Federal Govt Votes Over 1 Trillion For Reconstruction Of Port Harcourt-Maiduguri Narrow Gauge Railway 

The Federal Executive Council has approved the award of contracts for the rehabilitation and reconstruction of the Port Harcourt-Maiduguri eastern narrow gauge railway, with new branch lines and trans-shipment facilities.

The railway line will be at the cost of $3,020,279,549. The industrial park, which is under PPP, at no cost to federal government, will cost $241,154,389.31.

The Minister of Transportation, Rotimi Amaechi, made this known when he briefed news men on the outcome of the virtual meeting of the Federal Executive Council today, October 7.

The minister revealed that the Council approved the construction of a new deep seaport in Bonny, under Private-Public- Partnership (PPP) programme and the construction of a railway Industrial park in Port Harcourt.

“The Federal Executive Council today, approved the award of contract for the rehabilitation and reconstruction of the Port Harcourt to Maiduguri Eastern Narrow Gauge Railway, with new branch lines and trans-shipment facilities.

“It also approved the construction of a deep seaport  in Bonny under PPP and construction of a railway industrial park in Port Harcourt.

“The railway line will be at the cost of $3,020,279,549. The industrial park, which is under PPP, at no cost to federal government, will cost $241,154,389.31.

“The Bonny deep seaport will cost $461,924,369, at no cost to the federal government.

“The Port Harcourt to Maiduguri narrow gauge railway will have new branch lines: from Port Harcourt to Bonny and from Port Harcourt to Owerri are new lines.

“There is another connecting to narrow gauge to standard guage at Kafanchan.

“There is a branch line from Gombe or before Maiduguri to Damaturu and Gashua. That’s what has been approved.’’

The Minister of Communications and Digital Economy, Dr Isa Pantami, who also briefed news men  said that the Council approved N653.8 million to procure and deploy hybrid spectrum monitoring system that would cover the Southeast zone of the country.

He explained that the approval followed the presentation of an investigative report by the ministry to the council on the use of illegal frequencies, saying that 106 out of the 320 frequencies being operated across the country were illegal.

Pantami expressed the hope that the deployment of the new hybrid spectrum would go a long way in promoting safety and security, enhance revenue and create many jobs for the citizens.

“From January to August 2020, within the period of eight months, we discovered 320 frequencies being used all over the country and of this 320, 106 were illegal.

“This is very worrisome because the usage of this illegal spectrum or frequencies will compromise our security and safety in the country.

“It is because of the agenda of President Muhammadu Buhari of promoting security that we came up with this initiative of monitoring the usage of frequencies and uncovered the legal and the illegal ones.

“For the legal ones to ensure they renew their licenses annually and for the illegal ones, necessary actions are being taken according to the gravity of the offence.

“We discovered that our monitoring did not cover south east. It covered five zones – northeast, northwest, north central, southwest and south south. However, south east has not been covered.

“It is because of this that we presented our memo, seeking for council’s approval of N653,886,584 to procure and deploy hybrid spectrum monitoring system that will cover the southern part of the country, most importantly the south east.

“So, Council approved for the deployment, and this project will go a long way in promoting safety and security and secondly, identify the usage of illegal spectrum and thirdly, enhance revenue for the federal government and fourthly, in the long run it will create many jobs for the citizens.’’

Akeredolu Is Good Brand For APC To Market, Buhari Tells Ondo Electorate

”I have no doubt that our candidate is a good brand for the APC to market. I am particularly delighted by his ingenious approach to governance.

The President, who gave assurance that all necessary measures have been put in place to ensure that the election is peaceful, transparent and credible, said that he is not just proud of Akeredolu’s achievements, but “I am confident he will enjoy the mandate of the good people of Ondo State for the second term,” he said.

On the party’s campaign, the President said he was encouraged by the large turnout at the grand finale, noting that he had keenly followed events in the State as regards the Governorship election.

”I have taken a special interest not necessarily because my party is involved but because my focus and attention have been to ensure that we maximize every given opportunity to raise the bar in our collective desire to deepen democracy.”

He called on the electorate to turn out en masse to vote on Saturday without fear of molestation, expressing confidence that the party supporters will vote in accordance with the laws guiding the Electoral Process.

He also called on the electorate to vote for continuity and progress, stressing, Governor Akeredolu, the APC candidate, deserved re-election.

