In a statement today, November 12 by the Presidency in Accra, President Nana Addo Dankwa Akufo-Addo said: “I have directed that all national flags should fly at half mast for the next seven days in all parts of the country and I have declared seven days of national mourning from Friday 13th November 2020.”

The President said that it is with great sadness that he was announcing to the nation that the first president of the Fourth Republic, Jerry John Rawlings, has “joined his ancestors”.

He said that the tragic event occurred at 10.10 am (GMT) on Thursday at the Korle bu Teaching Hospital in Accra where the former president was receiving treatment after a short illness.

“I convey the deep sympathies of the government and the people of Ghana to his wife, Nana Konadu Agyeman-Rawlings, the children and the family of the late president in these difficult times.”

He said that in honour of the memory of the former president, he and Vice President Mahamudu Bawumia have suspended their political campaign for the same period.

Ghana is scheduled to hold presidential and parliamentary elections on 7 December.

The statement said the Government will work closely with the family of the late president on the arrangements for “a fitting funeral” for him.

“A great tree has fallen, Ghana is poorer for this loss,” he said.

Meanwhile, the family of the former president is asking for privacy as it mourns him.

“The family requests privacy at this difficult moment,” his eldest child, Dr. Ezanetor Agyeman-Rawlings, said in a statement in Accra.

Reports from Accra said hundreds of people have been pouring into his house in tears as the shocking news spread.

Rawlings, 73, a former Flight Lieutenant and fighter pilot, was born on 22 June 1947.

He burst onto the Ghanaian political scene when he was arrested and tried for mutiny in May 1979.

At that trial, Rawlings, who was a fighter pilot, defended himself by criticising the military leadership at the time and widespread corruption.

This won him many admirers and he was sprung from jail on 4 June by junior officers and other ranks to lead an uprising that they called “house cleaning exercise”. Three former military leaders were executed during the period which is regarded as the bloodiest in Ghana’s history.

He handed over to a civilian government in September 1979 but staged another coup on 31 December 1981 and ruled as a military leader until 1993 when he was sworn in as a civilian president after winning multi-party election on the ticket of the National Democratic Congress (NDC) which he formed.

He served two terms as the democratically elected President of Ghana from 7 January, 1993 to 7 January, 2001 when he handed over to John Agyekum Kufuor, whose New Patriotic Party (NPP) won the election in December 2000.

The well-kitted ADC, whose name was yet to be confirmed as of the time of filing this report, stood behind the governor during the speech but slumped.

PDP National Chairman, Uche Secondus, was also present at the event with some other party officials.

Obaseki had defected to the PDP from the All Progressives Congress (APC) after he was denied the ruling party’s ticket in the primary election due to intra-party wranglings.

He later defeated the APC candidate in the September 19, 2020 governorship election, Osagie Ize-Iyamu.

Balarabe Musa: Exit Of The Last Man Standing, By Adams Oshiomhole

It came like a rude shock. Only recently we had a robust telephone conversation which was more like a reminiscence of the good old days, when politics was played along ideological persuasions.

He was loud and firm, as usual, espousing his thoughts about building a united Nigeria where tribes and tongues no longer matter in deciding our nationality. It didn’t strike me that I was having my last conversation with this great pan-Nigerian consummate politician, a thoroughbred progressive, who deployed honesty in all his political engagements.

He was not just a politician’s politician, he was one who brought ideology to flourish in his political engagements and nurtured that ideal under the People’s Redemption Party, till death snatched him away. I could still remember vividly how he appointed me into a board during his time as Governor, even though I wasn’t from Kaduna state. He never hesitated to cultivate the support of anyone who could add value to his policy focus of making governance reach the ordinary folks in the state. With a Secretary to Government in Late Dr. Bala Usman, one could imagine how robust the engagements would be. He was more concerned about delivering services than what the office could afford him. He was never materialistic. He was not carried away by the allure of power and the paraphernalia of office. He was simple, ideologically grounded, and dialectically opposed to politics of acquisition.

We have lost the last man standing, the last of the mohicans, the last man who represented the ideological underpinning of politics. Alhaji Balarabe Musa will be sorely missed. He was a father figure to me as we often exchanged telephone conversations like father and son. He never shied away from speaking his mind on any issue no matter the risk involved.

