Abuja Schools Re-Open Sunday, October 11

All Schools within the Federal Capital Territory are to re-open for the first term of the 2020/2021 academic session on Monday, 12th of October 2020.

2.    This was revealed by the Honourable Minister of the FCT, Malam Muhammad Musa Bello during a press briefing held on Thursday, 8th October in his office.

3.    According to the FCT Minister, boarding students are to resume on Sunday, 11th of October while day students will resume on the 12th of October.

4.    Malam Bello noted that the decision to reopen the schools was taken based on the directive from the Federal Ministry of Education that states should work out modalities for the safe re-opening of schools and after pain staking consultations with various stakeholder groups in the education sector.

5.    According to the Minister, these groups include the FCT Parents Teachers Association, the Health and Human Services Secretariat of the FCTA, the Nigeria Union of Teachers,  National Association of Proprietors of Private Schools, Nigeria Union of Teachers amongst others.

6.    Malam Bello pointed out that the collaboration of these stakeholder groups ensured the safe re-opening of secondary schools to conduct the terminal examinations for JSS 3 and SSS 3 students in August without a single case of COVID-19 reported. Based on this, the Minister said “We are therefore convinced that we can safely  re-open our schools on the aforementioned dates”.

7.    He enjoined parents, guardians and stakeholders to complement the Administrations’ efforts by further creating awareness and sensitizing their wards on the need to adhere strictly to health and safety measures as stipulated by the relevant health authorities.

8.    These, he said, include regular washing of hands with soap under running water, use of sanitizer, use of facemasks while maintaining physical distancing.

9.    The Minister also used the event to remind residents of the FCT, especially parents and guardians that the virus has not been eliminated yet as it still remains a deadly disease, adding that now was not the time to be complacent.

10.                    He also commended frontline health personnel that worked tirelessly to ensure that the virus is largely contained in the FCT with relatively low morbidity and condoled with families of those who lost their lives to the virus.

11.                    A minute silence was also observed for the repose of the soul of the Acting Secretary for Education Alh. Umaru Marafa who died while preparations were being made for the re-opening of schools.

12.                    While giving details on the guidelines regulating the re-opening of schools, the Chairman of the FCT School Resumption Committee Dr Fatima Abdulrahman said that on resumption on the 11th of October, students will use the first week for revision and the second week to write the second term examinations which were suspended following the sudden closure of all schools at the onset of the pandemic.

13.                    Dr Abdulrahman continued that on conclusion of the examinations, the first term of the 2020/2021 session will conclude on the 18th of  December. This essentially means that there will be no third term in the 2019/2020 academic session.

The other guidelines as released by the Education Secretariat are:

i.                All Public and Private schools in FCT should put in place adequate safety measures based on the Re-Opening of Schools guidelines which has been set.

ii.               The Committee on Reopening of Schools and the Department of Quality Assurance under the Education Secretariat will work together by undertaking regular evaluation of all Schools in FCT and embark on inspection and monitoring of schools to ensure strict compliance to the laid down health protocols of Covid-19.

iii.            Any School found wanting will face appropriate sanctions, including closure.

iv.           The FCT Administration through the School committee on resumption has taken proactive steps ahead of the resumption to safeguard the Ttudents and Teachers as they return back to academic activities which include:

a.    Compulsory fumigation of all public Schools in FCT.

b.   Clearing of grasses.

c.    Provision of sanitizers, soap, buckets, and thermometers for each Schools to be placed at strategic places within the Schools for Students and Staff.

d.   Provision of sick bay in every school where students with high temperature would be kept under the supervision of a health personnel is mandatory

e.    Students with underlying medical conditions should report with a medical report.

f.     Observe bed spacing of 2metres.

g.   Suspension of school bus services for now and where parents insist, school must ensure adequate social distancing in the bus.

14.                    The  Honourable Minister of State Dr Ramatu Tijjani Aliyu and the Permanent Secretary of the FCTA, Mr Olusade Adesola flagged off the fumigation exercise of the schools at the Government Secondary School Garki and the Government Secondary School Jabi respectively.

15.                    Present at the media briefing were the Hon. Minister of State, Dr Ramatu Tijjani Aliyu, the Permanent Secretary, Mr Olusade Adesola, Chief of Staff to the FCT Minister, Malam Bashir Mai-Bornu, the Acting Secretary of the Health and Human Services Secretariat, Dr Mohammed Kawu and other senior officials of the FCTA.