President Buhari used the occasion to commend the party’s national and zonal leadership, and the APC family in Ondo State for upholding internal democracy and ensuring a hitch-free party primary.

He noted that internal democracy, which is regarded as a major ingredient in the electoral process, was not merely encouraged in Ondo State but zealously nurtured.

Gov. El-Rufai Names Ahmed Nuhu Bamalli As New Emir Of Zazzau

The Governor of Kaduna State, Malam Nasir El-Rufai, has approved the appointment of Alhaji Ahmed Nuhu Bamalli as the 19th Emir of Zazzau.

In a statement signed by the Commissioner of Local Government Affairs, Alhaji Ja’afaru Ibrahim Sani today, October 7, said that Alhaji Ahmed Nuhu Bamalli succeeds His Royal Highness, Alhaji (Dr.) Shehu Idris who died on Sunday, 20th September 2020, after reigning for 45 years.

The statement further said that Governor El-Rufai congratulated His Royal Highness,  Alhaji Ahmed Nuhu Bamalli on his appointment and wished him a successful and peaceful reign as Emir of Zazzau.

“ͅUntil his appointment as Emir of Zazzau, Alh. Ahmed Nuhu Bamalli held the title of Magajin Garin Zazzau and served as Nigeria’s ambassador to Thailand, with concurrent accreditation to Myanmar. He has been a permanent commissioner in the Kaduna State Independent Electoral Commission in 2015. He has worked in banking and as Executive Director and later acting Managing Director of the Nigerian Security Printing and Minting Corporation. He was a staff of the Abuja Metropolitan Management Agency before a stint as head of Human Resources at MTel, the mobile communications arm of the old Nigerian Telecommunications Limited (NITEL).

“Born in 1966, Alh. Bamalli studied Law at the Ahmadu Bello University, Zaria. Trump’s COVID-19 Infection, By Reuben Abati

On Friday, October 2, the news channels were inundated with the Breaking News of US President Donald Trump and the First Lady of the United States, Melania Trump’s COVID-19 infection. Barely three days earlier the US President taking part in the first Presidential debate between him and the candidate of the Democratic Party, Joe Biden had mockingly talked about Joe Biden’s mask: “the biggest mask I’ve ever seen.”  Many members of the Trump camp at the debate, including the First family, did not bother to wear masks. Consistently, President Trump flouted COVID-19 protocols. He attended rallies and events where the same protocols were ignored. Veteran journalist Bob Woodward, in his most recent book, Rage, has disclosed that whereas the President was aware of COVID-19 as far back as February 2020, he made light of it, chose to “play it down”, because he didn’t want to spread panic and fear. More like Mr. Trump wanted to show that he is a macho man, a Superman. He encouraged denialism. He refused to listen to the scientists. At some point, he even took over the job of the scientists and began to announce prescriptions for COVID-19. His usual victim in that regard is the top US physician, Dr. Robert Fauci, Director of the National Institute of Allergy and Infectious Diseasesand the most recent being Dr. Robert Redfield, the Director of the Centre for Disease Control.

From his promotion of Hydroxychloroquine to his dismissal of COVID-19 as a common flu, it is ironic that President Trump is now in “a mortal battle” with COVID-19. He has also put his wife at risk, in the same manner in which he put the lives of over 214, 000 persons who have died from COVID-19 related complications in the United States at risk.  US COVID-19 sero-prevalence is over 7.6 million.  Nine states are witnessing a second wave of the deadly disease, including the state of New York which crawled out of being the US epicentre of the disease, but has now had to impose new restrictions. President Trump’s COVID-19 infection is self-inflicted. He is paying a price for his own carelessness, and has imposed on the country that he leads uncertainty and the possibility of chaos. Trump is an old man of 74. He has underlying medical conditions. Can you imagine the President of the United States dying in an election season, less than a month to a Presidential election? Trump’s mishandling of the COVID-19 situation in the United States is a threat to US national security. It is a threat to the security of the world! Already, the Speaker of the Parliament in Taiwan, You Si-kun has expressed the view that President Trump must remain alive, and get better, so he can continue to help check-mate the excesses of China. We also want him alive, and we join others in wishing him and the First Lady of the United States, speedy recovery. Mr. Trump’s paternal grandfather, Friedrich Trump, died during the Spanish flu in 1918. We do not wish him the same fate.