He was blunt and his vitriolic “missiles” were often directed at the right quarters. He was bold and fearless. Any time he had opportunity to interact, you would find him espousing those ideals that defined his politics and humanity. Even though a former Governor, he lived like an ordinary Nigerian. He refused to bend the ultra Left of PRP ideology to accommodate the right NPN and paid the prize  by impeachment rather than keep the Governorship office and compromise his well cherished PRP ideology. He lived and died for the masses.

His life will remain a good example for Nigerian politicians and those who occupy public office. He will remain a reference point in political discourse especially on the subject matter of ideological politics. May his soul rest in peace. May Allah forgive him his sins and accept his soul amongst the saints in the hereafter. Adieu, Alhaji, Balarabe Musa, the people’s authentic Governor and leader.

Reps Angry With AGF, Says It Had Not Audited 801 Fed Agencies, 110 Foreign Missions In 3 Years

Minister of Justice, Malami Abubakar

The House of Representatives has expressed grave concern over the inability of the Office of the Auditor General of the Federation (AGF) to carry out the audit of 801 federal agencies and parastatals as well as foreign missions across the world since 2017. Nigeria currently has 110 foreign missions being funded through annual budgetary provisions.

The lawmakers expressed the concern during the investigative hearing held at the instance of the House Committee on Public Accounts, chaired by Hon ‘Wole Oke It resolved to summon the Secretary to the Government of the Federation (SGF), Boss Mustapha; Minister of Finance, Budget and National Planning, Dr Zainab Ahmed; Director-General of Budget Office of the Federation, Ben Akabueze; the Accountant General of the Federation (AGF), Ahmed Idris; Head of Service of the Federation, Dr Folashade Yemi-Esan; and chairman, Federal Civil Service Commission Dr Tukur Ingawa.

The lawmakers also expressed displeasure over non-provision of required funds for the recruitment of 611 new staff needed to bridge the manpower shortfall in the office of the Auditor General of the Federation despite obtaining a waiver from the Head of Service of the Federation since 2017.

Oke alleged: “a very critical professional body is being under-funded. Even in fund allocation for the budget, the Director-General of the budget office has intentionally deliberately underfunded the office of the Auditor-General so that he won’t be able to discharge its duties and uncover all the illegal criminal activities and looting going on in the country.

“On what basis would you be funding agencies that have no value to the economy at the detriment of the Auditor General office?

“From the presentation of the Auditor General is understaffed, he needs over 600 workers. It will interest you that the entire Zamfara State has just on staff; one staff in Zamfara State, how do we run a country like this?

“Even in the 2020 budget, the Auditor General is struggling, its funds are yet to be released to him 100%. There are critical activities of the office of the Auditor General aside financial auditing, we have programmes’ auditing, we have project auditing, value for money, but the auditor General is unable to do all these, it’s underfunded.

“So we’ve resolved to invite the Minister of Finance, the Director of Budget Office, the Accountant General of the Federation, Head of Service and Chairman of the Federal Civil Service Commission to cause appearance before this Committee.

“One, to find out why the Director of Budget has refused to fund the Auditor General’s office in the area of Personnel cost. They have no functional vehicles, personnel of other agencies that you expect the Auditor General to go and audit, earn better than staff of Auditor General’s office.

“And this is a very critical office that we need to wage war against corruption in the land. We would continue to escalate this matter until it gets to the hearing of Mr. President, that Auditor General’s office is grossly underfunded.

“There’s no government that has put in place programmes for youth empowerment, training and development but all the funds allocated for these programmes, can the Auditor General trace and track them without personnel, without equipment, so as to ensure value for money?

“Personnel of agencies that you asked Auditor General to go and audit earn better than the personnel of Auditor General, to the extent that Nigerian Youths and younger ones are not even interested in going to work with the Auditor General, they prefer to go to NCC, they prefer to go to paramilitary agencies, CBN, FIRS, just because working with Auditor General’s office you cannot earn a living wage.”

The Committee mandated the Accountant General of the Federation to release with immediate effect  all the funds required for the exercise before the end of 2020 fiscal year