Buhari Warns Those Resisting IPPI, Says Their Salaries Will Be Stopped

President Muhammadu Buhari has said that no civil servant on the payroll of the Federal Government will receive salary henceforth without enrolment on the Integrated Payroll and Personnel Information System..

Speaking at the presentation of the 2021 Budget to a Joint Sitting of the National Assembly today, October 8, President Buhari  said that there is no going back on the decision to use the IPPIS for payment of all categories of civil servants.

Buhari stressed that revenue generation is the major challenge facing his administration.

The Academic Staff Union of Universities has been on strike over disagreement with the Federal Government on the mode of payment of lecturers.

Vote Out Gov Akeredola, Secondus Of PDP Tells Ondo Electorate

National Chairman of the Peoples Democratic Party (PDP), Uche Secondus has advised the people of Ondo State to vote out the ruling All Progressives Congress (APC) in the Saturday’s governorship election.

Secondus, who spoke today, October 7, at the grand finale of the PDP campaign in the state, said that the APC has failed Nigerians, blaming the APC and its supporters for the recurring violence in the state.

According to him, Governor Akeredolu and his supporters are jittery of the growing popularity of the PDP candidate, Eyitayo Jegede even as he advised the Independent National Electoral Commission (INEC) and security agencies to do their duties professionally without interference.

Chairman of the National Campaign Council for Ondo election and Oyo State Governor, Seyi Makinde, reaffirmed the panicky situation of the ruling party, saying that there are plans to rig the election.

Makinde assured the people that the PDP candidate would win the election and bring the dividends of democracy to the state.

The Chairman of PDP Governors’ Forum and Governor of Sokoto State, Aminu Tambuwal, tasked the people to reject APC with their votes, lamenting that it has inflicted unbearable hardship on Nigerians.

Tambuwal implored the people of the state to join other PDP states which have departed from listless chains of poverty, unemployment, economic crunch and diabolical policies to repress the poor.

Other PDP governors present were Nyesom Wike (Rivers); Douye Diri (Bayelsa), Ifeanyi Ogwuanyi (Enugu), Okezie Ikpeazu (Abia), Bello Mohammed (Zamfara).

World Bank Predicts 150 Million More “Extreme Poor” In 2021 Due To Coronavirus

The World Bank has predicted that global extreme poverty is expected to rise by 150 million in 2021for the first time in over 20 years as the disruption of the coronavirus pandemic compounds the forces of conflict and climate change.

“The COVID-19 pandemic is estimated to push an additional 88 million to 115 million people into extreme poverty this year, with the total rising to as many as 150 million by 2021, depending on the severity of the economic contraction.

“Extreme poverty, defined as living on less than $1.90 a day, is likely to affect between 9.1% and 9.4% of the world’s population in 2020,” according to the biennial Poverty and Shared Prosperity Report.

The report said that this would represent a regression to the rate of 9.2% in 2017, adding that had the pandemic not convulsed the globe, the poverty rate is expected to drop to 7.9% in 2020.

World Bank Group President, David Malpass was quoted as saying:“the pandemic and global recession may cause over 1.4% of the world’s population to fall into extreme poverty.

“In order to reverse this serious setback to development progress and poverty reduction, countries will need to prepare for a different economy post-COVID, by allowing capital, labor, skills, and innovation to move into new businesses and sectors.

“World Bank Group support will help developing countries resume growth and respond to the health, social, and economic impacts of COVID-19 as they work toward a sustainable and inclusive recovery.”

The report also finds that many of the new poor will be in countries that already have high poverty rates, adding that a number of middle-income countries will see significant numbers of people slip below the extreme poverty line.

About 82% of the total will be in middle-income countries, the report estimates.

Buhari, Atiku, Tinubu Send Words Of Advice To New Emir Of Zazzau

President Muhammadu Buhari, former Nigeria Vice President Atiku Abubakar and the national leader of the ruling All Progressives Congress (APC), Asiwaju Bola Tinubu have sent words of advice to the newly appointed Emir of Zazzau in Kaduna State, Ambassador Ahmed Nuhu Bamalli

While President Buhari advised Ahmed Bamali to use his new appointment to foster unity among all interests in the emirate, Atiku asked him to build on legacy of predecessor even as Tinubu called on him to consolidate on the tremendous gains recorded by the late Emir, Alhaji Shehu Idris..

President Buhari said: “I congratulate you on making history by becoming the first emir from the Mallawa ruling house in 100 years. You deserve the appointment and I am confident you will justify the confidence reposed in you.