But there are lessons and implications that should be stressed. President Trump is the most powerful man in the world. He is also the most protected American alive today. If he can come down with COVID-19, then the point is proven again that we are all vulnerable in the face of this contagious disease that has no cure, and respects no persons. The question right now is: how many persons in the White House and around the President are infected? The spread of a pandemic within the highest levels of government in the United States is enough to cause panic. President Trump is not the first American President to fall ill in the White House. In 1955, President Dwight Eisenhower had a heart attack. The public was told he had a stomach upset! President John F. Kennedy struggled with chronic back pain and Addison’s disease.

The natural instinct is to cover up the truth about the President’s health. In July 1893, the then President of the United States, Grover Cleveland disappeared. He had a non-malignanttumour, diagnosed as epithelioma, and was smuggled out to sea for a secret surgery. It was too risky politically to announce any form of weakness in the White House. A newspaperman, E.J. Edwards, got wind of the story and blew the whistle. He was branded a liar, and dismissed as ‘a disgrace to journalism”. It took more than a century before the truth came out. In 1919, President Woodrow Wilson came down with the Spanish Flu.  The public was told the President had a cold.  President Franklin Delano Roosevelt suffered polio. It was carefully managed. It should therefore not be surprising that in 2020, a certain political theatre has been built around President Trump’s COVID-19 infection.  He was admitted into the Walter Reed Military Medical Centre on Friday after two sharp drops in his oxygen level, and confirmation that he had high fever.  By Sunday, the Superman Trump had recovered well enough that he even made an impromptu appearance in the form of a drive-by in the course of which he waved at his fans who had besieged the Medical Centre.

Dr. James Phillips, one of his physicians has described that political stunt as an “act of insanity”. He says the “irresponsibility is astounding.” Dr. Phillips cannot be more correct. After a pattern, President Trump continues to play politics with COVID-19. He puts the lives of others at risk. He misleads the country and the world. There is a collapse of protocol and standards around him. His handlers short-change the American people by dropping the ball. They have allowed themselves to be brow-beaten by a President who is both a bully and an egoist. They are all so overwhelmed by his personality they would just allow him to get away with anything, even when national security is obviously compromised. By Monday, we were already being told that Mr. Trump will be back in the White House. I don’t envy Sean Conley, the White House Physician. He must be having a hard time. But he and his team owe Americans a duty to tell the truth about the President’s health condition, and to ensure there are no further stunts that make no sense. And if we may ask: is President Trump directing his doctors?  When the President of the United States checks into the Walter Reed National Military Medical Centre, is he an infectious disease patient looking for help, or the Commander-in-Chief of the hospital?

US stock futures contracted following the announcement of President Trump’s infection. Markets in Europe and Asia posted the same response. The Democrats made heavy capital out of it. We were told the Democratic Presidential candidate Joe Biden had tested negative. In the polls he further jumped ahead of President Trump, with a double-digit lead. In another poll, 65% of Americans reportedly believe that Trump would not have been infected if he had been more careful. The only good news is that deadly as COVID-19 is, it is not actually a death sentence. Trump is not the first Head of State and Head of Government to contract it.  JairBolsonaro (Brazil), Juan Orlando Hernandez (Honduras), Jeanine Anez (Bolivia), Prince Albert II (Monaco); Alexander Lukashenko (Belarus), NikolPashinyan (Armenia), Alejandro Giammattei (Guatemala), Boris Johnson (United Kingdom) all contracted COVID-19 and survived. Burundi’s former President, Pierre Nkurunziza wasn’t so lucky. But persons older than Mr. Trump despite the established revelation that the elderly are more vulnerable, have also managed to beat the disease: Bill Lapschies, 104, US; Ada Zanusso, 104, Spain; Geneva Wood, 90 years; US; Alma Corsini, 95, Italy; William Kelly, 95, US; Joseph Zhu Baoyu, 98, China, ItalicaGrondona, 102, Italy…

