), advised private sector of the nation’s economy to be more innovative in the current recession.
He gave emphasis to diversification, which he said, is the only hope for the country to get out of the economy crisis.
“Diversification is no longer an option, it has now become the only hope,” Dangote declared.
Dangote who was the Guest Speaker at the AGM urged the government to lay emphasis on increasing the tax base and not tax rate.
“For example in India and Sudan, zero taxation is applied to their agricultural sectors to incentivize investments,” he said.
This was even as President Muhammadu Buhari extolled the contribution of Aliko Dangote and the manufacturers to the economic growth of the country. The President stressed that the private sector is a key to the development of the Nigerian economy. [myad]

Peterside Vows To Digitalise Cabotage Vessel Registration To Eliminate Bottlenecks

Dr Dakuku PetersideThe Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) has assured stakeholders in its Eastern Zonal Operations that the era of being tossed between the Zonal Office and the Head Office is over as the Agency has concluded plans digitalize its operations, especially registration of cabotage vessels. The Director General, who was addressing stakeholders in Port Harcourt as part of his working visit to the operational offices of the Agency said: “we are automating all our processes. You don’t need the Head Office, you don’t need anybody once we conclude the automation of our processes.
“If you want to register a Cabotage vessel, you simply go online, provide all the documents you need, make your payment online and of course you get an interim certificate or a provisional certificate. With your provisional certificate, after sometime you can walk into any NIMASA Zonal Office and get your original certificate. That’s our dream for NIMASA and by the special grace of God after one month, we hope that that process will be in place.”
Dr. Peterside promised the stakeholders that the automation process will be holistic, adding that things like discharge book and certificates of competency can be verified online ones the system is up and running.
He said that the new structure being put in place, will grant the Zonal Offices greater autonomy to initiate, process and conclude critical transactions like ship registration, sailing clearance and other associated operations in the Zones without recourse to the Head Office.
He said that the restructuring going on is meant to reposition and reorganise the Agency for greater productivity and efficiency, adding that it is also expected to give the Zonal offices more powers to execute the mandate of the Agency effectively and eliminate the bottlenecks currently associated with the processes.
According to Peterside, stakeholders would not have any need to worry again about bureaucratic bottlenecks in the operations of the Agency as all of these are being taken care of.
“Most of our operations now are going to reside in the zones. And that you don’t need to come to Lagos now for anything at all. Apart from the fact that we are devolving more powers to the Zones.”
On the issue of sea time training for Nigerian cadets, Dr. Peterside said that the Agency is committed to growing human capacity in the industry and has already devised a number of initiatives where the cadets of the Nigerian Seafarers Development Programme (NSDP) will get sea time experience to enable them get gainful employment.
Dr. Peterside assured the stakeholders that there is a new spirit in NIMASA that is determined to return the Agency to the performance of its core mandate. He observed that the new Management of the Agency is conversant with the fact that the Nigerian maritime industry cannot get the required development if NIMASA does not get its act together.
The engagement with the stakeholders which held at the Hotel Presidential Port Harcourt is one of the high points of the Executive Management’s visit to the Eastern Zonal operations of the Agency.
Dr. Dakuku Peterside gave assurance that the Agency will provide platforms for the enforcement of its mandate especially the Cabotage Act.
The Agency’s boss told staff of the Bayelsa Enforcement Office in Yenagoa while on a working visit of the operational offices of the Agency in the Eastern Zone that the Cabotage Act is an important pillar for home grown capacity for the sustainable development of the Nigerian maritime industry.
Dr. Peterside said that the Agency is committed to the full implementation of the Act for the benefit of the Nigerian economy.
“In this era of government emphasizing the diversification of the economy, one area the government is focusing on is the maritime sector because it has the potential to contribute to the growth of the nation, creation of jobs, wealth for our teeming youths, and put us permanently on the path of sustainable development.
“And if the government is looking up to the maritime sector, NIMASA must take its rightful place in the new order and to do this, the centres of the Agency’s operations must be alive to their responsibilities.”
The Director General commended the staff of the Yenagoa office for discharging their duties creditably even with visible challenges including the lack of associated platforms for enforcement and assured them of the commitment of the Management, to provide all the necessary facilities for the successful discharge of their duties.
He said that the Management of the Agency is addressing all other issues regarding the welfare of staff and insufficient work tools in a holistic manner  in order to increase efficiency and productivity.
While calling on staff to redouble their efforts to make NIMASA and the maritime industry take its rightful place in the Nation’s economic diversification process.