“While you bask in the glory of the moment, I want you to be the leader to all and treat all your people fairly in the performance of your duties.

“This is a challenging moment and therefore, I want you to use this opportunity to unite all members of the ruling houses for the interest of your people. May Allah grant you wisdom and guidance in the discharge of this responsibility.”

On his part, Atiku said: “although the shoes of the late Emir are big, I am still confident that Alhaji Ahmed Nuhu Bamalli is up to the task and responsibilities expected of him.”
According to Atiku, who was the Presidential candidate of the opposition Peoples Democratic Party (PDP in the last election, peace and unity are among some of the challenges facing Nigeria, including Kaduna State, and urged the new Emir to focus on confidence building efforts in his domain.

Asiwaju Tinubu, on his part, prayed to Allah to grant the new Emir divine wisdom, guide and to protect him so that he can steer the ship of the Emirate successfully.

Those Agitating For Biafra Republic Are Mad – Evangelist Ukpai

A popular evangelist in Akwa Ibo State, Uma Ukpai, has described members of the Indigenous People of Biafra (IPOB) and the Movement for the Actualisation of the Sovereign State of Biafra (MASSOB), who are agitating for Biafra republic as a new country from Nigeria as mad people.

Ukpai, who is the founder of a 50-year-old Uma Ukpai Evangelistic Association, said: “there will always be crazy people, even when people are seen to be normal.

“Whoever is agitating for Biafra shows the level of his madness, but everybody is mad, the difference is the level of your madness.”

The clergyman spoke today, October 7 when he addressed members of his ministry in Uyo, Akwa Ibom State.

Federal Govt Votes Over 1 Trillion For Reconstruction Of Port Harcourt-Maiduguri Narrow Gauge Railway 

The Federal Executive Council has approved the award of contracts for the rehabilitation and reconstruction of the Port Harcourt-Maiduguri eastern narrow gauge railway, with new branch lines and trans-shipment facilities.

The railway line will be at the cost of $3,020,279,549. The industrial park, which is under PPP, at no cost to federal government, will cost $241,154,389.31.

The Minister of Transportation, Rotimi Amaechi, made this known when he briefed news men on the outcome of the virtual meeting of the Federal Executive Council today, October 7.

The minister revealed that the Council approved the construction of a new deep seaport in Bonny, under Private-Public- Partnership (PPP) programme and the construction of a railway Industrial park in Port Harcourt.

“The Federal Executive Council today, approved the award of contract for the rehabilitation and reconstruction of the Port Harcourt to Maiduguri Eastern Narrow Gauge Railway, with new branch lines and trans-shipment facilities.

“It also approved the construction of a deep seaport  in Bonny under PPP and construction of a railway industrial park in Port Harcourt.

“The railway line will be at the cost of $3,020,279,549. The industrial park, which is under PPP, at no cost to federal government, will cost $241,154,389.31.

“The Bonny deep seaport will cost $461,924,369, at no cost to the federal government.

“The Port Harcourt to Maiduguri narrow gauge railway will have new branch lines: from Port Harcourt to Bonny and from Port Harcourt to Owerri are new lines.

“There is another connecting to narrow gauge to standard guage at Kafanchan.

“There is a branch line from Gombe or before Maiduguri to Damaturu and Gashua. That’s what has been approved.’’

The Minister of Communications and Digital Economy, Dr Isa Pantami, who also briefed news men  said that the Council approved N653.8 million to procure and deploy hybrid spectrum monitoring system that would cover the Southeast zone of the country.

He explained that the approval followed the presentation of an investigative report by the ministry to the council on the use of illegal frequencies, saying that 106 out of the 320 frequencies being operated across the country were illegal.

Pantami expressed the hope that the deployment of the new hybrid spectrum would go a long way in promoting safety and security, enhance revenue and create many jobs for the citizens.

“From January to August 2020, within the period of eight months, we discovered 320 frequencies being used all over the country and of this 320, 106 were illegal.

“This is very worrisome because the usage of this illegal spectrum or frequencies will compromise our security and safety in the country.

“It is because of the agenda of President Muhammadu Buhari of promoting security that we came up with this initiative of monitoring the usage of frequencies and uncovered the legal and the illegal ones.

“For the legal ones to ensure they renew their licenses annually and for the illegal ones, necessary actions are being taken according to the gravity of the offence.