As President of the most powerful country in the world, there is little doubt that President Trump and his wife will get the best care possible. Every effort must be made to ensure that he gets that care and he must be restrained from any kind of reckless conduct. There have been conspiracy theories about Mr. Trump’s COVID. I have heard the view that this is all a contrivance to gain sympathy for the November 2020 Presidential election. I disagree. It will be the height of insanity for any one to play that kind of politics, and to be supported in doing so by the entire American establishment. What may happen is that Mr. Trump will survive COVID-19, and he will exploit that politically to tell every one that he is indeed a Super Man who has beaten COVID and will now also beat the rival he refers to as “sleepy Joe”.  Except that Joe Biden is not sleeping. He wants Americans to vote Trump,a disruptive and divisive President, out of the White House. He is fully awake. And he showed that during the first Presidential debate when he trounced President Trump on all counts: composure, maturity, depth and decorum. Every step must be taken to restore President Trump to full health, so that he can take the sure defeat that awaits him on November 3, 2020, with his full chest, alive and well,on his feet. Another good news, though, is that when it was reported on Sunday that his health had begun to improve and that he would return to the White House on Monday, US Stock futures rose by more than 100 points. Trump Watch has become a market-moving barometer.

The year 2020 will go down in history as the year of illness and death. But the biggest test that the world has faced in every sphere is the test of character and leadership. Leaders are expected to show example, empathy, strength and support, but this has been difficult for many. There is no leader that has received any prior training in the management of COVID-19. It is an accident of our century, even if we have no idea what the future holds. Nobody is invincible, not even the President of the most powerful country in the world. What we know however is that the countries that have done better managing COVID-19 are the countries whose leaders have shown great discipline and commitment, and by the way, those leaders are mostly women: MetteFrederiksen (Denmark), Tsai Ing-wen (Taiwan), Jacinda Arden (New Zealand), Sanna Marin (Finland) KatrinJakobsdottir(Iceland), Erna Solberg (Norway), and Angela Merkel (Germany).   The ones who have not done well are mostly men: Donald Trump (United States), his protégé and imitator, “the Trump of the Tropics” – JairBolsonaro (Brazil), NarendraModi (India), Viktor Orban (Hungary), Vladimir Putin (Russia), John Magufuli (Tanzania). The women leaders have something in common: empathy and love, and being pro-active and risk averse.  The men also have something in common: they are arrogant, offensive, and divisive. They think they know it all and they have more than often in the course of the crisis and uncertainty that COVID-19 has brought along endangered the lives of the people they lead and their own lives as well. National leaders can make a difference. Mr. Trump’s COVID-19 infection should be a reminder of the importance of responsible leadership and conduct, and the fact that nobody, not even a President, is above the rules.

 

SARS and the Inspector General’s Directive

 

The Inspector General of Police Mohammed Adamu has reportedly directed that all tactical squads of the Nigeria Police should stand down, stand back and stay away from Nigerian streets and desist forthwith from carrying out routine patrols, stop and search duties, traffic checks and mounting of roadblocks.

The tactical squads include the notorious Federal Special Anti-Robbery Squad (FSARS), the Special Tactical Squad, Intelligence Response Team, Anti-Cultism Squad and others – all ad-hoc units of the Nigeria Police created to serveone special purpose or the other. When the Special Anti-Robbery Squad was created in 1992 under the Ibrahim Babangida Administration, it was a child of necessity, with just 15 officers, but it has since then grown into a rogue unit of the Nigeria Police with an incorrigible reputation for brutality, violence, extra-judicial killing and human rights abuses. This has since prompted many Nigerians to call for a complete disbandment of the Squad. Four times in the last four years, one Inspector General of Police after another has tried to reform or restrain the Special Anti-Robbery Squad. Each time directives relating to Standard Operating Procedures, and Rules of Engagement are issued, they have been ignored.

The so-called tactical squads of the Nigeria Police have not succeeded in checking the crimes of kidnapping and armed robbery, but they have consistently used the uniforms they wear to commit crime, kill and maim and terrorize Nigerians. They have not done much to improve confidence in the Nigeria Police. Nigerians who have been unfortunate to encounter them think that they are extortionists, thieves and thugs.  Many of them don’t even bother to wear uniform, making it difficult to distinguish between them and hoodlums. They set up roadblocks and target young men and ladies. They seize phones and treat every one as a criminal. They harass the public. Whoever tries to insist on his or her right risks instant assassination, or a bullet in the groin. What is the guarantee that the latest directives by the Inspector General of Police will be enforced?