FCT Minister Beckons Indian Investors In Agriculture

Rice farmersMinister of the Federal Capital Territory (FCT), Malam Muhammad Musa Bello has invited investors from India to come over to Abuja and put their resources and know-how into agriculture.
Received a 22-member Indian business delegation which was part of the entourage of the visiting Vice President of India, Shri Mohammed Hamid Ansari to Nigeria to discuss bilateral relations, the minister said that there are a lot of agricultural potentials in the Federal Capital Territory awaiting any would-be investor to tap.
Muhammad Bello stressed that Nigeria has comparative advantage in agriculture and that the climate in Abuja is very friendly for the growing of different cash crops.
According to him, cashew is doing very well in the federal city and that the nuts are exported raw. He added that with a little value added before export, the income from the produce can be high.
The minister therefore asked the investors to take advantage of this by establishing industries in Abuja and develop them into finished products for export.
He assured that in line with the Change Agenda of the Federal Government, the FCT Administration is prepared to support them with enabling environment.
He emphasised that there are also a lot of potentials in waste management and that waste can be turned into wealth.
He gave a hint that the FCT Administration has already developed a blueprint for easy take off of such industry and called on the delegation to take advantage of the opportunities.
The leader of the business delegation, Mr. Pradeep Kumar Gupta promised to further talk to the FCT Administration’s technical officials to take the discussion to the next level. [myad]

Borno Commissioner Of Environment Dies At 54

Borno State Commissioner for Environment, Alhaji Waziri Imam, is dead. He died on Tuesday at the age of 54.

Secretary to Borno State Government, Usman Jidda Shuwa, announced the Commissioner’s death in a statement today, Wednesday.

The Commissioner, who is a younger brother to an All Progressives Congress (APC) chieftain, Alhaji Kashim Imam, died after a brief illness in Maiduguri. His remains were buried yesterday, Tuesday.

He was survived by a widow and six children.

Meanwhile, the state governor, Alhaji Kashim Shettima has returned to Maiduguri from Bama where he relocated to a couple of weeks ago to inspect the reconstruction work in destroyed communities after his visit to Chibok, Gwoza, Askira-Uba and Damboa Local Government areas, all in southern Borno.

The governor was in Chibok to assess reconstruction works and interact with some stakeholders, but was forced to return to Maiduguri with the death of his Commissioner. [myad]

Osinbajo Traces The Cause Of High Maternal Mortality In Nigeria To Early Marriage

Vice President Yemi Osinbajo has attributed the high maternal mortality now ravaging Nigeria to early marriage among girl-child.

Osinbajo, who spoke at a meeting today with delegations from the United Nations Population Fund (UNFPA) and the Department for International Development DFID, observed however, that respectable people in the society are now beginning to speak up on the issues.

“I think there is a convergence now on many of these issues; on early and forced marriage, people have clearly identified that this is a major drawback for development and a major problem for us.”

Professor Osinbajo said that a few people who are respected, “whose cultures and systems are involved, are already speaking up and are being listened to.”

He was responding to the submissions made by the Executive Director of the UNFPA, Professor Babatunde Osotimehin and the Permanent Secretary of the UK’s Department for International Development (DFID), Mr Mark Lowcock on the need for the Federal and State governments to work with global agencies to reduce maternal mortality in Nigeria. They proposed a new global initiative to address maternal mortality in Nigeria.

Osotimehin, a former Health Minister in Nigeria said that maternal mortality rates in Nigeria is among the highest, with 111 dying on a daily basis.

Both Osotimehin and Lowcock sought the assistance of the Vice President to encourage state governors and the National Economic Council (NEC) so that the federal and state governments can work together with international agencies to address the crisis of maternal mortality in the country. [myad]