“We discovered that our monitoring did not cover south east. It covered five zones – northeast, northwest, north central, southwest and south south. However, south east has not been covered.

“It is because of this that we presented our memo, seeking for council’s approval of N653,886,584 to procure and deploy hybrid spectrum monitoring system that will cover the southern part of the country, most importantly the south east.

“So, Council approved for the deployment, and this project will go a long way in promoting safety and security and secondly, identify the usage of illegal spectrum and thirdly, enhance revenue for the federal government and fourthly, in the long run it will create many jobs for the citizens.’’

Akeredolu Is Good Brand For APC To Market, Buhari Tells Ondo Electorate

On the party’s campaign, the President said he was encouraged by the large turnout at the grand finale, noting that he had keenly followed events in the State as regards the Governorship election.

”I have taken a special interest not necessarily because my party is involved but because my focus and attention have been to ensure that we maximize every given opportunity to raise the bar in our collective desire to deepen democracy.”

The President assured the electorate of the provision of adequate security to forestall any breach of the peace by unscrupulous elements

He called on the electorate to turn out en masse to vote on Saturday without fear of molestation, expressing confidence that the party supporters will vote in accordance with the laws guiding the Electoral Process.

He also called on the electorate to vote for continuity and progress, stressing, Governor Akeredolu, the APC candidate, deserved re-election.

President Buhari used the occasion to commend the party’s national and zonal leadership, and the APC family in Ondo State for upholding internal democracy and ensuring a hitch-free party primary.

Gov. El-Rufai Names Ahmed Nuhu Bamalli As New Emir Of Zazzau

The Governor of Kaduna State, Malam Nasir El-Rufai, has approved the appointment of Alhaji Ahmed Nuhu Bamalli as the 19th Emir of Zazzau.

In a statement signed by the Commissioner of Local Government Affairs, Alhaji Ja’afaru Ibrahim Sani today, October 7, said that Alhaji Ahmed Nuhu Bamalli succeeds His Royal Highness, Alhaji (Dr.) Shehu Idris who died on Sunday, 20th September 2020, after reigning for 45 years.

The statement further said that Governor El-Rufai congratulated His Royal Highness,  Alhaji Ahmed Nuhu Bamalli on his appointment and wished him a successful and peaceful reign as Emir of Zazzau.

“ͅUntil his appointment as Emir of Zazzau, Alh. Ahmed Nuhu Bamalli held the title of Magajin Garin Zazzau and served as Nigeria’s ambassador to Thailand, with concurrent accreditation to Myanmar. He has been a permanent commissioner in the Kaduna State Independent Electoral Commission in 2015. He has worked in banking and as Executive Director and later acting Managing Director of the Nigerian Security Printing and Minting Corporation. He was a staff of the Abuja Metropolitan Management Agency before a stint as head of Human Resources at MTel, the mobile communications arm of the old Nigerian Telecommunications Limited (NITEL).

“Born in 1966, Alh. Bamalli studied Law at the Ahmadu Bello University, Zaria. He holds a master’s degree in International Relations and Diplomacy and a diploma in Organisational Leadership from Oxford University. He is also a fellow on Conflict Resolution of the University of York, United Kingdom (UK).”

Trump’s COVID-19 Infection, By Reuben Abati

On Friday, October 2, the news channels were inundated with the Breaking News of US President Donald Trump and the First Lady of the United States, Melania Trump’s COVID-19 infection. Barely three days earlier the US President taking part in the first Presidential debate between him and the candidate of the Democratic Party, Joe Biden had mockingly talked about Joe Biden’s mask: “the biggest mask I’ve ever seen.”  Many members of the Trump camp at the debate, including the First family, did not bother to wear masks. Consistently, President Trump flouted COVID-19 protocols. He attended rallies and events where the same protocols were ignored. Veteran journalist Bob Woodward, in his most recent book, Rage, has disclosed that whereas the President was aware of COVID-19 as far back as February 2020, he made light of it, chose to “play it down”, because he didn’t want to spread panic and fear. More like Mr. Trump wanted to show that he is a macho man, a Superman. He encouraged denialism. He refused to listen to the scientists. At some point, he even took over the job of the scientists and began to announce prescriptions for COVID-19. His usual victim in that regard is the top US physician, Dr. Robert Fauci, Director of the National Institute of Allergy and Infectious Diseasesand the most recent being Dr. Robert Redfield, the Director of the Centre for Disease Control.