There is nothing contained in the Inspector General’s statement, issued on his behalf by the Police Spokesperson and amplified by the Presidency, that we have not heard before.  Nigeria is probably the only country in the world where the country’s Number one policeman will issue a policy directive and he will be ignored by his own lieutenants and foot-soldiers and nothing will happen. We have a Police institution it seems, where nobody is actually in charge. The problem is not the lack of vigilance on the part of civil society. Many stakeholders have called for better policing. The catalyst for the latest public outrage is the attack on a young man in Ughelli, Delta State. The IGP has made the usual noise. He must be held down to his words. The starting point should be a thorough investigation of the report of police brutality in Ughelli, and similar cases, and clear indication that the Police under IGP Mohammed Adamu’s watch takes discipline seriously. In addition, every policeman involved in any act of brutality must be sent to a mental health facility.

As President of the most powerful country in the world, there is little doubt that President Trump and his wife will get the best care possible. Every effort must be made to ensure that he gets that care and he must be restrained from any kind of reckless conduct. There have been conspiracy theories about Mr. Trump’s COVID. I have heard the view that this is all a contrivance to gain sympathy for the November 2020 Presidential election. I disagree. It will be the height of insanity for any one to play that kind of politics, and to be supported in doing so by the entire American establishment. What may happen is that Mr. Trump will survive COVID-19, and he will exploit that politically to tell every one that he is indeed a Super Man who has beaten COVID and will now also beat the rival he refers to as “sleepy Joe”.  Except that Joe Biden is not sleeping. He wants Americans to vote Trump,a disruptive and divisive President, out of the White House. He is fully awake. And he showed that during the first Presidential debate when he trounced President Trump on all counts: composure, maturity, depth and decorum. Every step must be taken to restore President Trump to full health, so that he can take the sure defeat that awaits him on November 3, 2020, with his full chest, alive and well,on his feet. Another good news, though, is that when it was reported on Sunday that his health had begun to improve and that he would return to the White House on Monday, US Stock futures rose by more than 100 points. Trump Watch has become a market-moving barometer.

The year 2020 will go down in history as the year of illness and death. But the biggest test that the world has faced in every sphere is the test of character and leadership. Leaders are expected to show example, empathy, strength and support, but this has been difficult for many. There is no leader that has received any prior training in the management of COVID-19. It is an accident of our century, even if we have no idea what the future holds. Nobody is invincible, not even the President of the most powerful country in the world. What we know however is that the countries that have done better managing COVID-19 are the countries whose leaders have shown great discipline and commitment, and by the way, those leaders are mostly women: MetteFrederiksen (Denmark), Tsai Ing-wen (Taiwan), Jacinda Arden (New Zealand), Sanna Marin (Finland) KatrinJakobsdottir(Iceland), Erna Solberg (Norway), and Angela Merkel (Germany).   The ones who have not done well are mostly men: Donald Trump (United States), his protégé and imitator, “the Trump of the Tropics” – JairBolsonaro (Brazil), NarendraModi (India), Viktor Orban (Hungary), Vladimir Putin (Russia), John Magufuli (Tanzania). The women leaders have something in common: empathy and love, and being pro-active and risk averse.  The men also have something in common: they are arrogant, offensive, and divisive. They think they know it all and they have more than often in the course of the crisis and uncertainty that COVID-19 has brought along endangered the lives of the people they lead and their own lives as well. National leaders can make a difference. Mr. Trump’s COVID-19 infection should be a reminder of the importance of responsible leadership and conduct, and the fact that nobody, not even a President, is above the rules.

 

SARS and the Inspector General’s Directive

 

The Inspector General of Police Mohammed Adamu has reportedly directed that all tactical squads of the Nigeria Police should stand down, stand back and stay away from Nigerian streets and desist forthwith from carrying out routine patrols, stop and search duties, traffic checks and mounting of roadblocks.

The tactical squads include the notorious Federal Special Anti-Robbery Squad (FSARS), the Special Tactical Squad, Intelligence Response Team, Anti-Cultism Squad and others – all ad-hoc units of the Nigeria Police created to serveone special purpose or the other. When the Special Anti-Robbery Squad was created in 1992 under the Ibrahim Babangida Administration, it was a child of necessity, with just 15 officers, but it has since then grown into a rogue unit of the Nigeria Police with an incorrigible reputation for brutality, violence, extra-judicial killing and human rights abuses. This has since prompted many Nigerians to call for a complete disbandment of the Squad. Four times in the last four years, one Inspector General of Police after another has tried to reform or restrain the Special Anti-Robbery Squad. Each time directives relating to Standard Operating Procedures, and Rules of Engagement are issued, they have been ignored.