From his promotion of Hydroxychloroquine to his dismissal of COVID-19 as a common flu, it is ironic that President Trump is now in “a mortal battle” with COVID-19. He has also put his wife at risk, in the same manner in which he put the lives of over 214, 000 persons who have died from COVID-19 related complications in the United States at risk.  US COVID-19 sero-prevalence is over 7.6 million.  Nine states are witnessing a second wave of the deadly disease, including the state of New York which crawled out of being the US epicentre of the disease, but has now had to impose new restrictions. President Trump’s COVID-19 infection is self-inflicted. He is paying a price for his own carelessness, and has imposed on the country that he leads uncertainty and the possibility of chaos. Trump is an old man of 74. He has underlying medical conditions. Can you imagine the President of the United States dying in an election season, less than a month to a Presidential election? Trump’s mishandling of the COVID-19 situation in the United States is a threat to US national security. It is a threat to the security of the world! Already, the Speaker of the Parliament in Taiwan, You Si-kun has expressed the view that President Trump must remain alive, and get better, so he can continue to help check-mate the excesses of China. We also want him alive, and we join others in wishing him and the First Lady of the United States, speedy recovery. Mr. Trump’s paternal grandfather, Friedrich Trump, died during the Spanish flu in 1918. We do not wish him the same fate.

But there are lessons and implications that should be stressed. President Trump is the most powerful man in the world. He is also the most protected American alive today. If he can come down with COVID-19, then the point is proven again that we are all vulnerable in the face of this contagious disease that has no cure, and respects no persons. The question right now is: how many persons in the White House and around the President are infected? The spread of a pandemic within the highest levels of government in the United States is enough to cause panic. President Trump is not the first American President to fall ill in the White House. In 1955, President Dwight Eisenhower had a heart attack. The public was told he had a stomach upset! President John F. Kennedy struggled with chronic back pain and Addison’s disease.

The natural instinct is to cover up the truth about the President’s health. In July 1893, the then President of the United States, Grover Cleveland disappeared. He had a non-malignanttumour, diagnosed as epithelioma, and was smuggled out to sea for a secret surgery. It was too risky politically to announce any form of weakness in the White House. A newspaperman, E.J. Edwards, got wind of the story and blew the whistle. He was branded a liar, and dismissed as ‘a disgrace to journalism”. It took more than a century before the truth came out. In 1919, President Woodrow Wilson came down with the Spanish Flu.  The public was told the President had a cold.  President Franklin Delano Roosevelt suffered polio. It was carefully managed. It should therefore not be surprising that in 2020, a certain political theatre has been built around President Trump’s COVID-19 infection.  He was admitted into the Walter Reed Military Medical Centre on Friday after two sharp drops in his oxygen level, and confirmation that he had high fever.  By Sunday, the Superman Trump had recovered well enough that he even made an impromptu appearance in the form of a drive-by in the course of which he waved at his fans who had besieged the Medical Centre.

Dr. James Phillips, one of his physicians has described that political stunt as an “act of insanity”. He says the “irresponsibility is astounding.” Dr. Phillips cannot be more correct. After a pattern, President Trump continues to play politics with COVID-19. He puts the lives of others at risk. He misleads the country and the world. There is a collapse of protocol and standards around him. His handlers short-change the American people by dropping the ball. They have allowed themselves to be brow-beaten by a President who is both a bully and an egoist. They are all so overwhelmed by his personality they would just allow him to get away with anything, even when national security is obviously compromised. By Monday, we were already being told that Mr. Trump will be back in the White House. I don’t envy Sean Conley, the White House Physician. He must be having a hard time. But he and his team owe Americans a duty to tell the truth about the President’s health condition, and to ensure there are no further stunts that make no sense. And if we may ask: is President Trump directing his doctors?  When the President of the United States checks into the Walter Reed National Military Medical Centre, is he an infectious disease patient looking for help, or the Commander-in-Chief of the hospital?

US stock futures contracted following the announcement of President Trump’s infection. Markets in Europe and Asia posted the same response. The Democrats made heavy capital out of it. We were told the Democratic Presidential candidate Joe Biden had tested negative. In the polls he further jumped ahead of President Trump, with a double-digit lead. In another poll, 65% of Americans reportedly believe that Trump would not have been infected if he had been more careful. The only good news is that deadly as COVID-19 is, it is not actually a death sentence. Trump is not the first Head of State and Head of Government to contract it.  JairBolsonaro (Brazil), Juan Orlando Hernandez (Honduras), Jeanine Anez (Bolivia), Prince Albert II (Monaco); Alexander Lukashenko (Belarus), NikolPashinyan (Armenia), Alejandro Giammattei (Guatemala), Boris Johnson (United Kingdom) all contracted COVID-19 and survived. Burundi’s former President, Pierre Nkurunziza wasn’t so lucky. But persons older than Mr. Trump despite the established revelation that the elderly are more vulnerable, have also managed to beat the disease: Bill Lapschies, 104, US; Ada Zanusso, 104, Spain; Geneva Wood, 90 years; US; Alma Corsini, 95, Italy; William Kelly, 95, US; Joseph Zhu Baoyu, 98, China, ItalicaGrondona, 102, Italy…

As President of the most powerful country in the world, there is little doubt that President Trump and his wife will get the best care possible. Every effort must be made to ensure that he gets that care and he must be restrained from any kind of reckless conduct. There have been conspiracy theories about Mr. Trump’s COVID. I have heard the view that this is all a contrivance to gain sympathy for the November 2020 Presidential election. I disagree. It will be the height of insanity for any one to play that kind of politics, and to be supported in doing so by the entire American establishment. What may happen is that Mr. Trump will survive COVID-19, and he will exploit that politically to tell every one that he is indeed a Super Man who has beaten COVID and will now also beat the rival he refers to as “sleepy Joe”.  Except that Joe Biden is not sleeping. He wants Americans to vote Trump,a disruptive and divisive President, out of the White House. He is fully awake. And he showed that during the first Presidential debate when he trounced President Trump on all counts: composure, maturity, depth and decorum. Every step must be taken to restore President Trump to full health, so that he can take the sure defeat that awaits him on November 3, 2020, with his full chest, alive and well,on his feet. Another good news, though, is that when it was reported on Sunday that his health had begun to improve and that he would return to the White House on Monday, US Stock futures rose by more than 100 points. The year 2020 will go down in history as the year of illness and death. But the biggest test that the world has faced in every sphere is the test of character and leadership. Leaders are expected to show example, empathy, strength and support, but this has been difficult for many. There is no leader that has received any prior training in the management of COVID-19. It is an accident of our century, even if we have no idea what the future holds. Nobody is invincible, not even the President of the most powerful country in the world. What we know however is that the countries that have done better managing COVID-19 are the countries whose leaders have shown great discipline and commitment, and by the way, those leaders are mostly women: MetteFrederiksen (Denmark), Tsai Ing-wen (Taiwan), Jacinda Arden (New Zealand), Sanna Marin (Finland) KatrinJakobsdottir(Iceland), Erna Solberg (Norway), and Angela Merkel (Germany).   The ones who have not done well are mostly men: Donald Trump (United States), his protégé and imitator, “the Trump of the Tropics” – JairBolsonaro (Brazil), NarendraModi (India), Viktor Orban (Hungary), Vladimir Putin (Russia), John Magufuli (Tanzania). The women leaders have something in common: empathy and love, and being pro-active and risk averse.  The men also have something in common: they are arrogant, offensive, and divisive. They think they know it all and they have more than often in the course of the crisis and uncertainty that COVID-19 has brought along endangered the lives of the people they lead and their own lives as well. National leaders can make a difference. Mr. Trump’s COVID-19 infection should be a reminder of the importance of responsible leadership and conduct, and the fact that nobody, not even a President, is above the rules.

 

SARS and the Inspector General’s Directive

 

The Inspector General of Police Mohammed Adamu has reportedly directed that all tactical squads of the Nigeria Police should stand down, stand back and stay away from Nigerian streets and desist forthwith from carrying out routine patrols, stop and search duties, traffic checks and mounting of roadblocks.

The tactical squads include the notorious Federal Special Anti-Robbery Squad (FSARS), the Special Tactical Squad, Intelligence Response Team, Anti-Cultism Squad and others – all ad-hoc units of the Nigeria Police created to serveone special purpose or the other. When the Special Anti-Robbery Squad was created in 1992 under the Ibrahim Babangida Administration, it was a child of necessity, with just 15 officers, but it has since then grown into a rogue unit of the Nigeria Police with an incorrigible reputation for brutality, violence, extra-judicial killing and human rights abuses. This has since prompted many Nigerians to call for a complete disbandment of the Squad. Four times in the last four years, one Inspector General of Police after another has tried to reform or restrain the Special Anti-Robbery Squad. Each time directives relating to Standard Operating Procedures, and Rules of Engagement are issued, they have been ignored.