The so-called tactical squads of the Nigeria Police have not succeeded in checking the crimes of kidnapping and armed robbery, but they have consistently used the uniforms they wear to commit crime, kill and maim and terrorize Nigerians. They have not done much to improve confidence in the Nigeria Police. Nigerians who have been unfortunate to encounter them think that they are extortionists, thieves and thugs.  Many of them don’t even bother to wear uniform, making it difficult to distinguish between them and hoodlums. They set up roadblocks and target young men and ladies. They seize phones and treat every one as a criminal. They harass the public. Whoever tries to insist on his or her right risks instant assassination, or a bullet in the groin. What is the guarantee that the latest directives by the Inspector General of Police will be enforced?

There is nothing contained in the Inspector General’s statement, issued on his behalf by the Police Spokesperson and amplified by the Presidency, that we have not heard before.  Nigeria is probably the only country in the world where the country’s Number one policeman will issue a policy directive and he will be ignored by his own lieutenants and foot-soldiers and nothing will happen. We have a Police institution it seems, where nobody is actually in charge. The problem is not the lack of vigilance on the part of civil society. Many stakeholders have called for better policing. The catalyst for the latest public outrage is the attack on a young man in Ughelli, Delta State. The IGP has made the usual noise. He must be held down to his words. The starting point should be a thorough investigation of the report of police brutality in Ughelli, and similar cases, and clear indication that the Police under IGP Mohammed Adamu’s watch takes discipline seriously. In addition, every policeman involved in any act of brutality must be sent to a mental health facility.

APC Chieftain, Idahosa, Describes As Ungodly, People Linking His Ill-Health To Edo Election

A chieftain of the All Progressives Congress (APC),  Dr.  Idahosa Wells Okunbo has described as ungodly, people linking his ill-health to the outcome of the September 19 governorship election in Edo State. 

In a statement today, October 6, Dr.  Idahosa said a rash of social media posts concerning his health and the inhuman manner in which it is being orchestrated to look as if it was as a result of the outcome of the September 19, 2020 Edo State Governorship election in which he publicly supported Pastor Osagie Ize-Iyamu, is in bad taste. “It is evidently ungodly for people to gloat over the fact that I am not feeling well.  God does not approve of such disposition and those who engage in that pastime are only mocking and playing God.
“I have never claimed to be a superhuman being.  I do not deny the fact that I am not well.  I am outside the country for my medicals, which were delayed because of the lockdown occasioned by the COVID-19 pandemic.
“After a series of tests, my doctors confirmed that I have some health issues. 
“It is, therefore, ill-advised and inhuman for those who are not comfortable with the position I took in the Edo election to joyfully circulate in the social media that I have health issues and that I have slid into coma. Well, I leave them all to God.
“I am over 60 years.  I thank God who gave me the gift of life, an opportunity to live a good life, the grace to build a legacy of achievements and, most importantly, a good name, which is better than silver and gold.
“I hold dearly to heart the words of the scriptures that there is a time to be born; and a time to die.  But what is most important in life is what I have done with my life.  And, this applies to every mortal being.
“Edo election, which is the reason they are doing this, has come and gone.  Those who are opposed to me for taking a position in the election, which they won, should leave me alone and get busy with their life.
“I have moved on with life. I advise them to do the same instead of dwelling in the past. Nevertheless, I wish them well in all they do.
“God is on His throne and to Him be all glory, honour and adoration.”

NNPC Boss Seeks Collaboration Of Players Across Africa On Downstream Sector Deregulation

The Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Mallam Mele Kyari, has asked players across Africa to join in the deregulation of the downstream sector of the oil and gas industry which he said will increase investment in the refining business and facilitate exponential growth in the nation’s refining capacity.

Mele, who spoke today, October 6, at the opening ceremony of the African Refiners Association (ARA) Week 2020 which held virtually with the theme: “Towards Cleaner Fuels for Cleaner Air,” advocated deeper collaboration among downstream players across the African continent to provide solutions to challenges of substandard fuels.

A statement by the Group General Manager, Group Public Affairs Division of NNPC, Dr. Kennie Obateru, quoted the GMD as saying in a keynote address entitled, “Vision for the Downstream Sector on the Continent,” that though the idea of price stabilization which led to the introduction of fuel subsidy in the 1970s was noble, it had grown into a huge financial burden on the nation’s treasury over the years, necessitating its removal in March 2020. He stressed that the move will not only free up much-needed cash to fund infrastructural development, but will also eliminate market distortion, foster competition between operators, get more private sector players to build refineries in the country and promote efficiency across the entire value chain. He said that increasing Africa’s refining capacity as well as quality of fuel required respective refineries to implement sustainable, coordinated pan-African solutions that would meet the target fuel specifications and thus protect the health and wellbeing of African nations and their citizenry.