The so-called tactical squads of the Nigeria Police have not succeeded in checking the crimes of kidnapping and armed robbery, but they have consistently used the uniforms they wear to commit crime, kill and maim and terrorize Nigerians. They have not done much to improve confidence in the Nigeria Police. Nigerians who have been unfortunate to encounter them think that they are extortionists, thieves and thugs.  Many of them don’t even bother to wear uniform, making it difficult to distinguish between them and hoodlums. They set up roadblocks and target young men and ladies. They seize phones and treat every one as a criminal. They harass the public. Whoever tries to insist on his or her right risks instant assassination, or a bullet in the groin. What is the guarantee that the latest directives by the Inspector General of Police will be enforced?

There is nothing contained in the Inspector General’s statement, issued on his behalf by the Police Spokesperson and amplified by the Presidency, that we have not heard before.  Nigeria is probably the only country in the world where the country’s Number one policeman will issue a policy directive and he will be ignored by his own lieutenants and foot-soldiers and nothing will happen. We have a Police institution it seems, where nobody is actually in charge. The problem is not the lack of vigilance on the part of civil society. Many stakeholders have called for better policing. The catalyst for the latest public outrage is the attack on a young man in Ughelli, Delta State. The IGP has made the usual noise. He must be held down to his words. The starting point should be a thorough investigation of the report of police brutality in Ughelli, and similar cases, and clear indication that the Police under IGP Mohammed Adamu’s watch takes discipline seriously. In addition, every policeman involved in any act of brutality must be sent to a mental health facility.

On Friday, October 2, the news channels were inundated with the Breaking News of US President Donald Trump and the First Lady of the United States, Melania Trump’s COVID-19 infection. Barely three days earlier the US President taking part in the first Presidential debate between him and the candidate of the Democratic Party, Joe Biden had mockingly talked about Joe Biden’s mask: “the biggest mask I’ve ever seen.”  Many members of the Trump camp at the debate, including the First family, did not bother to wear masks. Consistently, President Trump flouted COVID-19 protocols. He attended rallies and events where the same protocols were ignored. Veteran journalist Bob Woodward, in his most recent book, Rage, has disclosed that whereas the President was aware of COVID-19 as far back as February 2020, he made light of it, chose to “play it down”, because he didn’t want to spread panic and fear. More like Mr. Trump wanted to show that he is a macho man, a Superman. He encouraged denialism. He refused to listen to the scientists. At some point, he even took over the job of the scientists and began to announce prescriptions for COVID-19. His usual victim in that regard is the top US physician, Dr. Robert Fauci, Director of the National Institute of Allergy and Infectious Diseasesand the most recent being Dr. Robert Redfield, the Director of the Centre for Disease Control.

From his promotion of Hydroxychloroquine to his dismissal of COVID-19 as a common flu, it is ironic that President Trump is now in “a mortal battle” with COVID-19. He has also put his wife at risk, in the same manner in which he put the lives of over 214, 000 persons who have died from COVID-19 related complications in the United States at risk.  US COVID-19 sero-prevalence is over 7.6 million.  Nine states are witnessing a second wave of the deadly disease, including the state of New York which crawled out of being the US epicentre of the disease, but has now had to impose new restrictions. President Trump’s COVID-19 infection is self-inflicted. He is paying a price for his own carelessness, and has imposed on the country that he leads uncertainty and the possibility of chaos. Trump is an old man of 74. He has underlying medical conditions. Can you imagine the President of the United States dying in an election season, less than a month to a Presidential election? Trump’s mishandling of the COVID-19 situation in the United States is a threat to US national security. It is a threat to the security of the world! Already, the Speaker of the Parliament in Taiwan, You Si-kun has expressed the view that President Trump must remain alive, and get better, so he can continue to help check-mate the excesses of China. We also want him alive, and we join others in wishing him and the First Lady of the United States, speedy recovery. Mr. Trump’s paternal grandfather, Friedrich Trump, died during the Spanish flu in 1918. We do not wish him the same fate.

But there are lessons and implications that should be stressed. President Trump is the most powerful man in the world. He is also the most protected American alive today. If he can come down with COVID-19, then the point is proven again that we are all vulnerable in the face of this contagious disease that has no cure, and respects no persons. The question right now is: how many persons in the White House and around the President are infected? The spread of a pandemic within the highest levels of government in the United States is enough to cause panic. President Trump is not the first American President to fall ill in the White House. In 1955, President Dwight Eisenhower had a heart attack. The public was told he had a stomach upset! President John F. Kennedy struggled with chronic back pain and Addison’s disease.

The natural instinct is to cover up the truth about the President’s health. In July 1893, the then President of the United States, Grover Cleveland disappeared. He had a non-malignanttumour, diagnosed as epithelioma, and was smuggled out to sea for a secret surgery. It was too risky politically to announce any form of weakness in the White House. A newspaperman, E.J. Edwards, got wind of the story and blew the whistle. He was branded a liar, and dismissed as ‘a disgrace to journalism”. It took more than a century before the truth came out. In 1919, President Woodrow Wilson came down with the Spanish Flu.  The public was told the President had a cold.  President Franklin Delano Roosevelt suffered polio. It was carefully managed. It should therefore not be surprising that in 2020, a certain political theatre has been built around President Trump’s COVID-19 infection.  He was admitted into the Walter Reed Military Medical Centre on Friday after two sharp drops in his oxygen level, and confirmation that he had high fever.  By Sunday, the Superman Trump had recovered well enough that he even made an impromptu appearance in the form of a drive-by in the course of which he waved at his fans who had besieged the Medical Centre.

Dr. James Phillips, one of his physicians has described that political stunt as an “act of insanity”. He says the “irresponsibility is astounding.” Dr. Phillips cannot be more correct. After a pattern, President Trump continues to play politics with COVID-19. He puts the lives of others at risk. He misleads the country and the world. There is a collapse of protocol and standards around him. His handlers short-change the American people by dropping the ball. They have allowed themselves to be brow-beaten by a President who is both a bully and an egoist. They are all so overwhelmed by his personality they would just allow him to get away with anything, even when national security is obviously compromised. By Monday, we were already being told that Mr. Trump will be back in the White House. I don’t envy Sean Conley, the White House Physician. He must be having a hard time. But he and his team owe Americans a duty to tell the truth about the President’s health condition, and to ensure there are no further stunts that make no sense. And if we may ask: is President Trump directing his doctors?  When the President of the United States checks into the Walter Reed National Military Medical Centre, is he an infectious disease patient looking for help, or the Commander-in-Chief of the hospital?

US stock futures contracted following the announcement of President Trump’s infection. Markets in Europe and Asia posted the same response. The Democrats made heavy capital out of it. We were told the Democratic Presidential candidate Joe Biden had tested negative. In the polls he further jumped ahead of President Trump, with a double-digit lead. In another poll, 65% of Americans reportedly believe that Trump would not have been infected if he had been more careful. The only good news is that deadly as COVID-19 is, it is not actually a death sentence. Trump is not the first Head of State and Head of Government to contract it.  JairBolsonaro (Brazil), Juan Orlando Hernandez (Honduras), Jeanine Anez (Bolivia), Prince Albert II (Monaco); Alexander Lukashenko (Belarus), NikolPashinyan (Armenia), Alejandro Giammattei (Guatemala), Boris Johnson (United Kingdom) all contracted COVID-19 and survived. Burundi’s former President, Pierre Nkurunziza wasn’t so lucky. But persons older than Mr. Trump despite the established revelation that the elderly are more vulnerable, have also managed to beat the disease: Bill Lapschies, 104, US; Ada Zanusso, 104, Spain; Geneva Wood, 90 years; US; Alma Corsini, 95, Italy; William Kelly, 95, US; Joseph Zhu Baoyu, 98, China, ItalicaGrondona, 102, Italy…

As President of the most powerful country in the world, there is little doubt that President Trump and his wife will get the best care possible. Every effort must be made to ensure that he gets that care and he must be restrained from any kind of reckless conduct. There have been conspiracy theories about Mr. Trump’s COVID. I have heard the view that this is all a contrivance to gain sympathy for the November 2020 Presidential election. I disagree. It will be the height of insanity for any one to play that kind of politics, and to be supported in doing so by the entire American establishment. What may happen is that Mr. Trump will survive COVID-19, and he will exploit that politically to tell every one that he is indeed a Super Man who has beaten COVID and will now also beat the rival he refers to as “sleepy Joe”.  Except that Joe Biden is not sleeping. He wants Americans to vote Trump,a disruptive and divisive President, out of the White House. He is fully awake. And he showed that during the first Presidential debate when he trounced President Trump on all counts: composure, maturity, depth and decorum.