“It is important to note at this point that the future of our continent does not just lie in our ability to unlock value from our vast natural resources or powering an industrial and economic revolution, but also in our ability to implement proven refining solutions that consider the broader public health implications of our business decisions.” Mele said that NNPC is making concerted efforts to carry out holistic rehabilitation of its refineries in Port Harcourt, Warri and Kaduna, adding that it was also collaborating with relevant stakeholders to establish modular and condensate refineries as well as supporting private sector establishment of refineries.

“These projects will be in line with the AFRI standards of AFRI-4 specifications of 50 particles per million for diesel and 150 particles per million for gasoline by 2020, and AFRI-5 specification of 50 particles per million of sulphur in gasoline and diesel by 2030 respectively. Considering that revamp of petroleum products storage depots and associated pipelines is key to optimal operations of the refineries, the Corporation has decided to use a Build, Operate and Transfer (BOT) strategy to restore these facilities using private sector financing,” Mallam Kyari informed.According to him, this process has progressed significantly as the process of partner selection was ongoing to ensure sustainability of the refineries post rehabilitation. He said that Nigeria is intensifying the use of natural gas to ensure lower emissions, adding that natural gas has been identified as the fuel of choice for the future as it has the full credentials to support the achievement of the Sustainable Development Goals (SDGs). The NNPC helmsman disclosed that the outlook for the downstream sector both in Nigeria and across the African continent looks bright with attractive market conditions, large market, significant crude distillation capacity additions from various refinery projects, improvement of the distribution network and the use of natural gas.He called on the refining professionals across the continent to utilize the abundant opportunities for strategic collaboration across the entire downstream value chain towards delivering value for the continent.On his part, the Executive Secretary of ARA, Engr. Anibor Kragha, applauded the NNPC for its efforts to bolster the continents’ refining capacity, assuring that the Association along with other stakeholders would support the Corporation to achieve its noble objectives.

Osinbajo Lists Extreme Poverty, Others As Challenges Of Nigeria Now

Vice President Yemi Osinbajo has identified extreme poverty, deficit in infrastructure, children out of school as some of the challenges Nigeria is still battling with.

Professor Osinbajo, who spoke today, October 6, at the close of a two-day Executive/Legislative retreat in Abuja, asked: “hat is the reality of the context that we operate in today? We all know, our nation has millions of extremely poor people, the Covid 19 pandemic has worsened employment and poverty. “We have huge deficits in infrastructure, many children are out of school.” The Vice President stressed that the executive and legislature have no choice “if we are not to fail the Nigerian people who have given us this incredible  opportunity amongst millions of our compatriots to serve at this high leadership levels we occupy today.”

“We will be callous and irresponsible if we don’t come together, work together to sort out these grave life threatening problems our people have to confront everyday.”
He said that the dogmatic emphasis on procedural niceties is a luxury we cannot afford. 

 “In any event, there is no pure practice of the doctrine of separation of powers. The Anglo American traditions that we hold on to in support of the separation of powers are not pure…so for example the US Vice President serves as the president of the Senate and presides over the Senate’s daily proceedings.”

The retreat ended today with resolutions on how the two arms of the government can collaborate to move the country forward. It recommended that the ruling party should exercise more control on its members to enable it to resolve crises that may arise. 

In a10-point recommendation read by Minister of the Federal Capital Territory (FCT), Malam Muhammad Bello, the retreat advocated respect for party leadership by its membership. “The ruling political party should be encouraged to take ownership of its members to be able to reconcile them whenever conflict arises, and, members in both arms of government should show regard for the party and its leadership.” It called for a concrete understanding and working knowledge between both the Executive and Legislature just as it noted that an effective confidence building measure should be put in place in the governance process to ensure mutual respect and cordial relationship between the Executive and Legislature.

Participants recommended the creation of an effective conflict management and resolution mechanism in resolving areas of disagreement between the Executive and Legislature in the overall national interest.Other recommendations are that there should be modalities for better access, interfacing and engagement between the leaderships of both arms of government, the NASS Committees and MDAs should be worked out by the SGF and NASS-Executive Liaison. “There should be regular pre-budget consultations between the Executive and Legislature particularly between the MDAs and NASS Committees, Ministry of Finance, Budget and National Planning and the appropriate Committee in NASS. “There is need for an effective communication and collaborative engagement to enhance and strengthen the relationship between the arms of government for the benefit of Nigerians. “The relationship should not be adversarial but complementary, thus, more interpersonal and informal relationship between heads of MDAs and NASS members should be encouraged.“Operators in the arms of government should act with moderation and limit their sense of entitlement by placing public interest over and above personal and parochial interest.

“The Presidency should strengthen the capacity of the Executive Liaison Offices in the National Assembly. “There is need for an organic budget law which will optimize the budgetary process so as to deliver effective and efficient service to the citizens.”

The summation from the retreat highlighted what it referred to as weak mechanism for conflict management and dispute resolution between both arms of government and limited consultation between them on critical governance issues such as policy initiation, programme implementation, planning, and legislative processes.Other issues that arose from the retreat include lack of clarity in communication and poor feedback mechanism leading to different and subjective interpretation of intent and purpose of the message.

 The retreat also pointed at limited understanding of the workings and internal processes of each arm of government by government operatives; lack of mutual respect between the Executive and the Legislature in the conduct of governmental business; and lack of and/or absence of pre-budget consultations and briefings between the Executive and Legislative branches of government making the budgetary process acrimonious. 

Others observed issues according to Bello are “the pursuit of personal interest as against national interest; ill-equipped and poorly resourced offices of Presidential Liaison Offices in the National Assembly;poorly defined channels of communication between the executive and legislative arms and weak utilisation of the Offices of the SSA-Ps to the President in managing communication between Committees of the National Assembly and MDAs. “Limited participation of MDAs at public hearings organised by the National Assembly on critical bills to influence the process but choose to raise objections when the bill is transmitted for Presidential assent.“The current operational budgetary process is sub-optimal; and political parties have not really played the fatherly role that is expected of it in managing the relationship between the Executive and the Legislature.”

Participants at the two-day event include President Buhari, Vice President Osinbajo, President of the Senate, Speaker of the House of Representatives, Deputy President of the Senate, Deputy Speaker of the House of Representatives and Chairmen of Committees in the Senate and House of Representatives. Others are Members of the Federal Executive Council, Heads of Agencies and Senior Government officials, including the management of the National Assembly. 

Obaseki Not Qualified To Contest Governorship Election, ADP Complains In Court

The Action Democratic Party (ADP) Governorship Candidate, Iboi Lucky Emmanuel, has gone to court to prove that Godwin Obaseki was not qualified to contest the Governor of Edo State which he eventually won.

The ADP candidate submitted his petition yesterday, October 5, at the Election Petitions Tribunal in Benin City, Edo State, citing a number of grounds upon which Obaseki should be disqualified.

He alleged that the University degree certificate submitted by Obaseki, issued by the University of Ibadan was undated.

The ADP candidate argued that Obaseki was not qualified to contest the governorship election held in September 20th and the votes credited to him were null and void and of no effect and value.

Niger State Discovers 340 Dead Civil Servants Still Receiving Salaries

The Niger State Government has said that an investigation it conducted had shown that a total of 340 civil servants in the state were either dead or retired but are still receiving salaries.

Chairman of the State Salary Management Committee set up by the state government to screen its workforce, Ibrahim Panti, told newsmen today, October 5 in Minna, the State capital that over 3,000 workers used forged certificates to join the civil service.

According to him, only 25,861civil servants out of the 26,387 names forwarded to the committee by the state Head of Service, were discovered to have registered on the screening portal.

He said that 1,789 civil servants did not complete the screening process due to credential problems among others, while 773 civil servants among those who registered absented themselves from the screening exercise.

The committee chairman said that the payment schedule submitted by the Head of Service for September, showed that a total number of 169 screened staff were discovered missing from the payment schedule.

He gave an assurance that the committee was still looking into the issues of some of the civil servants who might have a genuine reason for being absent.

Panti added that the comprehensive data used in auditing the civil servants were available for possible human management development and for government stakeholders’ use.

“These data would henceforth serve as the fulcrum for easy identification of each employee going forward and is hereby presented for the restructuring of the state civil service.”

The committee was set up with a view to ascertaining the staff strength of the state and its bloated salary bills.
